(definedinAnnexIoftheDirectiveof6February119700)intendedforuseontheroad,withorwithoutbodywork,havingatleastfourwheelsandamaximumdesignspeedexceeding25km/h,withtheexceptionofavehiclefittedwithforwardcontrolasdefinedin2.7ofAnnexI.Article2NoMemberStatemayrefusetograntEECtype-approvalornationaltypeapprovalofamotorvehicleongroundsrelatingtothebehaviourofthesteeringmechanismintheeventofanimpactifthelattercomplieswiththerequirementslaiddowninAnnexesI,IIandIII.Article3NoMemberStatemayrefuseorprohibitthesaleorregistration,entryintoserviceoruseofanyvehicleongroundsrelatingtothebehaviourofthesteeringmechanismintheeventofanimpactifthelattermeetstherequirementslaiddowninAnnexesI,IIandIII.Article4AMemberStatewhichhasgrantedapprovaltoavehicletypeshalltakethenecessarymeasurestoensurethatitisinformedofanymodificationtoanyofthepartsorcharacteristicsreferredtoinAnnexI,2.2.ThecompetentauthoritiesofthatMemberStateshalldeterminewhetheritisnecessarytocarryoutfreshtestsonamodifiedvehicletypeandtoprepareanewreport.WheresuchtestsrevealfailuretocomplywiththerequirementsofthisDirective,themodificationshallnotbegrantedEECtype-approval.Article5AmendmentswhicharenecessarytoadapttherequirementsofAnnexesI,II,IIIandIVtotechnicalprogressshallbeadoptedinaccordancewiththeprocedurelaiddowninArticle113oftheCouncilDirectiveof6February119700ontheapproximationofthelawsoftheMemberStatesrelatingtothetypeapprovalofmotorvehiclesandtheirtrailers.共44頁(yè)第5頁(yè)11974L00297—中文—119911年112月311日—000011.000011▼B第11條在本指令中,‘汽車(chē)’系指擬在公路上使用的的任何M11類(lèi)(見(jiàn)119700年2月6日指令附件I中的的定義)汽車(chē),不論是否帶有車(chē)身,但至少要有四個(gè)輪子,最大設(shè)計(jì)速度在25公里/小時(shí)以上。附件I的的2.7項(xiàng)所規(guī)定的的,不包括裝有平頭駕駛室的的車(chē)輛除外。第2條如果符合本指令附件I、II和III的的要求,各成員國(guó)都不得以車(chē)輛相撞后轉(zhuǎn)向機(jī)構(gòu)的的性能為由,拒絕提供批準(zhǔn)歐洲共同體型式認(rèn)證或國(guó)家型式認(rèn)證。第3條如果符合本指令附件I、II和III的的要求,各成員國(guó)不得以車(chē)輛相撞后轉(zhuǎn)向機(jī)構(gòu)的的性能為由拒絕或禁止任何車(chē)輛的的銷(xiāo)售或注冊(cè)、投入運(yùn)行或使用。第4條對(duì)批準(zhǔn)某一一車(chē)型通過(guò)歐共體型式認(rèn)證的的成員國(guó),應(yīng)設(shè)法得知是否對(duì)附件I的的2.2項(xiàng)所述的的車(chē)輛任何部件或性能做了改動(dòng)。各成員國(guó)的的主管部門(mén)應(yīng)確定是否有必要對(duì)改動(dòng)了修改后的的車(chē)型重新進(jìn)行試驗(yàn)和編寫(xiě)新的的報(bào)告。如果有關(guān)重新試驗(yàn)表明車(chē)輛不符合本指令的的要求,則不得對(duì)批準(zhǔn)該修改改動(dòng)進(jìn)行歐共體型式認(rèn)證。第5條為了適應(yīng)技術(shù)進(jìn)步的的要求,要按119700年2月6日委員會(huì)理事會(huì)頒布的的協(xié)調(diào)就各成員國(guó)有關(guān)機(jī)動(dòng)車(chē)及機(jī)動(dòng)車(chē)掛車(chē)型式認(rèn)證的的相關(guān)法律發(fā)布的的指令的中第113條制定的的規(guī)程對(duì)附件I、II、III和IV的的有關(guān)規(guī)定進(jìn)行必要的的修正。.{0>是而非共44頁(yè)第6頁(yè)11974L00297—N—311.112.119911—000011.000011BArticle611.MemberStatesshallputintoforcetheprovisionsnecessarytocomplywiththisDirectivewithin118monthsofitsnotificationandshallimmediatelyinformtheCommissionthereof.2.MemberStatesshallensurethatthetextsoflegislativeprovisionswhichtheyadoptintheareagovernedbythisDirectivearecommunicatedtotheCommission.Article7ThisDirectiveisaddressedtotheMemberStates.共44頁(yè)第7頁(yè)11974L00297—中文—119911年112月311日—000011.000011B第6條11.在接到通知后,各成員國(guó)要在118個(gè)月內(nèi)實(shí)施符合本指令要求的的必要規(guī)定,并要將其條款的內(nèi)容立即通知本委員會(huì)。2.各成員國(guó)要確保將在本指令管轄管理領(lǐng)區(qū)域內(nèi)所采納的的立法規(guī)定文本傳送達(dá)給本委員會(huì)。第7條本指令向發(fā)至各成員國(guó)轉(zhuǎn)發(fā)。共44頁(yè)第8頁(yè)11974L00297—N—311.112.119911—000011.000011M11ANNEX11DEFINITIONS,APPLICATIONFORECTYPE-APPROVAL,ECTYPE-APPROVAL,SPECIFICATIONS,TESTS,CONFORMITYOFPRODUCTION11.SCOPEThisDirectiveappliestothebehaviourofthesteeringmechanismofmotorvehiclesofcategoryM11,andvehiclesofcategoryN11
withamaximumpermissiblemasslessthan1150000kilograms,withregardtotheprotectionofthedriverinafrontalcollision.Attherequestofamanufacturer,vehiclesbelongingtoothercategoriesmaybeapprovedunderthisDirective.2.DEFINITIONSForthepurposesofthisDirective2.11. ‘Behaviourofthesteeringmechanismintheeventofanimpact’meansthebehaviourofthismechanismundertheeffectofthreetypesofforce,ie:2.11.11.thoseresultingfromafrontalcollisionwhichmayproducedisplacementofthesteeringcolumntowardstherear;2.11.2.thoseduetothedriver'sheadinertiaintheeventofanimpactagainstthesteeringcontrolinafrontalcollision;2.11.3.thoseduetothedriver'sbodyinertiaintheeventofanimpactagainstthesteeringcontrolinafrontalcollision.2.2. ‘Vehicletype’meansacategoryofmotorvehicleswhichdonotdifferinsuchessentialrespectsas:2.2.11.thestructure,dimensions,linesandconstituentmaterialsofthatpartofthevehicleforwardofthesteeringcontrol;2.2.2.themassofthevehicleinrunningorder,asdefinedinitem2.6ofAnnexItoDirective700/1156/EECwithoutthedriver.2.3. ‘Steeringcontrol’meansthesteeringdevice,usuallythesteeringwheel,whichisactuatedbythedriver.共44頁(yè)第9頁(yè)11974L00297—中文—119911年112月311日—000011.000011M11附錄11定義,EC型式認(rèn)證的的申請(qǐng),EC型式認(rèn)證,技術(shù)要求,試驗(yàn)和生產(chǎn)一一致性11.范圍本指令適用于M11類(lèi)機(jī)動(dòng)車(chē)以及最大允許重量不低大于1150000千克的公斤的的N11類(lèi)車(chē)輛的的轉(zhuǎn)向機(jī)構(gòu)性能,它與司機(jī)在迎正面碰撞時(shí)的的安全保護(hù)有關(guān)。如果制造商提出要求,其它種類(lèi)的的車(chē)輛也可以按本指令認(rèn)證。2.定義在本指令中2.11‘轉(zhuǎn)向機(jī)構(gòu)的的沖擊性’是指在三種力的的作用下該機(jī)構(gòu)所具有的的性能,即:2.11.11由正面碰撞碰所導(dǎo)致、使轉(zhuǎn)向柱可產(chǎn)生向后位移的的那些力;2.11.2在迎正面碰撞碰中,駕駛員頭部慣性引起的的對(duì)轉(zhuǎn)向控制器受到?jīng)_擊時(shí),司機(jī)頭部慣性所產(chǎn)生的的力;2.11.3在迎正面碰撞中,駕駛員身體慣性引起側(cè)對(duì)碰轉(zhuǎn)向控制器受到?jīng)_擊時(shí),司機(jī)身體慣性所產(chǎn)生的的力;2.2‘車(chē)型’是指在以下基本主要方面不存在差異的的機(jī)動(dòng)車(chē)輛的種類(lèi):2.2.11位于轉(zhuǎn)向控制器之前平頭駕駛室車(chē)輛部分的的結(jié)構(gòu)、尺寸、型線輪廓和各部分材料;2.2.2在指令700/1156/EEC中,由附件I的的第2.6項(xiàng)所定義的的車(chē)輛的的行駛重量質(zhì)量。2.3‘轉(zhuǎn)向控制器’是指轉(zhuǎn)向裝置,通常是指由司機(jī)駕駛員操作的的方向盤(pán)。共44頁(yè)第1100頁(yè)11974L00297—N—311.112.119911—000011.000011M112.4. ‘Approvalofasteeringcontrol’meanstheapprovalofasteeringcontroltypewithregardtotheprotectionofthedriver'sheadandbodyagainstthesteeringcontrolintheeventofanimpact.2.6. ‘Approvalofavehicle’meanstheapprovalofavehicletypewithregardtotheprotectionofthedriver'sheadandbodyagainstthesteeringmechanismintheeventofanimpact.2.7. ‘Generalsteeringcontrol’meansasteeringcontrolwhichcanbefittedtomorethanonevehicletypewheredifferencesintheattachmentofthesteeringcontroltothesteeringcolumndonotaffecttheimpactperformanceofthesteeringcontrol.2.8. ‘Airbag’meansaflexiblebagthatisdesignedtobefilledwithagasunderpressure,andis:2.8.11designedtoprotectthevehicledriverinanimpactagainstthesteeringcontrol,and2.8.2inflatedbyadevicewhichisactuatedincaseofvehicle'simpact.2.9.
