isetoutforyoutheeconomicplanwewouldfollow,andidrewonthewordswinstonchurchillhadutteredinthisveryhall,tosaythatwhilebritaincouldnotpretendourtravailswereatanend,wewereatleastattheendofthebeginning.

inthefouryearssince,supportedbytheresolutionandsacrificeofthebritishpeople,wehaveworkedthroughthatplan.

nowwearestartingtoseetheresults:

britaingrowingfasterthananyadvancedeconomyintheworld.

arecordnumberofpeopleinwork.

nowstrongbusinessinvestmentonthebackoflowbusinesstaxes.

andabudgetdeficitthisyearsettobehalfwhatitwas.

lastweek,theimfsaidthatourresolutefiscalpolicyhadbeenintheirwordsan‘a(chǎn)nchorforthebritisheconomy’thathadmaintainedconfidenceandstabilityinthefaceofthestorm.

andiwanttosaytothebusinessandfinancialcommunity:youdidnotwaver;youstuckwithusandithankyou.

butthetaskisfarfromcomplete;andtherearemanyriskstotheprogresswehavemade.

abroad,therisksstemfromtheweakeurozone,unpredictablegeopoliticsandtheslowdowninsomeemergingmarkets.

athome,oureconomyisstilltoounbalanced,soiamthefirsttosayweneedtocontinueoureffortstoboostbusinessinvestment,exportsandhousingsupply.

butthebiggestriskcomesfromthetendencyinpartsofourbodypolitics–theleftandnowtoothepopulistright–towageawaronenterprise,regulateprices,proposepenaltaxes,closebritaintobusinessandreturntotheoldwaysofborrowandspend.

wemustwinthisbattle.

andgoonconfrontingbritain’sproblemswithlongtermanswersthatwillbuildaneconomyforeveryone.

sowhileiknowthisismyfifthspeechtoyouaschancellor;ihopeitisnotmylast.

weareluckythatoneofourgreatesteconomistshaschosentodedicatehislifetopublicserviceforsolong.

thebankofenglandnowsitsbackwhereitbelongs,attheheartofourfinancialsystem–supervisingtheprudentialregulationofourbanksandinsurers,thankstothereformsiannouncedinmyfirstspeechhereatthemansionhousein2022.

andineachspeechsince,ihavesetoutnewstepstostrengthentheresilienceofoureconomyandthefinancingthatunderpinsit.

lastyear,restructuringtheroyalbankofscotlandandfiringthestartinggunonthesaleofourstakeinlloyds.

itwouldbetemptingthisyear,atthemansionhouse,topauseforbreath.

butourtaskisfarfromcomplete–andtodayiwillannouncefurtherchangestobuildthatresilienteconomyforallandthestrong,competitivefinancialservicesthatshouldcontributetoit.

lordmayor,thecityoflondonhasemergedfromthewreckageofwhatwentsobadlywrong,strongerandbetterregulated,moreinternationalandmoreresponsivetotheneedsofcustomershereathome.

ourfinancialexportsgrew10%lastyear,andoursurplusinfinanceandinsurancehasreached£45billion–twiceasmuchasourclosestcompetitors.

we’vewelcomedtobritaintheheadquartersofsomeoftheworld’slargestinsurancefirms.

andwehavebeenchosenasthelocationfortheinternationalforumoftheworld’ssovereignwealthfunds.

inmyfirstmansionhousespeech,isaidiwantedbritishfinancialfirmsandmarketstobeattheheartoffinancingchina’sextraordinaryexpansion.

nowtwothirdsofallrenminbipaymentsoutsideofchinaandhongkongnowtakeplaceinlondon.

chinesebondsarebeingissuedhere,chineseassetsarebeingmanagedhere,chinesebankswillbeabletoapplyforbrancheshere,achineseclearingbankissoontobeappointedhere-andnextweek,whenthechinesepremiervisits,wewilltakethenextbigstepforwardintheeconomicpartnershipofourtwogreat,historictradingnations.

weshouldbecandidtonightaboutanotherrisk.

we’renotgoingtowaitformorescandalstohit–insteadwearegoingtoactnow,andgetahead.ladiesandgentlemen,

robustfinancialmarketsareanimportantpartofbuildingaresilienteconomy.

buttonight,iwanttoaddressanothermarketwhichcancreatearisktobritain’seconomicstabilityandprosperity.

notanewrisk,butanoldandveryfamiliaronetousinthiscountry–andthat’sourhousingmarket.

thechallengeisthatwewantseveralthingswhichdon’tsitcomfortablytogether.

formostpeople,theirhomeisthebiggestinvestmentoftheirlifetime.and,ofcourse,theywantthatassettoincreaseinvalueovertime.

butahomeisalsoaplacetoliveandbuildourlives–andwewantallfamiliestobeabletoaffordsecurity,comfortandpeaceofmind.thatmeanshomeshavetobeaffordable–whetheryou’rerentingorbuying.

theonlywaythatcanbeachievedoverthelongtermisbybuildingmore,sosupplybettermatchesdemand.

butweareasmallandcrowdedisland,keentoprotectourgreenspacesandreadytoobjecttonewdevelopment.

sothebritishpeoplewantourhomestogoupinvalue,butalsoremainaffordable;andwewantmorehomesbuilt,justnotnexttous.

youcanseewhynoonehasmanagedyettosolvetheproblemsofbritain’shousingmarket.

insteadwehavetherepeatedcycleoffinancialinstabilitydrivenbyhighhouseholddebt;andweseethesocialinjusticeofmillionsoffamiliesdeniedgoodhomes.

butthatshouldnotdeterourgenerationfromtryingtofixthehousingchallenge–forthepriceoffailureistoohigh.

i’mdeterminedtobackaspirationineverywayican,includingtheaspirationtoownyourownhome.

buti’mnotgoingtooptfortheeasyrouteofsomeofmyrecentpredecessors:ducktheissues,riskahousingboom,andkeepmyfingerscrossedthatitwon’tdamagetheeconomy.

sonoirresponsiblegambleswithstability;noshort-termfixes.

housingisalongtermproblem–andoureconomicplanwillprovidelongtermanswers.

first,wehavetobeclear-eyedaboutwheretheriskstoeconomicstabilitylietoday.

now,today,housepricesarestilllowerinrealtermsthantheywerein2022–andareforecasttostaybelowthatpeakforsomeyearstocome.

atthesametimedebt-servicingcostsremainatnearrecordlowsandrentalyieldsareinlinewithlongtermtrends.

sothereisnoimmediatecauseforalarm.

indeedthemostrecentdatashowsthatmortgageapprovalshaveactuallyslowedinthelastcoupleofmonths.

butweneedtobevigilant.

forthereareonthehorizonthingsthatshouldgiveussomecausesforconcern.

iflondonpricesweretocontinuegrowingattheseratesthatwouldbetoofastforcomfort.

andtherateofpricerisesisnowbeginningtospreadbeyondlondon.acrossthecountry,theratioofhousepricestoincomesishighbyhistoricalstandards.

iwanttomakesurethatthebankofenglandhasalltheweaponsitneedstoguardagainstrisksinthehousingmarket.

iwanttoprotectthosewhoownhomes,protectthosewhoaspiretoownahome,andprotectthemillionswhosufferwhenboomturnstobust.

sotoday,iamgivingthebanknewpowersovermortgagesincludingoverthesizeofmortgageloansasashareoffamilyincomesorthevalueofthehouse.

inotherwords,ifthebankofenglandthinkssomeborrowersarebeingofferedexcessiveamountsofdebt,theycanlimittheproportionofhighloantoincomemortgageseachbankcanlend,orevenbanallnewlendingaboveaspecificloantoincomeratio.

andiftheyreallythinkadangeroushousingbubbleisdeveloping,theywillbeabletoimposesimilarcapsonloantovalueratios–astheydoinplaceslikehongkong.

it’simportantthatdecisionstousethesepowerfultoolsaremadeindependentlyofpoliticsbythebankofengland.

wesawfromthelastcrisisthedangeroustemptationsforpoliticianstoleavethepunchbowlwhereitisandkeepthepartygoingontoolong.andjustincasethereisanydoubt.

isaytoday,veryclearly:thebankofenglandshouldnothesitatetousethesenewpowersiftheythinkitnecessarytoprotectfinancialstability.

andicommitthatwhilethebankandthetreasurywillneedtodesignhowthesepowerswillworkindetail,andwillwanttoconsultonthem,iwillmakesurethattheyarelegislatedforandinplacebeforetheendoftheparliament.

andialsocommittodaythatifthebankdoesactinfuturetolimitmortgagelendingthenthesameruleswillbeappliedtoeverysinglehelptobuymortgage.

iknowthatsomewouldtakeamoreideologicalpositionandendthehelptobuyschemealtogether.

theywouldreturntothesituationwhereonlythosefirsttimebuyersluckyenoughtohaverichparentswouldbeabletoaffordthelargedepositsdemandedbythebanks.

myapproachwillbedictatedbythefacts,notbyideology.

todaywedothatwiththeseradicalsteps.

councilswillberequiredtoputlocaldevelopmentordersonover90%ofbrownfieldsitesthataresuitableforhousing.

thisurbanplanningrevolutionwillmeanthatineffectdevelopmentonthesesiteswillbepre-approved–localauthoritieswillbeabletospecifythetypeofhousing,notwhetherthereishousing.

anditwillmeanplanningpermissionforupto200,000newhomes–whileatthesametimeprotectingourgreenspaces.

tomorrow,borisjohnsonandiwilljointlysetoutplansfornewhousingzonesacrosslondonbackedbynewinfrastructure,sothatweseethousandsofnewhomesforlondonfamilies.

andwe’lltakethesameapproachintherestofthecountry;withalmosthalfabillionpoundsoffinancialassistanceintotalsetasidetomakeitwork.

nowisuspecttherewillbepeoplewhoobjecttonewbuilding,evenonthebrownfieldsofourcities.

butletmebeclear.

iwillnotstandbyandallowthisgeneration,manyofwhomhavebeenfortunateenoughtoowntheirownhome,tosaytothenextgeneration:we’repullingupthepropertyladderbehindus.

sowewillbuildthehousesbritainneedssothatmorefamiliescanhavetheeconomicsecuritythatcomeswithhomeownership.

andtodayiwillgivethebankofenglandthepowersitneedsovermortgages,sothatbritain’seconomicstabilityalwayscomesfirst.andthatiswhatourlongtermeconomicplanisdelivering.

doyouoftenusebatteries?thendoyouknowittakes50timesmoreenergytomakethemthantheyproduce?andjustonesimplebatterycanpolluteasmuchwaterasapersoncandrinkinhiswholelife.thefactsandfiguresareamazing.sowouldyoupleasetrytousebatteriesonlywhenitisnecessary?ifpossible,givetheusedonestotherecyclingcompaniessothattheywillbemadeintonewonesandwon’tbeabletopollutetheenvironmentanymore.sometimeswebecomecomplacentwhenitcomestorecycling,butwhenyouspeakintermsofactualfactsandfiguresthateverybodycanunderstand,peoplebecomemuchclearerabouttheproblem.

we,asschoolstudents,canalsojoininrecyclingactivitiestoprotecttheenvironment.forexample,ourclasssetuparecyclingcenterbesidethebackdoor,hepast,ourclassmatesusedtothrowalloftheseintothetrashcan.attheverybeginningofthiscollectingactivity,itwasnotsowarm-welcomed.later,moreandmorepeoplewereinfluencedbytheothersandjoinedthiscollectingactivity.gradually,allthestudentsinourclassformagoodhabittoprotecttheenvironment.allofuswillnowputawaythereusablethingsinsteadofthrowingthemintothetrashcan.

doyouoftenusebatteries?thendoyouknowittakes50timesmoreenergytomakethemthantheyproduce?andjustonesimplebatterycanpolluteasmuchwaterasapersoncandrinkinhiswholelife.thefactsandfiguresareamazing.sowouldyoupleasetrytousebatteriesonlywhenitisnecessary?ifpossible,givetheusedonestotherecyclingcompaniessothattheywillbemadeintonewonesandwon’tbeabletopollutetheenvironmentanymore.sometimeswebecomecomplacentwhenitcomestorecycling,butwhenyouspeakintermsofactualfactsandfiguresthateverybodycanunderstand,peoplebecomemuchclearerabouttheproblem.
