THEIMOSTANDARDSHIPREPOPRTINGSYSTEMAALPHAShipName,callsignorshipstationidentityandflagBBRAVODateandtimeofeventA6digitgroupgivingdayofmonth(firsttwodigits),hoursandminutes(lastfourdigits).IfotherthanUTCstatetimezoneusedCCHARLIEPositionA4digitgroupgivinglatitudeindegreesandminutessuffixedwithN(north)orS(south)anda5digitgroupgivinglongitudeindegreesandminutessuffixedwithW(west)orE(east);orDDELTAPositionTruebearing(first3digits)anddistance(statedistance)innauticalmilesfromaclearlyidentifiedlandmark(statelandmark)EECHOTruecourseA3digitgroupFFOXTROTSpeedinknotsA3digitgroupGGOLFPortofdepartureNameoflastportofcallHHOTELDate,timeandpointofentryintosystemEntrytimeexpressedasin(B)andentrypositionexpressedasin(C)or(D)IINDIADestinationandexpectedtimeofarrivalNameofportanddatetimegroupexpressedasin(B)JJULIETTPilotStatewhetheradeepseaorlocalpilotisonboardKKILODate,timeandpoint,ofexitfromsystemDate,timeandpoint,Exittimeexpressedasin(B)andexitpositionexpressedasin(C)or(D)LLIMARouteinformationIntendedtrackMMIKERadioStateinfullnamesofcommunicationsstation/frequenciesguardedNNOVEMBERTimeofnextreportDatetimeofgroupexpressedasin(B)OOSCARMaximumpresentstaticdraughtinmeters4digitgroupgivingmetersandcentimetersPPAPACargoonboardCargoandbriefdetailsofanydangerouscargoesaswellasharmfulsubstancesandgasesthatcouldendangerpersonsortheenvironmentQQUEBECDefects,damage,deficiencies,limitationsBriefdetailsofdefects,damage,deficiencies,orotherlimitationsRROMEODescriptionofpollutionordangerousgoodslostoverboardBriefdetailsoftypeofpollution(oil,chemicals,etc)ordangerousgoodslostoverboard;positionexpressedasin(C)or(D)SSIERRAWeatherconditionsBriefdetailsofweatherandseaconditionprevailingTTANGOShip’srepresentativeand/orownerDetailsofnameandparticularsofship’respresentativeand/orownerforprovisionofinformationUUNIFORMShipsizeandtypeDetailsoflength,breadth,tonnageandtypeetc.asrequiredVVICTORMedicalpersonnelDoctor,physicians’assistant,nurse,nomedicWWHISKEYTotalnumberofpersonsonboardStatenumberXX—RAYMiscellaneousAnyotherinformation瓊州海峽船舶交通管理系統(tǒng)安全監(jiān)督管理細(xì)則第一章總則第一條為加強(qiáng)瓊州海峽船舶交通管理，保障船舶交通安全，提高船舶交通效率，保護(hù)水域環(huán)境，根據(jù)《中華人民共和國(guó)海上交通安全法》、《中華人民共和國(guó)海洋環(huán)境保護(hù)法》、《中華人民共和國(guó)船舶交通管理系統(tǒng)安全監(jiān)督管理規(guī)則》等有關(guān)法律、規(guī)章，制定本細(xì)則。第二條本細(xì)則適用于在瓊州海峽船舶交通管理系統(tǒng)管理水域（以下簡(jiǎn)稱QZVTS管理水域）內(nèi)航行、停泊和作業(yè)的船舶、設(shè)施（以下簡(jiǎn)稱船舶）及其所有人、經(jīng)營(yíng)人和代理人。外國(guó)籍非軍用船舶通過(guò)瓊州海峽時(shí)，除遵守《外國(guó)籍非軍用船舶通過(guò)瓊州海峽管理規(guī)則》外，還應(yīng)遵守本細(xì)則。第三條中華人民共和國(guó)海南海事局是監(jiān)督實(shí)施本細(xì)則的主管機(jī)關(guān)。海南海事局設(shè)置的瓊州海峽船舶交通管理中心（以下簡(jiǎn)稱交管中心）依據(jù)本細(xì)則負(fù)責(zé)具體實(shí)施船舶交通管理。第二章船舶報(bào)告第四條船舶在下列情況下，應(yīng)通過(guò)甚高頻無(wú)線電話（以下簡(jiǎn)稱VHF）向交管中心報(bào)告：1、在進(jìn)入QZVTS管理水域抵達(dá)東口或西口報(bào)告線時(shí)；2、在駛離海口港、新港、新海港、馬村港、海安港、鋪前港和三墩港抵達(dá)航道1號(hào)浮標(biāo)時(shí)；3、在駛離錨地和港區(qū)水域抵達(dá)?？诨蚝０矆?bào)告線時(shí)。船舶報(bào)告內(nèi)容：船名、國(guó)籍、呼號(hào)、船籍港、船舶總長(zhǎng)、最大吃水、裝載情況、航行意圖、特別航行要求（包括試航、測(cè)速、調(diào)試羅經(jīng)、疏浚、打撈等）以及交管中心需要了解的其它情況。拖帶船舶還應(yīng)報(bào)告其拖帶長(zhǎng)度及航行意圖。第五條船舶在QZVTS管理水域內(nèi)發(fā)生交通事故、污染事故、船員或旅客出現(xiàn)意外等緊急情況或發(fā)現(xiàn)其他船舶發(fā)生上述情況時(shí)，應(yīng)立即報(bào)告。第六條船舶發(fā)現(xiàn)在QZVTS管理水域內(nèi)的助航標(biāo)志或?qū)Ш皆O(shè)施移位、滅失、損壞、失?；蛴械K航行安全的障礙物、漂浮物及其它妨礙航行安全的異常情況，應(yīng)立即報(bào)告。第七條交管中心的VHF工作頻道為08頻道和25頻道，其中08頻道為船舶報(bào)告頻道，25頻道為業(yè)務(wù)通話頻道。第八條在QZVTS管理水域內(nèi)航行、停泊和作業(yè)的船舶，應(yīng)在VHF08或16頻道上保持守聽，并及時(shí)回答交管中心的詢問(wèn)。第三章船舶航行與錨泊第九條交管中心對(duì)QZVTS管理水域內(nèi)的船舶交通秩序及交通安全實(shí)行監(jiān)控和管理。第十條船舶在中水道航行時(shí)，只要安全可行，應(yīng)盡量靠近其右舷的該水道的浮標(biāo)行駛。第十一條船舶在北水道航行時(shí)，北上航行的船舶應(yīng)在以北水道1~7號(hào)浮標(biāo)的連線以東的水域行駛；南下航行的船舶沿該連線以西的水域行駛。第十二條船舶禁止在QZVTS管理水域內(nèi)錨泊。如有特殊情況需要在QZVTS管理水域錨泊者，必須報(bào)經(jīng)交管中心同意并在指定地點(diǎn)錨泊。緊急情況下，船舶在拋錨后，應(yīng)立即報(bào)告，并接受管理。第十三條為避免危及人命財(cái)產(chǎn)安全或環(huán)境污染，船長(zhǎng)和引航員在船舶航行中采取緊急措施時(shí)，應(yīng)及時(shí)報(bào)告。第四章交通服務(wù)第十四條交管中心在固定的時(shí)間或認(rèn)為必要的任何時(shí)間播送他船動(dòng)態(tài)、助航標(biāo)志狀況、水文氣象、航行警（通）告和其他重要安全信息。第十五條應(yīng)船舶請(qǐng)求或交管中心認(rèn)為有必要協(xié)助航行時(shí)，交管中心可向船舶提供有關(guān)安全航行的咨詢意見或建議。船舶不再需要助航時(shí)，應(yīng)及時(shí)通知交管中心。第十六條為避免船舶發(fā)生緊迫局面和船舶交通事故，交管中心可向船舶提出建議或發(fā)出危險(xiǎn)警告。第十七條在QZVTS管理水域內(nèi)發(fā)生船舶交通事故，交管中心可采取應(yīng)急措施并協(xié)助進(jìn)行救助工作，支持各類聯(lián)合行動(dòng)。第十八條應(yīng)船舶所有人、經(jīng)營(yíng)人或代理人的請(qǐng)求，交管中心可為其傳遞有關(guān)救助、打撈或污染清除等信息。第五章法律責(zé)任第十九條本細(xì)則的實(shí)施，不免除船長(zhǎng)對(duì)本船安全航行的責(zé)任，也不免除引航員安全引領(lǐng)船舶的責(zé)任。第二十條本細(xì)則的實(shí)施，不免除船長(zhǎng)或引航員遵守其他法律、法規(guī)的責(zé)任。第二十一條對(duì)違反本細(xì)則的，主管機(jī)關(guān)可依據(jù)有關(guān)法律、法規(guī)和規(guī)章給予相應(yīng)的處罰。第六章附則第二十二條本細(xì)則中下列用語(yǔ)的含義是：“船舶交通管理系統(tǒng)”系指由主管機(jī)關(guān)設(shè)置的對(duì)船舶交通實(shí)施監(jiān)督、管理和控制并提供咨詢服務(wù)的系統(tǒng)?！按啊毕抵赴从嘘P(guān)國(guó)際公約和國(guó)內(nèi)規(guī)范規(guī)定應(yīng)配備通信設(shè)備及主管機(jī)關(guān)要求加入VTS系統(tǒng)的船舶?！碍傊莺{東口報(bào)告線”由三條線段組成，線段的確定方法是：端點(diǎn)20°25'39〃N、11030'59〃E和端點(diǎn)2025'39〃N、11104'18〃E的聯(lián)線;端點(diǎn)2025'39〃N、11104'18〃E和端點(diǎn)2000'57〃N、11104'18〃E的聯(lián)線；端點(diǎn)2000'57〃N、11104'18〃E和端點(diǎn)2000'57〃N、11055'39〃E的聯(lián)線?！碍傊莺{西口報(bào)告線”由端點(diǎn)20°00'36〃N、10942'42〃E和端點(diǎn)2013'30〃N、10955'12〃E的聯(lián)線組成?！昂？趫?bào)告線”系指端點(diǎn)2006'48〃N、110°02'48〃E和端點(diǎn)2006'48〃N、11020'00〃E的聯(lián)線。“海安報(bào)告線”系指端點(diǎn)20°12'06〃N、110°05'24〃E和端點(diǎn)20°14'48〃N、11016'54〃E的聯(lián)線。“瓊州海峽船舶交通管理系統(tǒng)管理水域”系指瓊州海峽東、西口報(bào)告線以內(nèi)，除去瓊州海峽內(nèi)所有已建成使用的港口、錨地水域和進(jìn)出港航道等之外的船舶可航行的水域。“應(yīng)船舶請(qǐng)求”系指由船長(zhǎng)或引航員正式向交管中心提出的要求。THEDETAILEDRULESOFSAFETYMANAGEMENTOFQIONGZHOUSTRAITVESSELTRAFFICSERVICECHAPTERIGENERALARTICLE1TheserulesareformulatedinaccordancewiththeMaritimeTrafficSafetyLawofthePeople’RsepublicofChina,theMaritimeEnvironmentProtectionLawofthePeople’sRepublicofChinaandtheSafetyManagementRegulationsOfVesselTrafficServiceOfthePeople’sRepublicofChina,forthepurposeofsntgretheningthetrafficcontrolofQiongzhouStrait,ensuringthesafetynavigation,promotingthetrafficefficiencyandprotectingtheenvironment.ARTICLE2Theserulesareapplicabletoallvesselsandinstallations(hereinafterreferredtoastheVessels)whicharenavigating,berthing,andoperatingwithintheQiongzhouStraitVesselTrafficService(hereinafterreferredtoastheVTS)managementwaterarea,includingtheirowners,operatorsandagents.Non-militaryvesselofforeignnationalitypassingthroughtheQiongzhouStraitmustobservetheserulesinadditiontotheRulesForTheControlOfNon-militaryVesselsOfForeignNationalityPassingThroughTheQiongzhouStrait.ARTICLE3TheHainanMaritimeSafetyAdministrationofthePeoplepublico’fCshiRneaisthecompetentauthoritybeingresponsibleforthemanagementoftheenforcementoftheserules.TheQiongzhouStraitVesselTrafficServiceCenteroftheHainanMaritimeSafetyAdministration(hereinafterreferredtoastheVTSCenter)isthebodytoenforcetheserules.CHAPTERHREPORTVesselsshallreporttotheVTSCenterviatheVeryHighFrequencyradiotelephone(hereinafterreferredtoastheVHF)inthefollowingcircumstances:whileenteringVTSmanagementwaterareauponthearrivalattheEasternReportLineorWesternReportLine;whileleavingHaikouport,HaikouXingangport,Xinhaiport,Macunport,Haianport,PuqianportandSandunportuponthearrivalatthefairwaybuoyNo1;whileleavinganchorageandharborwaterarea,uponthearrivalattheHaikouReportLineorHaianReportLine.Thereportshallinclude:ship’nsame,nationality,callsign,portofregistry,overalllength,maximumdraught,stowageofcargoonboard,navigationalintention,specialnavigationalrequirement(includingtrialvoyages,surveyspeed,debugcompass,dredgeup,salvageetc.)andotherinformationasrequiredbytheVTSCenter.VesselsengageintowingoperationsshallreporttotheVTSCenteritstowinglengthandnavigationalintention.Vesselsinvolvedin,orfindingothervesselsinvolvedin,trafficaccident,pollution,aswellasanyotheremergencysituationwithcreworpassengerswithintheVTSmanagementwaterareashallpromptlyreporttotheVTSCenter.AvesselshallpromptlyreporttotheVTSCenteruponfindingaidstonavigationornavigationalfacilitiesoff-position,missing,damagedorabnormal,obstacles,floatingobjectsoranyotherunusualsituationwhichmayimpairsafenavigation.TheVTSCenter’sVHFworkingchannelsarechannel08and25.Channel08isusedforcalling,channel25isusedfordetailedinformation.Allvesselsnavigating,berthingandoperatingwithintheVTSmanagementwaterareashallkeepwatchontheVHFchannel08or16andrespondtotherequirementsoftheVTSCenterinampletime.CHAPTERmNAVIGATINGANDANCHORINGTheVTSCenterwilltakeanoverallsurveillanceonallvesselstrafficsafetyandkeeptrafficinorderintheVTSmanagementwaterarea.VesselsproceedingalongtheZhongShuidaoshallkeepasneartotheouterlimitofthefairwaywhichliesonherstarboardsideasitissafeandpracticable.WhileproceedingalongtheBeiShuidao,northboundvesselsshallnavigateinthewaterwhichliesontheeastofthelinelinkingbuoyNo1andbuoyNo7;southboundvesselsshallnavigateinthewaterwhichliesonthewestofthelinelinkingbuoyNo1andbuoyNo7.AnchoringintheVTSmanagementwaterareaisprohibited.Whenforcedtoanchorbynecessity,vesselsshallapplytheVTSCenterforpermissionandanchorintheallocatedposition.Inthecaseofemergency,vesselsshallreporttotheVTSCenterwhileanchoringandfollowtheinstructionanddirectionmadebytheVTSCenter.Whilethemaster(s)orpilot(s)takesanemergencymeasuretoavoidaffectingthesafetyoflife,propertyand/orenvironment,reportshallbepromptlymadetotheVTSCenter.CHAPTERIVVESSELTRAFFICSERVICEARTICLE14TheVTSCentermayprovidethevesselmovements,conditionsofaidstonavigation,hydrologyandmeteorologydata,navigationalwarning(notices)aswellasotherimportantinformationataregulartimeoranytimeasnecessary.ARTICLE15AttimewhenrequestedbythevesselortheVTSCenterdeemsitnecessarytoassistthenavigation,theVTSCentermayprovidesuggestionsorrecommendationsforsafenavigation.Ifthevesselnolongerneedssuchservice,itshouldpromptlyinformtheVTSCenter.ARTICLE16TheVTSCentermaygivenavigationinstructionsorwarninginordertopreventanyemergencysituationortrafficaccident.ARTICLE17ShouldtherebeavesseltrafficaccidentwithintheVTSmanagementwaterarea,theVTSCentermaytakeemergencymeasurestoassisttherescueactionandtoprovidesupporttothealliedactivities.ARTICLE18Attherequestoftheshipowners,operatorsoragents,theVTSCentermaytransferinformationaboutrescue,salvageorpollutant-cleaning.CHAPTERVLEGALRESPONSIBILITIESARTICLE19Implementationoftheserulesdoesnotdischargethemaster(s)orthepilot(s)fromliabilityforsafenavigationorliabilityforsafepilotage.ARTICLE20Implementationoftheserulesdoesnotdischargethemaster(s)orthepilot(s)fromliabilitytoobserveotherlawsandregulations.ARTICLE21Tothosewhoviolatetheserules,thecompetentauthoritymayimposepenaltiesinaccordancewiththerelevantrulesandregulationsofthemaritimetrafficsafetyadministration.CHAPTERVIAPPENDIXARTICLE22Forthepurposeoftheserules,thedefinitionsofthefollowingtermsare:“VTSsystem”meansthevesseltrafficservicesystemestablishedbythecompetentauthoritytoexercisesupervision,management,controlovervesseltrafficandtoprovideservices.“Vessel”meanstheshipswhichinaccordancewiththeinternationalconventionsand/ortherulesandregulationsofthepeople’respublicofChinashouldbeequippedwiththecommunicationequipmentandtheshipsthec
