As a doctoral student specializing in sociology at one of Chinas most prestigious universities_ University, with fruitf

2、ul research achievements, I am bent on pursuing greater academic excellence that will facilitate my personal development. I believe that, based on my firm academic foundation in sociology, I can venture into the related field of Public Administration and achieve equally encouraging results. I believ

3、e my decision is well-considered as it originates spontaneously from my personal and academic backgrounds. I was born into a small mountain village on the rugged _ Plateau in Southwestern China, almost completely sealed off from the rest of the world. Since my childhood, I had a real taste of povert

4、y and backwardness. In that village inhabited mostly by ethnic minorities, I witnessed how the locals depended on primitive means to wring a life from unproductive lands. When I came to the countrys eastern region to pursue my education, I was shocked at the striking social and economic discrepancie

5、s between Chinas eastern and western regions. Through my education, I came to realize that such discrepancies, apart from historical and geographical factors, have much to do with the central governments public administration. An effective way to change this situation is to introduce advanced mechan

6、isms of public administration. A strong sense of mission was thus bred inside me. Having developed adequate knowledge of Chinese society through my sociology programs, I know this is the prime time to acquire an academic foundation for fulfilling my mission of changing the east-west disequilibrium,

7、which coincides with the governments campaign to develop the western region. The University of _ s MPA program will give me this academic foundation and I believe that my academic aptitudes, research potential and rich practical experience will enable me to acquit myself satisfactorily in my propose

8、d degree program. In 1991, I entered the Department of _ University as top student in my school district during that years competitive National College Entrance Examination. For nearly a decade, my immersion in sociology has not only provided me with insights into Chinese society but also helped me

9、command quantitative and qualitative analysis, two important methodologies for sociological, economic and public administrative studies. In addition, I have developed a sound theoretical framework to make in-depth interpretations of social phenomena. So far I have completed the first two years of my

10、 3-year doctoral program and have co-authored and published two books on the migration of Chinas farm workers and on urban development and management. The first is entitled Urban Space and Interpersonal RelationsComparative studies of Social Development in Cities both at Home and Abroad and the seco

11、nd Service Renovations in Estate Management: Interaction between Property Management and Community Services. Additionally, I have published two research papers in the core journals On the Relationship Between City and City Market and From Work Units to CommunityThe Transition of Social Structures in

12、 China. I have also made important contributions in three research projects of the Institute for Urban Sciences at _ University. Currently, requested by the X_University Press, I am translating Cities And Privatization: Prospects for The New Century, a book on public administration by Prof. Jeffrey

13、D. Green from the University of Montana. Meanwhile I am working on my dissertation Village in Transition A Case Study of the Immigrant Farm Workers of X_Village in Urbanization. I have conducted extensive surveys and data-collection. By focusing on the flow of surplus rural labor at the intersection

14、s of urban and suburban areas, the research will be a typical case study of considerable significance, both theoretical and practical, to the study of Chinas surplus labor as a whole in the on-going urbanization process. It will also provide important references for relevant government departments i

15、n their public administration and policy-making. Although coursework is a major part of my academic life, I have also made conscious efforts to accumulate practical experience. Even though a sophomore in my undergraduate program, I spent summer vacation doing independent field trips to rural areas a

16、nd townships in Sichuan Province to investigate the migration of surplus labors. My thesis based on those field trips captured the attention of the sociological scholars of my university. Ever since then, performing social studies has become habitual for me, a practice vitally important for a studen

17、t of sociology. Compared with other applicants, I have another unique assetmy 5-year full-time work experience. For two years I worked at a grass-root local civil administration department, engaged in laborforce training and development. I spent another two years at the Employment Information Center

18、 attached to the Labor and Social Security Bureau of Sichuan Province. Another year was devoted to the project research and development and to market research in a state-owned enterprise _ Provincial Railroad Development Co. Ltd. In those five years, I traveled to most parts of China and collected l

19、arge quantities of first-hand information about Chinas social and economic conditions. This definitely constitutes an important part of my qualifications for an MPA program. Aware of the regional imbalance, a mistake committed as a result of unscientific public administration, the Chinese government

20、 is promoting with unprecedented momentum its strategic campaign of western development. Major investment and talent development programs have been formulated, which will be an immense input to the campaign. The already developed eastern regions are also offering their helping hands and it is a trem

21、endous comfort to see my hometown undergoing gradual yet unmistaken changes socially and economically. However, there is still a long way to go before Chinas western regions rid themselves completely of poverty and backwardness. I can feel my responsibilities. The MPA program at the University of _

22、enjoys leading academic reputation in the United States. With the merging of its first-rate School of Public Administration and its equally renowned School of Urban Planning and Development in 1998, the School of Policy, Planning and Development was established, with close links with the government,

23、 business, and communities. It has become the leader in public administration, which fits perfectly with my background and my research interests. I expect that through your MPA program, I can learn advanced knowledge, experience and methodologies of public administration and ultimately introduce int

24、o China effective mechanisms of public administration to facilitate Chinas social and economic development. In particular, I wish to offer my knowledge to the policy-making processes regarding the countrys western regions. In my future career, I will commit myself to the reduction and ultimate elimi

25、nation of regional imbalance involving different ethnic groups. “The world can be changed by mans endeavor, and that this endeavor can lead to something new and better. No man can sever the bonds that unite him to his society simply by averting his eyes. He must ever be receptive and sensitive to th

26、e new; and have sufficient courage and skill to face novel facts and to deal with them.” Former US President Roosevelts words will keep ringing in my mind, spurring me to pursue my academic and career objectives. 27、 sincerely, 法國(guó)留學(xué)五大住宿類型 一、大學(xué)生公寓 在法國(guó),設(shè)在大學(xué)校園內(nèi)或市內(nèi)的大學(xué)生公寓均由大區(qū)大學(xué)及學(xué)校事務(wù)管理中心 (CROUS) 負(fù)責(zé)進(jìn)行管理。公寓內(nèi)設(shè)10至12平方米帶家俱和盥洗設(shè)備的單人房間,廁所和淋浴為樓層公用。公共設(shè)施還囊括:公用小廚房、工作和會(huì)議室等。某些公寓還提供一些特殊服務(wù),例如:公共部分的打掃、提供床單、常駐保安看守,等等。這類住所的平均租金在每月120至300歐元之間。 這些住房按照學(xué)生社會(huì)條件進(jìn)行分配。獲得公立大學(xué)生公寓的住房名額特別困難,尤其是在巴黎。因?yàn)檫@些住房名額通常優(yōu)先為獎(jiǎng)學(xué)金享受者預(yù)留。對(duì)于外國(guó)留學(xué)生,則優(yōu)先分配給法國(guó)政府獎(jiǎng)學(xué)金享受者。 二、私

28、營(yíng)大學(xué)生公寓 這類專供大學(xué)生租用的私營(yíng)公寓分布于法國(guó)各大城市。為彌補(bǔ)公立大學(xué)公寓住房的不足,最近幾年來(lái),法國(guó)的私營(yíng)大學(xué)生公寓得到了很快的發(fā)展。私營(yíng)大學(xué)生公寓通常提供帶家俱和設(shè)備的單間套房 ( Studio) ;內(nèi)設(shè)簡(jiǎn)易廚房,視情況可配帶餐具;公用設(shè)施囊括:咖啡廳、電視室、會(huì)議室、復(fù)印室、自動(dòng)洗衣房,等等。這些單間套房根據(jù)適用于私營(yíng)部門(mén)的租賃法規(guī)出租;須簽訂租約并按要求繳納押金。如在離開(kāi)住房時(shí),房屋設(shè)施保持搬入時(shí)的原樣狀況,則可退還押金。 在某些私營(yíng)大學(xué)生公寓,電費(fèi)由學(xué)生自付,并且如果居住時(shí)間至少超過(guò)一年時(shí),還須繳納居住稅。這類住房的月租金巴黎約需590至686歐元,外省400至686歐元。 三

29、、私人住宅 租用這類私人住宅,即使是帶家俱房間或單間套房,通常要求出示父母擔(dān)保書(shū),以保證如期支付房租。一般來(lái)說(shuō),房東對(duì)房客的經(jīng)濟(jì)收入有嚴(yán)格的要求,即申報(bào)的收入必須至少是房租的四倍。房主可要求房客出示最近幾個(gè)月的工資單或最近一兩年的年收入申報(bào)單。如果需要有人作擔(dān)保的話,擔(dān)保人的收入必須至少高于房租六至八倍。 這類住房通常需要通過(guò)物業(yè)中介管理公司尋找;也可通過(guò)報(bào)刊廣告直接向房主租用。遵照法國(guó)的習(xí)慣,房租由兩個(gè)部分組成:一是歸屬房主的住房租金,另一部分稱 作“雜費(fèi)負(fù)擔(dān) ( Charges)”,主要用于支付日常公共開(kāi)支,例如:信件、門(mén)房、樓房公共部分的清潔打掃,等等。雜費(fèi)金額視住房大小和樓房檔次而不同。學(xué)生住房的雜費(fèi)大概在每月50 歐元左右。在租房廣告中,如有縮寫(xiě)注明“CC”,也即“charges comprises ”,其意思是所列的房租中已經(jīng)包含了“雜費(fèi)”;否則,還應(yīng)另加雜費(fèi)。為謹(jǐn)慎起見(jiàn),應(yīng)隨時(shí)詢問(wèn)房東或房產(chǎn)經(jīng)紀(jì)公司房租是否包含雜費(fèi)。 四、家庭寄宿 所謂家庭寄宿,也就
