3、Exec俺utive C頒hairman啊 of the柏 World 藹Economi佰c Forum盎, 扒Ladies 稗and Gen伴tlemen,矮很高興來(lái)到瑞士藹達(dá)沃斯。現(xiàn)在雖盎然仍處冬季，但奧我們?cè)谶@里已經(jīng)板感受到了春天將絆至的氣息和經(jīng)濟(jì)壩復(fù)蘇的希望。今鞍年是世界經(jīng)濟(jì)論斑壇第四十屆年會(huì)拌。這使我想起2般000多年前中藹國(guó)先哲孔子說過氨的一句很有哲理皚的名言，芭“按四十而不惑瓣”板。意思是人到成捌熟之年，有更加笆開闊的眼界和更佰為豁達(dá)的心胸，按這也寓意著我們暗應(yīng)以更多的智慧哀，來(lái)理解與應(yīng)對(duì)耙紛繁的世事。本罷屆論壇以版“八改變世界：重新斑思考、重新設(shè)計(jì)俺、重新建設(shè)礙”擺為主題，共商

This 傲meeting拜 is hig版hly rel奧evant a擺s it he安lps to 柏pool th案e wisdo拜m and s懊trength氨 of all阿 to “im啊prove t白he stat岸e of th疤e world唉”.芭過去一年，面對(duì)啊國(guó)際金融危機(jī)的翱嚴(yán)重沖擊，中國(guó)八政府果斷決策、佰及時(shí)部署，實(shí)施板了保持經(jīng)濟(jì)平穩(wěn)扳較快發(fā)展的一攬暗子計(jì)劃，在較短扮時(shí)間里實(shí)現(xiàn)了經(jīng)皚濟(jì)回升向好。

8、國(guó)頒內(nèi)需求在中國(guó)經(jīng)半濟(jì)增長(zhǎng)中發(fā)揮了挨主導(dǎo)作用。去年熬中國(guó)國(guó)內(nèi)生產(chǎn)總盎值增長(zhǎng)8.7%拜，其中內(nèi)需擴(kuò)大佰貢獻(xiàn)了12.6般個(gè)百分點(diǎn)，彌補(bǔ)翱了因外需萎縮而白減少3.9個(gè)百盎分點(diǎn)的影響。在岸內(nèi)需中，投資需唉求貢獻(xiàn)了8個(gè)百埃分點(diǎn)，消費(fèi)需求扳貢獻(xiàn)了4.6個(gè)骯百分點(diǎn)，表現(xiàn)出斑經(jīng)濟(jì)自主增長(zhǎng)的愛強(qiáng)勁動(dòng)力。同時(shí)鞍，中國(guó)經(jīng)濟(jì)增長(zhǎng)板是開放的。去年礙中國(guó)貨物進(jìn)口1藹0056億美元巴，貿(mào)易順差比上擺年減少了近10板00億美元，是癌世界第二大進(jìn)口骯國(guó)和全球最大的皚新興市場(chǎng)。中國(guó)哀國(guó)內(nèi)生產(chǎn)總值增案量達(dá)到3800斑億美元，為世界瓣經(jīng)濟(jì)復(fù)蘇作出了邦積極貢獻(xiàn)。拔In the 氨past ye把a(bǔ)r, fac白ing the敖 sev

13、y拜 is obv襖ious.氨為有效應(yīng)對(duì)危機(jī)藹，我們大規(guī)模增白加財(cái)政公共支出八并實(shí)行結(jié)構(gòu)性減隘稅。2009年凹新增公共投資達(dá)瓣7200多億元阿，加上減稅50白00多億元，相板當(dāng)于國(guó)內(nèi)生產(chǎn)總昂值的約3.6%耙，既刺激了市場(chǎng)斑需求，促進(jìn)了經(jīng)頒濟(jì)增長(zhǎng)；又減輕哀了企業(yè)負(fù)擔(dān)，增般強(qiáng)了經(jīng)濟(jì)活力。版中國(guó)的財(cái)政赤字翱則保持在不超過百國(guó)內(nèi)生產(chǎn)總值3耙%的合理范圍以把內(nèi)。我們把民生癌工程作為公共投靶資的重點(diǎn)。在總艾額4萬(wàn)億元的兩懊年投資計(jì)劃中，扮用于改善民生的芭投入占政府投入佰的50%以上，背帶動(dòng)了居民消費(fèi)爸。同時(shí)，大幅度昂增加社會(huì)保障投壩入，把基本醫(yī)療叭衛(wèi)生制度作為公昂共產(chǎn)品向全社會(huì)安提供，努力在1背3億人口
