2、質(zhì)安全型企業(yè)的管理要求。鋼鐵企業(yè)在面臨激烈的市場競爭環(huán)境下,依靠科技手段提升管理、增加績效、提升競爭力成為鋼鐵企業(yè)的共識(shí),需要引進(jìn)信息管理信息系統(tǒng),提升企業(yè)本質(zhì)安全管理水平。一、鋼鐵企業(yè)安全管理信息化建設(shè)存在的問題近年來, 隨著對本質(zhì)安全的認(rèn)識(shí)不斷加深和日益重視以及計(jì)算機(jī)水平的發(fā)展, 鋼鐵企業(yè)實(shí)施安全管理本質(zhì)化和信息化已經(jīng)成為企業(yè)持續(xù)發(fā)展的重要手段之一。但多數(shù)企業(yè)在具體實(shí)施過程中存在偏差制約了企業(yè)管理水平的提高、企業(yè)經(jīng)營效益的改善以及市場競爭能力的增強(qiáng)。主要表現(xiàn):1、信息化組織機(jī)制建設(shè)有待加強(qiáng)。完善的信息化組織機(jī)構(gòu)是企業(yè)信息化健康發(fā)展的有力保障,而信息化隊(duì)伍的專業(yè)素質(zhì)和人員的強(qiáng)化及培訓(xùn)則是實(shí)現(xiàn)
3、信息化工作以管理為中心的重要保障。2、信息化應(yīng)用需要不斷加強(qiáng)。信息化應(yīng)用需要深化。安全信息系統(tǒng)建成投產(chǎn)后,應(yīng)用成為安全信息化工作的重點(diǎn),仍有部分系統(tǒng)尚沒有被充分的利用,沒有發(fā)揮其應(yīng)有的效果。只有不斷加強(qiáng)應(yīng)用,才能將安全信息化建設(shè)推向高級階段,建立以信息效應(yīng)和變革效應(yīng)為基礎(chǔ)的高級信息化應(yīng)用模式,鋼鐵企業(yè)安全信息化才能真正為企業(yè)保駕護(hù)航。3、商業(yè)智能和決策支持系統(tǒng)建設(shè)滯后。商業(yè)智能和決策支持系統(tǒng)的建設(shè),是幫助鋼鐵企業(yè)提升安全本質(zhì)化價(jià)值,從自動(dòng)化效應(yīng)向信息效應(yīng)轉(zhuǎn)變的基礎(chǔ)平臺(tái)。通過信息系統(tǒng)的建設(shè),幫助高層領(lǐng)導(dǎo)及業(yè)務(wù)部門及時(shí)監(jiān)控關(guān)鍵業(yè)績指標(biāo),依據(jù)需要進(jìn)行假設(shè)模擬分析和預(yù)測,建立組織及個(gè)人的考核體系,根據(jù)
4、歷史數(shù)據(jù)構(gòu)造維度相關(guān)的時(shí)間數(shù)據(jù)模型,自動(dòng)分析趨勢,及時(shí)預(yù)見性地發(fā)現(xiàn)安全管理問題。4、知識(shí)管理系統(tǒng)建設(shè)亟待加強(qiáng)。知識(shí)管理,是實(shí)現(xiàn)對顯性業(yè)務(wù)知識(shí)和隱性經(jīng)驗(yàn)知識(shí)集合的管理和利用。對集團(tuán)來說,知識(shí)資本是企業(yè)競爭力的核心,是企業(yè)產(chǎn)品和服務(wù)的基礎(chǔ)。5、安全信息投入有待進(jìn)一步加強(qiáng)。從安全信息的投入上看,企業(yè)用于安全信息的投入為4.3%,所屬企業(yè)用于信息安全的費(fèi)用占信息化總投入的比例10.74%,與國際先進(jìn)水平的15%尚有差距。二、推進(jìn)安全生產(chǎn)監(jiān)管監(jiān)察信息化建設(shè)的途徑安全信息化建設(shè)要堅(jiān)持規(guī)劃先行、規(guī)范建設(shè),項(xiàng)目帶動(dòng)、分步實(shí)施、引進(jìn)技術(shù)、開拓創(chuàng)新、保障經(jīng)費(fèi)、加快進(jìn)度、加強(qiáng)管理、務(wù)求實(shí)效的原則。堅(jiān)持以科學(xué)發(fā)展觀為
5、統(tǒng)領(lǐng),以信息化建設(shè)“三網(wǎng)一庫”(政務(wù)涉密內(nèi)網(wǎng)、政務(wù)外網(wǎng)、業(yè)務(wù)專網(wǎng)、信息資源庫)的要求為指導(dǎo),圍繞國家安全生產(chǎn)信息系統(tǒng)建設(shè)項(xiàng)目的安全生產(chǎn)監(jiān)管監(jiān)察發(fā)展信息化建設(shè)思路和“一個(gè)中心兩個(gè)保障”的目標(biāo)任務(wù),依托國家安全生產(chǎn)信息系統(tǒng)項(xiàng)目建設(shè),建立健全安全生產(chǎn)行政執(zhí)法、安全生產(chǎn)調(diào)度統(tǒng)計(jì)、應(yīng)急救援指揮平臺(tái)、危險(xiǎn)化學(xué)品、非煤礦山等基礎(chǔ)數(shù)據(jù)庫,依托信息化平臺(tái)打造發(fā)鋼鐵企業(yè)本質(zhì)安全管理體系。1、企業(yè)安全信息化,領(lǐng)導(dǎo)是關(guān)鍵。推進(jìn)企業(yè)安全信息化,關(guān)鍵在于企業(yè)一把手。無論是軟件程序、硬件工具,無論是顧問公司、系統(tǒng)集成商,都不能取代企業(yè)一把手的作用。所以聯(lián)想集團(tuán)稱企業(yè)信息化是“一把手工程”。而且用“堅(jiān)定信心、把握方向、資源保
6、障、關(guān)鍵決策”四句話,概括企業(yè)一把手在企業(yè)信息化中的作用。2、規(guī)劃先行、規(guī)范建設(shè)。近一步理清安全生產(chǎn)監(jiān)管監(jiān)察信息化的發(fā)展思路。制定企業(yè)安全生產(chǎn)規(guī)劃對安全生產(chǎn)監(jiān)管監(jiān)察信息化發(fā)展提出具體要求并列入安全生產(chǎn)規(guī)劃重點(diǎn)工程,為安全生產(chǎn)監(jiān)管監(jiān)察信息化建設(shè)提供指導(dǎo)方向,規(guī)范企業(yè)安全生產(chǎn)監(jiān)管監(jiān)察信息化工作,避免重復(fù)建設(shè)。 3、引進(jìn)技術(shù)、開拓創(chuàng)新。在安全生產(chǎn)信息化建設(shè)初期,引進(jìn)集團(tuán)的先進(jìn)技術(shù),在運(yùn)用技術(shù)的過程中,要十分注重消化吸收,開拓創(chuàng)新。安全監(jiān)察執(zhí)法系統(tǒng)引進(jìn)后,鋼鐵企業(yè)安全生產(chǎn)監(jiān)察人員和從事安全生產(chǎn)監(jiān)管監(jiān)察信息化工作的工作人員必須刻苦學(xué)習(xí),深入鉆研,不斷提高業(yè)務(wù)素質(zhì)和工作水平,持證上崗。4、抓好項(xiàng)目、加強(qiáng)管
7、理。著力于解決企業(yè)安全生產(chǎn)信息化建設(shè)基礎(chǔ)性問題,初步建立起采用信息化實(shí)現(xiàn)安全生產(chǎn)監(jiān)督管理及冶煉安全監(jiān)察業(yè)務(wù)的主體框架,加強(qiáng)安全生產(chǎn)監(jiān)管監(jiān)察行政執(zhí)法、安全生產(chǎn)調(diào)度統(tǒng)計(jì)、應(yīng)急救援指揮平臺(tái)、危險(xiǎn)化學(xué)品等基礎(chǔ)數(shù)據(jù)庫建設(shè)和各類應(yīng)用系統(tǒng)的應(yīng)用,進(jìn)一步整合資源,加強(qiáng)培訓(xùn)。 5、加快培養(yǎng)、造就人才。推進(jìn)企業(yè)信息化,人才是根本。人才短缺是大多數(shù)企業(yè)普遍存在的問題。抓緊培養(yǎng)一大批熱心于企業(yè)安全信息化建設(shè),既善于安全管理、又懂現(xiàn)代信息技術(shù),還具有先進(jìn)管理安全理念的復(fù)合型人才,是推進(jìn)企業(yè)信息化建設(shè)的當(dāng)務(wù)之急。三、信息化平臺(tái)對提高本質(zhì)安全管理工作達(dá)到的效果信息化平臺(tái)將“安全第一、預(yù)防為主”的安全管理思想融入風(fēng)險(xiǎn)識(shí)別、風(fēng)
8、險(xiǎn)評估、風(fēng)險(xiǎn)(事前、事中、事后)控制、監(jiān)督改進(jìn)等管理措施之中。通過運(yùn)用工作任務(wù)分析或事故鏈分析等方法,將鋼鐵企業(yè)各系統(tǒng)工作中的不安全因素進(jìn)行全方位識(shí)別并錄入信息系統(tǒng),為后續(xù)的監(jiān)控、監(jiān)測及預(yù)警管理提供基礎(chǔ)數(shù)據(jù)。主要從人、設(shè)備、制度、管理四個(gè)方面構(gòu)建本質(zhì)安全管理。1、信息化平臺(tái)對“人”的不安全行為管理本質(zhì)安全管理中對“人”的管理主要為對“人”的不安全行為的管理。員工對安全的認(rèn)知程度,決定著其在安全管理過程中的主動(dòng)程度,員工技能是保障安全生產(chǎn)的基本要素。信息平臺(tái)中建設(shè)以名詞解釋、事故案例分析、安全法規(guī)、規(guī)程知識(shí)庫,為單位人員的安全素質(zhì)教育、培訓(xùn)、考試提供數(shù)字化支持,實(shí)現(xiàn)安全知識(shí)的在線編制、在線查詢、
