1、THE JOB DESCRIPTIONOfOBI (China ) M anagementSystem Co., Ltd .組織結(jié)構(gòu)的基本原則企業(yè)組織結(jié)構(gòu)是按照實(shí)現(xiàn)企業(yè)所設(shè)定目標(biāo)而進(jìn)行的分工和協(xié)作而確定的,它的 設(shè)定對企業(yè)的成長具有戰(zhàn)略意義,也是企業(yè)團(tuán)隊(duì)管理和人員管理的基礎(chǔ)。完整的組織結(jié)構(gòu)的通常包括以下要素:部門,崗位,編制,級別和職務(wù)等級,工作流程。部門定義:在組織結(jié)構(gòu)中,具有獨(dú)立職能工作的部門組織單元。在通常情況下,依職能專業(yè)化的原則,部門可分成生產(chǎn)(營運(yùn))部門,控 制(監(jiān)督)部門 和支持部門。部門職能的特點(diǎn)是:不因時(shí)間的改變而改變,不因上級的變化而變化,不 因部門負(fù)責(zé)人的更換而更換。但在

2、企業(yè)的成長階段或部門尚不健全的情況下, 可由管理層賦予某些部門一些特定的兼管職能,這是過度性的。各部門的職能 只能相互銜接,不能重疊。崗位定義:對員工按相對固定的工作分工而確定的職位結(jié)構(gòu)。 企業(yè)所有的崗位 必須在組織結(jié)構(gòu)中體現(xiàn)出來,企業(yè)的每個(gè)員工也都能從找到自己的位置。崗位 中沒有自己位置的人,不能在企業(yè)中發(fā)布指令。在企業(yè)常有正職和副職的設(shè)立:在管理幅度比較大的,或工作時(shí)間長的企業(yè)或 部門須設(shè)立副職。副職是正職的代表,在正職不在現(xiàn)場時(shí),代理正職的工作。他接受正職的具體 授權(quán),可以在一定的時(shí)間去指揮并完成一定的任務(wù),副職必 需正職的授權(quán),正職有權(quán)按企業(yè)或部門的需要去調(diào)整副職的權(quán)限或決定。企業(yè)為了

3、發(fā)展的需要,設(shè)立副職可有利于高級管理人員的及時(shí)補(bǔ)充和提拔。 編制定義:為了完成組織結(jié)構(gòu)中各部預(yù)定的目標(biāo),每個(gè)崗位需要一定數(shù)量的員 工來完成。每個(gè)崗位人員定額的數(shù)量即為編制。編制應(yīng)該相對穩(wěn)定并通過高層 的批準(zhǔn)實(shí)行,不得隨意增減。以便有效地將 工資總額控制在預(yù)算中。級別和職務(wù)等級定義:級別是指企業(yè)組織結(jié)構(gòu)中上下左右的權(quán)利劃分和實(shí)施領(lǐng)導(dǎo)職能的等級形式, 上下級通過指揮線(匯報(bào)線)直接連結(jié),上級通過授權(quán)和監(jiān)督下級來實(shí)現(xiàn)公司 的目標(biāo)。如果在組織圖上,上下級之間沒有匯報(bào)線連接,則在通常情況下沒有 指揮和被指揮的關(guān)系。等級是由企業(yè)通過對員工工作能力(產(chǎn)品知識,工作技能和態(tài)度)的綜合評定 而確定的員工工作的不

4、同熟練程度的確定。級別和職務(wù)直接和員工的工資待遇相聯(lián)系和對應(yīng)。指揮系統(tǒng)的原則:一個(gè)上級的原則,既一元化領(lǐng)導(dǎo)的原則;服從的原則,下級必須服從上級;管理逐級的原則:具體表現(xiàn)為上級通過授權(quán)或命令的方式傳達(dá)工作指令, 并檢查目標(biāo)完成的情況。上級對下級不可以越級指揮,但可以越級檢查;下級對上級不可以越級報(bào)告,但可以越級指揮。有些情況如緊急或意外情況出現(xiàn)而直接上司不在場的前提下,可以越級。流程定義:為了完成某項(xiàng)任務(wù)和目標(biāo)所需要經(jīng)過的不同部門的眾個(gè)操作程序的 總和。它具有連續(xù)性,依次性和跨部門性。在具體執(zhí)行不能出現(xiàn)跳越某個(gè)環(huán)節(jié) 的情況。由于跨部門的工作在信息傳遞過程中會有一定失真,而導(dǎo)致部門關(guān)系的緊, 所以

5、,跨部門的工作必須通過操作流程來體現(xiàn),以確保工作中各環(huán)節(jié)的有效銜 接和及時(shí)完成。最終使員工形成良好的工作習(xí)慣。責(zé)任的界定:在日常工作中,每個(gè)部門都有其特定的工作使命,而每個(gè)部門 工作的責(zé)任人為該部門的經(jīng)理/主管,通常在處理公司異常情況或事件時(shí):首先界定的是部門的職責(zé);然后由責(zé)任部門(調(diào)查)確定個(gè)人的責(zé)任,并按相關(guān)規(guī)定予以處罰。因此,企業(yè)凡出現(xiàn)意外事故或其它非正常的事件, 責(zé)任的承擔(dān)應(yīng)該由責(zé)任部 門和責(zé)任個(gè)人兩個(gè)部分同時(shí)承擔(dān)。依據(jù)上述5個(gè)方面的要素,有必要對現(xiàn)有組織結(jié)構(gòu)進(jìn)行整理說明,使我們 的員工更清楚各自的 分工和定位,做到各盡其職,各負(fù)其責(zé),并理解分工和協(xié) 作關(guān)系的意義。由于篇幅和數(shù)量的關(guān)系
