Policefiredteargasandarrestedmorethan5,000passivelyresistingprotestorsFridayinanattempttobreakupthelargestantinucleardemonstrationeverstagedintheUnitedStates.Morethan135,000demonstratorsconfrontedpoliceontheconstructionsiteofa1,000-megawattnuclearpowerplantscheduledtoprovidepowertomostofsouthernNewHampshire.Organizersofthehugedemonstrationsaid,thepretestwascontinuingdespitethepoliceactions.Moredemonstratorswerearrivingtokeepupthepressureonstateauthoritiestocanceltheproject.Thedemonstratorhadchargedthattheprojectwasunsafeinthedenselypopulatedarea,wouldcreatethermalpollutioninthebay,andhadnoacceptablemeansfordisposingofitsradioactivewasters.Thedemonstrationswouldgoonuntilthejailsandthecourtsweresooverloadedthatthestatejudicialsystemwouldcollapse.
GovernorStanforthThumperinsistedthattherewouldbenoreconsiderationofthepowerprojectandnodelayinitsconstructionsetforcompletioninthreeyears."Thisprojectwillbeginontimeandthepeopleofthisstatewillbegintoreceiveitsbenefitsonschedule.Thosewhobreakthelawinmisguidedattemptstosabotagetheprojectwillbedealtwithaccordingtothelaw,"hesaidAnd.policecalledinreinforcementsfromalloverthestatetohandlethedisturbances.

Thegardenwillprovidegreeneryandshade."Andthat,"saidthecityofficials,"willsavethecitydollarsonthoseblisteringsummerdays."Theprojectsavingsfromcoolingisabout$4,000ayearonanewroofwhoselifespanisabout50percentlongerthanthateratraditionalroof.
Thesprawlingopen-airrooftopgardenisbeingcarefullybuiltonamulti-tieredbedofspecialsoil,polystyrene,egg-carton-shapedconesand"waterproofmembrane"malltokeeptherooffromleaking,orcavingunderthenormalcombinedweightofsoil,rainandplantlife.
Thedesigncallsforsoildepthsof4inchesto18inches.Whenthelastplantsandseedlingsareburiedandthelastbitofcompostislaid,thegardenwillhavecircularbrickstepping-stoneswindinguptohills.
