Theframeworkintroducestheconceptof“carbonbusiness,”definedasthe

explorationforcarbonstoragepurposesorthecompressionofcarbonintostorage.It

regulatesthelicensingofcarbonbusinessesandoutlinestheresponsibilitiesof

carbonbusinessoperators.Futuresubregulationswilladdressdetailslikeapplicant

qualifications,biddingprocessesforcarbonbusinessoperators,androyaltyfeesfor

carbonconcessionaires.
