cates,thisisself-evidentmadness.TheissueremainsoneofAmerica’smanyculturewars,dominatedbyanuncompromisingdialoguebetweentwoextremecamps.Westernandsouthernstates,libertariansandAmericanexceptionalistsbelievethatgunsarepartofthenationalfabric.Theysaythesecondamendmentisplain:“therightofthePeopletokeepandbeararmsshallnotbeinfringed.”Gun-controladvocatesnotetheintroductoryclausetothatamendment,“AwellregulatedmilitiabeingnecessarytothesecurityofafreeState”,andsaythattheframersoftheconstitutionneverintendedAmericatobepackedwithcitizensbearingprivateweapons.Inrecentyearstheright-to-armscamphavebeengettingstronger.EvenDemocratsareshiftinginfavour.TheDemocraticpresidentialcandidatescarriedonlyonestateinthesouthormountainWestin2000and2004,sothepartyhasdecidedthat,towinatthenationallevelagain,itmustdropsupportforguncontrol.Thatstrategyseemedtoworkinthecongressionalelectionsof2006,whenpro-gunDemocratsdidwell.ThelikesofJonTester,anewsenatorinMontana,andHeathShuler,aNorthCarolinacongressionalfreshman,didmuchbraggingabouttheirlifelonggunownershipandsupportforthesecondamendment.Thissuggeststhat,thoughgunlawsmaybetweakedaftertheVir
