項目復工防疫方案

蘇州項目復工防疫方案VirusPreventionWorkPlanforSuzhouProject鑒于新型肺炎防控的嚴峻形勢，節(jié)后復工是所有企業(yè)及項目關注的焦點，故針對節(jié)后復工需要注意的事項進行基本的說明及描述：Inviewoftheserioussituationofpreventionandcontrolofcoronavirus,returntoworkisthefocusofallenterprisesandprojects,soreturntoworkattentionsneedtobasicinstructionsanddescriptions.項目成立疫情防范小組Establishacoronaviruspreventionteam針對疫情，成立項目疫情防范小組，進行人員管控，環(huán)境消毒，疫情宣傳，物資籌備等方面的工作，確保項目所有的疫情防護措施做到位。Establishacoronaviruspreventionteam，responsibleforpersonnelcontrol,environmentaldisinfection,coronaviruspublicity,materialpreparation,etc.,ensurethatallcoronaviruspreventionmeasuresoftheprojectareinplace.疫情防范組織架構(gòu)圖(領導小組)Coronaviruspreventionorganizationchart(leadergroup)每日進行體溫檢測,對于體溫高于37.3度,咳嗽,腹瀉的人員,一律不允許進入施工現(xiàn)場區(qū)域，由相關承包商單位的人員將發(fā)熱人員送回居住地或送醫(yī)院檢查.如經(jīng)檢查發(fā)現(xiàn)疑似病例或確診人員，相關承包商單位人員必須迅速組織排查其周邊密切接觸人員，如室友等，收集相關信息，配合醫(yī)院的隔離和密切觀察工作Dailytemperaturetest,forbodytemperatureishigherthan37.3degrees,coughing,diarrhea,shallnotbeallowedtoentertheconstructionsitearea。Therelevantcontractorstaffshallreturntheheatingpersonneltotheplaceofresidenceorsendthemtothehospitalforexamination。Thestaffoftherelevantcontractorunitmustpromptlyorganizetheinvestigationofthepeoplewhohaveclosecontactwiththesurroundingarea,suchasroommates,collectrelevantinformation,cooperatewiththeisolationofthehospitalandcloselyobservethework.項目復工運行應對策略Strategiesforprojectrestarting圍繞“人機料法環(huán)”等幾個方面，對項目運行進行綜合考慮，制定相應的應對策略Basedonseveralaspectssuchas"people,machine,material,law,environment",overconsiderationtheoperationoftheproject，drawupcorrespondingstrategies.人：業(yè)主，物業(yè)管理人員，CMC管理人員，勞務分包管理人員，工人，供應商，訪客等統(tǒng)一遵守現(xiàn)場對疫情防控的管理要求，無一例外。People:Ownermanagement，Propertymanagement，CMCmanagement，Laborsubcontractor，Worker，Supplier，Visitor,etc應對策略：逐級溝通匯報的原則及疫情防控工作小組正常運作；檢查所有項目人員14天內(nèi)的旅程信息，到達蘇州現(xiàn)場前，請主動填報蘇城碼為綠碼的前提下通知現(xiàn)場管理人員，登記人員信息，在項目組書面許可情況下，方可通知到現(xiàn)場。無通知禁止私自到達現(xiàn)場。采取自行匯報且上級登記的方式，填寫14天內(nèi)的密切接觸人員的基本信息(如家人等)，對于有感冒發(fā)燒咳嗽跡象的員工進行隔離及密切關注。Copingstrategy:Theprincipleoflevel-by-levelcommunicationandreportingandthegroupoperationoncoronavirusprevention,checkthetravelinformationofallprojectpersonnelwithin14daysbeforearrivingatthesiteinSuzhou,pleaseinformthesitemanagementpeopleonthepremisethattheSuzhoucitycodeisgreen,theregistrationpersonnelinformationsheetcanonlybenotifiedtothesitewiththewrittenpermissionoftheprojectteam.noarrivalwithoutnotice，taketheformofself-reportandsuperiorregistration,fillinthebasicinformationofclosecontactpersonnelwithin14days(suchasfamilymembers,etc.),isolateandpaycloseattentiontoemployeeswithsignsofcold,feverandcough.機：所有的設備，特別是每日需要使用的機械設備Machine:Allequipment,especiallyfordailyusedmechanicalequipment應對策略：采取專門的消毒措施，可以考慮設置專門的簡易消毒站進行消毒，也可用75%酒精噴撒并擦拭。Copingstrategy:Specialdisinfectionmeasuresandcanbeconsideredtosetupaspecialsimpledisinfectionstation，canalsouse75%alcoholsprayandwipe.料：所有到貨現(xiàn)場的材料及現(xiàn)場配備的防疫物資Material:Allthematerialssuppliedandthecoronaviruspreventionmaterialswepurchase.應對策略：針對到場所有材料，均對外包裝采用75%醫(yī)用酒精消毒。合理發(fā)放防疫物資，必須保證人手一個醫(yī)用口罩和防護眼鏡，口罩每人1只，每天更換，眼鏡破損更換?？谡?，眼鏡，75%醫(yī)用酒精，消毒液，始終備有2周用量，庫存最低不少于一周用量即開始采購。原則上在國家針對疫情解除警報前，施工現(xiàn)場必須佩戴口罩和防護眼鏡，在疫情警報解除前作為項目必備PPE要求之oCopingstrategy:Forallmaterialsonsite,75%medicalalcoholisusedtosterilizetheexternalpackaging，reasonabledistributionofviruspreventionsupplies,wemustensurethatthehandsofasurgicalmaskandprotectiveglasses,masksperperson1,dailyreplacement,glassesdamagedreplacement.Mask,glasses,75%medicalalcohol,disinfectant,alwaysavailablefor2weeks,stockminimumofnolessthanaweekbeforethepurchase.Inprinciple,beforethenationalalertfortheoutbreakislifted,theconstructionsitemustwearmasksandprotectiveglasses,asoneofthenecessaryPPErequirementsfortheprojectbeforetheoutbreakalertislifted.法：防疫的主要方法為：測溫：早上進場測溫，下午進場測溫，一天兩次測溫。如有晚上加班，則需安排值守人員，執(zhí)行晚間作業(yè)進場測溫并記錄。消毒：下午下班時人員離場后用84消毒液或75%酒精進行全場噴灑消毒殺菌。距離：人員盡量保持2米距離。Method:Themainmethodsofepidemicprevention:Temperaturemeasurement:inthemorningandtheafternoon,twiceaday,ifyouworkovertimeintheevening,youshouldarrangethewatchmantomeasurethetemperatureandrecordit.Disinfection:Afterwork，thewholefieldissprayedwith84disinfectantor75%alcoholfordisinfectionandsterilization.Distance:personnelshouldkeepadistanceof2metersasfaraspossible.環(huán)：管控環(huán)節(jié)，現(xiàn)場一個出入口原則，在出入口集中管控人員進場測溫，同時管控屋頂和室外施工人員按上午和下午進場時測溫，一天兩次；對施工現(xiàn)場，現(xiàn)場辦公室，衛(wèi)生間和宿舍每天進行消毒殺毒處理。每日做好記錄。Environment:Inthecontrollink,theprincipleofoneentranceandexitonthesiteistomeasurethetemperaturebycentralizedcontrolpersonnel.Meanwhile,thetemperatureoftheroofandoutdoorconstructionpersonnelismeasuredinthemorningandafternoon,twiceaday.Sterilizetheconstructionsite,office,toiletanddormitoryeveryday.Keepadailyrecord.應對策略：做好環(huán)境治理，預防感染的措施，可以設置隔離站，具有急救資質(zhì)的相關人員。Copingstrategy:Doagoodjobinenvironmentalmanagement,preventionofinfectionmeasures,cansetupisolationstations,andtherelevantpeoplewithfirstaidcertification,especiallyforthepublicareassuchascanteen,dormitory,etc.tocarryoutsterilizationtreatmentinadvance，theentranceandexitoftheconstructionsiteshallbecontrolled.疫情防護用品清單Listofcoronavirusprotectionequipment個人防疫用品：醫(yī)用外科口罩，醫(yī)用一次性口罩，防護眼鏡Personalprotectionequipment:surgicalmask,medicaldisposablemask,protectiveglasses體溫監(jiān)測：每個門衛(wèi)值守人員至少配備一把手持式紅外線測溫槍，全場不少于2把正常測溫槍?，F(xiàn)場出入口提供免洗抗病毒手消毒液。Temperaturemeasure:eachguardshallbeequippedwithatleastonehand-heldinfraredtemperaturemeasuringgun,andnotlessthantwo.Free-washhandsanitizersareprovidedatentrancesandexits.環(huán)境消毒用品：84消毒水、75%醫(yī)用酒精等；16L農(nóng)用手壓搖背式氣壓防疫消毒噴霧器2臺Environmentaldisinfectant:84disinfectantfluid，75%medicalalcohol,twosetsof16Lagriculturalhandpressurebacktypeairpressuredisinfectionspraydevice.現(xiàn)場需備好2套防護服和醫(yī)用乳膠手套等臨時急救物資。2setsofprotectiveclothing,medicallatexglovesandothertemporaryemergencymaterialsshouldbepreparedatthescene.在物資儲備不足一周需求或防疫物資采購遇到困難時及時上報領導小組。領導小組接到報告后應立即落實防疫物資采購渠道，若無法滿足防疫物資供應，項目應及時采取全面停工或部分停工措施，直到防疫物資供應滿足現(xiàn)場需求。Reporttotheleadinggroupintimeifthematerialreserveislessthanaweek'sdemandorthecoronaviruspreventionmaterialpurchaseisdifficult.Uponreceiptofthereport,theleadinggroupshallimmediatelyimplementtheprocurementchannelsofcoronaviruspreventionmaterials.Ifthesupplycannotbemet,theprojectshallbestoppedinacompleteorpartialmanneruntilthesupplymeetstheneedsofthesite.復工防疫工作安排Coronaviruspreventionworkarrangementafterreturningtowork1）項目所有相關方提前統(tǒng)計各自工人預備到崗情況并匯總報告至CMC項目經(jīng)理和安全經(jīng)理處。從蘇州市以外員工以及較大疫區(qū)返工的員工、相關方（包含供應商、物流、業(yè)務外包、派遣方）進入項目前需組織醫(yī)務人員對員工進行身體檢查或提供有效的相關健康檢查證明后無異常方可進入。復工第一天全員健康排查尤其重要，寧可慢，不可錯。Allrelevantunitsoftheprojectshallmakestatisticsoftheirworkers'getreadytoworkinadvanceandsummarizethereporttoCMCprojectmanagerandsafetymanager,employeesfromoutsideSuzhoucityandreworkinginlargecoronavirusareasandrelevantunits（includingsuppliers,logistics,businessoutsourcing,anddispatchers）shallorganizemedicalpeopletocarryoutthephysicalexaminationontheemployeesorprovidevalidrelevanthealthexaminationcertificatebeforeenteringtheproject.Thefirstdaybacktowork,allhealthcheckisparticularlyimportant,ratherslow,thanwrong.2）提醒員工在家期間及復工后在疫情警報解除前要持續(xù)做好自我防護和消毒工作。Remindemployeestocontinuetodoself-protectionanddisinfectionworkduringtheperiodofhomeandafterreturningtoworkbeforethewarningiscleared.3）建立疫情防控檔案資料體系。資料體系應包含本工程疫情防護方案、人員實名制管理臺賬、疫情防護物資清單、本工程疫情防護方案所有檢查管理記錄。制定應急處理預案，包括隔離措施、應急交通車輛、送醫(yī)醫(yī)療路線、定點醫(yī)院聯(lián)系等預案Establishaninformationsystemforcoronaviruspreventionandcontrol.Thedatasystemshallincludetheprojectcoronaviruspreventionplan,thereal-namesystemmanagementledger,thelistofcoronaviruspreventionmaterials,andallinspectionandmanagementrecordsoftheprojectcoronaviruspreventionplan.Toformulateemergencyresponseplans,includingisolationmeasures,emergencytransportvehicles,medicalroute,designatedhospitalcontactplan.4）項目所有人員上班后有任何員工發(fā)現(xiàn)身體異常如：發(fā)燒、乏力、干咳或呼吸困難等癥狀必須立刻上報各單位管理層，由各單位管理人員報至CMC項目經(jīng)理和安全經(jīng)理處，并立刻進行現(xiàn)場消毒和安排員工及時去醫(yī)院就醫(yī)并將確診結(jié)果通知CMC。Allstaffinprojectafterworkfoundabnormalbodysuchasfever,fatigue,drycoughordyspneamustimmediatelyreporttothemanagementunit,bythemanagersofeverysectiontoCMCprojectmanagerandsafetymanager,andimmediatelyon-sitedisinfectandarrangestafftogotothehospitalintimeandshallnotifyCMCdiagnosisresults.5）所有工人、外來人員、訪客進入施工現(xiàn)場前必須接受紅外測量體溫，在東側(cè)門口設置門崗，安排專人在門崗負責記錄體溫并管理人員進出，所有進入人員必須接受測溫，體溫超過37.3攝氏度禁止入場，并報告各相關單位及對接人。外來人員還須自行佩戴口罩（CMC及業(yè)主訪客由CMC提供臨時預備口罩）。Allworkers,outsiders,visitorsbeforeenteringtheconstructionsitemustacceptinfraredmeasuringtemperature,setupthegateattheeastside,arrangesomeoneresponsibleforrecordingtemperatureandmanagementpersonnelinandout,allthestaffmustaccepttemperaturemeasurement,temperaturemorethan37.3degreesrefusedentry,andreportallrelevantunitsanddockingpeople.Externalstaffarealsorequiredtowearmasksbythemselves（CMCprovidestemporarymasksforownervisitorsandCMC）.6）做好外來人員登記確認工作，所有外來人員必須在在各自單位進行登記，姓名、電話、近期是否去過湖北省等信息，由各承包商單位進行造冊存檔并提交CMC，并按照政府規(guī)定向CMC報備并做好自我隔離。Dotheregistrationandconfirmationworkfortheexternalstaff,alltheexternalstaffmustberegisteredintheirrespectiveunits,andtheirnames,telephoneNumbers,recentvisitstoHubeiprovinceandotherinformationshallberecordedandfiledbyeachcontractorandsubmittedtoCMC.AccordingtotheprovisionsofthegovernmentisreportedtotheCMCandself-isolation.7）乘坐班車等公共交通工具上下班工人必須佩戴防護口罩，下車后應及時使用洗手液洗手，班車使用后必須立即消毒、定期更換椅墊套，安排專人管理檢查。Theworkersmustwearprotectivemaskswhentakingbusandotherpublictransportation,andwashtheirhandswithhandsanitizeraftergettingoffthebus.Afterusingthebus,theymustdisinfectimmediately,changethechaircushioncoverregularly,andarrangespecialpersonnelformanagementandinspection.8）復工前，上班前，指定承包商對項目施工現(xiàn)場的所有場所進行一次消毒，之后每三天一次。重點區(qū)域一辦公室、廁所、生活垃圾堆放處、材料堆放處及吸煙點，安排專人每天早晚消毒各一次。中央空調(diào)按照技術書采取進風消毒過濾。Beforegoingtowork,designatethecontractortodisinfectallthesitesontheprojectonce，thenonceinthreedays.Keyareas-offices,WC,garbagestacking,materialstackingandsmokingspots,arrangespecialpersonstodisinfecteachdayinthemorningandevening.Centralairconditioningshouldtakeairdisinfectionfiltrationaccordingtothetechnicalbook9）確認各承包商集中食堂的安全衛(wèi)生措施（如果沒有則可以忽略該項），食堂禁止采購未經(jīng)宰殺未經(jīng)檢疫的活禽活魚肉品，禁止提供生菜，餐具蒸汽消毒。加工環(huán)節(jié)嚴格生熟分開。餐廳服務人員每日崗前必須開展健康檢查，體溫測量并保留檢測記錄，作業(yè)中必須統(tǒng)一佩戴手套、防護鏡和醫(yī)用口罩、防護鞋。一次性的必須集中扔棄，重復性防護用品必須集中消毒處理，禁止未經(jīng)消毒反復使用。餐具統(tǒng)一由服務人員配發(fā)，禁止自行取拿餐具，不要用自己的筷子和餐具來從公碗和盤子里夾菜，飯菜統(tǒng)一由食堂工作人員分餐取菜。食品留樣按照規(guī)定執(zhí)行。Confirmthesafetyandhygienemeasuresofeachcontractor'scentralizedcanteen（ifnot,itcanbeignored）,thecanteenisprohibitedtopurchaseun-killingandunquarantinedlivepoultryandfishmeat,prohibitedoflettuce,tablewaresteamdisinfection.Processinglinksarestrictlyrawandripeapart.Theservicestaffoftherestaurantmustcarryoutahealthcheck,takeatemperatureandkeeparecordofthetestbeforeworkeveryday.Theymustweargloves,protectivegoggles,medicalmasksandprotectiveshoesduringtheoperation.Disposablemustbecentrallythrownaway,repeatableprotectiveequipmentmustbecentrallysterilized,donotusewithoutdisinfection.Tablewareisuniformlydistributedbytheservicepeople,Itisprohibitedtotaketablewarebythemselves,donotusetheirownchopsticksandtablewaretopickupdishesfromthepublicbowlandplate,themealisuniformlydividedbythecanteenstafftotakedishes.Foodsamplesshallbekeptinaccordancewiththeregulations.10）在衛(wèi)生間、食堂等主要場所設置消毒洗手液、肥皂及酒精棉球或消毒濕巾。要求工人飯前便前便后必須洗手或用酒精棉球擦拭，用流水沖洗。廁所的便池、地面要早、中、晚清洗三次后使用84消毒液進行噴灑消毒Disinfectinghandsanitizer,soapandalcoholcottonballsordisinfectingwipesshallbesetupinmainplacessuchastoiletsandcanteens.WorkersarerequiredtowashtheirhandsoruseanalcoholcottonballbeforeeatingorafterWC,withrunningwater.TheurinalandgroundofWCneedwashed3timesuse84sprayingdisinfectiononeday.11）復工后，CMC組織承包商專人對必須的防護用品庫存量和核算近期使用量，要求承包商提前采購，合理庫存，儲備量不得少于一周。該物資作為日常防護物資及應急處置物質(zhì)按需發(fā)放。必要時安排專人負責統(tǒng)一廢舊換新，防止不合規(guī)丟棄導致的傳染。Returntowork,CMCshallorganizethecontractortocalculatetheinventoryofnecessaryprotectiveequipmentandtherecentusageamount,andrequirethecontractortopurchaseinadvancewithreasonableinventoryandreservequantitynotlessthanoneweek.Thematerialisdistributedasdailyprotectivematerialandemergencydisposalmaterial.Ifnecessary,arrangeapersontoberesponsibleforreplacingtheoldwithanewonetopreventtheinfectioncausedbytheimproperdisposal12）在工作時，非人與人接觸環(huán)境，宜佩戴口罩；在頻繁接觸人員崗位和集中作業(yè)封閉崗位（受限空間等）必須佩戴口罩及其他防護用品。禁止隨地吐痰，防護口罩廢棄物以及口鼻分泌物用紙巾包好放入指定的專用廢棄桶。Wearamaskwhenworkinginanon-person-to-personenvironment;Masksandotherprotectiveequipmentmustbeworninpositionswithfrequentcontactwithpersonnelandconfinedspace（limitedspace,etc.）.Donotspitontheground,thewasteofrespirator,mouthandnosesecretionswrappedwithpapertowelsintothedesignatedwastebucket13）項目上的會議室、辦公室等人員密集場所應保持開窗通風（不含中央空調(diào)），每天上下午各至少兩次，每次30分鐘。Themeetingroom,officeandothercrowdedplacesontheprojectshouldbekeptopenforventila
