onthisobservanceofworldrefugeeday,wemustnoteatroublingtrend:thedeclineinthenumberofrefugeeswhoareabletogohome.

在紀(jì)念世界難民日之際，我們必須注意到一個令人不安的趨勢：能夠返回家園的難民人數(shù)在下降。

inxx,morethanamillionpeoplereturnedtotheirowncountryonavoluntarybasis.lastyear,only250,000didso-thelowestnumberintwodecades.thereasonsforthisincludeprolongedinstabilityinafghanistan,thedemocraticrepublicofcongoandsouthernsudan.

xx年，一百多萬人自愿返回了自己的國家。去年，只有25萬人這樣做，這是二十年來的最低數(shù)字。出現(xiàn)這種現(xiàn)象的原因包括阿富汗、剛果民主共和國和蘇丹南部的長期動蕩。

thenumberofforciblydisplacedpeopleintheworldcontinuestorise.therearenowmorethan45millionrefugeesandinternallydisplacedpeople–thehighestlevelinnearly20years.lastyearalone,someonewasforcedtoabandontheirhomeeveryfourseconds.

世界上被強(qiáng)迫流離失所者的人數(shù)持續(xù)增加。目前有4500多萬難民和境內(nèi)流離失所者這是近20年來的最高數(shù)字。僅在去年，每四秒鐘就有一人被迫離開自己的家園。

warremainsthedominantcause,withthecrisisinsyriaaleadinginstanceofmajordisplacement.morethanhalfofallrefugeeslistedinanewreportbytheunhighcommissionerforrefugeescomefromjustfivewar-affectedcountries:afghanistan,somalia,iraq,syriaandsudan.majornewdisplacementshavealsobeenoccurringinmaliandthedemocraticrepublicofthecongo.

戰(zhàn)爭仍是主要原因，而敘利亞危機(jī)是大規(guī)模流離失所的一個主要實例。僅五個受戰(zhàn)爭影響國家的難民就占了聯(lián)合國難民事務(wù)高級專員新的報告中所列全部難民的一半以上;這五個國家是：阿富汗、索馬里、伊拉克、敘利亞和蘇丹。大量新的流離失所現(xiàn)象也已在馬里和剛果民主共和國出現(xiàn)。

數(shù)字只讓人們看到了這一巨大人類悲劇的一瞥。每一天，沖突撕裂了數(shù)千個家庭。他們可能被迫離開親人，也可能在戰(zhàn)爭的混亂局面中失散。兒童受苦最重。全部難民有近一半年齡不滿18歲，越來越多的孩子自己逃離。

forceddisplacementalsohasasignificanteconomic,socialand,attimes,politicalimpactonthecommunitiesthatprovideshelter.thereisagrowinganddeepimbalanceintheburdenofhostingrefugees,withpoorcountriestakinginthevastmajorityoftheworld’suprootedpeople.developingcountrieshost81percentoftheworld’srefugees,comparedto70percentadecadeago.

強(qiáng)迫流離失所還對收容社區(qū)產(chǎn)生了重大的經(jīng)濟(jì)和社會影響，有時還產(chǎn)生了重大的政治影響。在收容難民的負(fù)擔(dān)方面出現(xiàn)了日益嚴(yán)重的不平衡，窮國接收了世界上絕大多數(shù)流離失所者。發(fā)展中國家收容了世界難民中的81%，而十年前則為70%。
