IfforanyreasontheContracto如果由于種種原因，聯(lián)系不上承包商的HSE經(jīng)理/工程師，應(yīng)直接打電話給區(qū)域施工經(jīng)理或其指定人員，他可以處理這種事情或者能聯(lián)系上其它合適人員。4.2.2 2級 AboveactionswillalsoapplytoLevel2emergenciesbutintheeventofamoreseriousaccidentorincident,Proje對這一級的緊急事件也要采取上述行動，但若事故較為嚴(yán)重，還應(yīng)通知項(xiàng)目HSE經(jīng)理或其副手、區(qū)域施工經(jīng)理。項(xiàng)目HSE經(jīng)理必須開始事故調(diào)查活動。 43級 Allcallsconcerningalevel3emergencyshouldbemadetotheProjectManager.OnreceiptofacallindicatingthataLevel3Emergencyhasarisenthefollowingactionsshallbetaken.ProjectManagershallimme凡涉及3級的緊急事件均應(yīng)打電話給項(xiàng)目經(jīng)理。一旦收到出現(xiàn)3級的緊急事件的電話，應(yīng)采取下列行動。項(xiàng)目經(jīng)理應(yīng)立即與全體緊急響應(yīng)小組成員聯(lián)系，告訴他們發(fā)生的情況，并指示他們?nèi)ナ鹿尸F(xiàn)場，必要時(shí)將緊急事故協(xié)調(diào)室搬過去。一旦聯(lián)系完畢，項(xiàng)目經(jīng)理應(yīng)立即去事故現(xiàn)場。 IftheEmergencyCo-ordinationRoomhasbeenmobilizedth一旦緊急協(xié)調(diào)室已經(jīng)搬遷，項(xiàng)目經(jīng)理應(yīng)通知承包商HSE經(jīng)理緊急協(xié)調(diào)室已完全搬好，所有的通信可在兩個(gè)中心之間進(jìn)行。 4.2.4 Oncethenatureoftheemergencyhasbeenestablished,theProjectManagermustdeterminetheextentofback-upandsupportrequired.HemustalsoliaisewiththeContractors’HSEManagerandestablishwhetheraProject一旦緊急事件的性質(zhì)已經(jīng)確定，項(xiàng)目經(jīng)理必須決定后援和支持的程度（范圍）。他還必須與承包商HSE經(jīng)理保持聯(lián)系，以明確項(xiàng)目高級代表是在承包商辦公室、警察總部還是在醫(yī)院等（為好）。 4.2.5 項(xiàng)目經(jīng)理可要求承包商提供一份受害地點(diǎn)更新的“現(xiàn)場人員”名單。 4.2.6 Anyoneinvolvedinanemergencyresponseshallmaintainalogofallinformation,(issuedandreceived)andofallactionstaken.Forthispurposeclearandlegiblenotes涉及到緊急事件的任何人應(yīng)保留所有（發(fā)出的和收到的）信息的日記以及采取的行動記錄。為此，可以接受在普通紙張上作明確而易讀的筆記。事件結(jié)束后，筆記必須加以分類保管，以備將來管理層或有關(guān)機(jī)關(guān)查閱。事故后應(yīng)盡快進(jìn)行匯報(bào)會議。 4.2.7 ShoulditbenecessaryforaProjectRepresentativeTeamtoattendthecontractors’premises,thenominatedpersonmustbeequippedwithallProject"Persons-on-Site"familynamesand如果必須要有項(xiàng)目代表到承包商辦公室，該指定人員必須配備以項(xiàng)目所有“在現(xiàn)場人員”集體名字、聯(lián)系電話和手機(jī)號。 4.2.8Media-MediacallsmustbereferredtoProjectManagerandConstructionManagerIfthisprovestobeimpracticalduetothecontractordelayingreleaseofinformation,theProjectManagermayreleaseastatementacknowledgingawarenessoftheemergency,thelocationoftheemergencyandstatingthefactthatProjectEmergencyResponseTeamhasbeenmobilizedandisworkingwiththecontractortoco-ordinatetheresponse.媒體-媒體的來電必須提交項(xiàng)目經(jīng)理和施工經(jīng)理。假如由于承包商推遲發(fā)布信息而使之不能進(jìn)行時(shí)，項(xiàng)目經(jīng)理可發(fā)布一項(xiàng)聲名，告知對突發(fā)事件的注意、突發(fā)事件的位置并指出事實(shí)上項(xiàng)目應(yīng)急小組已調(diào)動，正與承包商一起工作以協(xié)調(diào)應(yīng)對。 4.2.9 Oncetheinitialstatementandfurtherstatementshavebeenreleased,theProjectManagerorhisdesignatemaybesubjectedtoreceivingnumerouscallsfromthemedia.OnlyapprovedinformationgiventothembySeniorProjectManagementshallbeissued.一旦最初的聲明和進(jìn)一步的聲明公布后，項(xiàng)目經(jīng)理或其委派人可能會收到大量來自于媒體的電話。只有經(jīng)高級項(xiàng)目管理部門同意提供給他們的信息方可發(fā)布。 4.2.10 Onnoaccountshouldanyonedealingwiththeemergency,assumeorsurmiseanything.媒體應(yīng)對小組決不能推測，假定或臆想任何事情。 4.2.11 EmergencyEvacuation-Intheeventthattheemergencyresultsintheevacua應(yīng)急疏散-在突發(fā)事件造成人員從現(xiàn)場疏散的情況下，承包商的HSE經(jīng)理應(yīng)確保進(jìn)行“人頭清點(diǎn)”，所有雇員均有下落，對被疏散者安排相應(yīng)的照料。 thotherarisingweatheremergencies.項(xiàng)目現(xiàn)場的安全要求如下：施工工作停止并捆住松散的材料和設(shè)備，處理垃圾/殘屑和廢料，固定那些可能被風(fēng)刮走的物體和設(shè)備，切斷不重要區(qū)域的電源，降下起重機(jī)的起重臂，并將無關(guān)緊要的人員從項(xiàng)目現(xiàn)場疏散到安全的區(qū)域。以此為基礎(chǔ)，項(xiàng)目經(jīng)理將處理其它的氣象緊急事件。ENVIRONMENTALRELEASE/RESPONSEACTIONS環(huán)境性泄漏/響應(yīng)行動IntheeventofanEnvironmentalReleasetheProject/ConstructionHSEManagermustbenotifiedimmediately,whowillinturnnotifyEmergencyResponsepersonnel.Thetypeandmagnitudeofreleaseandcurrentweatherconditionsmustbeconsideredandthehazardsthoroughlyassessedbeforemobilizingemergencypersonnel.AllEmergencyResponsepersonnelenteringthereleaseareamustweartheproperpersonnelprotectiveclothingandrespiratoryprotection.在環(huán)境性泄漏的情況下，必須立即通知項(xiàng)目HSE經(jīng)理，并由其通知應(yīng)急小組成員。泄漏的類型和量度以及當(dāng)時(shí)的天氣狀況必須予以考慮，并在調(diào)動應(yīng)急人員之前對危險(xiǎn)作出完全的評價(jià)。所有進(jìn)入泄漏區(qū)域的應(yīng)急小組成員必須穿戴合適的人身防護(hù)衣服和防毒面具。Non-Hazardousmaterialsshouldbestoppedatthesourceofrelease.Containmentandcleanupshouldbeginassoonasreasonablypossible.非危險(xiǎn)性材料應(yīng)停放在釋放原地。裝封和清掃應(yīng)盡快開始。HazardousmaterialsThissitepracticedoesnotcoveranysignificantHazardousrelease.Incaseofsignificantreleaseallpersonnelaretobeevacuatedfromtheimmediateareaandthatareaistobecordoned/barricadedoff.Containmentmustnotproceeduntiltheassociatedhazardsareassessedandworkersafetyisassured.CleanupmustnotproceeduntilaJobHazardAnalysisandSafeWorkPlanisdevelopedthatwillassurethewell-beingofcleanuppersonnel.危險(xiǎn)性材料這一現(xiàn)場操作不包括重大的危險(xiǎn)性泄漏。在發(fā)生重大的泄漏時(shí)，所有人員均應(yīng)從直接區(qū)域疏散且該區(qū)域應(yīng)予以布設(shè)警戒線/隔離。裝封只有等到有關(guān)的危險(xiǎn)性作出評價(jià)且工人的安全得到保證后方可進(jìn)行。清掃必須在確保清掃人員安全健康的安全工作方案和工作危險(xiǎn)性分析出臺之后方可進(jìn)行。5.4.1ReportingEnvironmentalIncidents環(huán)境事故的報(bào)告AllEnvironmentalreleaseNearMissincidentsaretobedocumentedandreportedtotheProject/ConstructionHSEManager.所有未遂環(huán)境性泄漏事件應(yīng)列入文件并報(bào)告項(xiàng)目HSE經(jīng)理。AllEnvironmentalreleasesNonHazardousandHazardousmustbereportedtoProject/ConstructionHSEManager.所有無危險(xiǎn)性和有危險(xiǎn)性的環(huán)境性釋放必須報(bào)告項(xiàng)目HSE經(jīng)理。SECURITYINCIDENTS保安事故Securityincidentscouldincludetheentryofunauthorizedpersonneltothesiteoracriminalactivitythathasbeendetectedonthesite.保安事故包括未授權(quán)人員進(jìn)入現(xiàn)場或在現(xiàn)場發(fā)現(xiàn)犯罪行為。Onceasecurityincidenthasbeendetected,theChiefofSecuritywillbenotifiedandwilldirecttheappropriateaction.TheChiefofSecuritywillnotifytheProjectManagerforadviceoncehehasgatheredthenecessaryinformationconcerningtheincident.Undernocircumstanceswillsecuritypersonnelconfrontanindividual(s)whois/areinthepositionofcausingthemharm.Insuchcasesthelocalauthoritiesmaybesummonedtocomeontothesitetodealwiththesituation.一旦發(fā)現(xiàn)保安事故，保安負(fù)責(zé)人將被告知并將指揮相應(yīng)的行動。保安主管一旦匯總了有關(guān)事故的必要資料后應(yīng)通知項(xiàng)目經(jīng)理以征得建議。保安人員在任何情況下不得和那些準(zhǔn)備傷害他們的人員發(fā)生沖突。在這種情況下，可以通知當(dāng)?shù)鼐觳块T到現(xiàn)場進(jìn)行處理。
