Objective: TheobjectiveofthemissionistolearnfromtheexperiencesinChinaandtheSingaporeindevelopingandfinancinginfrastructureforexportandimportofgoodsthroughports,roads,bridgesandotherinfrastructuretoachievehigherefficiencyintransportationtoattractandretainforeigninvestmentandgrowthinexports.Thefocusofthemissionistostudy:

thedesign,planningandimplementationofinfrastructurebylocalandnationalauthoritiestoservetheneedsofforeignandlocalinvestors;

thelegalframeworkandfinancialandbusinessmodelsfordeveloping,building,andmaintainingpublicpurposeinfrastructure,includingpublic-privatepartnerships(PPP),especiallybuild-transfer-operate,build-operate-transfer,andbuild-transfermodels,selectinginvestorsassociatedwithlanduse;anddebtfinancingbynationalandlocalgovernment..

Programoverview

TherapidgrowthofVietnam’seconomyoverthepastfewyearsisputtingasignificantstrainonthecountry’sphysicalinfrastructure.

Witheconomicdevelopmentexpectedtocontinueatarapidpace,pressuresonroads,portsandotherinfrastructuresystemswillincrease.

TheVietnamesegovernmenthasindicatedacommitmenttomeetingtheseincreasedneedswithnewinfrastructureprojects.

Severalprojectsareunderwayandmanymoreareintheplanningstage.

Giventheurgencyofinadequateinfrastructuretosupporttherapidgrowthofexportsandbusinessexpansion,andthelongleadtimesfromprojectplanningthroughcompletion,manyinvestors,donors,andlocalandnationalgovernmentofficialsareconcernedaboutthelikelyimpactofaprojectedinfrastructureshortfallonthecountry’seconomicdevelopment.

Asmembersofanumberofcoalitions,andasindividualcompanies,Nike,APL,MaerskandotherbusinessesarecommittedtoactivelyengagingtheVietnamesegovernmentontheurgencyofbuildingnewinfrastructure.

Throughfundingthestudytour,thesponsorshopetoprovidethegovernmentwithinformationfrommultiplesources,whichwillprovideinsightintotheexpectedneedsregardinginfrastructure,aswellasareaswhereassociationshavethegreatestconcern.

KeyVietnamesegovernmentofficialscouldgainadditionalinsightintotheimportanceandcomplexityofthisissuebyparticipatinginastudymissionthatcompares/contrastsVietnamandanothercountryinthisarea.

GivenChinaandSingapore’rapidgrowth,especiallyininternationaltrade,itscommitmenttoinfrastructuredevelopment,andhowinfrastructureprojectsarefundedthroughthePPPmodel,focusonthesecountrieswouldbevaluable.

VNCIisworkingwithgovernmentagenciestodevelopalegalframeworkthatwillimprovetheabilityoflocalauthoritiestofinanceinfrastructurethroughbondissuancesandsupportthePPPmodelwiththeproceedstobuildworldclassinfrastructure.Furtherdiscussionsonpolicyoptionstoencouragethemobilizationofprivatecapital,projectdevelopmentandprojectmanagementwillcontinueinparallelwiththismissiontofindtherightsolutionsforVietnam’sinfrastructuredevelopment.

ProgramComponents

TheprogramwouldinvolveatriptoChinaandtheSingaporeforVietnameseofficialsfromvariousministries/departmentsandprovincialauthorities.

ThefirstpartwouldtakeplaceinShenzhen,ChinaandthesecondinSingapore.

Weenvisionthedevelopmentofacomprehensivescheduleinbothcitiesthatincludesthefollowingcomponents:

apractical,hands-oncomponent,thatwillallowofficialstosee,firsthand,theflowofgoodsfromfactorytoship

meetingswithkeyexporters,logisticsproviders

meeting/presentationwithlocalgovernmentofficialsresponsibleforinfrastructure/exportdevelopment

meeting/presentationwithstakeholdersresponsibleforfinancing,projectdevelopmentandprojectmanagement.

discussionsaboutvariousbusinessandfinancingmodelsforinfrastructureprojects,processesandmethodstoselectinvestorsandissuesthatneedtobeconsideredinthedevelopmentofregulations/legalframeworkforselectinginvestorsunderthePPPmodelsuchasinvestorselectioncriteria,landvaluationappliedtoselectionofinvestorsassociatedwithlanduseright,etc.
