Theworldstandsataprecariousmomentasweworktowardssharedprosperity.Theglobalcommunityisontracktomeet

%oftheUnitedNationsSustainableDevelopment

Goals(SDGs)by2030,andprogresshasplateauedorregressedinmanyareas.Whenused

effectivelyandresponsibly,artificialintelligence(AI)holdsthepotentialtoaccelerate

progressonsustainabledevelopmentandclosedigitaldivides,butitalsoposesrisksthatcouldfurtherimpedeprogresstowardthesegoals.Withtherightenablingenvironmentandecosystemofactors,AIcanenhanceefficiencyandacceleratedevelopmentoutcomesin

sectorssuchashealth,education,agriculture,energy,manufacturing,anddeliveringpublicservices.TheUnitedStatesaimstoensurethatthebenefitsofAIaresharedequitablyacrosstheglobe.

AsPresidentJosephR.BidensaidinremarksbeforetheUnitedNationsGeneralAssemblyinSeptember2023,

theUnitedStatesiscommitted“toensur[ing]weharnessthepowerofartificialintelligenceforgood.”InMarch

2024,theUnitedStatesledtheadoptionbyconsensusofthefirst-everstandaloneresolutiononAIattheUnitedNationsGeneralAssembly,“Seizingtheopportunitiesofsafe,secureandtrustworthyartificialintelligencesystemsforsustainabledevelopment,”whichestablishedaglobalconcurrenceontwinimperatives:harnessthepromiseofAIandmitigateitsrisks.TheU.S.governmenthascontinuedtoexpandworkonAIsolutionswithglobalimpact

andlocalrelevanceandtopartnerwiththeprivatesector,civilsociety,andinternationalpartnerstostrengthenAIenablingenvironments,whileatthesametimehelpingensureadequatesafeguardsareinplacetoprotecthumanrightsandpublicsafety.

BuildingontheseeffortsandtheU.S.government’slonghistoryofdigitaldevelopmentandeffortstofostersafe,secure,andtrustworthyAI,theAIinGlobalDevelopmentPlaybook1(Playbook)mapsasetofkeyactionsfortheUnitedStatesanditsdevelopmentpartners,suchasothergovernments,theprivatesector,andphilanthropies,tofosterresponsibleAIecosystemsworldwide,advance

sustainabledevelopment,createopportunitiesfor

partnershipandcollaboration,andaddresssomeoftheworld’sgreatestchallenges.

ThisPlaybookisaroadmaptodevelopthecapacity,

ecosystems,frameworks,partnerships,applications,andinstitutionstoleveragesafe,secure,andtrustworthyAIforsustainabledevelopment.AllofthesecharacteristicscompriseagoodgovernanceregimeforAI,whichisacross-cuttingthemethroughoutthePlaybook.Good

innovation.

thePlaybookalsoincludesaseriesofcasestudies.Thesecasestudieshighlightexistinginitiativesandorganizations

doingexemplaryworkintheidentifiedareas.Byshowcasingthesereal-worldexamples,thePlaybookaimstoinspireandguideothers.

ThePlaybookisespeciallyrelevantfordevelopmentpractitioners,policymakers,developmentandphilanthropicorganizations,andprivatesectoractorslookingtocontributetosustainabledevelopmentespeciallyinlow-and

middle-incomecountries(LMICs).AstechnologicaladvancesinAIcontinue,eachofthesestakeholdergroups

shouldbeawareofthebenefitsandrisksandeachoftheirimportantrolesinbuildingsafeguardsandapproachesforsupportingresponsibleAIecosystemsinglobaldevelopment.

Thediffuse,fast-changingnatureofAItechnologymeansnoonegroupofstakeholdersalonewillbesuccessful

indeliveringthebenefitsofAIormitigatingitsrisks.Collaborationbetweengovernments,theprivatesector,civilsociety,andacademia(bothwithinandbetweencountries)isacentralelementofourapproachinthisdocument.

humanitarianassistance.AddressingAI’srisksisthefirststeptowardrealizingitsbenefits.ThisPlaybook,inalignmentwithandbuildingoffthe

fromNIST,identifieshowrisks(suchasharmto

individuals,communities,organizations,ecosystems,orsocieties)canbemitigatedinthedesign,deployment,anduseofAI.

ThePlaybook’srecommendations—distilledfromconsultationwithhundredsofgovernmentofficials,non-

governmentalorganizations,technologyfirmsandstartups,andindividualsfromaroundtheworld—areconstructedaroundseveralfocalareas:

■EnhancingCapacity,PromotingAI-RelatedSkillsAcrossAllSectorsandLevels,andProtectingtheWorkforce.AddressinggapsintheAIworkforcebyequippingabroaderrangeofindividualswithAIskillscanallowcountriestotapintoeconomicopportunities,drivelocalinnovation,andcreatejobsthatcontributetosustainabledevelopment.Atthesametime,AIbringsaboutchangesinthelaborlandscapethatnecessitaterobustsocialsafetynetsforworkers,actiontopreventandaddressanynewrisksto

workers’rights,andsocialdialogueprocessesthatincludeworkersandunions.

■BuildingTrustedandSustainableDigitalInfrastructure.Inadditiontoplayingapivotalrolein

developmentmorebroadly,widespreadInternetconnectivityandreliableenergyresourcescanenableAIforsustainabledevelopment.Partneringtoenhancedigitalinfrastructurewillnotonlyimproveaccessto

AItechnologiesbutalsostimulateeconomicgrowthandenablecommunitiestoleverageAIforaddressinglocalchallengesandenhancingqualityoflife.PriorityshouldbegiventoenergyefficiencyinAIsystems,

withcarefulconsiderationofclimateandenvironmentalimpactstonotperpetuateexistingissues.

■BroadeningAccesstoDataStorageandComputeResources.AIinnovatorsneedaccesstolarge-scalecomputinganddatastorageresourcestosupportmodelinference,training,anddeployment.Makingcomputemoreaffordableandaccessiblebyexpandingaccesstoapplicationprogramminginterfaces

(APIs),trustedcloudcomputingservices,andotherresourcescanacceleratethedevelopmentofAIapplicationsthatmeetlocalneeds.

■CreatingRepresentative,LocallyRelevantDatasetsandPreservingCulturalHeritage.Locally,linguistically,andculturallyrelevantdatasetsthatreflecttheracialandethnicdiversityofLMICsandtheirlocalcontextandrealities,canenablethedevelopmentanduseofAImodelsthataddresscommunity

needs,arebetter-suitedforuseinlocalcontexts,anddrivesustainabledevelopment.Bybuilding

representativedatasets,stakeholderscanworktogethertoenableAIsolutionsthataremoreaccurate,equitable,andimpactful,ultimatelyfosteringinclusivegrowthandinnovation.

■DevelopingStrategiestoDeliverthePromiseofAIinPractice.RigoroustestingandbenchmarkingofAIindevelopmentcontextsandthebroad,publicsharingofresearchfindings,areessentialtoensuringthatAIandAI-enabledinterventionsaregroundedinevidenceofwhatworks.Thisevidenceiscritical

toguidingthescale-upofAIsolutions,helpingtoensurethattheyprovidebroad,publicvaluewhile

addressingestablisheddevelopmentchallenges.SystematicassessmentofAIinitiativescanhighlightsuccessstories,informbestpractices,andguideinvestments,makingitpossibletoreplicateandscaleeffective

solutionsacrossdifferentsectorsandregions.

■AdvancingGoodGovernanceFrameworksfortheDevelopmentandUseofSafeandRights-

RespectingAISystems.AIhasthepotentialtobemisusedbymaliciousactorsinwaysthatharm

individualsandsocieties,suchasthroughunlawfulorarbitrarysurveillanceandbyfacilitatingcyberthreats,disinformationcampaigns,politicalmanipulation,ordeepfakes—includingsyntheticnon-consensualintimateimagesandchildsexualabusematerial.Proactivemeasurestoadvancegoodgovernanceframeworks

mustbetakentosafeguarddemocraticprocesses;enhancetransparency;protectcybersecurity,intellectualproperty,andprivacy;ensurealignmentwithapplicablelegalframeworks;ensureequitableaccesstogoodsandservices;andpromotehumanrights,whichcanhelpfostertrustandresilienceinsocieties.

■FosteringTrustinAIthroughOpenness,Transparency,andExplainability.ImprovingtransparencyinAImodels,developmentprocesses,organizationalpractices,andAIpolicymakingcanenhancereliability,fairness,protectionofandrespectforintellectualpropertyrights,andaccountability.EmbracingopennessandexplainabilityinhowAIsystemsaredesigned,deployed,andusedcanencourageadoption,facilitatetransparency,andpromotetrustinAIsystems.

■DeployingAISustainablyandforClimateAction.SeizingopportunitieswhereAIcancontributetoenergysavingsacrosssectorscanplayanurgentandimportantroleinaddressingthechangingclimate.EmphasizingsustainabilitywillreducethenetenvironmentalfootprintofAItechnologieswhileleveragingAItoenhanceenergyefficiencyinvariousindustries,therebycontributingtoglobaleffortstocombat

climatechange.

TheUnitedStatesissteadfastinitssupportforsustainabledevelopment,responsibleAIuseglobally,and

collaborativeeffortstoenhanceAIsafeguards.ByhelpingaddressthechallengesoutlinedinthePlaybook—throughpolicy,funding,engagement,partnership,andothermechanisms—theUnitedStateshopestoencourageandengagemorestakeholderstocommittosafe,secure,andtrustworthydesign,deployment,anduseofAItechnologies.

WhatdoesalocalAIecosystemlooklike?

Inanycountry,theAIecosystemisanintegralpartofthebroaderdigitalecosystem.Thisincludesprocessesandpoliciesfordigitaldatacollection,storage,management,andsharing;alocalworkforceinvolvedinresearch,development,andprivatesectoractivities;anengagedcivilsociety;andgovernanceandpolicyframeworks.Theecosysteminvolvesadiverserangeofstakeholders,includinggovernmentagencies,businessesandstartups,universitiesandtraininginstitutes,aswellascivilsocietyorganizations.

UnderstandingtheimpactofAIondevelopmentrequiresacknowledgingthedifferencesincircumstancesacrosscountries,regions,communities,andcontexts.Evenamongcountriesinthesameregionorwithsimilarincomelevels,therecanbesignificantdisparitiesinaccesstoAItechnologiesandinhowAIisdeployed,ultimatelyaffectingindividualsandcommunitiesindiverseways.

Ameaningfulapproachtoglobaldevelopmentmustprioritizelocallyledandrelevantsolutions,notjustatthenationallevelbutalsowithinindividualcommunities.Thisinvolvesunderstandingandadaptingtotheuniquepolitical,social,cultural,economic,andenvironmentalconditionsofeachcontext,recognizingthatthereisno“one-size-fits-all”approach.ThisisparticularlycrucialinpromotingresponsibleAIdeployment,asitensuresthatAItechnologiesaretailoredtomeetthespecificneedsandchallengesofdifferentpopulations.Additionally,thisapproachallowsfortheimplementationofsafeguardsthataddresstheparticularrisksassociatedwithAIineachcontext.

BeforedraftingtheAIinGlobalDevelopmentPlaybook,subjectmatterexpertsatUSAID,theU.S.Department

ofState,andtheU.S.DepartmentofCommerce(amongotherinteragencypartners)releaseda

aimedatgatheringawiderangeofperspectivesfromthepublicandrelevantpartnersintheAIdevelopmentecosystem.Morethan60organizationsandindividualsprovidedresponses.Thethemesidentifiedin

thisRFIwereinformedbydeskresearchcomprisingexistingliterature,reports,initiatives,casestudies,anddataon

AIinglobaldevelopmentandhumanitarianassistance.Theresearchteamthenheld13virtualconsultationsessionswithrepresentativesfromgovernmentsofcountriesfromaroundtheworldatalllevelsofdevelopment,civilsociety,developmentorganizations,philanthropies,andtheprivatesector.ThePlaybookisadistillationandanalysisofthe

informationgatheredthroughtheresearch,therequestforinformation,andconsultations4.

DonorPrinciplesforHuman

RightsintheDigitalAge

attheUnitedNations’InternetGovernanceForum,whichaimstocenterhumanrightsanddemocraticvaluesingovernmentalactionsrelatedtodigitalengagementandinvestments.ThePrinciplesspecificallyhighlighttheneedforsecurityandsafetybothindevelopmentandhumanitarianassistanceprogramsaswellastheresponsibilityofdonorstoconducthumanrightsduediligenceassessments.
