14、dtobesolvedurgently.新農(nóng)村建設(shè)的好處與問題發(fā)展新農(nóng)村建設(shè)，是我國符合客觀實際的一個的做法。我國的國情和資源條件難以支撐集中發(fā)展大中城市的城市化道路?？陀^上，農(nóng)民進城也存在習俗、就業(yè)、購房、生活費用等諸多約束，采用農(nóng)民熟悉和能夠承受的小城鎮(zhèn)生活方式，則是一個現(xiàn)實選擇。當前，積極推進新農(nóng)村建設(shè)，特別是中西部的新農(nóng)村建設(shè)，是在特定的時期一個正確的選擇。1 .新農(nóng)村建設(shè)的好處一些發(fā)展新農(nóng)村建設(shè)的好處：1 .可將更多建設(shè)資金投到農(nóng)村；2 .能夠增加農(nóng)村公共產(chǎn)品供給；3 .拉動農(nóng)村內(nèi)需轉(zhuǎn)變增長模式；4 .實現(xiàn)人口資源環(huán)境良性循環(huán)；5 .可以有效縮小地區(qū)城鄉(xiāng)差別。筆者認為，推進新農(nóng)村建設(shè)

15、將是一個一石多鳥的選擇。一、為大中城市的房地產(chǎn)投資降溫，把資金吸引到農(nóng)村小城鎮(zhèn)，既能推進小城鎮(zhèn)的建設(shè)，又能利用城鎮(zhèn)建設(shè)繼續(xù)發(fā)揮房地產(chǎn)在拉動GDP增長中的作用，發(fā)揮房地產(chǎn)業(yè)與眾多的產(chǎn)業(yè)相關(guān)聯(lián)的特點，保持經(jīng)濟的穩(wěn)定增長，還可以解決大城市房地產(chǎn)泡沫問題。二、能夠提高農(nóng)民收入，增加農(nóng)村的公共產(chǎn)品供給。讓一部分先富起來的農(nóng)民遷移到小城鎮(zhèn)，使得過去以“過密化”為特征的人多地少矛盾有所緩解，使得土地流轉(zhuǎn)和規(guī)模經(jīng)營能夠?qū)崿F(xiàn)。三、拉動農(nóng)村的內(nèi)需是未來我國轉(zhuǎn)變經(jīng)濟增長模式的關(guān)鍵。由于我國農(nóng)民收入增長較城市緩慢，加上農(nóng)村醫(yī)療、養(yǎng)老、教育相關(guān)保障長期缺失，使得農(nóng)村市場的消費沒有撬動起來。事實上，農(nóng)民對于現(xiàn)代生活方式是

16、向往和樂于接受的，家電下鄉(xiāng)等受到農(nóng)民的積極響應(yīng)就是很好的說明。農(nóng)民在家用電器、交通工具、住房、教育、醫(yī)療、文化生活等方面的消費，很大程度上依賴城鎮(zhèn)提供的消費環(huán)境和消費條件，沒有城鎮(zhèn)作為載體，農(nóng)民就是有消費能力也無法消費。加快農(nóng)村城鎮(zhèn)化進程，還能孵化出更多的消費量。城鎮(zhèn)化必然帶動基礎(chǔ)、旅游設(shè)施、公共服務(wù)業(yè)建設(shè)，帶動城鎮(zhèn)工業(yè)、建筑材料、交通運輸、商業(yè)餐飲、文化消費等。四、農(nóng)村城鎮(zhèn)化能減少農(nóng)業(yè)水土資源流失、草原過度放牧等問題，實現(xiàn)人口、資源和環(huán)境的良性循環(huán)，實現(xiàn)中國經(jīng)濟可持續(xù)發(fā)展。五、在中西部加快新農(nóng)村建設(shè)步伐，發(fā)展農(nóng)村經(jīng)濟，可以有效縮小地區(qū)差別、城鄉(xiāng)差別，特別是西部地區(qū)大多是少數(shù)民族地區(qū)，有利于增進民族團結(jié)。2 .新農(nóng)村建設(shè)的問題隨著新農(nóng)村建設(shè)的推進，各式各樣的現(xiàn)代鄉(xiāng)村建筑出現(xiàn)在了廣闊中國農(nóng)村的土地上，但是總的來說，這些現(xiàn)代鄉(xiāng)村建筑基本上是在模仿城鎮(zhèn)建筑基礎(chǔ)之上、經(jīng)過工匠的簡化而形成的產(chǎn)物。其基本特征有：1 .室內(nèi)空間構(gòu)成與平面布局與城鎮(zhèn)建筑相近，滿足現(xiàn)代生活方式的功能需求；2 .運用現(xiàn)代建材工業(yè)產(chǎn)品，施工技術(shù)簡單；3 .現(xiàn)代鄉(xiāng)村建筑成本相對低
