世界自然博物館和武漢新城體育中心方案國際征集公告NoticeofinternationalsolicitationforWorldMuseumofNatureandWuhanNewTownSportsCenter一、項目背景1.Projectbackground為加快推進武漢新城建設(shè)，按照省市區(qū)各級工作部署和要求，率先啟動武漢新城中軸線重大項目建設(shè)，快速開展世界自然博物館和武漢新城體育中心方案研究工作。InordertotooktheleadininitiatingtheconstructionofWuhanNewCity,accordingtotheworkdeploymentandrequirementsatalllevelsoftheprovincialandurbanareas,acceleratetheconstructionofmajorprojectsonthecentralaxisofWuhanNewCity,andquicklycarryouttheresearchworkontheWorldMuseumofNatureandWuhanNewCitySportsCenter.《中華人民共和國國民經(jīng)濟和社會發(fā)展第十四個五年規(guī)劃和2035年遠景目標綱要》提出，堅持以人民為中心的發(fā)展思想，積極回應(yīng)人民群眾的訴求和期盼，以滿足人民日益增長的美好生活需要為根本目的，堅持共同富裕方向，推動社會和經(jīng)濟的可持續(xù)高質(zhì)量發(fā)展，是“十四五”時期經(jīng)濟社會發(fā)展必須遵循的根本原則?！笆奈濉币?guī)劃提出將建設(shè)體育強國作為2035年遠景目標之一，并對各方面工作指出發(fā)展思路。以提高人民生活質(zhì)量為目標，著重引導(dǎo)包括體育在內(nèi)的基本公共服務(wù)均等化。Accordingtothe14thFive-YearPlanforNationalEconomicandSocialDevelopmentofthePeople'sRepublicofChinaandtheOutlineofLong-termGoalsfor2035,itisnecessarytoadheretoapeople-centereddevelopmentphilosophy,activelyrespondtotheaspirationsandexpectationsofthepeople,meetthepeople'sever-growingneedsforabetterlifeasthefundamentalpurpose,adheretothedirectionofcommonprosperity,andpromotesustainableandhigh-qualitysocialandeconomicdevelopment.Itisthefundamentalprinciplethateconomicandsocialdevelopmentmustfollowduringthe"14thFive-YearPlan"period.The"14thFive-YearPlan"putsforwardtheconstructionofsportspowerasoneofthelong-termgoalsin2035,andpointsoutthedevelopmentideasforvariousaspectsofwork.Withthegoalofimprovingpeople'squalityoflife,wewillfocusonensuringequalaccesstobasicpublicservices,includingsports.湖北省《政府工作報告》要求，縱深推進以武鄂黃黃為核心的武漢都市圈發(fā)展，高標準啟動武漢新城建設(shè)。武漢市《政府工作報告》明確，高標準啟動武漢新城建設(shè)，打造武漢都市圈高質(zhì)量發(fā)展和區(qū)域協(xié)同發(fā)展主引擎?！段涠觞S黃規(guī)劃建設(shè)綱要大綱》發(fā)布，明確武漢新城總體定位為武鄂黃黃城市中心，武漢都市圈高質(zhì)量發(fā)展主引擎。HubeiProvince's"GovernmentWorkReport"requiresin-depthpromotionofthedevelopmentofWuhanmetropolitanareawithCityWuhan&Ezhou&Huangshi&Huanggangasthecore,andahighstandardtostarttheconstructionofWuhanNewcity.TheWuhanGovernmentWorkReportmakesitclearthattheconstructionofWuhanNewCityshouldbestartedwithhighstandards,andthemainengineofhigh-qualitydevelopmentandregionalcoordinateddevelopmentofWuhanmetropolitanareashouldbecreated.TheOutlineofCityWuhan&Ezhou&Huangshi&HuanggangPlanningandConstructionwasreleased,clarifyingtheoverallpositioningofWuhanNewCityastheurbancenterofCityWuhan&Ezhou&Huangshi&Huanggangandthemainengineforthehigh-qualitydevelopmentofWuhanmetropolitanarea.中央宣傳部、國家發(fā)展改革委、教育部、科技部、民政部、財政部、人力資源社會保障部、文化和旅游部、國家文物局《關(guān)于推進博物館改革發(fā)展的指導(dǎo)意見》（文物博發(fā)〔2021〕16號）提出，要整合不同層級博物館發(fā)展，實施中國特色世界一流博物館創(chuàng)建計劃，重點培育十至十五家代表中國特色中國風格中國氣派、引領(lǐng)行業(yè)發(fā)展的世界一流博物館。TheCentralPublicityDepartment,theNationalDevelopmentandReformCommission,theMinistryofEducation,theMinistryofScienceandTechnology,theMinistryofCivilAffairs,theMinistryofFinance,theMinistryofHumanResourcesandSocialSecurity,theMinistryofCultureandTourism,andtheStateAdministrationofCulturalHeritageputforwardtheGuidingOpinionsonPromotingtheReformandDevelopmentofMuseums(CulturalRelicsBofa(2021)No.16)tointegratethedevelopmentofmuseumsatdifferentlevelsandimplementtheplantocreateaworld-classmuseumwithChinesecharacteristics.Focusoncultivating10-15world-classmuseumsthatrepresentChinesecharacteristics,ChinesestyleandChinesestyleandleadthedevelopmentoftheindustry.國家體育總局《“十四五”體育發(fā)展規(guī)劃》（2021-2025）中提出：推進全民健身場地設(shè)施建設(shè)。組織實施全民健身場地設(shè)施補短板工程，利用中央資金支持地方重點推進體育公園、全民健身中心、公共體育場、社會足球場、健身步道、戶外運動公共服務(wù)設(shè)施建設(shè)。TheStateGeneralAdministrationofSportproposedinthe"14thFive-YearPlanforSportsDevelopment"(2021-2025):Promotetheconstructionofnationalfitnessvenuesandfacilities.Wewillorganizetheimplementationoftheprojecttostrengthentheweaknessesofnationalfitnessvenuesandfacilities,andusecentralfundstosupportlocalgovernmentsintheconstructionofsportsparks,nationalfitnesscenters,publicstadiums,socialsoccerfields,fitnesstrails,andpublicservicefacilitiesforoutdoorsports.《武漢市體育事業(yè)發(fā)展“十四五”規(guī)劃》提出，力爭到2025年，把武漢打造成人民體質(zhì)明顯增強、人才培養(yǎng)全國領(lǐng)先、體育產(chǎn)業(yè)發(fā)展壯大、重大賽事效益顯著、體育文化氛圍濃郁的具有國際知名度的活力之都、健康之城。The"14thFive-YearPlanfortheDevelopmentofWuhanSports"proposesthatby2025,Wuhanwillbebuiltintoadynamicandhealthycitywithinternationalreputation,withsignificantlyenhancedpeople'sphysicalfitness,leadingtalenttraininginthecountry,growingsportsindustry,significantbenefitsfrommajorevents,andastrongsportscultureatmosphere.二、項目位置與規(guī)模2.Projectlocationandscale世界自然博物館位于未來一路以東，高新大道以北，建設(shè)用地約15公頃；武漢新城體育中心位于未來一路以東，高新大道以北，建設(shè)用地約25.4公頃。TheWorldMuseumofNatureislocatedintheeastoftheFutureFirstRoad,northoftheHigh-techAvenue,theconstructionlandisabout15hectares;WuhanNewTownSportsCenterislocatedintheeastofthefutureFirstRoad,northofGaoxinAvenue,theconstructionlandisabout25.4hectares.項目總投資約37億元，其中世界自然博物館投資約20億元，武漢新城體育中心投資約17億元。Thetotalinvestmentoftheprojectisabout3.7billionyuan,ofwhichabout2billionyuanisinvestedintheWorldMuseumofNatureandabout1.7billionyuanisinvestedintheWuhanNewTownSportsCenter.三、設(shè)計要求（詳見設(shè)計任務(wù)書）3.Designrequirements(seedesignspecificationfordetails)（1）規(guī)劃設(shè)計范圍：南臨高新大道，西臨未來一路，北臨長嶺山街，東臨未來二路（以下簡稱“基地”），用地面積約87公頃。本項目設(shè)計內(nèi)容為用地87公頃范圍內(nèi)的世界自然博物館和武漢新城體育中心及體育公園,結(jié)合自然風貌，南北山水主軸與東西山水廊道，統(tǒng)籌考慮場地內(nèi)古姆山山體、水體修復(fù)利用、景觀及建筑室內(nèi)外場地的整體規(guī)劃。(1)Thescopeofplanninganddesign:ThesouthisadjacenttoGaoxinAvenue,thewestisadjacenttoFuture1stRoad,thenorthisadjacenttoChanglingshanStreet,andtheeastisadjacenttoFuture2ndRoad(hereinafterreferredtoasthe"Base"),withalandareaofabout87hectares.ThedesigncontentofthisprojectistheWorldMuseumofNatureandthesportscenterandsportsparkofWuhanNewCitywithintheareaof87hectares.Combinedwiththenaturalfeatures,thenorth-southlandscapeaxisandtheeast-westlandscapecorridor,theoverallplanningoftheGoummountain,waterrestorationandutilization,landscapeandtheindoorandoutdoorsitesofthebuildingaretakenintoaccount.（2）建筑設(shè)計范圍：世界自然博物館建設(shè)用地位于地塊1，用地面積約15公頃，武漢新城體育中心建設(shè)用地位于地塊2、3，占地約25.4公頃；(2)Scopeofarchitecturaldesign:TheconstructionlandoftheWorldMuseumofNatureislocatedinblock1,coveringanareaofabout15hectares;theconstructionlandofWuhanNewTownSportsCenterislocatedinblock2and3,coveringanareaofabout25.4hectares;用地范圍圖Landareamap四、征集方式4.Methodofsolicitation本次征集采用公開報名方式，通過資格預(yù)審評選出七家高水平應(yīng)征人參與下一階段建筑方案設(shè)計。Thissolicitationadoptstheopenregistrationmethod,and7high-levelapplicantsareselectedtoparticipateinthenextstageofarchitecturaldesignthroughpre-qualification..五、公開報名要求5.Openregistrationrequirements（1）應(yīng)征人如為國內(nèi)企業(yè)，須具備中華人民共和國建設(shè)行政主管部門頒發(fā)的工程設(shè)計綜合甲級或建筑行業(yè)（建筑工程）設(shè)計甲級資質(zhì)；如為境外及港澳臺地區(qū)應(yīng)征人，則應(yīng)當具備其注冊所在國或所在地區(qū)主管機關(guān)核發(fā)的從事建筑、工程設(shè)計相應(yīng)資格或能力證明文件。(1)ThedomesticenterpriseshallhaveGradeAcomprehensiveengineeringdesignqualificationorGradeAconstructionindustry(constructionengineering)designqualificationissuedbythecompetentdepartmentofconstructionadministrationofthePeople'sRepublicofChina;AdesignentityfromoverseasorHongKong,MacaoandTaiwanshallhavetherelevantqualificationorabilitycertificateissuedbythecompetentauthorityofthecountryorregionwhereitisregisteredtoengageinarchitectureandengineeringdesign.（2）應(yīng)征人應(yīng)同時具有①建筑面積五萬平米以上文化藝術(shù)場（展）館類的設(shè)計工作業(yè)績；②建筑面積十萬平米以上體育中心類的設(shè)計工作業(yè)績。（2）Theapplicantshouldalsohavethedesignperformanceofculturalandartfield(exhibition)withaconstructionareaofmorethan50,000squaremeters;②Designperformanceofsportscenterswithaconstructionareaofmorethan100,000squaremeters.（3）應(yīng)征人擬擔任本項目的設(shè)計負責人應(yīng)具備有效的一級注冊建筑師執(zhí)業(yè)證書，或具備高級建筑工程師職稱（境外應(yīng)征人項目負責人具有相應(yīng)執(zhí)業(yè)資格）。(3)Theapplicantwhointendstoserveasthedesignleaderoftheprojectshallhaveavalidfirst-classregisteredarchitectpracticingcertificate,oraseniorarchitecturalengineertitle(theprojectleaderoftheoverseasapplicantshallhavethecorrespondingpracticingqualification).（4）法定代表人為同一人的兩個及兩個以上法人，母公司、全資子公司及其控股公司，不得同時參加本項目的方案征集活動。(4)Twoormorelegalpersons,parentcompany,wholly-ownedsubsidiaryandholdingcompanywhoselegalrepresentativeisthesamepersonshallnotparticipateintheschemesolicitationactivitiesofthisprojectatthesametime.（5）本次征集活動接受聯(lián)合體報名。聯(lián)合體報名時須提交聯(lián)合體協(xié)議，并在協(xié)議中明確聯(lián)合體的主體單位。聯(lián)合體各成員簽訂《聯(lián)合體協(xié)議書》后，不得再以自己名義單獨報名，也不得組成新的聯(lián)合體或參與其他聯(lián)合體的報名，否則報名無效。根據(jù)本次征集項目特點，為保證應(yīng)征人對項目所在地文化和國內(nèi)相關(guān)標準規(guī)范的準確理解，境外應(yīng)征人須與境內(nèi)應(yīng)征人組成聯(lián)合體參與，并以境內(nèi)應(yīng)征人作為聯(lián)合體牽頭單位。(5)Thissolicitationactivityacceptsjointregistration.Whenapplyingforaconsortium,theconsortiumagreementshallbesubmitted,andtheprincipalentityoftheconsortiumshallbespecifiedintheagreement.AftereachmemberoftheConsortiumhassignedtheConsortiumAgreement,he/sheshallnotregisterinhis/herownname,formanewconsortiumorparticipateintheregistrationofotherconsortiums,otherwisetheregistrationshallbeinvalid.Accordingtothecharacteristicsofthiscollectionproject,inordertoensuretheapplicant'saccurateunderstandingofthelocalcultureoftheprojectandtherelevantdomesticstandardsandnorms,theoverseasapplicantshallformaconsortiumwiththedomesticapplicantastheleadunitoftheconsortium.（6）設(shè)計團隊要求：(6)Designteamrequirements:①首席設(shè)計師必須負責主創(chuàng)、參加現(xiàn)場踏勘及匯報評審等，中選應(yīng)征人首席設(shè)計師需按照征集人要求參加后續(xù)深化設(shè)計工作。①Thechiefdesignermustberesponsibleforthemaincreation,participateinthesitesurveyandreportreview,etc.Thechiefdesigneroftheselectedcandidateshallparticipateinthesubsequentdeepeningdesignworkaccordingtotherequirementsoftheorganizer.②設(shè)計過程中若首席設(shè)計師與征集材料所提交的信息不符或未經(jīng)征集人認可擅自更換首席設(shè)計師的，則視為參加資格無效。②Duringthedesignprocess,ifthechiefdesignerdoesnotconformtotheinformationsubmittedinthesolicitationmaterialsorchangesthechiefdesignerwithouttheapprovaloftheorganizer,thequalificationwillbedeemedinvalid.六、征集流程6.Solicitationprocess本次征集分為三個階段，分別為報名及資格預(yù)審階段、建筑方案設(shè)計及評審階段、綜合評定階段。Thesolicitationisdividedintothreestages,namelytheregistrationandpre-qualificationstage,thearchitecturaldesignandevaluationstage,andthecomprehensiveevaluationstage.（1）第一階段：報名及資格預(yù)審階段（十一天）(1)Phase1:Registrationandpre-qualificationphase(11days)發(fā)布征集公告，公開接受國內(nèi)外應(yīng)征人（包括聯(lián)合體）的報名。應(yīng)征人提交資信文件（綜合業(yè)績、項目負責人資歷、設(shè)計團隊實力、概念提案等），征集人組織資格預(yù)審會，投票評選出7家無排序的入圍應(yīng)征人進入下一階段工作并發(fā)出征集文件。Publishtheannouncementofsolicitation,andopenlyaccepttheapplicationofdomesticandforeigncandidates(includingconsortia).Theapplicantsubmitsthecreditdocuments(comprehensiveperformance,qualificationsofprojectleaders,strengthofdesignteam,conceptproposal,etc.),andthesolicitororganizesthepre-qualificationmeeting,votesandselects7unrankedfinaliststoenterthenextstageofworkandissuesthesolicitationdocuments.（2）第二階段：概念方案設(shè)計及評審階段（三十一天）(2)PhaseII:Conceptualdesignandevaluationphase(31days)①方案講解
