環(huán)境安全健康能力、意識(shí)和培訓(xùn)管理程序1目的Purpose明確不同職責(zé)和層次工作人員環(huán)境安全健康的培訓(xùn)需求，提高員工的環(huán)境安全健康意識(shí)，增強(qiáng)員工的預(yù)防環(huán)境污染、職業(yè)危害、工傷事故和應(yīng)急響應(yīng)的能力。ToidentifyEnvironmental,HealthAndSafety(EHS)trainingneedsfordifferentresponsibilitiesandlevelsofassociates,enhancetheirEHSawarenessandcapacityofpreventingenvironmentpollution,occupationharm,workinginjuryandemergencyresponse.2適用范圍2.Scope適用于公司員工、臨時(shí)工、實(shí)習(xí)人員及駐公司的承包方(適當(dāng)?shù)?。Thisprocedureappliestoemployees,temporarylabor,trainee,(asappropriate)contractor3職責(zé)3.Responsibilities?培訓(xùn)經(jīng)理負(fù)責(zé)公司的培訓(xùn)與發(fā)展計(jì)劃的制訂、實(shí)施。Training&Development(T&D)managerisresponsiblefordrawing,implementingcompanyTraining&DevelopmentSchedule.?EHS工程師負(fù)責(zé)協(xié)調(diào)各部門(mén)經(jīng)理提出環(huán)境安全健康培訓(xùn)需求，協(xié)助培訓(xùn)經(jīng)理制定環(huán)境安全健康培訓(xùn)計(jì)劃。EHSengineerisresponsibleforcollectingEHStrainingneedsfromdifferentmanagersofdepartmentsandhelpingT&DmanagerwithdrawingEHStrainingschedule.4術(shù)語(yǔ)(無(wú))Definitions(No)5過(guò)程及要求ProcessandRequirements5.1培訓(xùn)要求Bringinguptrainingneeds針對(duì)不同的職能層次確定不同的培訓(xùn)需求，使其意識(shí)到：Focusingondifferentposition,associatesunderstandasfollowing:符合環(huán)境安全健康方針和環(huán)境安全健康體系要求的重要性；AccordwithimportanceofEHSprinciplesanditssystemrequirements;個(gè)人工作活動(dòng)實(shí)際的或潛在的重大環(huán)境影響和職業(yè)健康安全后果，以及改進(jìn)所帶來(lái)的環(huán)境安全健康效益；ActualandpotentialimportantenvironmentimpactinpersonalactivitiesandEHSconsequences;在執(zhí)行環(huán)境安全健康方針和體系要求，包括應(yīng)急準(zhǔn)備與響應(yīng)要求方面的作用和職責(zé)；RequirementsduringcarryingoutEHSprinciplesanditssystem,includingtheactionandresponsibilitiesinemergencypreparationandresponse;偏離規(guī)定的運(yùn)行程序的潛在后果。Potentialaftereffectsdeparturefromprescriptiverunningprocedure.5.1.2從事可能產(chǎn)生重大環(huán)境影響或重大職業(yè)健康安全后果工作的人員應(yīng)具備適當(dāng)?shù)慕逃?、培?xùn)和(或)工作經(jīng)驗(yàn)，從而勝任他所負(fù)擔(dān)的工作。5.1.2TheassociatewhoisresponsibleforpossibleimportantenvironmentaffectsorEHSaftereffectsshouldbeeducated,trainedand(or)hasworkingexperiencessoastobecompetentforhis/herposition.5.2培訓(xùn)需求識(shí)別IdentifyingTrainingNeeds5.2.1EHS工程師負(fù)責(zé)協(xié)助各部門(mén)主管和培訓(xùn)經(jīng)理識(shí)別員工環(huán)境安全健康培訓(xùn)需求，確定培訓(xùn)目標(biāo)，制定環(huán)境安全健康培訓(xùn)計(jì)劃。上述工作的完成應(yīng)基于以下內(nèi)容：EHSengineerisresponsibleforassistinginidentifyingEHStrainingneeds,anddefiningtrainingobjectives,andestablishingtrainingprogramfordepartmentmanagersand(T&D)manager,basedonthefollowing:?國(guó)家、地方性法律法規(guī)、行政規(guī)章的要求；Legalrequirements鐵姆肯總公司的環(huán)境安全健康方針和政策；Thetimkencompanyworldwidehealthandsafetystandards&environmentalstandards鐵姆肯(無(wú)錫)軸承有限公司環(huán)境安全健康管理體系要求。EHSmanagementsystemrequirement培訓(xùn)需求調(diào)整應(yīng)基于以下內(nèi)容：Trainingneedsmayrequiremodificationbasedonthefollowing:法律法規(guī)、管理體系要求變化；Changesinlegalandmanagementsystemrequirements轉(zhuǎn)崗、復(fù)工；Changesinjobresponsibilities(e,g…‘departmenttransfers)新工藝、新材料、新設(shè)備；Changesinprocesses,materialorequipment?工作績(jī)效；Jobperformance環(huán)境污染、工傷事故、事故未遂事件和急性中毒事件。Environmentalpollution，work-relatedinjury，criticalillnessandnearmisses。環(huán)境安全健康培訓(xùn)需求分意識(shí)、資格、專(zhuān)項(xiàng)三個(gè)模塊：EHStrainingneedsaredividedintothreemodules,awarenesslevel,qualificationlevelandspecificlevel：意識(shí)培訓(xùn)，通過(guò)內(nèi)部培訓(xùn)使員工能夠基本了解國(guó)家有關(guān)環(huán)境安全健康的法律法規(guī)和鐵姆肯公司環(huán)境安全健康管理體系要求，對(duì)環(huán)境安全健康管理的重要性有初步認(rèn)識(shí)，如新員工廠級(jí)環(huán)境安全健康教育；AwarenessleveltrainingensuresthatpersonnelcanbasicallyknowEHSrelatedlegalandmanagementsystemrequirementsthroughinternaltraining,andpreliminaryunderstandtheimportanceofEHSmanagement(e.g.NewemployeeplantlevelEHSeducation.).資格培訓(xùn)，通過(guò)國(guó)家規(guī)定的有資質(zhì)培訓(xùn)機(jī)構(gòu)的培訓(xùn)和考核，使員工獲得法律法規(guī)允許上崗的資格證書(shū)和具備勝任從事崗位的工作能力，員工必須持證方可上崗，如特種作業(yè)人員資格證培訓(xùn)；Qualificationleveltrainingensuresthatpersonnelcanbecertificatedbeforetakingapostthroughthetrainingandexaminationoflegalagency,andbecompetenttoperformtheirworkassignments(specialoccupationpersontraining).專(zhuān)項(xiàng)培訓(xùn)，通過(guò)內(nèi)部或委托外部培訓(xùn)使員工熟知本崗位和工作場(chǎng)所存在的危險(xiǎn)危害和環(huán)境因素，掌握其防范和應(yīng)急措施，具備一定的應(yīng)急響應(yīng)能力，如?；饭芾砼嘤?xùn)。Specificleveltrainingensuresthatpersonnelcanbefamiliarwithenvironmentalaspectsandhazardousinherentintheoccupationandworkplace,knowverywellitspreventiveandresponseprocedures,andhavetheabilityofemergencyresponse(e.g.hazardousmanagementtraining).三個(gè)模塊的具體清單詳見(jiàn)附錄A.：環(huán)境安全健康培訓(xùn)需求列表。ListofthreemodulesrefertoappendixA:EHSTrainingNeedsList5.2.4新員工(含臨時(shí)工、實(shí)習(xí)人員)上崗前必須進(jìn)行廠級(jí)、車(chē)間級(jí)、班組級(jí)三級(jí)環(huán)境安全健康教育；崗位調(diào)整人員或離崗一年以上復(fù)工的人員上崗前必須進(jìn)行車(chē)間級(jí)、班組級(jí)二級(jí)環(huán)境安全健康教育，具體內(nèi)容及要求詳見(jiàn)附錄B。5.2.4Newemployee(includingtemporaryemployee,trainee)mustbeprovidedwithplant,shop-floor,shift-group,threelevelEHSeducationbeforetakingapost.Personneljobtransfer!!!!requiredorpersonnelwhowillreturntoworkafterleavingpositionforayearabove,mustbeprovidedwithshop-floor,shift-group,twolevelEHSeducationbeforetakingapost.DetailedcontentandrequirementseeappendixB.5.2.5公司實(shí)施新工藝、新技術(shù)或者使用新設(shè)備、新材料時(shí)，實(shí)施部門(mén)應(yīng)當(dāng)對(duì)有關(guān)從業(yè)人員重新進(jìn)行有針對(duì)性的環(huán)境安全健康培訓(xùn)。5.2.5Personnelintheoccupationmustbeprovidedwithjob-specifictraining,whennewprocess,newmaterialsandnewequipmentareadopted.5.2.6EHS工程師或相關(guān)部門(mén)負(fù)責(zé)對(duì)適當(dāng)?shù)某邪郊捌漶v廠人員，進(jìn)行鐵姆肯公司關(guān)于承包方環(huán)境安全健康、用工及場(chǎng)所使用規(guī)定的培訓(xùn)。5.2.6EHSengineerorinvolveddepartmentassociateisresponsibleforprovidingcontractorsanditspersonnelonsitewith"ContractorEHS,Labor&UseofPremisesRules"training.5.3培訓(xùn)實(shí)施ImplementationofTrainingNeeds5.3.1環(huán)境安全健康培訓(xùn)課件由EHS工程師和相關(guān)部門(mén)人員共同配合制作，并放置在公司內(nèi)聯(lián)網(wǎng)人力資源/EHS網(wǎng)頁(yè)上，可隨時(shí)獲得。EHStrainingmaterialswillbemadetogetherbyEHSengineerandinvolveddepartmentpersonnel,andbepostedonCorporateInternalHR/EHSWebpages.5.3.2EHS工程師或相關(guān)部門(mén)人員與應(yīng)基于以下內(nèi)容對(duì)培訓(xùn)課件及時(shí)更新：Trainingmaterialswillbeupdatedbasedon：法律法規(guī)、管理體系要求變化；Changesinlegalandmanagementsystemrequirements效果反饋；Feedbackfromfacilities內(nèi)審評(píng)估的要求。Resultsofinternalauditingandassessments5.3.4由EHS工程師或各部門(mén)內(nèi)部進(jìn)行的專(zhuān)項(xiàng)培訓(xùn)、車(chē)間班組培訓(xùn)、工傷事故和未遂事件培訓(xùn)，按10-P-01-F09"培訓(xùn)班學(xué)員記錄表”記錄，并保存歸檔。Alltrainingrecordsmustbefilledas10-P-01-F09"TrainingRecordForm"anddocumented.5.3.5有關(guān)培訓(xùn)需求的申請(qǐng)、實(shí)施等具體事宜，按10-P-01《員工能力、意識(shí)和培訓(xùn)管理程序》執(zhí)行。Theexactdetailsontheapplicationandimplementationoftrainingneedsshallbeimplementedaccordingto10-P-01"Competence，AwarenessAndTrainingManagementProcedure
