AdjustingRecommendedRatingsforApplication-SpecificEnvironments:ItisthecurrentpolicyofthePPIHSBtoproviderecommendationsoftheHDB’sandHDS’sat73°FandelevatedtemperatureHDB’sforwaterforthermoplasticpipingcompounds.Therecommendedratings,HDB/HDS/PDB/MRS/CRS/SDB,issuedbythePPIHSBarebaseduponconditionsunderwhichthetestdatawereobtained,e.g.,constantpressure,temperature,andhydrostatictestenvironment.Variousindustrystandards,codes,orregulationscanutilizetheapplicationofappropriatedesignfactorsordesigncoefficientstocalculatethemaximumallowableoperatingpressureforthepipingsystemforthedesiredapplication(s).Undercertainconditions,suchaspressurecycling,elevatedtemperatureexcursions,aggressiveinternalorexternalenvironments,liveanddeadloads,notchsensitivityoftheburiedpipe,orhandlingandinstallationconcerns,thelong-termpipeperformancemaybesignificantlyreduced.Thus,amoreconservativedesignfactorordesigncoefficientmayapply.Further,sustainedhydrostaticpressuretestingatelevatedtemperaturesusedtoobtainsomerecommendationsmaynotbesufficienttofullyevaluateeitherthethermaloroxidativestabilityofthepipecompound.

RecommendationofHydrostaticDesignBasis(HDB)andHydrostaticDesignStress(HDS):TheHydrostaticDesignStress(HDS)istheestimatedmaximumtensilestressthematerialiscapableofwithstandingcontinuouslywithahighdegreeofcertaintythatfailureofthepipewillnotoccur.Thisstressiscircumferentialwhentheinternalhydrostaticwaterpressureisapplied.TheHDSisdeterminedbyreducingtheHDBbyaHydrostaticDesignBasisFactor(DFHDB)whichisanumberlessthan1.00.ThisdesignfactorisusedtoreducetheHDBintoanengineeringdesignstresstakingintoconsiderationthevariablesandmarginofsafetyinvolvedinaproperlyinstalledthermoplasticpressurepipesystem.ThePPIHSBrecommendedDFHDBareforsustainedwaterpressureat73°F.

HydrostaticDesignStress(HDS):HDSrecommendedratingsissuedbythePPIHSBaremaximumrecommendedvaluesforconditionsequivalenttothoseunderwhichthetestdatawereobtained,e.g.,constantpressure,temperatureandspecifictestenvironment.MaximumHDSvaluesarearrivedatinthePPIHSBpoliciesbymultiplyingtheHDBbyadesignfactorof0.50unlessotherwisestatedinthisPPITR-3.

ProductStandards:ScientificproceduresandhistoricalexperiencesupportthatanHDB/HDS/PDB/MRS/CRS/SDBrecommendedrating,basedontestmethodASTMD2837,ISO9080orASTMF2018-00,isausefulindicatoroftherelativelong-termstrengthofathermoplasticpipingcompound.Theactuallong-termperformanceofathermoplasticpipingcompound(orapipingproductmadewiththatthermoplasticpipingcompound)maybedifferentbecauseoffactorsandconditionsthatarenotaddressedinASTMD2837,ISO9080,ASTMF2018-00orthisreport.Theseotherfactorsandconditions,notaddressedinASTMD2837,ISO9080,ASTMF2018-00orthisreport,needtobeconsideredandshouldbeaddressedintherelevantpipeproductstandard.TheappropriatenessofanHDB/HDS/PDB/MRS/CRS/SDBrecommendedratingforaspecificapplicationistheresponsibilityoftheenduserortheappropriate/governingregulatoryentity.Theterm“50-yearstrengthvalue,”asusedinASTMD2837,isamathematicalextrapolationthatisusefulinthecontextofdevelopinganHDB.Itdoesnotnecessarilyconstitutearepresentationthatanymaterialwithsuchavaluewillperformunderactualuseconditionsforthatperiodoftime.

Sunlight(UV)Exposure:Thesepoliciesdonottakeintoconsiderationtheadequacyofprotectionagainstsunlightexposureinanythermoplasticpipingcompound.Manufacturersmayincludesuitableingredientsfortheprotectionofpropertiesagainstpossibledegradationbysunlightradiationduringnormalstorageanduse.ProductstandardsmayalsospecifyrequirementsforUVprotection.

RecommendedRatingsareFormulationSpecific:EachHDB/HDS/PDB/MRS/CRS/SDBrecommendedratingissuedbythePPIHSBisspecifictothatparticularthermoplasticpipingmaterialcompoundformulation,includingtheprocedureformixing,whichisrepresentedbythedatasubmittedtothePPIHSB.Anychangesinthemixingprocedure,intheformulation,orinitsingredients,outsidethosepermittedinthePPITR-3policiesareconsideredtoresultinanewcompound,whichmayhavedifferentlong-termstrengthproperties.ThelistedHDB/HDS/PDB/MRS/CRS/SDBdoesnotapplytothisnewcompound,unlessthechangeshavebeenmade,orvalidated,inaccordancewithoneormoreofthepoliciespresentedinPPITR-3,orhavebeenconsideredbythePPIHSBanddeemedacceptablebasedoninformationprovidedtothePPIHSB.

ResinChanges:Aninherentassumptioninthedevelopmentofthesepoliciesandproceduresisthatthecommercialthermoplasticcompoundwillbeofequivalentchemicalandmolecularcomposition,insofarastheseparametersinfluencelong-termstrengthanddurability,tothethermoplasticcompoundusedinthecompositiononwhichtheoriginallong-termdatasuppliedtoPPIHSBwereobtained.AnymodificationofthethermoplasticcompoundisconsideredtoresultinadifferentmaterialfromtheoneonwhichtheoriginalHDB/HDS/PDB/MRS/CRS/SDBrecommendedratingswerebased.UnlessthemodificationisotherwisecoveredinaPPITR-3policy,thePPIHSBChairshouldbenotifiedofsuchmodificationsandtheapplicablepolicyfollowedtomaintainthelisting.Inthecaseofachangeinmanufacturinglocationoftheresinusedinalistedthermoplasticcompound,thePPIHSBChairshouldbenotifiedandanyapplicablepolicyfollowedtomaintainthelisting.Also,inthecaseofanydeviationorcircumstancenotcoveredbyaspecificpolicy,thedeterminationunderthesepolicieswillhavetobemadebythePPIHSBinconsultationwiththemanufacturer.
