Non-terrestrialnetworksrefertonetworks,orsegmentsofnetworks,usinganairborneorspacebornevehiclefortransmission:
Spacebornevehicles:Satellites(includingLowEarthOrbiting(LEO)satellites,MediumEarthOrbiting(MEO)satellites,GeostationaryEarthOrbiting(GEO)satellitesaswellasHighlyEllipticalOrbiting(HEO)satellites)
Airbornevehicles:HighAltitudePlatforms(HAPs)encompassingUnmannedAircraftSystems(UAS)includingLighterthanAirUAS(LTA),HeavierthanAirUAS(HTA),alloperatinginaltitudestypicallybetween8and50km,quasi-stationary.
In3GPPTS22.261approvedatSA#82,usecasesfor5GSatelliteintegrationandthecorrespondingservicerequirementshavebeenidentifiedasresultoftheworkitem“5GSAT”.Thiswilladdressmobilebroadbandneedsinunserved/underservedareasaswellaspublicsafetyneeds,maritime(3GPPTS22.119“Maritimecommunicationservicesover3GPPsystem”),airplaneconnectivityandrailwaycommunicationservicerequirementsapplicabletosatelliteaccess.
SinceRAN#76,twoactivitiesonNRtosupportNon-TerrestrialNetworkshavebeensuccessivelycarriedout
Afirstactivity,FS_NR_nonterr_nw(seeRP-171450)studiedthechannelmodelforthenon-terrestrialnetworks,todefinedeploymentscenarios,parametersandidentifythekeypotentialimpactsonNR.TheworkledbyRANstartedatRAN#76andhasbeencompletedatRAN#80.TheresultsarereflectedinTR38.811.
Asecondactivity,FS_NR_NTN_solutions(seeRP-190710),defineandevaluatesolutionsfortheidentifiedkeyimpactsfromthefirstactivity.TheworkledbyRAN3startedatRAN#80andisplannedtobecompletedatRAN#86.TheresultsarereflectedinTR38.821(RP-193062).
FurthermoreanemaildiscussiontookplacebetweenRAN#85and#86onthescopingofaREl-17WIonnon-terrestrialnetwork.ThereportofthisemaildiscussionisavailableinRP-192500.ItconcludedthattheRel-17NR-NTNNWIshouldincludetwoactivities:
NormativeactivityonNR-NTNtodevelopspecificationstosupportthefollowingscenarios:
TransparentpayloadbasedLEOscenarioaddressingatleast3GPPclass3UEwithandwithoutGNSScapabilityandbothEarthfixed&/ormovingcellscenario(asperSIoutcome).

4 Objective
4.1 ObjectiveofSIorCorepartWIorTestingpartWI
TheworkitemaimstospecifytheenhancementsidentifiedforNRNTN(non-terrestrialnetworks)especiallyLEOandGEOwithimplicitcompatibilitytosupportHAPS(highaltitudeplatformstation)andATG(airtoground)scenariosaccordingtothefollowingprinciples:
