InthecurrentEconomicJournal,JoshuaAngristoftheMassachusettsInstituteofTechnologyandVictorLavyoftheHebrewUniversityofJerusalemlookataschemewhichputcomputersintomanyofIsrael’sprimaryandmiddleschoolsinthemid-1990s.DrAngristandDrLavycomparethetestscoresformathandHebrewachievedbychildreninthefourthandeighthgrades(ie,agedaboutnineand13)inschoolswithandwithoutcomputers.Theyalsoaskedtheclasses’teachershowtheyusedvariousteachingmaterials,suchasXeroxedworksheetsand,ofcourse,computerprograms.TheresearchersfoundthattheIsraelischemehadmuchlesseffectonteachingmethodsinmiddleschoolsthaninelementaryschools.Italsofoundnoevidencethattheuseofcomputersimprovedchildren’stestscores.Infact,itfoundthereverse.Inthecaseofthemathscoresoffourth-graders,therewasaconsistentlynegativerelationshipbetweencomputeruseandtestscores.

Theauthorsofferthreepossibleexplanationsofwhythismightbe.First,theintroductionofcomputersintoclassroomsmighthavegobbledupcashthatwouldotherwisehavepaidforotheraspectsofeducation.Butthatisunlikelyinthiscasesincethemoneyfortheprogrammercamefromthenationallottery,andthestudyfoundnosignificantchangeinteachingresources,methodsortraininginschoolsthatacquiredcomputersthroughthescheme.

Asecondpossibilityisthatthetransitiontousingcomputersininstructiontakestimetohaveaneffect.Maybe,saytheauthor,buttheschoolssurveyedhadbeenusingthescheme’scomputersforafullschoolyear.Thatwasenoughforthenewcomputerstohavehadalarge(andapparentlymalign)influenceonfourth-grademathscores.Thethirdexplanationisthesimplest:thattheuseofcomputersinteachingisnobetter(andperhapsworse)thanotherteachingmethods.
