2、1.1 為了提高公司勞務(wù)分包資源建設(shè)和整體水平，推進(jìn)勞務(wù)資源集約化利用，保證項目施工組織和施工生產(chǎn)有序進(jìn)行，特制訂本辦法。1.2 勞務(wù)招標(biāo)堅持公開、公平、公正和誠實信用的原則，杜絕私招濫雇和利用職務(wù)之便私定勞務(wù)隊伍的行為。1.3 公司成立勞務(wù)招標(biāo)管理中心（簡稱招標(biāo)中心），建立招標(biāo)平臺，設(shè)置開標(biāo)中心，序列分公司和直屬項目部所有勞務(wù)招標(biāo)必須通過公司招標(biāo)平臺和在指定的開標(biāo)中心進(jìn)行，各項招議標(biāo)都應(yīng)通過勞務(wù)招標(biāo)中心監(jiān)管和備案審核后實施。1.4 勞務(wù)招標(biāo)實行邀請招標(biāo)和議標(biāo)兩種方式，由公司勞務(wù)分公司、項目所屬的分公司和項目部共同推薦勞務(wù)隊伍，招標(biāo)小組進(jìn)行審核后向?qū)徍撕细竦膭趧?wù)隊發(fā)出招標(biāo)邀請書。其中分公司（及

3、項目部）和公司勞務(wù)分公司推薦的有效勞務(wù)隊伍均不得少于兩家。1.5 所有參與公司勞務(wù)招標(biāo)的分包隊伍必須是加入公司勞務(wù)資源庫（由公司勞務(wù)分公司構(gòu)建）中合格的勞務(wù)分包隊伍。2 勞務(wù)招標(biāo)機構(gòu)及職責(zé)公司勞務(wù)招標(biāo)管理中心主任由公司主管生產(chǎn)的副總經(jīng)理擔(dān)任，日常工作由公司工程部負(fù)責(zé)，成員由公司工程部、勞務(wù)分公司、監(jiān)審部相關(guān)人員組成。公司勞務(wù)招標(biāo)中心主要職責(zé)是：制定和修訂公司勞務(wù)分包招標(biāo)管理的有關(guān)制度；指導(dǎo)和監(jiān)督公司（分公司）勞務(wù)招標(biāo)小組規(guī)范運作；負(fù)責(zé)各級勞務(wù)招（議）標(biāo)工作的審定；定期對各單位勞務(wù)招標(biāo)工作情況進(jìn)行檢查；定期發(fā)布勞務(wù)招投標(biāo)信息以及對違反規(guī)定的行為進(jìn)行處罰等。公司勞務(wù)招標(biāo)管理中心下設(shè)兩級招標(biāo)實施小組

28、長由分公司經(jīng)理或生產(chǎn)副經(jīng)理擔(dān)任，成員由公司勞務(wù)招標(biāo)管理中心指定人員、分公司相關(guān)科室人員、項目經(jīng)理及項目相關(guān)人員組成。分公司勞務(wù)招標(biāo)小組的主要職責(zé)是負(fù)責(zé)組織分公司級的勞務(wù)招標(biāo)議標(biāo)工作。3 勞務(wù)招標(biāo)組織原則3.1 公司所屬的序列分公司和直屬項目部所承接的新建、擴(kuò)建和改建等施工項目勞務(wù)分包，均應(yīng)依照本辦法實行勞務(wù)招、議標(biāo)。3.2 勞務(wù)招標(biāo)分為公司級招標(biāo)、分公司級招標(biāo)、分公司議標(biāo)三種形式，具體劃分按照3.3 、 3,4 、 3.5 條執(zhí)行。3.3 符合以下條件的勞務(wù)分包項目實施由公司招標(biāo)小組通過公司招標(biāo)平臺組織公司級勞務(wù)招標(biāo)：（ 1）勞務(wù)分包工作量（按照擬定勞務(wù)費用計算方式測定的勞務(wù)費總價）安裝工程在

29、80 萬元（含）以上、土建工程在500 萬元（含）以上的勞務(wù)分包工程。（2）鍋爐安裝、汽輪機安裝、滑模施工等專業(yè)性強的勞務(wù)分包工程。3.4 符合以下條件的勞務(wù)分包項目由分公司招標(biāo)小組通過公司招標(biāo)平臺組織分公司級勞務(wù)招標(biāo)：（ 1）勞務(wù)分包工作量（按照擬定勞務(wù)費用計算方式測定的勞務(wù)費總價） 安裝工程在80 萬元以下及10 萬元 （含） 以上、 土建工程在500萬元以下及50 萬元（含）以上的勞務(wù)分包工程。3.5 符合以下條件的勞務(wù)分包項目由分公司招標(biāo)小組實施分公司議標(biāo)：（ 1）勞務(wù)分包工作量（按照擬定勞務(wù)費用計算方式測定的勞務(wù)費總價）安裝工程在10 萬元以下、土建工程在50 萬元以下的零星勞務(wù)分包

48、成無法實施勞務(wù)招投標(biāo)的。3.6 項目所在地建設(shè)管理部門在勞務(wù)招投標(biāo)上有特殊規(guī)定的，經(jīng)公司領(lǐng)導(dǎo)批準(zhǔn)后按照地方規(guī)定執(zhí)行。3.7 招標(biāo)采用邀請招標(biāo)的方式進(jìn)行，由工程所屬項目部、分公司和公司勞務(wù)分公司共同推薦勞務(wù)隊伍（推薦的勞務(wù)隊伍必須為公司勞務(wù)資源庫中合格的勞務(wù)隊伍），填寫勞務(wù)隊伍推薦表（附件 3） ，經(jīng)負(fù)責(zé)該次招標(biāo)工作的招標(biāo)小組預(yù)審后填寫勞務(wù)隊伍投標(biāo)資格審查表（附件4），作為邀請對象參與招標(biāo)。3.8 參加投標(biāo)的隊伍原則上不少于4家。3.9 所有經(jīng)招標(biāo)或議標(biāo)選定的勞務(wù)隊伍均需報公司招標(biāo)中心認(rèn)可后方可使用。3.10 項目主要管理人員的直系親屬作為負(fù)責(zé)人的勞務(wù)隊伍不得參與本項目投標(biāo)。與投標(biāo)隊伍有利害關(guān)系

49、的人員在招標(biāo)過程中須回避。4 勞務(wù)招標(biāo)實施流程及要求4.1 項目前期策劃階段，項目部根據(jù)項目的實際情況，填寫項目部勞務(wù)需求計劃表（附件 1） ，經(jīng)分公司審核并簽署意見，至少在勞務(wù)分包具備進(jìn)場條件30 天前報送公司勞務(wù)招標(biāo)管理中心，審定勞務(wù)選擇方式后反饋分公司及項目部，同時由公司勞務(wù)招標(biāo)管理中心組織公司、分公司勞務(wù)招標(biāo)小組根據(jù)審定意見開始實施招標(biāo)準(zhǔn)備工作。4.2 勞務(wù)分包具備進(jìn)場條件20天（特殊情況不少于10天）前，項目部將詳細(xì)的勞務(wù)資源申請表（附件 2） 和 勞務(wù)招標(biāo)文件（附件 6）報公司或分公司勞務(wù)招標(biāo)小組（具體根據(jù)公司勞務(wù)招標(biāo)管理中心審定的招標(biāo)方式報送），由對應(yīng)的勞務(wù)招標(biāo)小組組織實施招（議
