RajendraPachauri,chairpersonoftheUnitedNations'IntergovernmentalPanelonClimateChange(IPCC),whichpoolstheexpertiseofmorethan2,000oftheworld'sclimatescientists,warnedonOctober25thatthegreenhousegasemissionreductiontargetsestablishedinthe1997Kyotoagreementdonotgofarenoughandfarmoreradicalsolutionsmustbefound.
