(2010年6月24日，渥太華)中華人民共和國主席胡錦濤尊敬的哈珀總理，女士們，先生們，朋友們：TheRt.Hon.PrimeMinisterStephenHarper,LadiesandGentlemen,DearFriends,首先，我謹對總理先生為我們舉行盛大的晚宴并發(fā)表熱情洋溢的講話，表示衷心的感謝！LetmebeginbyexpressingheartfeltthankstoPrimeMinisterHarperforhostingthisgrandbanquetanddeliveringwarmremarks.借此機會，我也要感謝第四屆中加經(jīng)貿(mào)合作論壇的組織方——加中貿(mào)易理事會、中國貿(mào)促會共同為準備這次活動付出的努力。長期以來，加中貿(mào)易理事會和在座各位朋友為增進中加兩國人民相互了解和友誼、促進中加關系發(fā)展作出積極貢獻。我謹向你們并通過你們，向所有關心和支持中加友好事業(yè)的加拿大各界人士，表示誠摯的謝意！在中加建交40周年之際，我很高興應邀再次對加拿大進行國事訪問。今天，我同米夏埃爾·讓總督、哈珀總理進行了富有成果的會見會談，達成廣泛共識。我們一致同意，致力于發(fā)展中加戰(zhàn)略伙伴關系，以兩國建交40周年為契機，在新的起點上將中加關系全面推向前進。IalsowishtotakethisopportunitytoextendappreciationtotheCanadaChinaBusinessCouncil(CCBC)andtheChinaCouncilforthePromotionofInternationalTrade(CCPIT)fortheireffortstoorganizetheFourthChinaCanadaBusinessForum.Overtheyears,theCCBCandallofyoupresenthavemadeactivecontributionstodeepeningmutualunderstandingandfriendshipbetweenourtwopeoplesandpushingforwardrelationsbetweenourtwocountries.Iwishtoextendmyheartfeltappreciationtoyouand,throughyou,tothepeoplefromvarioussectorsofCanadawhohavecaredforandsupportedthegrowthofChina-Canadafriendship.IamdelightedtoonceagainpayastatevisittoCanadaontheoccasionofthe40thanniversaryofourdiplomaticrelations.Today,IhadfruitfulmeetingsandtalkswithGovernorGeneralMicha?lleJeanandPrimeMinisterHarper,andwereachedextensiveconsensusinourdiscussions.WereaffirmedourcommitmenttotheChina-Canadastrategicpartnershipandagreedtotaketheopportunityofthe40thanniversaryofourdiplomaticrelationstofurtheradvanceourbilateraltiesinallrespects.女士們、先生們！LadiesandGentlemen,1970年10月，中加兩國領導人從兩國和兩國人民根本利益出發(fā)，順應時代潮流，作出兩國建交的戰(zhàn)略決策，掀開了中加關系發(fā)展新篇章。40年來，在雙方共同努力下，兩國關系走過了成績斐然的發(fā)展歷程。兩國高層和各級別交往頻繁。兩國務實合作取得豐碩成果，雙方年貿(mào)易額從建交之初的1.5億美元發(fā)展到2009年的297億美元，中國已成為加拿大第二大貿(mào)易伙伴和第三大出口市場。雙方文化、教育、衛(wèi)生、司法執(zhí)法等領域互利合作不斷擴大和深化，在許多重大國際和地區(qū)問題上保持有效溝通和協(xié)調(diào)。近年來，兩國每年往來人員總數(shù)超過70萬人次，平均每天有超過2000人往返于太平洋兩岸，雙方締結(jié)7對友好省和37對友好城市。InOctober1970,leadersofChinaandCanada,actinginthefundamentalinterestsofthetwocountriesandpeoples,tookthestrategicdecisiontoestablishdiplomaticrelationsbetweenus.ItwasamovethatmetthetrendofthetimeandturnedanewpageinChina-Canadarelations.Sincethen,ourbilateralrelationshavemaderemarkableachievementsthankstoeffortsofbothsides.Thetwocountrieshavehadfrequentcontactsatthetopandotherlevels.Wehavecarriedoutfruitfulpracticalcooperation.AnnualtradevolumesurgedfromamereUS$150millionintheearlydaysofourdiplomatictiestoUS$29.7billionin2009.ChinaisnowCanada'ssecondlargesttradingpartnerandthirdlargestexportmarket.Bilateralmutually-beneficialcooperationinculture,education,healthcare,justiceandlawenforcementhasgrowninbothscopeanddepth.Andwehavemaintainedeffectivecommunicationandcoordinationonmanymajorinternationalandregionalissues.Inrecentyears,therehavebeenmorethan700,000mutualvisitsbetweenthepeopleofourtwocountrieseachyear.Itmeansthateachdayover2,000peopletravelacrossthePacificOceanbetweenourtwocountries.Wehaveestablishedsevensister-provincerelationshipsand37sister-cityrelationships.事實表明，中加關系發(fā)展不僅給兩國人民帶來了實實在在的利益，也有力促進了亞太地區(qū)乃至世界和平、穩(wěn)定、繁榮。雖然中加國情不同，但雙方?jīng)]有根本利害沖突，共同利益遠遠超過分歧。只要雙方堅持相互尊重、平等互利、求同存異的原則，牢牢把握兩國關系正確方向，中加關系就完全能夠成為不同社會制度、不同發(fā)展水平、不同發(fā)展模式國家間關系的典范。WhathashappenedshowsthatthegrowingChina-Canadarelationshiphasbroughtconcretebenefitstoourpeoples,andcontributedsignificantlytopeace,stabilityandprosperityintheAsia-Pacificregionandbeyond.Thoughournationalconditionsdiffer,thereexistsnoconflictoffundamentalinterestsbetweenus,andourcommoninterestsfaroutweighourdifferences.Aslongaswebothadheretotheprinciplesofmutualrespect,equality,mutualbenefitandseekingcommongroundwhilereservingdifferences,aslongaswekeeptotherightdirectionofbilateralrelations,wewillmakeourrelationshipamodelforrelationsbetweencountriesdifferentinsocialsystemandlevelandmodelofdevelopment.女士們、先生們！LadiesandGentlemen,新形勢下，中加兩國各自的發(fā)展都給對方帶來重要機遇，雙方共同利益日益增多，各領域合作潛力巨大。一個健康穩(wěn)定、積極發(fā)展的中加關系有利于中國，有利于加拿大，也有利于亞太地區(qū)乃至整個世界。Underthenewcircumstances,ChinaandCanadacanbenefitgreatlyfromeachother'sdevelopment.Ourcommoninterestsarebroadeningandourcooperationinallareasholdstremendouspotential.Asound,stable,positiveandgrowingChina-CanadarelationshipservestheinterestsofChina,Canada,theAsia-Pacificregionandtheworldatlarge.為了更好推進中加關系發(fā)展，我們雙方應該從戰(zhàn)略高度和長遠角度出發(fā)，堅持中加戰(zhàn)略伙伴關系大方向不動搖，不斷為兩國關系發(fā)展注入新的動力；應該繼續(xù)加強高層往來，保持和擴大各級別、各層次磋商，不斷增進相互了解和信任；應該繼續(xù)推進各領域務實合作，探索合作新途徑新方式，讓兩國人民切身體會到中加合作成果；應該加強在重大國際和地區(qū)問題上的協(xié)調(diào)，加強在氣候變化、核安全、糧食安全、公共衛(wèi)生安全、反恐等問題上的磋商和合作，推動國際秩序朝著更加公正合理的方向發(fā)展；應該尊重和照顧對方核心利益和重大關切，妥善處理敏感問題，確保中加關系不受干擾地向前發(fā)展；應該積極推動兩國社會各界廣泛開展交流，努力增進兩國人民相互了解和友誼，不斷夯實中加友好社會基礎。ToadvanceChina-Canadarelations,wemusttakeastrategicandlong-termperspective,maintainourstrategicpartnership,andinjectnewimpetusintothegrowthofourrelations.Wemustincreasehigh-levelexchangesandcontinueandexpandconsultationsatvariouslevelstoincreasemutualunderstandingandtrust.Wemustpushforwardpracticalcooperationinallfieldsandexplorenewwaysandmeansofcooperation,sothatthepeoplecanfeelforthemselvesthebenefitsofourcooperation.Wemustintensifycoordinationonmajorinternationalandregionalissues,enhanceconsultationsandcooperationonclimatechange,nuclearsecurity,foodsecurity,publichealthsecurityandcounter-terrorism,andcontributeoursharetoamorejustandequitableinternationalorder.Wemustrespectandaccommodateeachother'scoreinterestsandmajorconcernsandappropriatelyhandlesensitiveissuestoensurethatourbilateralrelationswillmoveforwardwithoutdisruption.WemustencourageextensiveexchangesbetweenvarioussectorsofthetwocountriesandincreasethemutualunderstandingandfriendshipbetweenthetwopeopleswithaviewtoconsolidatingpublicsupportforChina-Canadafriendship.女士們、先生們！LadiesandGentlemen,經(jīng)貿(mào)合作是中加關系的重要組成部分。深化中加經(jīng)貿(mào)合作，符合兩國和兩國人民根本利益，也是全面推進中加戰(zhàn)略伙伴關系的必然要求。中加經(jīng)濟互補性很強，合作空間廣闊。目前，雙邊貿(mào)易額占各自外貿(mào)總額的1%和6%左右，加拿大對華投資尚不到中國吸引外資總額的1%，中加經(jīng)貿(mào)合作大有可為。雙方應該把握機遇，開拓思路，堅持互利雙贏，挖掘合作潛力，豐富合作內(nèi)容，創(chuàng)新合作方式，推動經(jīng)貿(mào)合作向更大規(guī)模、更寬領域、更高水平發(fā)展。為此，我建議雙方在以下幾方面進行努力。TradeandeconomiccooperationisakeycomponentofChina-Canadarelations.Deeperbusinesscooperationservesthefundamentalinterestsofourtwocountriesandpeoples.Itisalsoessentialtooureffortstoadvanceourstrategicpartnershipinanall-roundway.Ourtwoeconomiesarehighlycomplementaryandourcooperationhasbrightprospects.Tradebetweenusnowaccountsforonly1%ofChina'stotalforeigntradeandlessthan6%ofthatofCanada's.Canada'sinvestmentinChinatakesuplessthan1%oftotalforeigninvestmentinChina.Thisshowsthatalotcanbedoneinboostingourtradeandeconomiccooperation.Wemustseizetheopportunitiesandbroadenourvisiontoexpandourbusinesscooperationandraiseittoahigherlevel.Weshould,onthebasisofmutualbenefitandwin-winprogress,tapthepotential,enrichthesubstance,andinnovatethewaysofourcooperation.Tothisend,Iwishtomakethefollowingproposals.第一，擴大雙邊貿(mào)易。中方歡迎加拿大繼續(xù)推進貿(mào)易多元化和全球商務戰(zhàn)略，擴大對華貿(mào)易。中國不刻意追求對加貿(mào)易順差，愿在互利雙贏的基礎上擴大進口加拿大優(yōu)勢產(chǎn)品特別是高新技術(shù)產(chǎn)品，也希望雙方共同采取措施提升雙邊貿(mào)易水平。這次訪問期間，雙方一致同意爭取到2015年將中加貿(mào)易額提高至600億美元。相信這一目標將為推動中加經(jīng)貿(mào)關系發(fā)展注入新的動力。First,weneedtoexpandbilateraltrade.ChinawelcomesCanada'scontinuedcommitmenttofollowingadiversifiedglobalcommercestrategyandpursuinggreatertradewithChina.OntheChineseside,itisnotourintentiontoseektradesurpluswithCanada.WearewillingtoincreaseimportofcompetitiveCanadianproducts,particularlyhigh-techproducts,onthebasisofmutualbenefitandhopethatthetwosidescantakejointstepstoelevatethelevelofbilateraltrade.Duringmyvisit,thetwosideshaveagreedtoworktogethertoincreasebilateraltradetoUS$60billionby2015.Iamconfidentthatthistargetwillserveasanewdrivingforcefortheadvancementofoureconomicandtradeties.第二，促進雙向投資。中國政府將繼續(xù)鼓勵有實力的中國企業(yè)通過多種形式參與國際經(jīng)貿(mào)合作。中方在港口、鐵路、公路、電信等基礎設施建設方面有一定優(yōu)勢，希望更多參與加拿大實施“亞太門戶計劃”。同時，我們也歡迎加拿大企業(yè)參與中國實施西部大開發(fā)、東北地區(qū)等老工業(yè)基地振興、促進中部地區(qū)崛起等區(qū)域發(fā)展戰(zhàn)略。Second,weneedtopromotetwo-wayinvestment.TheChinesegovernmentwillcontinuetoencouragecompetitiveChineseenterprisestotakepartininternationaleconomicandtradecooperationthroughmultipleforms.Chinahasanadvantageininfrastructuredevelopment,includingport,railway,highwayandtelecommunicationnetworks.WelookforwardtogreaterparticipationintheimplementationofCanada'sAsia-PacificGatewayandCorridorInitiative.Atthesametime,wewelcometheparticipationofCanadianbusinessesinChina'sregionaldevelopmentstrategies,includingthedevelopmentofthewesternregion,thereinvigorationofthenortheasternprovincesandotheroldindustrialbasesandthefurtherdevelopmentofthecentralprovinces.第三，深化能源資源合作。加拿大能源礦產(chǎn)資源豐富，中國是最具潛力、穩(wěn)定可靠的消費市場，擁有一批實力較強的能源礦產(chǎn)企業(yè)和成熟的技術(shù)及勞動力，中加開展能源資源合作前景廣闊。雙方應該繼續(xù)支持兩國企業(yè)擴大合作，在能源資源領域建立長期穩(wěn)定的伙伴關系，也可以進一步探討在核能、天然氣等清潔能源方面的合作。Third,weneedtodeepencooperationonenergyandresources.CanadaisendowedwithrichenergyandmineralresourceswhileChinaprovidesastable,reliableandthemostpromisingconsumermarket.Chinahasanumberofwell-establishedenergyandmineralcompaniesaswellasmaturetechnologiesandlaborforce.Cooperationbetweenourtwocountriesinenergyandresourcespromisesabrightfuture.Weneedtogivecontinuedsupporttoourcompaniesinexpandingtheircooperationandsettingupalong-termandstablepartnershipintheenergyandresourcessector.Andwemaydiscussfurtherourcooperationinnuclearenergy,naturalgasandothercleanenergysources.第四，拓展合作新領域。中國正在加快轉(zhuǎn)變經(jīng)濟發(fā)展方式和調(diào)整經(jīng)濟結(jié)構(gòu)，加快建設創(chuàng)新型國家，加快建設資源節(jié)約型、環(huán)境友好型社會。加拿大在環(huán)保、金融、信息、生物醫(yī)藥等領域擁有先進技術(shù)和理念。中加可以優(yōu)勢互補、加強合作，使高技術(shù)產(chǎn)業(yè)、服務業(yè)、綠色經(jīng)濟成為合作新增長點。Fourth,weneedtoletourcooperationbranchoutintonewareas.Chinaisnowacceleratingthetransformationofitseconomicdevelopmentpatternandeconomicrestructuring.Itismovingatafasterpacetowardsaninnovation-drivencountryandaresourceconservingandenvironmentfriendlysociety.Canadahasadvancedtechnologiesandideasinenvironmentalprotection,finance,informationandbio-medicine.Wecandrawuponeachother'sstrengthsandadvancecooperationinthesesectorstomakehightechnologies,theserviceindustryandgreeneconomynewgrowthareasinourcooperation.第五，反對各種形式的保護主義。經(jīng)濟全球化深入發(fā)展使世界各國緊密聯(lián)系在一起。只有秉持開放理念、堅持市場開放，才能實現(xiàn)世界經(jīng)濟全面復蘇和持續(xù)發(fā)展。中加應該以實際行動抵制保護主義，努力維護開放、公平、公正的世界經(jīng)濟貿(mào)易體系。Fifth,weneedtoopposeallformsofprotectionism.Aseconomicglobalizationgathersmomentum,countriesintheworldhavebecomemorethanevercloselylinked.Weneedtoadoptaninclusiveapproachandkeepourmarketsopen.Thisisvitallyimportantifwearetoachievethefullrecoveryandsustainabledevelop
