（10）、影視制作辦公樓工程布板施工圖二、工程概況大口徑空間光學制造中心廠房工程位于北京市海淀區(qū)航天城。其中網架分項工程鋼骨架輕型板面積約為1200㎡，板厚為10mm，每塊單重約為380kg。三、網架工程施工部署1、勞動力組織勞動力的配置按照施工項目的進度與質量要求，以鉚工、焊工、網架板安裝工、起重工為主，確定人力動員計劃。管理人員及輔助勞動力的安排，依據施工管理組織機構、質量保證體系、安全管理體系的需求配置。2、組織管理負責天基網架板工程安裝工作的具體安排和組織管理，確保每道工序皆符合方案和規(guī)范的要求，負責工程的質量監(jiān)督檢查工作，建立有效的質量管理體系和監(jiān)督機制，保證工程質量達到預期的目標。嚴格執(zhí)行項目管理人員的指揮和安排，認真將施工方案及技術交底的具體內容落實到現場實際施工中，使天基網架板工程的各主要的工序流程按部就班的落實到具體施工操作中，從而保證網架工程的施工的質量。施工準備我單位已組建一個強有力的項目經理部，組織現場施工，本項目部有技術過硬、管理能力強、并有類似的施工較豐富經驗的人員組成。針對本工程的特點，組織在以項目經理為首的管理指揮下，各專業(yè)人員全權負責，該項目的工程管理對工程的工期、質量、安全有計劃的組織協(xié)調和施工。在安裝的前兩天，測量人員要實行對柱子杯口線和柱子杯底標高復測，同時技術人員要認真審圖，發(fā)現問題及時解決，根據工程安排，提前做好施工組織設計和施工方案編制。具體措施如下：1、技術管理準備管理人員和作業(yè)人員應認真熟悉施工圖紙、施工組織設計、天基網架板工程施工方案及技術交底。了解材料的性能，掌握施工要領，明確施工順序。掌握施工的難點和重點，進行施工前的技術交底和作業(yè)人員的入場前的教育。本工程我公司計劃采用160噸吊車停放于工地北側，按照從北往南的方向鋪設，查表得，160噸吊車臂長約為40m，本工程女兒墻高度約為25m，所以吊裝高度完全滿足，但由于吊車無法爬臂，采用汽車吊只能安裝3-8軸/B-F軸的天基板，然后以已安裝的天基板做為平臺，采用推車的方式進行下面板的安裝。由于單板重量比較大，工人在操作時的安全保證也是本工程的一重大事項。2、材料和機具準備（1）、材料天基網架板進場時須經過出廠檢驗，由天基板業(yè)公司出具合格證和廠部承載力檢驗報告。（2）、機具1）、在大型預制構件吊裝前，要平整好場地，修好道路，按照構件吊裝的方法要求，確定預制構件進場的排放順序和位置，爭取做到最安全、最快捷、最小回轉半徑一次吊裝就位。2）、吊裝彈好的構件的中心線、定位線；依據工程現場情況選用Q25噸噸吊車為起重設備。其它輔助機具及輔助材料：焊機：3臺三級配電箱：3個（1主2副）電纜線：若干撬棍：10根卸甲（俗稱卡環(huán)）：10副運板車3臺3、現場作業(yè)條件現場主體結構等通過驗收合格，現場有板材的存放地點，塔吊能夠配合施工作業(yè)，防礙吊裝的臨時結構已拆除完畢。自然環(huán)境允許的情況下，如：無高壓線等。待網架板安裝完畢后，板與網架焊接牢固后，即可進入嵌縫工序。施工進度計劃本工程施工順序為由G軸→B軸，3軸→8軸，隨網架安裝，提供工作面后，緊隨其后安裝鋼骨架輕型板；嵌縫施工緊隨其后。六、吊裝方法1）、在構件吊裝前，要平整好場地，修好道路，按照構件吊裝的方法要求，確定預制構件進場的排放順序和位置，爭取做到最安全、最快捷、最小回轉半徑一次吊裝就位。2）、吊裝彈好的構件的中心線、定位線，作為安裝時校正的標志，搭設好腳手架，腳手架高度低于被安裝構件平面高度0.5米到0.8米之間，腳手架寬度不小于1.2米，所鋪板材厚度不得小于5公分，板材不得腐朽，腳手架必須設立地桿，橫向每隔三米要設立斜支撐桿，下部端頭要與地面落實，縱向每隔1.5米要設立水平拉桿，連接部必須用鋼卡卡牢，不得有絲毫晃動，不得有探頭板，腳手架端頭及外側設置封閉安全網圍護，安全網高度不低于1.5米，以免發(fā)生墜落事故。3）、吊裝時的人員組織：為確保施工工期，合理配備吊裝人員，進場指揮人員2名，起重工1名，電焊工4名，主管安全員1名,信號工1名。2、吊裝時，網架板按照安裝線一次放好部位，使兩端搭接長度和空隙均勻，支撐處如有空隙，用鐵片墊塞后，再用焊接來固定，每塊板與屋架上弦至少有三點焊接（端頭部分焊接不少于2點），焊縫長度不小于60mm，以保證網架板的縱向穩(wěn)定。吊裝示圖七、天基網架板安裝工藝（一）、天基網架板安裝工藝流程放線天基放線天基板安裝驗收調節(jié)板縫的距離嵌縫自檢焊接（二）、施工操作1．放線待與上道工序的交接完成后，根據排板圖，放出板邊位置，同時校核排板圖與現場結構是否交圈。2．安裝用起重設備將網架板就近輕放至鋼架上。吊車不能直接就位時，將網架板吊至特制網架運板車上，再平移至安裝位置。網架板安裝時，板擱置在支座上的長度不得小于60mm，就位后，網架板、樓板主肋應與支座（混凝土梁上預埋件）焊接牢固；板的兩端搭接長度和空隙均勻，支撐處如有空隙，用鐵片墊塞后，再用焊接來固定3、調整板縫距離依據09CJ20、09CG12要求，把板縫調整至允許偏差范圍內，板縫寬度偏差不得大于10mm。4、焊接鋼骨架采用焊接連接，采用焊接時焊縫質量等級為三級。每塊板與屋架上支座（預埋件）至少有三點焊接（端頭部分焊接不少于2點），焊縫長度不小于60mm，焊縫厚度為4mm以保證網架板的穩(wěn)定。板與板之間用φ6鋼筋連接，間距為1.5米一道，以保證網架板的整體性。5、嵌縫在板縫處填充大于板縫寬度的聚苯乙烯棒，如：板縫寬為20mm，可選用直徑為24mm的聚乙烯棒，用鋼筋將聚乙烯棒壓至板底鋼筋處。再將配好的水泥珍珠巖砂漿澆注在板縫中，澆筑時用鋼筋將砂漿插實。（見詳圖）2φ6通長鋼筋間隔焊2φ6通長鋼筋間隔焊φ20發(fā)泡聚乙烯棒1厚水泥基復合抗?jié)B涂層1:8水泥珍珠巖保溫砂漿鋼骨架輕型4網架板2φ6通長鋼筋間隔焊φ20發(fā)泡聚乙烯棒1厚水泥基復合抗?jié)B涂層鋼骨架輕型4網架板1:8水泥珍珠巖保溫砂漿網架板剖面構造TGWB寬板縫做法1:8TGWB寬板縫做法1:8水泥珍珠巖保溫砂漿Φb3@100*100焊接鋼絲網乙烯棒2φ6通長鋼筋間隔焊TGWB1厚水泥基復合抗?jié)B涂層4厚水泥壓力板≥50當板縫大于20mm時：6、涂刷防水涂料將BAS高分子涂料按使用要求調好后涂刷在BAS芯材面上，分兩遍涂刷，待其成膜即可。7、驗收焊接完成后，自檢無誤，將現場雜物清理完畢后，填寫報驗資料申請驗收。（三）質量要求（1）、板材須有合格證或出廠檢驗報告。（2）、砂漿澆注在板縫中，澆筑時必須將砂漿插實（3）、允許偏差：（1）、板縫寬度：±10mm。（2）、板軸線偏移：±5mm。（4）、高分子防水涂料品種必須符合設計要求和有關標準規(guī)定（5）、嵌縫填充密實，輕質芯材與網架板上表面的平整度可誤差1cm。八、質量保證措施（1）建立完善的項目經理部的質量責任制，分解質量目標，按具體質量要求對施工工序進行層層分解，把質量責任落實到了最基層。根據項目質量計劃和質量保證體系，建立起完善的質量計劃和質量保證體系，確保質量體系的有效運行，并定期檢查質量保證體系的運行情況

（2）制定切實可行的各項管理制度，包括圖紙會審和技術交底制度；現場質量管理制度；施工樣板和首檢定標制；工序管理制度；方案資料管理制度；質量教育和質量進行有針對性的質量會診、質量講評，并嚴格貫徹實施。

（3）嚴格質量程序化管理，包括：項目質量計劃、文件和資料控制程序、物資管理程序、產品標識和可追溯程序、過程控制程序、檢驗試驗程序、不合格控制程序、糾正和預防措施程序、質量記錄程序，以嚴格的程序規(guī)范各項質量管理工作。（4）對施工詳圖設計圖紙進行深化設計、嚴格施工方案的編寫與審核；對設備材料進行嚴格質量控制等等；（5）實施過程中，嚴格實行施工樣板制、三檢制，實行三級檢查制度；嚴格實行合理工序安排和管理；不合格的材料設備絕對禁止使用，達不到標準要求的工序徹底返工，毫不留情。這些對于質量控制非常非常重要。嚴格實行工序交接制度。

（6）最大限度地協(xié)調好與各專業(yè)承包商的立體交叉作業(yè)和正確的工序銜接。

（7）加強對原材料進場檢驗和試驗的質量控制，加強施工過程的質量檢查和試驗的質量控制，加強施工工藝管理，認真執(zhí)行工藝標準和操作規(guī)程，以提高工程質量的穩(wěn)定性，保證實現質量目標的所有因素都處于受控狀態(tài)制定切實可行的成品保護方案和管理細則，統(tǒng)一部署、與各專業(yè)一道做好成品保護工作。

（8）通過工序質量控制實現的質量控制，保證工程的質量目標得以實現。

九、進度保證措施（1）按照工程總體進度計劃編制好施工總進度計劃，月、周進度計劃，定期檢查核對進度是否與總計劃偏離。

（2）進度計劃包括設計進度計劃、天基板才的生產計劃、設備材料供應計劃、勞動力計劃、機械設備使用和投入計劃、施工條件落實計劃、技術準備工作計劃、質量檢驗控制計劃、安全消防控制計劃等配套計劃以及施工工序。

（3）周計劃包含施工生產進度計劃，勞動力、機械設備使用和投入計劃、設備材料進場計劃和施工條件落實計劃等關鍵配套計劃以及上周計劃完成情況及分析。

（4）日計劃，包括當天工程施工完成情況及分析，第二天計劃安排，存在的主要問題和所需的主要施工條件、現場資源和機械設備、當天材料進場安排等。

（5）計劃落實與實施：通過項目經理部的統(tǒng)一計劃協(xié)調每周的施工生產計劃協(xié)調會，對計劃進行組織、安排、檢查、敦促和落實。按照合同要求，明確責任和責任單位（或責任人）、明確內容和任務、明確完成時間，確立計劃的調整程序。十、安全保證措施：設一名負責安全的專職安全員，隨時檢查，隨時掌握安全生產情況，發(fā)現違章作業(yè)及時糾正，有緊急情況，有權決定暫停作業(yè)。進入施工現場，要戴好安全帽，工作時間內不準飲酒、不準赤腳、穿拖鞋、硬底、高跟、帶釘易滑鞋。高空作業(yè)時，必須掛好安全帶，要高度思想集中。要檢查腳手架是否牢固，注意探頭板，時刻聽從信號指揮，禁止現場打鬧，吊機人員，提升或下降要平穩(wěn)，不得有沖南，振動。吊裝前要檢查繩具，看有無破損，是否符合安全系數。構件起吊時，在機械工作半徑內不得停留及穿行。吊裝工作區(qū)應禁止非工作人員入內。電焊作業(yè)：防護罩要齊全牢固。一次電源要用橡膠套纜線，長度不得大于三米，作業(yè)時要清除其下部易燃物品，必須時要設專人看管。多臺電焊機操作時，當須拆除其中一臺焊機時，斷電后應在其一側先行驗電，確認無電后，方可進行拆除。露天使用焊機，應有防潮措施，機下應用干燥物體墊起，機上設有防雨罩。六級以上強風、大雨、大霧、大雪，不得高空作業(yè)。雨后、雪后施工要求除積水、積雪，嚴格用手觸動或腳踩電焊機線。起重機在電線下工作時，必須停電作業(yè)，在特殊情況下，不停電時，1仟伏以下電壓須遠二公尺以上；20仟伏遠離三公尺以上；110仟伏遠離五公尺以上；220仟伏遠離八公尺以上，并在施工前，組織有關領導提出切實可行的施工方案，施工中須加設護欄，限制起重機機臂旋轉范圍。堅決執(zhí)行十不吊：被吊物重量超過機械性能允許范圍不準吊；信號不清不準吊；吊物下方有人不準吊；吊物上站人不準吊；埋在地下物不準吊；斜拉斜牽物不準吊；散物捆扎不牢不準吊；零雜物無容器不準吊；吊物重量不明，吊索具不符合規(guī)定不準吊；六級風以上或暴雨，大霧天應禁止吊裝作業(yè)。高空焊接時，下部易燃必須清除，均須派專人防火。始終貫徹“安全第一、預防為主”的安全生產工作方針，認真執(zhí)行國務院、建設部、地方政府關于建筑施工企業(yè)安全生產管理的各項規(guī)定，把安全生產工作納入施工組織設計和施工管理計劃，使安全生產工作與生產任務緊密結合，保證施工人員在生產過程中的安全與健康，嚴防各類事故發(fā)生，以安全促生產。

（2）強化安全生產管理，通過組織落實、責任到人、定期檢查、認真整改，杜絕死亡事故，確保無重大工傷事故，嚴格控制輕傷頻率。

（3）成立由項目經理部安全生產負責人為首，各施工單位安全生產負責人參加的“安全生產管理委員會”組織領導施工現場的安全生產管理工作。

（4）項目經理部主要負責人與各現場負責人員簽訂安全生產責任狀，使安全生產工作責任到人，層層負責。

（5）每周召開一次“安全生產管理會”工作例會，總結前一階段的安全生產情況，布置下一階段的安全生產工作。

（6）嚴格執(zhí)行施工現場安全生產管理的技術方案和措施，在執(zhí)行中發(fā)現問題應及時向有關部門匯報。更改方案和措施時，應經原設計方案的技術主管部門領導審批簽字后實施，任何人不得擅自更改方案和措施。

（7）建立并執(zhí)行安全生產技術交底制度。有書面安全技術交底，安全技術交底必須具有針對性，并有交底人與被交底人簽字。

（8）建立并執(zhí)行班前安全生產講話制度。

（9）建立并執(zhí)行安全生產檢查制度。由項目經理部每半月組織一次聯(lián)合檢查，對檢查中所發(fā)現的事故隱患問題和違章現象，開出“隱患問題通知單”，各施工單位在收到“隱患問題通知單”后，應根據具體情況，定時間、定人、定措施予以解決。若發(fā)現重大不安全隱患問題，檢查組要及時下達停工指令，待隱患問題排除，并經檢查組批準后方可施工。

（10）建立機械設備、臨電設施和各類腳手架工程設置完成后的驗收制度。未經過驗收和驗收不合格的嚴禁使用。

（11）進入施工現場的人員必須按規(guī)定戴安全帽，并系下頜帶。戴安全帽不系下頜帶視同違章。

（12）凡從事2m以上無法采用可靠防護設施的高處作業(yè)人員必須系安全帶。安全帶應高掛低用，不得低掛高用，操作中應防止擺動碰撞，避免意外事故發(fā)生。

（13）參加現場施工的所有特殊工種人員必須持證上崗，并將證件復印件報項目經理部安全文明部備案。（14）對現場的預留孔洞，必須進行封閉覆蓋，危險處，在邊沿處設置兩道護身欄桿，并于夜間應設紅色標志燈。主要應急措施1、高處墜落事故應急措施（1）、迅速將傷員脫離危險場地，移至安全地帶。（2）、保持呼吸道通暢，若發(fā)現窒息者，應及時解除其呼吸道梗塞和呼吸機能障礙，應立即解開傷員衣領，消除傷員口鼻、咽、喉部的異物、血塊、分泌物、嘔吐物等。（3）、有效止血，包扎傷口。（4）、視其傷情采取報警直接送往醫(yī)院，或待簡單處理后去醫(yī)院檢查。（5）、傷員有骨折，關節(jié)傷、肢體擠壓傷，大塊軟組織傷都要固定。（6）、若傷員有斷肢情況發(fā)生應盡量用干凈的干布（滅菌敷料）包裹裝入塑料袋內，隨傷員一起轉送。（7）、預防感染、止痛，可以給傷員用抗生素和止痛劑。（8）、記錄傷情，現場救護人員應邊搶救邊記錄傷員的受傷機制，受傷部位，受傷程度等第一手資料。（9）、立即撥打120向當地急救中心取得聯(lián)系（醫(yī)院在附近的直接送往醫(yī)院），應詳細說明事故地點、嚴重程度、本部門的聯(lián)系電話，并派人到路口接應。（10）、項目指揮部接到報告后，應立即在第一時間趕赴現場，了解和掌握事故情況，開展搶救和維護現場秩序，保護事故現場。（11）、事故發(fā)生時應組織人員進行全力搶救，視情況撥打120急救電話和馬上通知有關負責人。（12）、重傷員運送應用擔架，腹部創(chuàng)傷及背柱損傷者，應用臥位運送；胸部傷者一般取半臥位，顱腦損傷者一般取仰臥偏頭或側臥位，以免嘔吐誤吸。（13）、注意保護好事故現場，便于調查分析事故原因。2、觸電事故應急措施（1）、現場人員應當機立斷地脫離電源，盡可能的立即切斷電源（關閉電路），亦可用現場得到的絕緣材料等器材使觸電人員脫離帶電體。（2）、將傷員立即脫離危險地方，組織人員進行搶救。（3）、若發(fā)現觸電者呼吸或呼吸心跳均停止，則將傷員仰臥在平地上或平板上立即進行人員呼吸或同時進行體外心臟按壓。（4）、立即撥打120向當地急救中心取得聯(lián)系（醫(yī)院在附近的直接送往醫(yī)院），應詳細說明事故地點、嚴重程度、本部門的聯(lián)系電話，并派人到路口接應。（5）、立即向所屬公司、集團公司應急搶險領導小組匯報事故發(fā)生情況并尋求支持。（6）、維護現場秩序，嚴密保護事故現場。3、物體打擊事故應急（1）、施工區(qū)發(fā)生物體打擊事故，急救人員應盡快趕往出事地點，并呼叫周圍人員及時通知醫(yī)療部門，盡可能不要移動患者，盡量當場施救。（2）、最早發(fā)現事故的人迅速向應急小組報告，應急組成員立即召集所有成員趕赴出事現場，了解事故傷害程度；（3）、疏散現場閑雜人員，保護事故現場，同時避免其他人員靠近現場并施行必要的醫(yī)療處理，在傷情允許情況下，搶救負責組織人員搬運受傷人員，轉移到安全地方；（4）、不要接觸患者的傷口，要使患者身體放松，盡量將患者放到擔架或平板上進行搬運；（5）、由項目負責人根據匯報，決定是否撥打120醫(yī)療急救電話，并說明傷員情況，事發(fā)具體位置等情況。4、應急物資準備消毒用品、急救物品（繃帶、無菌敷料）及各種常用小夾板、擔架、止血袋、氧氣袋。5、通訊聯(lián)絡醫(yī)院搶救中心：120匪警：110火警：119
