因?yàn)槲覀兿嘈?，?guó)與國(guó)之間的關(guān)系不只是政府或領(lǐng)導(dǎo)人之間的關(guān)系，它們是人民間―特別是年輕人之間的關(guān)系。

Soweviewstudyabroadprogramsnotjustasaneducationalopportunityforstudents…butalsoasavitalpartofAmerica’sforeignpolicy.因此，我們認(rèn)為海外留學(xué)項(xiàng)目不只是為學(xué)生提供的教育機(jī)會(huì)，還是美國(guó)外交政策至關(guān)重要的組成部分。

Yousee,throughthewondersofmoderntechnology,ourworldismoreconnectedthaneverbefore.你們看，通過現(xiàn)代技術(shù)奇跡，我們的世界比以往任何時(shí)候都更多地聯(lián)系在一起。

Companiescandobusinessandcompletewithcompaniesacrossthewecantext,emailandskypewithpeopleoneverycontinent.全球各地的公司可以進(jìn)行業(yè)務(wù)往來和相互竟?fàn)?。我們可以與各大洲的人們通過短信、電子郵件和Skype進(jìn)行溝通。

Sostudyingabroadisn’tjustafunwaytospendasemester-it’squicklybecomingthekeytosuccessinourglobaleconomy.

因此，出國(guó)留學(xué)不只是以開心的方式度過一個(gè)學(xué)期―它正迅速成為全球化經(jīng)濟(jì)中取得成功的關(guān)鍵。

Becausegettingaheadintoday’sworkplacesisn’tjustaboutgettinggoodgradesortestscoresinschool…it’salsoabouthavingrealexperiencewiththeworldbeyondyourborders-experiencewithlanguages,culturesandsocietiesverydifferentfromyourown.因?yàn)橐咴诋?dāng)今職場(chǎng)的前沿，只在學(xué)校里取得好成績(jī)是不夠的，還應(yīng)擁有國(guó)境外的真實(shí)體驗(yàn)：對(duì)完全不同的語言、文化和社會(huì)的體驗(yàn)。

Butlet’sbeclear,studyingabroadisaboutsomuchmorethanimprovingyourownfuture-it’salsoaboutshapingthefutureofyourcountriesandoftheworldweallshare.我想要說的是，出國(guó)留學(xué)絕不僅是改善你們自己的未來，它也關(guān)乎塑造你們的國(guó)家、關(guān)乎我們共有的世界的未來。

Becausewhenitcomestothedefiningchallengesofourtime-whetherit’sclimatechange,oreconomicopportunity,orthespreadofnuclearweapons...thesearesharedchallenges.因?yàn)槲覀冞@個(gè)時(shí)代的決定性挑戰(zhàn)一一無論是氣侯變化、經(jīng)濟(jì)機(jī)遇，還是核武器擴(kuò)散一一這些都是我們共同的挑戰(zhàn)。

這是你們與同學(xué)、實(shí)驗(yàn)伙伴建立起的聯(lián)系能帶來更多收獲的時(shí)候。阿比蓋爾·柯普林成為北京大學(xué)美國(guó)富布賴特學(xué)者的時(shí)候，她與同事們?cè)谑浊恢傅目茖W(xué)雜志上共同發(fā)表論文，建立研究伙伴關(guān)系，這段關(guān)系在他們各自回國(guó)后還長(zhǎng)久持續(xù)著。

Theselastingbondsrepresentthetruevalueofstudyingabroad…andIamthrilledthatmoreandmorestudentsaregettingthisopportunity.這些長(zhǎng)久的紐帶代表留學(xué)的真正價(jià)值，我很興奮，越來越多的學(xué)生正得到這樣的機(jī)會(huì)。

ChinaiscurrentlythefifthmostpopulardestinationforAmericansstudyingabroad.Andtoday,thehighestnumberofexchangestudentsinthefromChina.中國(guó)目前是美國(guó)人留學(xué)的第五大熱門目的地。今天的美國(guó)，來自中國(guó)的交換生數(shù)量最多。

Butstill,toomanystudentsneverhavethischance…andsomethatdoarehesitanttotakeit.盡管如此，太多的學(xué)生從來沒有這樣的機(jī)會(huì)，而一些有機(jī)會(huì)的學(xué)生則猶豫是否要抓住它。

Theymayfeellikestudyabroadisonlyforwealthystudents,orstudentsfromcertainkindsofuniversities.Ortheymaythinktothemselves:“Well,thatsoundsfun,buthowwillitreallybeusefulinmylife”

他們可能覺得留學(xué)只是有錢的學(xué)生或來自某類大學(xué)的學(xué)生的事?；蛘?，他們可能心里想，“嗯，這聽起來很有趣，但它在我的生活中真正有多大用處”

Iunderstandwheretheseyoungpeoplearecomingfrom,becauseIfeltthesamewaywhenIwasincollege.Yousee,Icamefromaworkingclassfamily…anditneverevenoccurredtometostudyabroad.Myparentdidn’tgettoattendcollege,andIwasfocusedongettingintoauniversityandearningmydegreesoIcouldgetajobandsupportmyself.我理解這些年輕人，因?yàn)槲以谏洗髮W(xué)時(shí)也有同樣的感受。你們知道，我來自一個(gè)工薪階層家庭，我甚至從來沒想過留學(xué)。我的父母沒有上過大學(xué)，我將精力集中在進(jìn)入大學(xué)并獲得學(xué)位，這樣我就可以得到一份工作并養(yǎng)活自己。

Andforalotofyoungpeoplelikemewhoarestrugglingtoaffordaregularsemesterofschoolpayingforplaneticketsorlivingexpensehalfwayaroundtheworldjustisn’tpossible.Andthat’snotacceptable,becausestudyabroadshouldn’tjustforstudentfromcertainbackgrounds.對(duì)于很多像我一樣靠奮斗才能讀得起一個(gè)常規(guī)學(xué)期的年輕人來說，支付世界另一邊的機(jī)票或生活費(fèi)實(shí)在是不可能的。這是不可接受的，因?yàn)榱魧W(xué)不應(yīng)僅屬于有一些背景的學(xué)生。

Ourhopeistobuildconnectionsbetweenpeopleofallracesandsocioeconomicbackgroundsbecauseitisthatdiversitythatmakesourcountrysovibrantandstrong…andourstudyabroadprogramsshouldreflectthetruespiritofAmericatotheworld.

我們希望在所有種族和社會(huì)經(jīng)濟(jì)背景的人之間建立聯(lián)系，因?yàn)檎沁@樣的多樣性讓我們的國(guó)家如此充滿活力和強(qiáng)大……我們的海外留學(xué)項(xiàng)目應(yīng)向世界反映美國(guó)的真正精神。

That’swhy,whenmyhusbandvisitedChinabackin2009,heannouncedour100,000StronginitiativetoincreasethenumberanddiversityofAmericanstudentsstudyinginChina.Andthisyear,aswemarkthethirty-fifthanniversaryofthenormalizationofrelationsbetweenourcountries…the.GovernmentactuallysupportsmoreAmericanstudentsinChinathaninanyothercountryintheworld.

這就是為什么在2009年我的丈夫訪問中國(guó)時(shí)，宣布了我們的100，000項(xiàng)倡議，該倡議旨在增加留學(xué)中國(guó)的美國(guó)學(xué)生的數(shù)量和多樣性。而今年，在我們紀(jì)念中美兩國(guó)關(guān)系正?；逯苣曛H……美國(guó)政府實(shí)際上支持更多的美國(guó)學(xué)生在中國(guó)學(xué)習(xí)。

We’resendinghighschool,collegesandgraduatestudentsheretostudyChinese…we’reinvitingteachersfromChinatoteachMandarininAmericanschools...we’reprovidingfreeonlineadvisingfrostudentsinChinawhowanttostudyinthe…andtheFulbrightprogramisstillgoingstrongwithmorethan3,000alumni.我們正將高中生、大學(xué)生和研究生送到這里來學(xué)習(xí)中文，我們正邀請(qǐng)中國(guó)老師到美國(guó)的嘗較教授普通話，我們?yōu)橄Ｍ魧W(xué)美國(guó)的中國(guó)學(xué)生提供免費(fèi)的在線咨詢。美中富布賴特項(xiàng)目仍在加強(qiáng)，現(xiàn)有3000多名學(xué)友。

Theprivatesectorissteppingupaswell.Forexample,SteveSchwarzman,theheadofanAmericancompanycalledBlackstone,isfundinganewprogramatTsinghuaUniversitymodeledontheRhodesScholarship.

私人部門也在加緊工作。例如，美國(guó)黑石公司的主管斯蒂夫·施瓦茨曼正在資助清華大學(xué)模仿羅德獎(jiǎng)學(xué)全（Rhode、Scholarship）的一個(gè)新項(xiàng)目。

Andtoday,studentsfromallkindsofbackgroundsarestudyinghereinChina.TaketheexampleofRoyaleNicholsonfromCleveland,OhiowhoattendsNewYorkUniversity’sprograminshanghai.Likeme,Royaleisafirstgenerationcollegestudent…andhermotherworkedtwofull-timejobswhileherfatherworkednightstosupporttheirfamily.OfherexperienceinShanghai,shesaid,“ThiscityoozespersistenceandinspiresmetoaccomplishallthatIcan.”

今天，來自不同背景的學(xué)生正在中國(guó)學(xué)習(xí)。以來自俄亥俄州克利夫蘭的羅亞爾為例，她參加了紐約大學(xué)在上海的項(xiàng)目。像我一樣，羅亞爾是家里的第一代大學(xué)生。她母親做兩份全職工作，而她父親晚上工作以維持他們的家庭。談到她在上海的經(jīng)歷時(shí)，她說：“這座城市充滿韌性，它激勵(lì)我完成所有我能做的事。”

Andthenthere’sPhilmonHaierfromtheUniversityofWashingtonwhosefamilycametothe.asrefugeefromEritreawhenhewasachild.OfhisexperiencestudyinginChina,hesaid,“studyabroadisapowerfulvehicleforpeople-to-peopleexchangeaswemoveintoaneweraofcitizendiplomacy.”還有來自華盛頓大學(xué)的腓力門·海爾，他還是孩子的時(shí)候，他的家人作為厄立特里亞難民來到了美國(guó)。談到他在中國(guó)學(xué)習(xí)的經(jīng)歷時(shí)，他說：“在我們進(jìn)入公民外交的新時(shí)代之際，留學(xué)是人民間交流的一種強(qiáng)大工具?！?/p>

“一個(gè)公民外交的新時(shí)代”一一我想不出比這更好的說法了，因?yàn)檫@正是我正在談的，那就是普通公民走向世界。

AndasIalwaystellyoungpeoplebackinAmerica,youdon’tneedtogetonaplanetobyacitizendiplomacy.正如我經(jīng)常對(duì)美國(guó)年輕認(rèn)說的那樣，你不需要登上飛機(jī)才能成為公民外交官。

Itellthemthatifyouhaveaninternetinyourhome,school,orlibrary,withinseconds,youcanbetransportedanywhereintheworldandmeetpeopleoneverycontinent.我告訴他們，如果你在家里、學(xué)校或者圖書館能上網(wǎng)，只要幾秒鐘，你就可以被帶到世界任何地方，遇見來自每個(gè)大陸的人。

That’swhyI’mpostingadailytravelblogwithvideosandphotosofmyexperiencesinchina-becauseIwantyoungpeopleinAmericatobepartofthisvisit.

這就是為什么我每天都要發(fā)一篇旅行博文，里面有我這次中國(guó)之行的視頻和照片―因?yàn)槲蚁Ｍ绹?guó)的年輕人能成為這次訪問的一部分。

That’sreallythepoweroftechnology-howitcanopenuptheentireworldandexposeustoideasandinnovationswenevercouldhaveimagined.Andthat’swhyitissoimportantforinformationandideastoflowfreelyovertheinternetandthroughthemedia.

這確實(shí)是技術(shù)的力量―它打開整個(gè)世界，讓我們接觸到以前根本難以想象的思想和創(chuàng)新。這也是為什么信息和思想在互聯(lián)網(wǎng)上、并通過媒體自由流動(dòng)是如此重要。

Becausethat’showwediscoverthetruth...that’showwelearnwhat’sreallyhappeninginourcommunities,ourcountryandourworld.因?yàn)槟鞘俏覀儼l(fā)現(xiàn)真理的途徑，那使我們得以了解我們的社群、我們的國(guó)家和我們的世界到底在發(fā)生著什么。

那也是我們何以決定哪些價(jià)值觀和思想是最好的―通過有力地對(duì)它們提出疑問，進(jìn)行辯論，傾聽各方觀點(diǎn)，并做出自己的判斷。

Andbelieveme,Iknowthiscanbeamessyandfrustratingprocess.MyhusbandandIareonthereceivingandofplentyofquestioningandcriticizingfromourmediaandourfellowcitizens...andit’snotalwayseasy...butwewouldn’ttradeitforanythingintheworld.相信我，我知道這是一個(gè)令人困惑而沮喪的過程。有大量來自我們媒體和公民的質(zhì)疑和批評(píng)，而我丈夫和我位于接收端。這并非易事，但我們認(rèn)為它的重要無可取代。

Becausetimeandagain,wehaveseenthatcountriesarestrongerandmoreprosperouswhenthevoicesandopinionsofalltheircitizenscanbeheard.因?yàn)槲覀円淮斡忠淮蔚乜吹?，?dāng)所有公民的聲音和觀點(diǎn)都能得到傾聽之時(shí)，國(guó)家會(huì)變得更加強(qiáng)大和繁榮。

Andasmyhusbandsaid,werespecttheuniquenessofotherculturesandsocieties.Butwhenitcomestoexpressingyourselffreely,andworshipingasyourchoose,andhavingopenaccesstoinformation–webelievethoseareuniversalrightsthatarethebirthrightofeverypersononthisplanet.

正像我的丈夫曾說過的，我們尊重其他文化和社劊的獨(dú)特性。然而，就自由的表達(dá)自我、選擇自己所崇拜的東西，以及享有信息公開而言―我們相信那是地球上每個(gè)人與生俱來的權(quán)利。

WebelievethatallpeopledeservetheopportunitytofulfilltheirhighestpotentialasIwasabletodointheUnitedStates.AndasyoulearnaboutnewculturesandformnewfriendshipsduringyourtimehereinChinaandintheUnitedStates,allofyouaretheliving,breathingembodimentofthosevalues.我們相信，所有人都應(yīng)享有實(shí)現(xiàn)自己最大潛能的機(jī)會(huì)，正如我在美國(guó)所能做到的那
