Abstract
1.Background
TheemissionstandardofairpollutantsfromPaint,inkandappliedproductsindustry(DB31/881-2015)wasissuedbyShanghaiGovernmentin2015.TheregulationpushedtheVOCsTreatmentofmanufacturersofpaint,inkandadhesivesinShanghai.
Accordingthecurrentenvironmentpolicyandenvironmentalmanagementrequirement,theregulationneedtoberevisedfortheairpollutioncontrol.Thepurposeoftherevisedregulationistoimprovetheeffectivenessofairpollutioncontrolmeasureandpromotethesustainabledevelopmentofpaint,inkandalliedproducts.
Now,theregulationdocumentwasdraftedandlisteningtothecommentsfrompublic,company,associationandprofessionalexperts.
2.ScopeofApplication
Thisdocumentspecifiestherequirementsforthecontrol,monitoring,andsupervisionofairpollutantemissionsfromthepaint,ink,andadhesiveindustry.
Thisdocumentisapplicabletothemanagementofairpollutantemissionsforexistingenterprisesorproductionfacilitiesofthepaint,ink,andadhesiveindustry.Itisalsoappliedtotheenvironmentalimpactassessment,environmentalprotectionfacilitydesign,completionenvironmentalprotectionacceptance,issuanceofpollutantdischargepermits,andpost-productionairpollutantemissionmanagementofconstructionprojectsinthepaint,ink,andadhesiveindustry.
Thisstandardisapplicabletoenterprisesorproductionfacilitiesthatproducedyesandpigmentsthroughnon-chemicalconversionprocesses.Fortheproductionandmodificationofsyntheticresinswithinenterprisesengagedinthemanufactureofpaint,ink,andadhesiveproducts,GB31572"EmissionStandardsfortheSyntheticResinIndustry"shallapply.
3.ScopeofApplication
3.1TheemissionlimitfromstacksisrequiredtocompliedwiththeconcentrationandemissionrateasshowninTable1andTable2andTable3.InordertocontrolfugitiveemissionofVOCs(volatileorganiccompounds),thelimitmonitoredwithinfactoryisupgradedbasedontheemissionstandardsfromChinaMinistryofEcologyandEnvironmentasshowninTable4.
3.2Somerequirementforoperation,managementandmonitoringarealsoproposedandoptimized.Thebasicrequirementsaresameasthepreviousversionin2015.Somedetailsareaddedinthisversionlikehowtoevaluatethecomplianceofoperationandtreatment.Pleasereadthedocumentasattachedinthepubliccommentdocuments.

aAccordingtothedefinitionsin3.7and3.8,andinconjunctionwiththerawmaterialsusedbytheenterprise,theproductionprocess,theproductsandby-productsproduced,andtherequirementsofAppendixAandrelevantenvironmentalmanagementrequirements,organicsubstancesincludedinTVOCareselected.Inadditiontothesubstancesdeterminedbythepublishedmonitoringmethodslisted,othersubstancesthatmeetthedefinitionofvolatileorganiccompoundswillbeincludedforanalysisoncenationalstandardsforpollutantmonitoringandanalysismethodsareissued.
bIftheremovalefficiencyofVOCstreatmentfacilitiesis≥90%,itisconsideredtomeetthemaximumallowableemissionrate.
