3、、陳文軍、周玉鋒、孟澤洪、陳瑤、李帥、曹雨、趙華富、王家倫、董穩(wěn)。DB52/T 11622016DB52/T 11622016 PAGE 20 PAGE 21 出口歐盟茶質(zhì)量控制規(guī)程范圍本文件規(guī)定了出口茶葉質(zhì)量控制的術(shù)語(yǔ)和定義、茶園生產(chǎn)管控、茶葉加工管控、茶葉質(zhì)量要求、茶葉檢驗(yàn)規(guī)則、標(biāo)識(shí)與包裝、運(yùn)輸與貯存。本文件適用于出口茶葉在生產(chǎn)、加工、檢驗(yàn)、質(zhì)量、運(yùn)輸與貯存、追溯與召回等環(huán)節(jié)的茶葉質(zhì)量安全控制,包括直接介入出口茶葉生產(chǎn)鏈中一個(gè)或多個(gè)環(huán)節(jié)的組織以及出口茶葉的相關(guān)管理組織,適用于貴州各種出口茶葉類型,包括綠茶,紅茶,黑茶,白茶等。規(guī)范性引用文件下列文件中的內(nèi)容通過文中的規(guī)范性引用而構(gòu)成本文件必

6、號(hào)),具備出口食品生產(chǎn)企業(yè)備案證明,并登陸中國(guó)出口食品生產(chǎn)企業(yè)備案管理系統(tǒng)進(jìn)行登記。5.1.2 制度建設(shè)全面實(shí)行可追溯系統(tǒng),按照生產(chǎn)有記錄、流向可追蹤、信息可查詢、質(zhì)量可追溯的要求,實(shí)施系統(tǒng)化的茶葉質(zhì)量追溯制度,涵蓋種植環(huán)節(jié)、加工環(huán)節(jié)、流通環(huán)節(jié)、監(jiān)管環(huán)節(jié)四個(gè)方面,確保從茶園到茶桌,每一片茶葉、每一杯茶皆可追溯,產(chǎn)品品質(zhì)有了更高的保障。5.2 加工廠房建設(shè)5.2.1 選址與布局茶葉加工企業(yè)的加工廠房的選址不得建在可能影響茶葉安全衛(wèi)生的區(qū)域,周圍無物理、化學(xué)、生物等污染源,特別注意遠(yuǎn)離煙花爆竹的燃放區(qū),如墳地,生活垃圾堆集、處理區(qū)等。加工廠廠區(qū)應(yīng)按工藝要求布局,生產(chǎn)區(qū)與生活區(qū)應(yīng)隔離,尤其是廚、廁、
7、垃圾箱等,應(yīng)遠(yuǎn)離加工設(shè)備方向修建;清潔度不同的作業(yè)場(chǎng)所應(yīng)隔離。5.2.2 加工廠房建設(shè)廠區(qū)應(yīng)建有衛(wèi)生的與生產(chǎn)能力相適應(yīng)的原料、輔料、包裝物料、成品等儲(chǔ)存庫(kù)房以及廢料、垃圾暫存設(shè)施。廠區(qū)應(yīng)合理綠化,不得種植有飛絮植物如梧桐等;廠區(qū)無裸地表,道路應(yīng)以水泥或其他堅(jiān)硬材料輔設(shè),路面平坦、無積水,保持清潔,以減少灰塵。廠區(qū)內(nèi)不得兼營(yíng)、生產(chǎn)、存放可能影響茶葉衛(wèi)生的其他產(chǎn)品。廠區(qū)垃圾及廢棄物應(yīng)集中存放,并及時(shí)清理出廠。廠區(qū)衛(wèi)生間應(yīng)有沖水、洗手、防蠅、防蟲、防鼠設(shè)施,墻壁、地面易于清洗并保持清潔。廠區(qū)內(nèi)禁止飼養(yǎng)禽畜及其他動(dòng)物。5.2.3 加工生產(chǎn)線建設(shè)加工生產(chǎn)線布局合理,其面積、高度應(yīng)與生產(chǎn)能力和設(shè)備安置相適
8、應(yīng)。不同清潔區(qū)應(yīng)隔離,避免交叉污染。加工生產(chǎn)線周邊的墻壁、屋頂應(yīng)使用易清潔的淺色、無毒、不易脫落的材料修建。加工生產(chǎn)線地面應(yīng)采用耐磨、防滑的堅(jiān)固材料輔設(shè),平坦無裂縫,易于清潔。 需用水沖洗的車間,地面應(yīng)有適當(dāng)?shù)?排水斜度,防止積水。加工生產(chǎn)線清潔作業(yè)區(qū)、準(zhǔn)清潔作業(yè)區(qū)的出入口及與外界相連的通風(fēng)處應(yīng)安裝防鼠、防蠅蟲設(shè)施。設(shè)備、設(shè)施應(yīng)與生產(chǎn)能力相適應(yīng),布局應(yīng)符合工藝和產(chǎn)品衛(wèi)生要求。加工生產(chǎn)線設(shè)備 、工器具和容器與茶葉的接觸面應(yīng)使用無毒、無味、易清潔的材料制作。加工生產(chǎn)線應(yīng)配置設(shè)備、工器具清洗(潔)消毒設(shè)施和保證產(chǎn)品衛(wèi)生的其他設(shè)施。各種爐灶門不得直接開向車間 ,燃料及殘?jiān)鼞?yīng)設(shè)有專門存放處。盛裝茶葉或廢
9、棄物的容器應(yīng)有明顯的標(biāo)識(shí)加以區(qū)別,不得混用。5.2.4 生產(chǎn)人員要求 出口茶葉生產(chǎn)人員應(yīng)經(jīng)過體檢,合格后才能上崗,并且每年進(jìn)行至少一次健康檢查,凡發(fā)現(xiàn)患有食品衛(wèi)生疾病的患者不得從事生產(chǎn)工作。 生產(chǎn)人員進(jìn)入廠房,應(yīng)穿戴好整潔的工作服裝,并按照規(guī)定洗手消毒,并保持個(gè)人衛(wèi)生,不得隨意進(jìn)出廠房,且在生產(chǎn)期間禁止飲食、吸煙、吐痰等可能對(duì)茶葉加工造成污染的行為。與生產(chǎn)無關(guān)的人員不得進(jìn)入生產(chǎn)廠房,參觀、來訪進(jìn)行廠房應(yīng)該走參觀通道,或者遵照生產(chǎn)人員的要求進(jìn)行。5.2.5 加工要求加工過程應(yīng)執(zhí)行衛(wèi)生標(biāo)準(zhǔn)操作程序(SSOP)。茶葉加工過程應(yīng)確定關(guān)鍵控制點(diǎn),并有效監(jiān)控。同一車間不得同時(shí)加工兩種不同茶類的茶葉。車間內(nèi)
10、不得堆放與茶葉加工無關(guān)的其他物品。加工過程中的在制品要按等級(jí)、規(guī)格存放并標(biāo)識(shí),在制品、半成品、成品不得與地面直接接觸。落地茶及廢棄物要分別盛放在指定地點(diǎn)并有明顯標(biāo)識(shí)的專用容器內(nèi),并及時(shí)處理。茶葉加工中應(yīng)采取有效措施除去混入茶葉中的金屬或其他外來雜物。不合格品應(yīng)單獨(dú)存放并標(biāo)識(shí),要及時(shí)分析產(chǎn)生的原因,采取有效措施加以糾正。應(yīng)設(shè)有有毒有害物品的專用儲(chǔ)存場(chǎng)所,加鎖并有專人保管。 建立有毒有害物品清單,做好進(jìn)出庫(kù)及使用記錄。廠房?jī)?nèi)若發(fā)現(xiàn)有害生物,應(yīng)追查其來源,并采取適當(dāng)措施加以撲滅。 6 茶葉質(zhì)量要求出口歐盟茶葉質(zhì)量應(yīng)按照SN/T0918-2000進(jìn)出口茶葉抽樣方法進(jìn)行抽樣檢測(cè)。6.1 感官審評(píng)出口歐盟
11、茶葉應(yīng)采取SN/T 0917-2016進(jìn)出口茶葉品質(zhì)感官審評(píng)方法。6.2 理化指標(biāo)出口歐盟茶葉重量應(yīng)采取 HYPERLINK /detail/112004.html t _blank SN/T 0924-2000進(jìn)出口茶葉重量鑒定方法;水分含量應(yīng)采取GB5009.3-2006食品安全國(guó)家標(biāo)準(zhǔn) 食品中水分的測(cè)定方法;出口歐盟茶葉水浸出物、總灰分、茶葉粗纖維等指標(biāo)等應(yīng)分別滿足綠茶GB/T14456.1-2017、功夫紅茶GB/T13738.2-2017、緊壓茶GB/T 9833.1-2013、白茶GB/T22291-2017等標(biāo)準(zhǔn)。6.3 衛(wèi)生指標(biāo)出口歐盟茶葉污染物如農(nóng)藥殘留、重金屬、微生物、非茶
12、異物、蒽醌等衛(wèi)生指標(biāo)應(yīng)滿足出口茶葉質(zhì)量安全控制規(guī)范(GB/Z 21722-2008)國(guó)家標(biāo)準(zhǔn)。7 茶葉檢驗(yàn)規(guī)則7.1 組批產(chǎn)品以批為單位,利用同一生長(zhǎng)輪次同級(jí)鮮葉原料加工的產(chǎn)品為一批,同批同級(jí)茶葉品質(zhì)應(yīng)一致。 7.2 抽樣按SN/T 0918-2000規(guī)定執(zhí)行。7.3 出廠檢驗(yàn)每批產(chǎn)品出廠前需對(duì)感官要求、理化指標(biāo)、凈含量進(jìn)行檢驗(yàn),或按合同要求進(jìn)行檢驗(yàn),檢驗(yàn)合格后附上合格證方能出廠。出廠檢驗(yàn)規(guī)范按DB52/T 642執(zhí)行。7.4 判定規(guī)則凡有劣變、有污染、有異味者,該批產(chǎn)品判為不合格。 本標(biāo)準(zhǔn)所規(guī)定出廠檢驗(yàn)或型式檢驗(yàn)項(xiàng)目中任一項(xiàng)目不合格者,該批產(chǎn)品判為不合格。 本標(biāo)準(zhǔn)所規(guī)定出廠檢驗(yàn)或型式檢驗(yàn)項(xiàng)目
13、中全部項(xiàng)目合格者,該批產(chǎn)品判為合格。對(duì)檢驗(yàn)結(jié)果有爭(zhēng)議時(shí),應(yīng)對(duì)留存樣或在同批產(chǎn)品中,重新按 GB/T 8302 規(guī)定加倍抽樣進(jìn)行不合格項(xiàng)目的復(fù)檢,判定結(jié)果以復(fù)檢結(jié)果為準(zhǔn)。8 標(biāo)識(shí)與包裝8.1 標(biāo)識(shí)包裝標(biāo)識(shí)應(yīng)符合ZBX5001386 出口茶葉包裝檢驗(yàn)方法的規(guī)定。包裝箱(盒)上應(yīng)有地理標(biāo)志專用標(biāo)識(shí),并標(biāo)明產(chǎn)品名稱、數(shù)量(個(gè)數(shù)或凈含量)、產(chǎn)地、包裝日期、生產(chǎn)單位、執(zhí)行標(biāo)準(zhǔn)號(hào)等。8.2 包裝茶葉包裝箱用膠合板應(yīng)符合LY/T11702013的要求。銷售包裝應(yīng)符合WMB48(2)81 茶葉包裝的要求。 運(yùn)輸包裝應(yīng)符合 WMB10184出口散茶運(yùn)輸包裝瓦楞紙箱、WMB10284出口散茶運(yùn)輸包裝牛皮卡紙板箱的要
