2.Requirements

2.1Thedamwhichwillbeconstructedneedtoachievethefollowingpurposes:

Canbeirrigatedfarmland.

Forthousandsofyears’eachspringandearlysummer,theColoradoRiverduetothelargesnowmeltrunoffimport,resultinginriversfloodedinlow-lyingareasandpubliclifeandpropertysufferedseriouslosses.Butinthelatesummerandearlyautumn,riversdriedupagainlikeatrickle,whichcannotirrigatethefarmland.Inordertoensurenotsufferingfloodandstablewatersupplyalltheyearround,mustcontrolthetroubledriver.ThetobebuiltdamneedtomakesurethattherearemillionsofacresoflandintheUnitedStates,Mexico,about500000acresoflandunderirrigation,forlocaleconomicdevelopmentandprovidestrongguarantee.

2.2Thebidder'squalificationshallmeetthefollowingconditions:

1)Levelofqualificationofconstruction:Waterconservancyandhydropowerengineeringconstructiongeneralcontractinglevel2andlevel2above;

2)Constructionexperience:theenterprisehasdonesimilarprojectperformancebeforeJanuary,projectmanagerortechnicaldirectorhasdonesimilarprojectperformancebefore.

3)Keypersonnel:

Projectmanager:morethansecondaryandsecondarywaterconservancyproject;

Technicaldirector:waterconservancyengineerandabove.

2.3Theunitcannotserveasabidderbelongstooneofthefollowingsituations:

1)Inthisprojectorthiscontractprojectpreparationstagehasbeenasalegalperson,orthiscontract’semployerhasbeenhiredforthiscontract’sdesignandconsultingservices;

2)Havebeenemployedasthesupervisorofthiscontract.

3.Deliverables

Biddersshallbestipulatedinthetenderdocumentscontentandformatofthecompilationandsubmitthebiddocuments,biddocumentsshouldincludequalificationdocuments,businessbid.

3.1Qualificationdocuments

Enterprisebusinesslicense,qualificationcertificate,safetyproductionlicense,investmentprojectteampersonnelqualificationcertificate,3kindsofstaffperformance,enterprisesimilarprojects,theprojectmanager,ortechnicalperformance,headofthesimilarprojects

Wewillprovidethecontractorswithdetailedinformationaboutthedam’scurrentstatus,aswellasstatisticalinformationregardingitssurroundings.

5.ApprovalsRequired

Beforetheimplementationoftheprojectconstructionwork,thecontractormustobtaintheapprovalofthefinaldesign.

6.TypeofContract

Duetotheobjectivefactorssuchaslarge-scaleconstructionofthedam,longconstructionperiod,thecontractisemployedinadjustablepricecontractform.

7.DueDate

ContractormustsubmitarequestforproposaltousbeforeMarch1st,

8.TimeTable

WehopetoelectacontractorbeforeApril1st.Thedurationoftheprojectissixyears,fromMay1st,toMay1st,.AlldeliverablesmustbeprovidedpriortoMay1st,tothecompany.

9.PaymentTerms

Thisprojectadoptstheprogresspayment

(1)thecompletedquantity50%,to40%ofthecontractprice;

(2)completethequantityof90%,to70%ofthecontractprice;

(3)afterthecompletionacceptance,thepaidtosettleat95%,5%asqualityretention,tobepaidaftertheexpirationofoneyearqualityassurance.

10.ProposalContents

Theapplicationmustincludethefollowingcontents:

A.Approach

Thecontractorsneedtoclarifythattheyhaveaclearunderstandingoftheexpectationsoftherequestforproposalwhichisonbehalfofthecontractor.Furthermore,describetheimplementationoftheprojectindetail,andforeachtaskcontractorsshouldillustratehowtocompletethetasksindetail.

B.Deliverables

Thecontractorsshouldprovidethedescriptionofeachdeliverablewhichshouldincludethenecessarydata.

C.Schedule

Intheformofabarchartornetworkdiagram,showingthetimetableforthedetailedtaskstobeperformedweekly,soastocompletetheprojectwithinthetimelimitrequirements.

D.Experience

Describethesimilarprojectthatrecentlyexecuted.

E.Staffing
