57、并具有一定的養(yǎng)殖規(guī)模。項(xiàng)目的建設(shè)不僅有效的保護(hù)了太白湖區(qū)域內(nèi)的漁業(yè)資源，還能以綠色無公害商品魚產(chǎn)品豐富市場(chǎng)，有效地調(diào)整企業(yè)產(chǎn)品結(jié)構(gòu)，提高企業(yè)效益，增強(qiáng)企業(yè)市場(chǎng)競(jìng)爭力。項(xiàng)目建設(shè)十分必要。1.6.2項(xiàng)目建設(shè)可行性（1）項(xiàng)目建設(shè)符合國家農(nóng)業(yè)產(chǎn)業(yè)政策和黃岡市“十一五”農(nóng)業(yè)發(fā)展規(guī)劃。項(xiàng)目區(qū)地處湖區(qū)，漁業(yè)是該區(qū)的重要支柱產(chǎn)業(yè)，對(duì)發(fā)展區(qū)域經(jīng)濟(jì)，促進(jìn)社會(huì)主義新農(nóng)村建設(shè)，具有不可估量的作用。黃岡市在“十一五”發(fā)展規(guī)劃中明確提出，要充分發(fā)揮漁業(yè)的支柱產(chǎn)業(yè)作用，促進(jìn)區(qū)域經(jīng)濟(jì)和“三農(nóng)”的共同發(fā)展；要堅(jiān)持培育和發(fā)展龍頭企業(yè)，對(duì)實(shí)力強(qiáng)、信譽(yù)好、有一定規(guī)模的龍頭企業(yè)予以政策傾斜和重點(diǎn)支持，以發(fā)揮其輻射帶動(dòng)作用。黃岡市太白湖

58、漁場(chǎng)是黃岡市最大的漁業(yè)企業(yè)，現(xiàn)有養(yǎng)殖水面2萬畝，周邊有可養(yǎng)水面達(dá)10萬畝。項(xiàng)目區(qū)域是傳統(tǒng)漁業(yè)養(yǎng)殖區(qū)，農(nóng)民養(yǎng)殖積極性高，為項(xiàng)目實(shí)施奠定了堅(jiān)實(shí)的基礎(chǔ)。（2）項(xiàng)目單位黃岡市太白湖漁場(chǎng)，現(xiàn)有養(yǎng)殖水面2萬畝，是黃岡市境內(nèi)大型養(yǎng)殖基地之一。項(xiàng)目單位在中科院水生生物研究所、黃岡市水產(chǎn)科學(xué)研究的技術(shù)協(xié)作下，通過生產(chǎn)實(shí)踐，已掌握了黃顙魚人工繁殖的基本技能。項(xiàng)目單位黃顙魚人工繁殖從2002年開始，年產(chǎn)魚苗幾十萬尾。通過技術(shù)革新，從提高授精率著手，由干法授精改為濕法授精。授精率由原來的1015提高到7085。2007年生產(chǎn)黃顙魚開口苗152萬尾，出池黃顙魚夏花魚種116萬尾。項(xiàng)目區(qū)域有天然湖泊親本資源，有黃顙魚親本

59、選擇、苗種繁育成熟的工藝技術(shù)，具有批量生產(chǎn)的技術(shù)和場(chǎng)地。項(xiàng)目建設(shè)擁有成熟的技術(shù)方案，可靠的技術(shù)來源，并且項(xiàng)目區(qū)域是第二批通過認(rèn)定的67個(gè)湖北省無公害農(nóng)產(chǎn)品產(chǎn)地之一。（3）項(xiàng)目建設(shè)單位具有較強(qiáng)的經(jīng)濟(jì)實(shí)力，項(xiàng)目建設(shè)資金自籌有保障。項(xiàng)目建設(shè)區(qū)水源充足，電力充沛，交通便利，具有較好的水產(chǎn)養(yǎng)殖基礎(chǔ)，項(xiàng)目投產(chǎn)后不僅自身效益顯著，而且面向社會(huì)提供苗種，在服務(wù)和帶動(dòng)漁民發(fā)展黃顙魚養(yǎng)殖，增加生產(chǎn)經(jīng)營者收益等方面具有一定作用。項(xiàng)目單位2007年銷售成魚542萬斤，實(shí)現(xiàn)年銷售收入1554.38萬元，年利稅201.10萬元。截止2009年2月，單位盈余資金達(dá)到350余萬元，項(xiàng)目建設(shè)需自籌資金101.41萬元有保障。（

60、4）黃顙魚體色艷麗、肉質(zhì)鮮嫩、營養(yǎng)豐富，是廣大消費(fèi)者公認(rèn)的優(yōu)質(zhì)名貴的經(jīng)濟(jì)魚類，得到了市場(chǎng)的認(rèn)可。近年來黃顙魚的銷售量連年翻番，銷售價(jià)格一度攀升至20元/斤，仍有價(jià)無市，現(xiàn)黃顙魚市場(chǎng)銷售價(jià)格仍為15元/斤左右。可見黃顙魚是一種經(jīng)濟(jì)型的優(yōu)質(zhì)魚種，市場(chǎng)需求量大，水產(chǎn)養(yǎng)殖戶養(yǎng)殖積極性高。項(xiàng)目的建設(shè)通過利用自身擁有的資源條件、成熟的技術(shù)、水產(chǎn)養(yǎng)殖戶養(yǎng)殖黃顙魚積極性、緊俏的市場(chǎng)行情，大力發(fā)展黃顙魚種是切實(shí)可行的。1.6.3風(fēng)險(xiǎn)評(píng)估項(xiàng)目區(qū)太白湖是黃岡市大型漁業(yè)養(yǎng)殖基地之一，素有養(yǎng)殖各類名優(yōu)魚的傳統(tǒng)。項(xiàng)目單位是太白湖養(yǎng)殖大戶之一，常年生產(chǎn)各類名優(yōu)魚種。項(xiàng)目產(chǎn)品黃顙魚，為市場(chǎng)價(jià)值高、銷售好的幾個(gè)魚種之一。項(xiàng)目建

61、設(shè)5000萬尾黃顙魚繁育基地，繁育技術(shù)成熟、市場(chǎng)需求旺盛，食品安全有保障，風(fēng)險(xiǎn)評(píng)估為極低。1.6.4帶動(dòng)作用項(xiàng)目單位通過“公司+基地+養(yǎng)殖戶”的產(chǎn)業(yè)化經(jīng)營模式，年產(chǎn)黃顙魚苗5000萬尾，新增黃顙魚養(yǎng)殖基地15000畝，帶動(dòng)1500戶養(yǎng)殖戶，使項(xiàng)目區(qū)農(nóng)戶直接或間接增收3000萬元。同時(shí)帶動(dòng)水產(chǎn)加工業(yè)、保鮮、飼料業(yè)、漁醫(yī)漁藥等行業(yè)的發(fā)展。1.6.5制約因素及解決方案一是黃顙魚屬野生雜魚，目前企業(yè)的養(yǎng)殖新技術(shù)未得到較好推廣，養(yǎng)殖戶活魚率不高；二是黃顙魚繁育能力較差，不利提高產(chǎn)量，擴(kuò)大養(yǎng)殖規(guī)模。針對(duì)以上制約因素，項(xiàng)目單位與華中農(nóng)業(yè)大學(xué)水產(chǎn)學(xué)院簽訂了“人才培養(yǎng)與科技開發(fā)合作”的框架協(xié)議，利用企業(yè)優(yōu)越的資源條件和院校的人才、技術(shù)優(yōu)勢(shì)，對(duì)黃顙魚的養(yǎng)殖、繁育技術(shù)進(jìn)行研發(fā)。通過合作，項(xiàng)目單位黃顙魚授精率得到了較大提高，達(dá)到目前的85%左右，基本解決了黃顙魚繁育能力問題；項(xiàng)目通過實(shí)施水產(chǎn)養(yǎng)殖戶黃顙魚養(yǎng)殖新技術(shù)培訓(xùn)，制定養(yǎng)殖成套技術(shù)方案，可極大提高養(yǎng)殖戶活魚率問題。1.6.6結(jié)論及建議漁業(yè)是太白湖支柱產(chǎn)業(yè)之一，是農(nóng)民收入的主要來源；漁業(yè)的良種繁育是漁業(yè)發(fā)展的根本。項(xiàng)目建設(shè)
