Amended2021年12月26日對可再生能源法修改的主要內(nèi)容。編制可再生能源開發(fā)利用規(guī)劃,應當遵循因地制宜、統(tǒng)籌兼顧、合理布局、有序開展的原那么,對風能、太陽能、水能、生物質(zhì)能、地熱能、海洋能等可再生能源的開發(fā)利用作出統(tǒng)籌安排。國家實行可再生能源發(fā)電全額保障性收購制度。政府按照全國可再生能源開發(fā)利用規(guī)劃,確定在規(guī)劃期內(nèi)應當?shù)竭_的可再生能源發(fā)電量占全部發(fā)電量的比重,制定電網(wǎng)企業(yè)優(yōu)先調(diào)度和全額收購可再生能源發(fā)電的具體方法可再生能源法修改2nd

Amended電網(wǎng)企業(yè)與按照規(guī)劃建設,依法取得行政許可的發(fā)電企業(yè)簽訂并網(wǎng)協(xié)議,全額收購符合并網(wǎng)技術標準的可再生能源并網(wǎng)發(fā)電工程的上網(wǎng)電量。發(fā)電企業(yè)有義務配合電網(wǎng)企業(yè)保障電網(wǎng)平安。接網(wǎng)費用以及其他相關費用,電網(wǎng)企業(yè)不能通過銷售電價回收的,可以申請可再生能源開展基金補助。修改的條文,規(guī)定電網(wǎng)企業(yè)全額保障性收購可再生能源發(fā)電上網(wǎng)電量,同時規(guī)定了電網(wǎng)企業(yè)為此增加的本錢可以從開展基金得到補助。制定實施細那么才可操作,起到鼓勵作用。70%設備外鄉(xiāng)化率取消
