Introduction

Inrecentyears,withtherapiddevelopmentofonshorewindpowerindustryandsignificantimprovement

intechnologyandequipment,aswellastheintroductionofnewpoliciesfromthegovernmentinthe

aspectsofraisingtheincomeoflaborers,improvingproductionconditions,andstrengtheningproduction

safety,somenewcharacteristicsandnewsituationshaveemergedintheconstructionprocessofwind

powerprojects.

Inordertopromotethehealthyandorderlydevelopmentofonshorewindindustry,meettherequirements

ofprojectconstructionmanagement,betterreflecttherelevantnationalpolicies,furtherstrengthenand

standardizetheprojectcostmanagement,improvetheprojectcostmanagementsystem,unifythe

preparationregulationandstandardratesforcostestimationofonshorewindpowerprojects,reasonably

determinetheprojectcost,andimprovetheinvestmentreturns,thisstandardhasbeendeveloped

accordingtotherequirementsofDocumentGNKJ[2015]No.283“NoticeonReleasingtheDevelopment

andRevisionPlanofEnergySectorStandardin2015”issuedbyNationalEnergyAdministrationofthe

People’sRepublicofChina,andafterextensiveinvestigationandresearch,summarizationofpractical

experience,consultationofrelevantstandardsofChina,andwidesolicitationofopinions.

1Scope

Thisstandardspecifiestheworkbreakdown,costcomposition,preparationofcostestimation,standard

rates,anddocumentationofcostestimation.

Thisstandardisapplicabletothecostestimationfornewcentralizedonshorewindpowerplants.Itmay

bereferencedforotherwindpowerplants.

3.1Thisstandardisdevelopedtounifythecontent,depthandcalculationmethodsofcostestimationfor

onshorewindpowerprojects,reasonablydeterminethecosts,andimprovethequalityofcostestimation.

3.2ThisstandardshallbeusedtogetherwithNB/T31010-2019.

4.2Workitems

4.2.1Theauxiliaryconstructionworksreferstothetemporaryworksandmeasuresfortheconstruction

ofmainworks,includingtemporaryroadworks,powersupplyworks,preparationworksforwindturbine

installation,otherauxiliaryworks,andmeasuresforsafeandcivilizedconstruction.Ifthereareauxiliary

constructionworksthatcombinebothpermanentandtemporaryfunctions,theyshallbelistedunderthe

correspondingitemsofpermanentworks.

Thetemporaryroadworksreferstothetemporaryroadsfortheconstructionofwindpower

projects,includingtheconstruction,reconstruction(expansion)andrehabilitationofroadsandbridges

(culverts).

Thepowersupplyworksreferstotheconnectionofpowersupplylinesof10kVandabove

fromtheexistingpowergridtothesite,andthepreparationofpowersupplyfacilitiesof35kVand

above.

Thepreparationworksforwindturbineinstallationreferstothesitepreparationworksforthe

on-siteassemblyandinstallationoftowers,windturbinesandotherequipment.

Otherauxiliaryconstructionworksrefertotheauxiliaryworksapartfromtheabove,suchas

mobilizationanddemobilizationoflargehoistingmachinery,watersupplyforconstruction,cofferdam

construction,sitelevelingfortemporaryfacilitiesofwindpowerplantinmountainousarea.The

mobilizationanddemobilizationoflargehoistingmachineryrefertothoseClassAmachineryincludedin

thenormsofmachine-shiftratesofconstructionmachinery.

Themeasuresforsafeandcivilizedconstructionrefertothemeasurestobetakenatthe

constructionsitebythecontractorinaccordancewithcorrespondingrequirements.

4.2.2Theequipmentandinstallationworksreferstoalltheequipmentconstitutingthefixedassetsof

thewindpowerplantandtheirinstallation,includingpowergenerationequipmentandinstallation,

collectionlineequipmentandinstallation,step-upsubstationequipmentandinstallation,andother

equipmentandinstallation.

Thepowergenerationequipmentandinstallationofthepowerplantreferstothewindpower

equipmentandinstallationintheplant,includingwindturbines,towers,outgoinglines,transformers,and

earthing.

Thecollectionlineequipmentandinstallationreferstotheequipmentandinstallationof

collectioncables,overheadcollectionlines,earthing,etc.,inthewindfarm.

Thestep-upsubstationequipmentandinstallationreferstotheequipmentandinstallationfor

powertransformation,powerdistribution,controlandprotectioninthestep-upsubstation,includingthe

maintransformersystem,powerdistributionequipment,reactivepowercompensationsystem,station

service(emergencypowersupply)system,powercables,earthing,monitoringsystem,AC(DC)system,

communicationsystem,remoteautomaticcontrolandpowermeteringsystem,subsystemdebugging,

electricalsystemdebugging,andelectricalspecialitemtest.

Otherequipmentandinstallationreferstothecorrespondingequipmentandinstallationother

thanmentionedabove,includingtheheating,ventilationandairconditioningsystem,outdoorlighting

system,firefightingsystem,watersupplyanddrainagesystem,occupationalhealthandsafetyequipment,

productionandmaintenancevehicles,equipmentallocationincentralizedcontrolcenter,andother

equipmentthatneedtobelistedseparately.

4.2.3Thecivilworksreferstothebuilding(structure)worksconstitutingthefixedassetsofthewind

powerplant,includingpowerplantworks,collectionlineworks,step-upsubstationworks,roadworks,

andothercivilworks.

Thepowerplantworksreferstoallkindsofbuilding(structure)worksinthepowerplant,

includingthefoundationworksofwindturbines,outgoinglineworks,foundationworksofwindturbine

transformers,earthingofwindturbinesandwindturbinetransformers.

Thecollectionlineworkscomprisesthecivilworksofthecollectioncablelines,thecivilworks

ofoverheadcollectionlines,andoverheadcollectionlineearthing.

Thestep-upsubstationworksreferstothestructureworksinthestep-upsubstation,including

thesiteleveling,foundationworksofmaintransformer,foundationworksofreactivepower

compensators,foundationworksofpowerdistributionequipment,structuresofpowerdistribution

equipment,productionbuildings,auxiliarybuildings,siteofficesandlivingquarters,andoutdoorworks.

Amongwhich,theproductionbuildingscomprisethecentralcontrolroom(building),distributionroom

(building),reactivepowercompensatorroom,etc.Theauxiliarybuildingscomprisethesewagetreatment

room,firepumproom,firefightingequipmentroom,dieselgeneratorroom,boilerroom,storehouse,

garage,etc.Thesiteofficesandlivingquarterscomprisetheoffices,dutyroom,dormitory,canteen,guard

room,etc.Theoutdoorworkscomprisesthewalls,gates,siteroads,sitegroundhardening,sitegreening,

andotheroutdoorworkswhichincludethewatersupplypipes,drainagepipes,inspectionwells,rainwater

wells,sewagewells,wellcovers,valves,septictank,anddrainageditches.

Theroadworksreferstotheaccessroadsandsiteroadsofthewindfarm.Theaccessroadsrefer

toroadsconnectingtothepowerplantandthestep-upstation.Thesiteroadsrefertotheroadsfor

maintenanceinsidethepowerplant.

Othercivilworksreferstothoseotherthanmentionedabove,includingtheenvironmental

protection,waterandsoilconservation,occupationalhealthandsafety,safetymonitoring,watersupply

forfirefighting,productionandliving,flood(moisture)control,allocationofcentralizedproductionand

operationmanagementfacility,andotherworksthatneedtobelistedseparately.

4.2.4Othercostsrefertothecostswhichareindispensabletotheprojectbutareexcludedinequipment

cost,installationcost,orcivilworkscost.Othercostsincludethelandusecost,preliminaryworkcost,

constructionadministrationcost,operationalpreparationcost,scientificresearch,investigationanddesign

cost,andothers.

Thelandusecostreferstotheexpensespaidinaccordancewithrelevantnationalandlocallaws

andregulationstoobtainthesiteneededforprojectconstruction,includingthelandacquisitionfee,

temporarylandacquisitionfee,compensationforattachmentsontheacquiredland,andsiteclearance

expense.

Thepreliminaryworkcostreferstotheexpensesincurredincarryingoutvariousworksbefore

thecompletionofthereviewofthepre-feasibilitystudyreport(orbeforethepreparationofthewindfarm

project).

Theconstructionadministrationcostreferstovariousadministrationexpensesincurredinthe

processofprojectpreparation,construction,commissioning,acceptanceandhandover,includingthe

overheadofprojectowner,constructionsupervisioncost,consultingservicecost,technicalandeconomic

reviewcost,projectqualityinspectionandtestingcost,normpreparationandmanagementcost,project

acceptancecost,andinsurancepremium.

Theoperationalpreparationcostreferstotheexpensesincurredformakingnecessary

preparationbytheprojectlegalpersonforprojectoperation,includingtheexpenseforproduction

personneltrainingandearlymobilizationintotheplant,expenseforpurchasingmanagementappliance,

tools,apparatusandfurniture,expenseforpurchasingspareparts,andexpenseforcommissioning.

Thescientificresearch,investigationanddesigncostreferstotheexpensesincurredinscientific

researchandtest,investigationanddesignfortheconstructionoftheproject,includingthescientific

researchandtestcost,investigationanddesigncost,andas-builtdrawingpreparationfee.

Othersrefertothetaxesandfeestobepaidinaccordancewithrelevantnationalregulations,

likethecompensationforwaterandsoilconservation,etc.

5.2.1Theequipmentcostconsistsoforiginalpricesofequipment,freightandmiscellaneouscharges,

transportationinsurancepremium,andprocurementandstorageexpense.

5.2.2Theoriginalpricesofequipment:

a)Theoriginalpricesofdomesticequipmentrefertothefactoryprices;

b)Theoriginalpricesofimportedequipmentconsistofthecostinsuranceandfreight(CIF),tariff,

value-addedtaxes,agentcharges,goodsinspectionfeesandportcharges.

5.2.3Thefreightandmiscellaneouschargesrefertoallexpensesincurredinequipmenttransportation

frommanufacturerstothesite,includingtheexpensesfortransportation,dispatching,handling,packing

andlashing,andothermiscellaneousexpenses.

5.2.4Thetransportationinsurancepremiumreferstotheinsurancepaidforthetransportationof

equipment.
