issuedattheendofAugust,producedseveralsuchexamplesfromAfricaand

incomedirectlyfromthenaturalresourcesaroundthem.
[I]Buttherearealsomanyexamplesofgrowingwealthbytrashingthe
environment,inrichandpoorpartsoftheworldalike,whetherthrough
unregulatedmineralextraction,drasticwateruseforagriculture,
slash-and-burnfarming,orfossil-fuel-guzzling(大量消耗)transport.Ofcourse,
suchgrowthmaynotpersistinthelongterm-whichiswhatMr.Brownandthe
Stockholmdeclarationwerebothattemptingtopointout.Perhapsthebest
exampleofboomgrowthandbustdeclineistheGrandBanksfishery.Foralmost
fivecenturiesaverylargesupplyofcod(鰭魚)providedabundantrawmaterial
foranindustrywhichatitspeakemployedabout40,000people,sustaining
entirecommunitiesinNewfoundland.Then,abruptly,thecodpopulation
collapsed.Therewerenolongerenoughfishintheseaforthestocktomaintain
itself,letaloneanindustry.Morethanadecadelater,therewasnosignofthe
ecosystemre-buildingitself.Ithad,apparently,beenfishedoutofexistence;
andtheoncemightyNewfoundlandfleetnowgropesaboutfranticallyforcrab
ontheseafloor.
[J]Thereisaviewthatmodemhumansareinevitablysowingtheseedsofa
globalGrandBanks-styledisaster.Theideaisthatwearetakingmoreoutof
whatyoumightcalltheplanet'senvironmentalbankbalancethanitcansustain;
wearelivingbeyondourecologicalmeans.Onerecentstudyattemptedto
calculatetheextentofthis"ecologicalovershootofthehumaneconomy",and
foundthatweareusing1.2Earth's-worthofenvironmentalgoodsand
services—theimplicationbeingthatatsomepointthedebtwillbecalledin,and
allthoseservices-thethingswhichtheplanetdoesforusforfree-willgrindto
ahalt.

hardtodeterminewithanyprecision—whichiswhygovernmentsandfinancial
institutionsareonlybeginningtobringsuchrisksintotheireconomic

unitedintheirviewofenvironmentalissues;whilesome,liketheWRI,maintain
thatenvironmentalprogressneedstogohand-in-handwitheconomic
development,othersarguethatthepriorityistobuildathrivingeconomy,and
thenusethewealthcreatedtotackleenvironmentaldegradation.
[L]Thisviewassumesthatrichsocietieswillinvestinenvironmentalcare.Butis
thisright?Dothingsgetbetterorworseaswegetricher?HeretheStockholm
declarationisambiguous,"Inthedevelopingcountries,"itsays,"mostofthe
environmentalproblemsarecausedbyunder-development,"Soitissayingthat
economicdevelopmentshouldmakeforacleanerworld?Notnecessarily;"In
theindustrializedcountries,environmentalproblemsaregenerallyrelatedto
industrialisationandtechnologicaldevelopment,"itcontinues.Inotherwords,
poorandrichbothover-exploitthenaturalworld,butfordifferentreasons.It's
simplynottruethateconomicgrowthwillsurelymakeourworldcleaner.
[M]Clearly,richersocietiesareabletoprovideenvironmentalimprovements
whichliewellbeyondthereachofpoorercommunities.Citizensofwealthy
nationsdemandnationalparks,cleanrivers,cleanairandpoison-freefoodThey
also,however,usefarmorenaturalresources—fuel,water(allthosebathsand
golfcourses)andbuildingmaterials.
[N]Acasecanbemadethatrichnationsexportenvironmentalproblems,the
mostgraphicexamplebeingclimatechange.Asacountry'swealthgrows,sodo
itsgreenhousegasemissions.Thefiguresavailablewillnotbecompletely
accurate.Measuringemissionsisnotaprecisescience,particularlywhenit
comestoissuessurroundinglanduse;notallnationshavereleasedup-to-date
data,andinanycase,emissionsfromsomesectorssuchasaviationarenot
includedinnationalstatistics.Butthedataisexactenoughforacleartrendto
beeasilydiscernible.Ascountriesbecomericher,theyproducemore
greenhousegases;andtheimpactofthosegaseswillfallprimarilyinpoorparts
