Whilewecanmakemanyspeeches,andpassmanylaws,thequalityofourenvironmentwillbeimprovedonlythroughbetterknowledgeandbetterapplicationofthatknowledge.Third,wecanrecognizethatmuchofthedissatisfactionwhichwesuffertodayresultsfromourverysuccessesofformeryears.Wehavebeensoeminentlysuccessfulinattainingmaterialgoalsthatwearedeeplydissatisfiedthatwecannotattainothergoalsmorerapidly.Wehaveachievedabetterlifeformostpeoplebutweareunhappythatwehavenotspreadittoallpeople.Wehaveilluminatedmanysourcesofenvironmentaldeteriorationbutweareunhappythatwehavenotconqueredallofthem.Itisourrisingexpectationsratherthanourfailureswhichnowcauseourdistress.Grantedthatmanyofourcurrentproblemsmustbecuredmorebysocial,political,andeconomicinstrumentsthanbyscienceandtechnology,yetscienceandtechnologymuststillbethetoolstomakefurtheradvancesinsuchthingsascleanair,cleanwater,bettertransportation,betterhousing,bettermedicalcare,moreadequatewelfareprograms,purerfoods,conservationofresources,andmanyotherareas.Thediscoveryanduseofknowledgehavealwaysbeenrelevanttoahumanefuture.Theyareequallyrelevanttoday.40.
