水電工程環(huán)境影響評(píng)價(jià)應(yīng)貫徹統(tǒng)籌兼顧、因地制宜、講求效益的方針,符合環(huán)境保護(hù)法律、法規(guī)、政策以及河流水電規(guī)劃環(huán)境影響評(píng)價(jià)的總體要求,遵循客觀公正、科學(xué)合理、重點(diǎn)突出的原則,充分協(xié)調(diào)水電開發(fā)與生態(tài)保護(hù)的關(guān)系。1.0.5
水電工程環(huán)境影響評(píng)價(jià)應(yīng)重點(diǎn)關(guān)注工程對(duì)水文情勢(shì)、水溫、地表水質(zhì)、水生生態(tài)、陸生生態(tài)等長(zhǎng)期性、累積性、區(qū)域性的影響,以及對(duì)環(huán)境敏感對(duì)象的影響。對(duì)可能存在的重大環(huán)境影響,應(yīng)開展專題研究;對(duì)存在的重大環(huán)境制約因素,應(yīng)開展專項(xiàng)論證。1.0.6 總綱》

的有關(guān)規(guī)定,主要包括下列內(nèi)容和要求:1 收集已有相關(guān)資料,調(diào)查工程可能影響區(qū)環(huán)境現(xiàn)狀。2 識(shí)別環(huán)境影響因素,明確環(huán)境保護(hù)目標(biāo),篩選評(píng)價(jià)因子。3 擬定評(píng)價(jià)等級(jí)與評(píng)價(jià)范圍。4 進(jìn)行工程方案環(huán)境合理性分析。5 預(yù)測(cè)評(píng)價(jià)推薦工程方案可能產(chǎn)生的環(huán)境影響。6 提出環(huán)境保護(hù)對(duì)策措施與環(huán)境監(jiān)測(cè)規(guī)劃,進(jìn)行環(huán)境影響經(jīng)濟(jì)損益分析。7 范附錄

改建、擴(kuò)建工程的環(huán)境影響評(píng)價(jià),應(yīng)在原有工程環(huán)境影響回顧性評(píng)價(jià)的基礎(chǔ)上,預(yù)測(cè)評(píng)價(jià)工程改建、擴(kuò)建后對(duì)環(huán)境可能帶來(lái)的疊加影響,提出與該工程有關(guān)的原有環(huán)境污染和生態(tài)破壞的治理對(duì)策措施。1.0.8
已進(jìn)行“三通一平”等工程建設(shè)的項(xiàng)目,應(yīng)對(duì)“三通一平”等工程環(huán)境保護(hù)實(shí)施情況進(jìn)行調(diào)以及環(huán)境保護(hù)措施“三同時(shí)”制度的執(zhí)行情況與效果。1.0.9 水電工程環(huán)境影響評(píng)價(jià),除應(yīng)符合本規(guī)范外,尚應(yīng)符合國(guó)家現(xiàn)行有關(guān)標(biāo)準(zhǔn)的規(guī)定。12 術(shù) 語(yǔ)2.0.1 水電工程環(huán)境影響 impactof
水電樞紐工程施工、運(yùn)行與移民安置等活動(dòng)對(duì)環(huán)境的影響,包括直接影響和間接影響,有利影響和不利影響,可逆影響和不可逆影響。2.0.2 環(huán)境敏感對(duì)象
object水電工程可能涉及的各類自然和文化保護(hù)地、生態(tài)敏感區(qū)、社會(huì)關(guān)注區(qū),保護(hù)物種及其重要生境,各類取水口、集中居民點(diǎn)等。2.0.3
水電工程施工和運(yùn)行應(yīng)維護(hù)的環(huán)境質(zhì)量、生態(tài)功能、環(huán)境敏感對(duì)象保護(hù)要求和其他與環(huán)境保護(hù)相關(guān)的要求。2.0.4累積影響

水電工程引水發(fā)電導(dǎo)致的壩址下游河道流量減少的河段,通常為壩址至電站尾水之間的河段。2.0.7水庫(kù)局地氣候水電工程庫(kù)區(qū)受下墊面和水體水熱輸送條件變化影響的小區(qū)域氣候,特征要素主要包括氣溫、濕度等。2.0.8 水庫(kù)消落帶
