1、 HYPERLINK / 中國城市科技創(chuàng)新指數(shù)報告 HYPERLINK / 1、前言 HYPERLINK / 2021 年中國城市科技創(chuàng)新指數(shù)由北京科技創(chuàng)新中心研究基地和國家科技資源共享服務(wù)工程技術(shù)研究中心聯(lián)合完成,旨在打造客觀、均衡、全面、創(chuàng)新的科技創(chuàng)新評估評價體系,服務(wù)于國家科技創(chuàng)新發(fā)展戰(zhàn)略。 HYPERLINK / 中國城市科技創(chuàng)新指數(shù)創(chuàng)立伊始,即堅持以習(xí)近平總書記關(guān)于科技創(chuàng)新的重要論述為指導(dǎo)思想,緊密圍繞黨和國家對科技創(chuàng)新強國發(fā)展戰(zhàn)略的定位和布局,在指標(biāo)體系與權(quán)重設(shè)置、大數(shù)據(jù)收集處理方面,堅持正確的價值導(dǎo)向與自身特色。 HYPERLINK / 2021 年中國城市科技創(chuàng)新指數(shù)面向中國大

2、陸全部 337 個地級以 HYPERLINK / 上城市,其中 293 個地級市(含 15 個副省級城市)、4 個直轄市、 HYPERLINK / 30 個自治州、3 個盟和 7 個地區(qū)。該指數(shù)由綜合指數(shù)和總量指數(shù)、效率指數(shù)組成,形成了一個主榜、兩個副榜“1+2”的一體兩翼格局,立體化展示中國城市科技創(chuàng)新的發(fā)展水平。將來再根據(jù)科技產(chǎn)業(yè)布局和國家政策導(dǎo)向發(fā)布若干個子榜,并對每個子榜進(jìn)行專業(yè)分析解讀,提出具體建議。 HYPERLINK / 2、指標(biāo)體系 HYPERLINK / 、指標(biāo)體系設(shè)計 HYPERLINK / 科技創(chuàng)新是原創(chuàng)性科學(xué)研究和技術(shù)創(chuàng)新的總稱,它既涵蓋了以面向基礎(chǔ)為主的科學(xué)研究,又包

3、括了以面向應(yīng)用為主的產(chǎn)業(yè)創(chuàng)新。因此,為了全面客觀地反映城市科技創(chuàng)新水平,城市科技創(chuàng)新指數(shù)的指標(biāo)體系在設(shè)計時,定義了科學(xué)研究和產(chǎn)業(yè)創(chuàng)新兩大方向的系列參數(shù),作為二級指標(biāo)。在科技創(chuàng)新活動中,人才是核心要素,機(jī)構(gòu)是依托載體,兩者相輔相成,缺一不可,創(chuàng)新人才和承載機(jī)構(gòu)數(shù)量在指標(biāo)體系中作為三級指標(biāo)存在。創(chuàng)新指數(shù)報告的在庫數(shù)據(jù)包括 880 萬名科技創(chuàng)新人才和30 萬家科技創(chuàng)新機(jī)構(gòu),為上述兩個三級指標(biāo)提供堅實的數(shù)據(jù)基礎(chǔ)。創(chuàng)新指數(shù)報告的在庫數(shù)據(jù)超過 2.1 億篇論文、1800 萬項專利、150 萬個國家級項目、100 萬個國家地方行業(yè)標(biāo)準(zhǔn)、10 萬個國家級省部級獎項以及 1 萬個人才稱號,覆蓋 2 萬多個技術(shù)領(lǐng)

4、域,涉及 3000多個產(chǎn)業(yè)維度。在海量數(shù)據(jù)中,運用信息抽取、清洗融合和智能挖掘等技術(shù),將科技創(chuàng)新人才和機(jī)構(gòu)進(jìn)行技術(shù)、產(chǎn)業(yè)領(lǐng)域分類,創(chuàng)建科技創(chuàng)新活躍度模型,形成歷史數(shù)據(jù)與近三年數(shù)據(jù)結(jié)合的動態(tài)評價體系,并計算出上述人才和機(jī)構(gòu)的科技創(chuàng)新能力。作為最重要的三級指標(biāo),科技創(chuàng)新能力在很大程度上代表了城市的科技創(chuàng)新發(fā)展水平。在考慮總量規(guī)模的同時,設(shè)立科技創(chuàng)新效率一級指標(biāo),引入城市人口、GDP 等參數(shù),作為科技創(chuàng)新規(guī)模的分母,考查城市單位人口的科技創(chuàng)新人才、機(jī)構(gòu)數(shù)量和單位 GDP 的科技創(chuàng)新能力;以產(chǎn)業(yè)創(chuàng)新規(guī)模為分子,科學(xué)研究規(guī)模為分母,得出產(chǎn)創(chuàng)科研比值,從一定程度上反映出城市產(chǎn)業(yè)的科研貢獻(xiàn)度??萍紕?chuàng)新效率與

5、科技創(chuàng)新總量一道,構(gòu)成了城市科技創(chuàng)新指標(biāo)體系的一級指標(biāo),實現(xiàn)規(guī)模與效率的并重。詳細(xì)指標(biāo)體系如下圖:圖 2.1:2021 年中國城市科技創(chuàng)新指數(shù)指標(biāo)體系圖 2.1 注:精度指標(biāo)中的城市人口以 2019 年底各城市的常住人口為準(zhǔn),個別未公布的城市以戶籍人口替代;城市 GDP 以 2020 年度的城市 GDP 數(shù)據(jù)為準(zhǔn),個別未公布的城市以 2019 年度數(shù)據(jù)替代。、計算體系設(shè)計2021 年城市科技創(chuàng)新指數(shù)的計算體系以三級指標(biāo)原始數(shù)據(jù)為基礎(chǔ),將每個三級指標(biāo)內(nèi)原始數(shù)據(jù)的最大值作為基準(zhǔn),其他值與最大值的比值是為原始得分,由于不同城市之間數(shù)據(jù)差異較大,因此對原始得分進(jìn)行了開六次方根處理,最后再乘以 100,

21、天津排名第 6,長江中游城市群的武漢位居第 8 名,成渝城市群的成都名列第 9。上述情況反映出科技創(chuàng)新頭部城市主要分布在京津冀地區(qū)、長江經(jīng)濟(jì)帶和珠三角地區(qū),也是中國經(jīng)濟(jì)發(fā)展最為活躍的區(qū)域。在地域上,華北、華中、華東、華南、西南地區(qū)均有代表性城市入選,此外,西北地區(qū)排名最高的城市西安位于第 11 名,東北地區(qū)排名最高的城市沈陽位于第 14 名。綜合指數(shù)前 50 名的城市分布于 26 個省份,其中江蘇和廣東均以7 個城市入選,并列第一,浙江則有 5 個城市入選,緊隨其后,河北和山東各有 3 個城市上榜,內(nèi)蒙古、青海、寧夏、西藏、海南等 5 個省區(qū)未有城市入選。縱觀綜合指數(shù),除了北京、上海、天津、重

34、五座城市的分差只在毫厘之間,競爭十分激烈;西安居于第 10,但得分未與其后的重慶拉開差距。上述十座城市分別來自華北、華東、華中、華南、西南和西北,東北排名最高的沈陽居于第 17 位??偭恐笖?shù)前 50 名的城市分布于 26 個省份,內(nèi)蒙古、青海、寧夏、西藏、海南等 5 個省份未有城市入選;江蘇以 9 個城市入選,占據(jù)榜首,其后是 5 個城市入選的浙江和廣東,以及 4 個城市入選的山東。在城市平均排名方面,除了 4 個直轄市之外,江蘇以城市平均排名49 位,居于首位,城市平均排名 64 位的浙江,名列次席,隨后是 72位的河北和 76 位的山東,廣東城市平均排名 128 位,仍舊受累于兩極分化。具
