Purpose

ThepurposeofthisprocedureistodefinethePersonalProtectiveEquipment(PPE)requirementsforAfricanMinerals(AML).

Thisprocedureestablishestheminimumguidelinesfortheselection,use,maintenance,trainingandhazardassessmentforPersonalProtectiveClothingandEquipment(PPE).

Asaminimumrequirement,allpersonalprotectiveequipmentinuseatsitesmustcomplywiththeappropriateAustralianStandard.

Scope

ThisprocedurewillapplytoallAfricanMineralsPersonnel,ContractorpersonnelandvisitorsatAfricanMineralsworksites.UnlessotherwiseapprovedbytheSeniorSiteOfficialtherequirementsnotedinthisProcedureshallbetheminimumstandardacceptable.ThisprocedureencompassestherequirementsofLegislation.

DETAILS/ACTIONS

Theuseofpersonalprotectiveequipmentwidelyconsideredasthelowestintheorderofeffectivenessinthehierarchyofcontrolsasmentionedinriskmanagement.Butduetothenatureoftheassociatedrisksitmayalsobethemostpracticalmechanismtocontrolriskprovideditismanufacturedtoanacceptablestandard.

Selectionofpersonalprotectiveclothingandequipment

Whenselectingthepersonalprotectiveclothingandequipment,itshouldbeconsideredwhethertheprotectionisrequiredforaspecificriskortocontrolmultipleriskspresentedbythesamehazardoracombinationofhazards.

Insomecasestheuseofpersonalprotectiveclothingandequipmentmaycreateasecondaryrisknotidentifiedintheoriginalassessment.Theserisksshouldbeevaluated.

TheminimumPPErequiredforAfricanMineralsoperationalsitesis(excludesheadoffices):

Highvisibilitycollaredlongsleevecottonshirtswithreflectivestripesforallemployeesandcontractorsperformingwork.Visitorsmayalsowearalongsleevecollaredshirtandahighvisibilityvestwithreflectivestrips

Longtrousersmadeoflightweightcotton;orjeans

Safetygloveswithsecuringclip

Hardhats–indesignatedareas

AfricanMineralsmayalsospecifyadditionalitemsofPPEtobeusedwhereunusualconditionsorhazardsexist.

HeadProtection

Protectiveheadgearisstandardprotectionagainstinjuryfromfallingobjects.Asafetyhelmet(withchinstrapwhereworkingatheightorconstantlybendingdown)manufacturedinaccordancewithSANS1397.Occupationalprotectivehelmetsaremandatoryforalloperationalareas(exceptofficeareas).

Helmetsshallbeworninaccordancewithmanufacturer’sinstructions.Peaksofhelmetsshallbeworntothefront.

FootProtection

AppropriatefootweartoguardagainstobjectsfallingonfeetismandatoryinanyareaonanyoperationalAfricanMineralssite(corporateofficesexcepted).Footprotectionmustbeappropriatelylaced,steelcapped,acid-resistantsafetybootssuitabletothenatureoftheworkbeingcarriedoutcomplyingwithSANS1186PART1.Elasticsidedboots,safetyshoes,zipperedsidedbootsarenotpermitted.

EyeProtection(general)

SafetyspectacleswithpermanentlyattachedsideshieldsmustcomplywithSANS1404andCKS552.Slideonsideshieldsarenotacceptable.Eyewearmustbemediumimpactasaminimum.

Additionaleyeandfaceprotection(minimumsafetyglassesandsideshieldsandfullfacevisor)conformingtoAustralianStandardsshallbeprovidedandwornwhen:Welding,cutting,burning,chippingorscabblingOperatingagrinder,drill,metalcutter,masonrysawordrillorsimilarpieceofequipmentOperatinganexplosivepoweredtoolStrikingmetalagainstmetalOperatingcompressedairactivatedtoolsorhoselinesHandlingcorrosivedustorchemicalsPaintingInanyothercircumstanceswherearecognizedeyehazardexists

RecentchangesmadetotheAS/NZS1337.6;2007Pleaseassist,Idon’tanyreferencetothisstandard.

:(Personaleyeprotection–Prescriptioneyeprotectorsagainstlowandmediumimpact)havedefinednewstandardsforprescriptionsafetyglasses.

AllPrescriptionsafetyglassesmanufacturedmustbecompliantwithmediumimpactrequirements.

Employeeswithprescriptionglassesaretobeissuedwithmono-goggles/over-glasseswhileprescriptionsafetyglassesarebeingprepared.

SafetysunglasseswithsideshieldsmustalsocomplywithSANS1404andCKS552.

Clothing

Mandatoryrequirementsarehighvisibilitylongsleeveshirts(AfricanMineralsusersyellow/bluecombination)withreflectivestripesoravestwithreflectivestrips.Longtrousersmadeoflightweight100%cotton;orfulloverallsmadeoflightweight100%cottonmaterial.HighVisibilityclothingandreflectivevestsmustcomplywiththerequirementsofSABS434.

Shirtsshallbebuttonedatthecuffandtuckedinatalltimes.

Disposableoverallswillbesuppliedforpersonnelworkingwithsyntheticmineralfibres(SMF)orceramicfibres.

RespiratoryProtection

Appropriaterespiratoryequipmentistobewornwheneverhazardousortoxicfumesorgasescannotberemovedbyelimination,substitutionorventilationwhereemployeesneedtoescapefrompotentiallydangerousgasesorfumesdustproducedfromanyoperationalprocesssprayingorhandlingmaterialwhichisdetrimentaltotherespiratorysystemengagedingritblastingorsprayconcretingenteringanareacontainingharmfulortoxicatmosphericcontaminantsorwhereoxygencontentisbelow20.0%byvolume.

RespiratoryequipmentmustbeselectedinaccordancewithSANS10338andSABS0338(Selection,useandmaintenanceofrespiratoryprotectivedevices)andcomplywithSABSEN134andSABSEN135(Respiratoryprotectivedevicesandwillbeidentifiedaspartofoperationalrequirementsandworkinstructions.Anyadditionalrespiratoryprotectionwouldbeassessedaspartofariskassessment

Wheneverasuppliedairtyperespiratorisinuse,afullychargedstand-byaircylindershallbeavailableforimmediateuseattheworklocation.

Suitablerespiratoryprotectionwillbeprovidedforpersonnelworkingwithsyntheticmineralfibres(SMF)orceramicfibres.

Theselectionprocessforrespiratoryequipmentshouldinclude:thenature,toxicity,physicalformandconcentrationofthecontaminant,whetherparticulate,gasorvapouroracombinationofthosewhetherfailureoftherespiratorcouldresultinimmediatedangertolifeorhealththeneedtowearotherpersonalprotectiveequipment,e.g.eyeorskinprotectionagainstirritantstheadequacyoftheexposurewarningsymptomsgivenbythecontaminantthepossibilityofthecontaminatedatmospherebeingflammableorexplosive;andtheabilitytoeffectivelydetectthecontaminantslikelytobepresent,e.g.availabilityofcorrectdetectionequipment

HearingProtection

Hearingprotectionshallbewornindesignatedsignedareaswhenundertakingnoiseproducingtasksasidentifiedinariskassessment/noisesurveye.g.,grinding,usingpneumaticrattlegunsetc.inareasasidentifiedintheoccupationalhealthandhygieneplan

Hearingprotectionused(disposableearplugsandearmuffs)shallbethosemanufacturedinaccordancewithSANS1451-1andSANS1451-2.

Disposableearplugsshouldbeinstalledwithcleanhandstoavoidinfectionsoftheear.

FallProtection

FallarrestandfallrestraintsystemcomponentsusedmustcomplywithoneormoreSANS50341,50795,50361,50362&50365,GuidelinesontheapplicationoffallarrestandfallrestraintsystemsiscontainedwithintheWorkingatheightsprocedure(SL03-AML-00-0000-SR-PRO-00020_WorkingatHeights).

SkinProtection

Sunscreen(SPF30+)forpersonnelengagedinoutsidework,includingsunscreenprotectionforlips.

HandProtection

Allpurposeglovesshallbewornwhenaccessingtheareasoftheplantthatcouldcauseirritationtotheskinorwhenhandlingmaterialthatcouldburn,cut,tearorotherwisecauseinjurytotheskin.

Whererequired,specificglovesareusedtoaddressspecifichazardsandthesewillbeissuedinaccordancewithsiteworkrequirementsandworkinstructions.Anyadditionalhandprotectionwouldbeassessedaspartofariskassessment

Glovesmustbewornforalltasks,unlessariskassessmentdeterminesglovesposeahigherriskthannotwearingtheme.g.whenoperatingrotatingequipmentwhereglovesmaybecomeentangledintherotatingparts.E.g.usingpedestaldrills&lathes.

AllglovesmustconformtotherelevantcategoryinSANS1360PART4

Hair

Longhairistobecontainedwithinahairnetorotherwisesecuredinasafetyhelmetwhenworkingwithornearrotatingequipmentpowertools,pulleys,movingbeltsetc.orwhereariskassessmentidentifieslonghairasahazard.

Longhairistobecontainedwithinahairnetorotherwisesecuredinahatwhenworkinginafoodpreparationarea.

Whereappropriate,beardsandfacialhairshallbetrimmedtoavoidbeingcaughtinmachinery,plantandequipment.

Personnelrequiredtowearrespiratoryprotectionotherthandisposabledustmaskswillbecleanshaven.

Personaladornmentsandjewelry

Nobracelets,looptype/danglingearringsarepermittedforpeopleworkingonplantorequipmentoutsideoftheofficearea.

Ariskassessmentwillbeconductedforeachareaconsideringtheoperationalrequirementandtheassociatedrisksthattypesofjewelryispermitted.Thetypesofjewelrytobeconsideredintheriskassessmentarerings,necklaces,facialjewelry,earrings(Sleeper,barbell).

Wherepersonalitemsofjewelryarenotabletoberemovedtheyshouldbetapedorinsomewayprotectedfrombeingabletocauseentanglement.

‘MedicAlerts’canbewornbuttheymustbewornunderclothingsothereisnoriskofentanglement.

Therequirementsforjewelrywillbeincludedinthesiteinductionprocess

Training

Generalinformationaboutpersonalprotectiveequipmentformsanintegralpartofinductiontrainingofnewworkers.TheAfricanMineralsinductionbothgeneralandsitespecificinclude:DutyofcarefortheprovisionofPPEproceduresProvision,use,storageandmaintenanceofPPE.

Onthejobtrainingisprovidedtopersonnelonthefollowing:thefitting,use,selection,testing,maintenanceandstorageoftheclothingorequipmentthelimitationsintheuseoftheclothingorequipmentmaintenanceoftheclothingorequipmentinagoodworkingorderassessingwhentheclothingorequipmentnolongerprovidesthelevelofprotectionrequiredtoprotecttheuseragainstthehazardtoreplacetheitemhowtoidentifywhenthesafeworkinglifeasspecifiedbythemanufacturerhasexpiredtoreplacetheitemhowandwhentoassessfordamagetotheclothingorequipmenttheprocessofreplacingdamagedorun-repairableclothingorequipmentmethodsofidentificationusedontheworksiteforprotectiveclothingandequipmenttherequirementsofwearing/usingtheprotectiveclothingandequipmentonthesite

Alltrainingwillbedeveloped,implemented,assessed,recordedandevaluatedinaccordancewiththeAfricanMineralstrainingprocesses.

Circumstanceswhereretrainingisrequiredinclude,butarenotlimitedto:ChangesintheworkplacethatrenderprevioustrainingobsoleteInadequaciesintheemployee’sknowledge,oruseofassignedPPENon-compliancewiththewearingofPPE

TheMineSafetyandInspectionRegulationsandAS2865PleaseassistwithSANSforthis

requiresthatpersonswhopurchaseequipmentforrescuemustundergotrainingappropriatetomanagingtherisksassociatedwiththatconfinedspace.

AllpersonsusingasuppliedairrespiratorwillbetrainedtotherequirementsofAS/NZS2865.Asabove

Inspection,maintenance,repairanddisposal

Inspection

Allsiteswillhaveaproceduretomanagetheinspection,maintenance,repairanddisposalofprotectiveclothingandequipmentincorporatingthefollowingrequirements.

UsersofPPEshallinspecttheequipmentimmediatelypriortouseandproperlydiscardanyequipmentthatisdefective.

Specialequipmentsuchasrespiratorsandsafetyharnessesshallbeinspectedmonthlybyappropriatelytrainedandcompetentpersons.

Fallprevention/fallarrestequipmentshallbeinspectedbyacompetentpersoneachquarterandtagged.Personnelusingsafetyharnessesshallvisuallyinspecttheirsafetyharnessandlanyarddailypriortouse.Allsafetyharnesses,lanyardsandattachmentslingsanddevicesshallbeinspected3monthlyinaccordancewithmanufacturer’srecommendationsandarecordmaintainedofsuchinspections.Anyharnessfoundtobedefectiveshallbetagged"DoNotUse",untilitisdestroyed.Anyharnesssubmittedtoanactualloadconditionshallbeimmediatelyremovedfromserviceanddestroyed.Harnesseswillnotbeusedlongerthanten(10)yearsfromdateofmanufacture.

Personallyowned/issuedsafetyharnessesshallbesubjecttothesameinspectionschedule

Maintenance

Asystemtoensureappropriatemaintenanceofpersonalprotectiveequipmentwillbeimplemented.Thesystemshouldcover:Theresponsibilitiesformaintenanceaccordingtothemanufacturer’sspecificationsStorageproceduresCleaningproceduresProtectivelifeofgloves,canistersetc.TrainingonmaintenanceofPPECriteriaforreplacement,maintenanceorcalibrationofPPE

Allitemsofprotectiveclothingandequipmentwillbecleanedandmaintainedinaccordancewiththemanufacturer’sinstructions.

Earmuffsandrespiratorsshallbekeptcleanandmaintainedbytheuser.Themuffsshouldbestoredinacleanandprotectedareatoreducecontaminationanddeterioration.

Repair

Repairwillbecarriedoutinaccordancewiththemanufacturer’srecommendations.Wherespecifiedbythemanufacturerthatitemsofprotectiveclothingandequipmentarenottoberepairedbutdisposedof,thiswillbefollowed.

Disposal

Protectiveequipmentwhichisdamagedbeyondrepairwillbeimmediatelyremovedfromusetaggedwithanoutofservicetag,placedinaquarantineareaanddisposedofinaccordancewiththemanufacturer’srecommendations.

StorageofPPE

Allpersonalprotectiveequipmentwillbestoredwhennotinuseinacleandryareafreeofcontaminantsadpossiblewaterdamage.Thestorageareashouldbesafeforminterference,beawayfromdustandeasilyaccessible.Twincartridgerespiratorsshouldbestoredinasealedplasticbagtoensurethelifeofthecartridgesismaximised.

ExemptionsfromwearingPersonalProtectiveClothingandEquipment

Whenanexemptiontowearinganyitemofprotectiveclothingorequipmentisrequired,anemployee,contractororvisitormustapplyinwritingforapprovaltotheseniorsit
