24洪家渡水電站和東風(fēng)水電站為大中型電站,洪家渡水電站發(fā)電后的水引至東風(fēng)水電站,東風(fēng)水電站發(fā)電后的水引至索風(fēng)營水電站。下游河流需滿足生態(tài)環(huán)境的需水要求,本文針對洪家渡水電站至東風(fēng)水電站及東風(fēng)水電站至索風(fēng)營水電站的特點,計算河流生態(tài)流量,進行水庫生態(tài)調(diào)度,使得河流在滿足河流生態(tài)需求的同時,充分發(fā)揮水電的大裝機特性,提高水能資源利用率。1.1烏江流域概況1.1.1流域自然地理烏江是貴州第一大河長江上游南岸最大支流,也是長江上游以南最大的一條支流,流域位于東經(jīng)104度10分至109度12分,北緯25度56分至30度22分之間,流域面積87920平方千米。南支流三岔河于涪陵匯入長江,全長1037千米(三岔河源頭起),其中貴州省境內(nèi)802.1千米,黔渝界河段72.1千米,重慶市境內(nèi)162.8千米。烏江流域近80%面積位于貴州省境內(nèi),其余屬云南、重慶、湖北三省市。流域內(nèi)多為碳酸鹽巖石,表面石灰?guī)r覆蓋面大。在砂頁巖、玄武巖分布區(qū)表流極快,地表沖刷強烈,碳酸鹽類巖石分布巖溶特別發(fā)育,表流減少,水文地質(zhì)條件比較復(fù)雜。流域內(nèi)森林覆蓋率約為9%左右,山高坡陡,水土流失較重,尤以上游支流六沖河為甚。上游兩源流系典型的山區(qū)峽谷型河流,地處云貴高原過渡山區(qū),河流流向東南,河谷深切,河道水流湍急,巖溶發(fā)育,水流明暗相間,三岔河有伏流3段,六沖河有伏流9段;河道彎曲狹窄,枯水水面寬30至50米,多崩石堆積,灘多水淺;河流兩岸多為深切峽谷,唯三岔河的馬場、六沖河的寄種壩和六圭河一帶河谷較開闊,階地發(fā)育。上游段區(qū)間流域面積18138平方千米,占全流域的20.6%。北源六沖河支流紅巖河有云南省匯入的集水面積667平方千米。中游河段區(qū)間流域面積33132平方千米,占全流域的37.7%。該區(qū)上段穿越黔中丘陵區(qū),下段為盆地至高原斜面河谷深切區(qū)。中游河段流向北東,兩岸多絕壁,河谷深切成峽谷,水面寬50至100米,寬谷較少,河道險灘眾多,尤以烏江渡至構(gòu)皮灘河段的漩塘、鎮(zhèn)天洞和一子三灘最為險惡,為全江著名的斷航險灘。河段內(nèi)流域左岸有野紀(jì)河、偏巖河、湘江、六池河等。下游思南至彭水河段流向正北,彭水以下河段折向北西向。該河段兩岸階地發(fā)育,人口、耕地較為集中。思南、沿河、彭水、武隆、涪陵等城鎮(zhèn)分布兩岸。河段內(nèi)雖有潮砥、新灘、龔灘、羊角灘等主要礙航險灘,但大部分河段水流較平穩(wěn),河谷較開闊,是目前的主要通航河段,可通行100t級的機動船舶,其中重慶境內(nèi)白馬以下可通行300t級船舶。區(qū)間流域面積36650平方千米,占全流域的41.7%。河段內(nèi)流域面積大于1000平方千米的支流有7條,右岸有印江河、甘龍河(渝黔界河)及阿蓬江(濯河、唐巖河、鄂渝界河)、郁江(鄂渝界河);左岸有洪渡河、芙蓉江(黔渝界河)和鴨江(大溪河)等。烏江流域?qū)儆谥衼啛釒Ъ撅L(fēng)氣候區(qū)。氣候溫和、水汽充沛,適宜樹木生長。但由于山高土薄和長期不注重森林資源的保護,成片森林所存不多,流域內(nèi)植被度較低。上游在40%以下,屬于弱度;中游50%左右,屬中度;下游地區(qū)多為沉積壤土,土層較厚,植被條件較好。尤其是洪渡河和芙蓉江一帶森林分布較廣,植被度稍高。流域出露地層,以三迭系、奧陶系、志留系以及寒武系最廣,流域全為沉積巖,其中碳酸鹽類巖石百分之以上??λ固噩F(xiàn)象甚普遍,溶洞、暗河較多。1.1.2流域水文特性烏江流域中游地區(qū),全年溫和多雨,濕度大,日照時間少,流域多年平均降水量為1163毫米,西部威寧、赫章、畢節(jié)及云南鎮(zhèn)雄一帶為少雨區(qū),多年平均降水量為800毫米至950毫米;降水的年內(nèi)分配也很不均勻,5至8月降水量占全年的58.1%,4至10月降水量占全年的81.1%,詳見圖5烏江流域多年平均年降水量等值線圖。本流域汛期多暴雨和陣雨。大暴雨多發(fā)生在6至7月份,一次暴雨持續(xù)時間一般為1至3天。另外,由于流域地處高原山區(qū),晝夜溫差大,常形成夜雨。(1)暴雨特性總體分析,遵義市半坡、高坪一帶和洪渡河源頭流域以及印江源頭區(qū)的暴雨高值區(qū),其24h和三天暴雨對中下游洪水影響較大,易形成中下游干流的大洪水。(2)泥沙烏江流域控制站武隆實測多年平均輸沙量為3200萬t,占宜昌站沙量的百分之六,其年水量約占有宜昌的百分之十二,面積比為百分之八,說明烏江是一條水量豐沛、沙量較小的河流。1.2電站概況1.2.1洪家渡電站基本資料及工程特性洪家渡水電站位于貴州省烏江支流六沖河下游河段,下游距六沖河與烏江三岔河的匯合口42.3千米。電站距省會貴陽市154千米,下游65千米處有東風(fēng)水電站。洪家渡水電站是烏江梯級的“龍頭”水電站,開發(fā)任務(wù)為發(fā)電,同時又有庫區(qū)航運、旅游及供水等綜合利用效益。水庫具有多年調(diào)節(jié)性能,具有“壩高、庫大、調(diào)節(jié)補償好”的特點,是系統(tǒng)中調(diào)峰、調(diào)頻和事故備用的主力電源。洪家渡水電站壩址以上集水面積9900平方千米,占六沖河流域面積的91%,占烏江流域總面積的11.26%,壩址多年平均流量144m3/s,多年平均徑流量41.4億立方米,多年平均輸沙量713萬t。洪家渡水庫正常蓄水位1140米,主汛期6-8月運行控制水位1138米,后汛期9-10月運行控制水位1140米,,死水位1076米,總庫容49.47億m3,調(diào)節(jié)庫容33.61億立方米。電站裝機容量600MW(3×200MW),多年平均發(fā)電量為11.59億kW·h,保證出力159.1MW。電站樞紐工程由鋼筋混凝土面板堆石壩、左岸洞式溢洪道、泄洪洞、發(fā)電引水系統(tǒng)和壩后地面廠房等組成,壩高179.5米。(1)流域概況六沖河位于東經(jīng)104度20分至105度58分,北緯26度40分至27度35分之間,是烏江的北源,又名六圭河和化沖河。壩址以上泥沙推移質(zhì)較少,懸移質(zhì)年內(nèi)分配極不均勻。在1958至1997年共40年的懸移質(zhì)實測資料中,多年平均輸沙量為658萬t;輸沙量最大為1971年的1630萬t,是最小1962年的162萬t的10倍多。(2)徑流根據(jù)洪家渡水電站壩址1951年5月至2016年4月共計65年徑流系列,洪家渡水電站壩址多年平均流量為144m3/s,多年平均徑流量為41.4億立方米,多年平均徑流深為458.6毫米。最大年平均流量為238m3/s(1954年5月至1955年4月),最小年平均流量為56.8m3/s(2011年5月至2012年4月),前者是后者的4倍左右。豐水期(5月至10月)多年平均徑流量占全年徑流量的百分之八十左右,枯水期(11月至次年4月)只占百分之二十左右。多年平均徑流量最大的7月份,占全年徑流量的百分之二十左右,多年平均徑流量最小的2月份,只占全年徑流量的百分之三不到。1.2.2東風(fēng)電站基本資料及工程特性東風(fēng)水電站位于烏江干流鴨池河河段上,壩址以上流域面積18161萬平方千米,多年平均流量323m3/s,開發(fā)任務(wù)為發(fā)電,又有旅游、灌溉及庫區(qū)航運效益。水庫正常蓄水位970m,相應(yīng)庫容8.64億立方米,死水位936米,相應(yīng)庫容3.73億立方米,調(diào)節(jié)庫容為4.91億立方米,庫容系數(shù)0.047,水庫具有不完全年調(diào)節(jié)能力。索風(fēng)營水電站位于烏江干流中上游河段,上距東風(fēng)水電站31.5千米,下距烏江渡水電站74.9千米。東風(fēng)~索風(fēng)營區(qū)間集水面積分別是3701平方千米。區(qū)間主要有貓?zhí)又Я?,全長181千米,流域面積為3195平方千米,匯入口位于索風(fēng)營水電站上游約6千米。貓?zhí)邮琴F州最早進行梯級開發(fā)的河流,從上至下分別為一級紅楓(集水面積1596平方千米)、二級百花(集水面積1895平方千米)、二級半李官、三級修文(集水面積2145平方千米)、四級窄巷口(集水面積2424平方千米)、五級紅林和六級紅巖(集水面積2792平方千米)。其中紅楓為多年調(diào)節(jié)水庫,現(xiàn)在主要承擔(dān)向貴陽市供水的任務(wù),百花為年調(diào)節(jié)水庫,其余均為日調(diào)節(jié)或無調(diào)節(jié)水庫。電站工程于1987年12月開工建設(shè),1989年1月30日實現(xiàn)大江截流,1994年8月31日首臺機組投產(chǎn)發(fā)電,同年第2臺機組投產(chǎn),1995年12月25日第3臺機組投產(chǎn),工程完建。2004年電站開始進行增容改造和擴機,2005年完成增容改造及擴建。增容和擴機后,裝機容量為695MW(3×190MW+1×125MW),保證出力236MW,多年平均發(fā)電量為29.58億kW·h。東風(fēng)電站樞紐工程主要由攔河大壩、泄洪系統(tǒng)、引水系統(tǒng)、地下廠房和防滲系統(tǒng)組成。(1)流域概況洪家渡至東風(fēng)區(qū)間主要是指六沖河洪家渡水電站壩址至烏江干流東風(fēng)水電站壩址。本流域?qū)賮啛釒Ъ撅L(fēng)氣候區(qū),濕潤多雨,年降水量在800毫米至1600毫米之間。由于流域內(nèi)地形復(fù)雜,降水在地區(qū)分布上很不均勻,西北部一帶為少雨區(qū),多年平均年降水量不足1000毫米;近壩區(qū)為多雨區(qū),多年平均年降水量在1400毫米以上。東風(fēng)水電站以上流域多年平均年降水量為1102毫米,降水主要集中在汛期5月至10月,占全年的83%,暴雨多發(fā)生在汛期,其中以6月、7月最集中。當(dāng)暴雨發(fā)生在庫區(qū)時,雨強大,產(chǎn)匯流快,預(yù)見期短,對洪水預(yù)報及安全防洪極其不利。流域內(nèi)一般從5月份開始出現(xiàn)洪水,到10月份基本結(jié)束。大洪水主要集中在6月、7月,一般峰高量大,洪水過程歷時較長,其它月份出現(xiàn)大洪水較少,洪水峰、量也相對較小。東風(fēng)上游引子渡和洪家渡電站蓄水發(fā)電后,東風(fēng)的入庫洪水主要由上游電站的泄洪水量、發(fā)電水量及區(qū)間入流疊加形成。(2)徑流本流域徑流主要是雨水補給,降雨在年際和年內(nèi)分配不均勻,東風(fēng)水電站壩址徑流成果采用1951年5月至2016年4月共計65年徑流系列。東風(fēng)水電站壩址多年平均流量為323m3/s,多年平均徑流量為102億立方米,多年平均徑流深561.6毫米。最大年平均流量為495m3/s(1954年5月至1955年4月),最小年平均流量為135m3/s(2011年5月至2012年4月),前者是后者的3.67倍。豐水期(5月至10月)多年平均徑流量占全年徑流量的百分之八十左右,枯水期(11月至翌年4月)只占百分之十七左右。多年平均徑流量最大的7月份,占全年徑流量的百分之二十左右,多年平均徑流量最小的2月份,只占全年徑流量的百分二左右。
