我國煤礦安全生產(chǎn)現(xiàn)狀及對策外文翻譯文獻(xiàn)我國煤礦安全生產(chǎn)現(xiàn)狀及對策外文翻譯文獻(xiàn)(文檔含英文原文和中文翻譯)我國煤礦安全生產(chǎn)現(xiàn)狀及對策淺析摘要:我國安全生產(chǎn)狀況不容樂觀,安全生產(chǎn)體系并不完善,特別是煤礦生產(chǎn)更是礦難頻發(fā),形勢嚴(yán)峻,煤礦安全問題成為構(gòu)建社會主義和諧社會的極大障礙,是政府在新的行政過程中亟待解決的問題。筆者從我國煤礦生產(chǎn)現(xiàn)狀出發(fā),對煤礦安全事故頻發(fā)的原因進(jìn)行了簡單的分析和論述,基于此,對我國煤礦安全生產(chǎn)體系建立健全的過程中所應(yīng)采取的對策措施作了初步的思考和探尋。
關(guān)鍵詞:和諧社會安全生產(chǎn)經(jīng)濟(jì)體制改革
一、我國煤礦行業(yè)存在的基本問題我國煤礦生產(chǎn)面臨著諸多困難,比如機(jī)械化程度低、安全設(shè)施不完善、技術(shù)水平低、從業(yè)人員素質(zhì)低,這是長期困擾我國煤礦生產(chǎn)的主要難題,是制約我國煤礦安全生產(chǎn)的主要障礙,也是我國煤礦行業(yè)存在的基本現(xiàn)狀??傮w上來看,我國煤礦生產(chǎn)正走著一條高投入、高耗能、低產(chǎn)出、低回報的粗放型的經(jīng)濟(jì)增長道路,安全問題特別突出,經(jīng)常發(fā)生礦難事故,國家安全生產(chǎn)監(jiān)督管理總局近日稱:近年我國平均每7.4天發(fā)生一起特大煤礦事故,遠(yuǎn)遠(yuǎn)高出世界平均水平,2003年我國煤礦產(chǎn)量約占全球產(chǎn)量的35%,事故死亡人數(shù)則占近80%,我國采煤效率僅為美國的2.2%,南非的8.1%。百萬噸死亡率是美國的100倍,南非的30倍。據(jù)統(tǒng)計2001——2004年10月共發(fā)生一次死亡10人以上的特大煤礦事故188起。頻繁發(fā)生的礦難事故與我國建設(shè)社會主義和諧社會的政治大背景是極不協(xié)調(diào)的,與以人為本的科學(xué)發(fā)展觀是不相符合的,與黨的執(zhí)政目標(biāo)是完全背離的,因此著力解決和處理好這個問題已經(jīng)迫在眉睫。否則就有可能面臨積重難返的危險。二、安全問題頻現(xiàn)的原因分析1、某些行業(yè)投資過熱導(dǎo)致需求的激增市場經(jīng)濟(jì)條件下,每個經(jīng)濟(jì)人都在追求自身利益的最大化,煤礦生產(chǎn)者同樣如此,去年電解鋁、鋼鐵、水泥等高耗能行業(yè)的投資過熱,使得去年的煤炭供應(yīng)特別緊張,盡管各地生產(chǎn)者不遺余力地超負(fù)荷生產(chǎn),但在現(xiàn)有的生產(chǎn)能力和生產(chǎn)條件下,也一度出現(xiàn)了煤荒現(xiàn)象,在煤炭行業(yè)市場化的情況下,需求的激增必然導(dǎo)致煤炭價格的急劇上漲。據(jù)報道,去年1月份煤價最高達(dá)220—250元1噸,11月中旬市場價格一度漲至850元1噸。由此可見,煤礦行業(yè)已經(jīng)完全處于買方市場,在這種情況下,煤礦行業(yè)的利潤是驚人的,在巨大的經(jīng)濟(jì)利益的驅(qū)動下,不少生產(chǎn)者不惜鋌而走險,通過減少安全投入的手段來降低生產(chǎn)成本,因此可獲得最大限度的超額利潤,但這樣做的后果有二:一方面引發(fā)行業(yè)內(nèi)部的惡性競爭,別的生產(chǎn)者紛紛效仿,減少安全投入,大礦亂干,小礦蠻干,超負(fù)荷生產(chǎn),必然導(dǎo)致大規(guī)模的安全欠債,導(dǎo)致安全問題的出現(xiàn)。另一方面,其他行業(yè)的生產(chǎn)者看到煤礦生產(chǎn)有利可圖,便紛紛轉(zhuǎn)入煤礦行業(yè),而這些新的生產(chǎn)者大都沒有經(jīng)過專業(yè)的培訓(xùn)和考核。極容易出現(xiàn)安全事故和安全問題。因此無論那種情況,其結(jié)果無疑是對安全生產(chǎn)不利的,因此投資的局部過熱帶來的利潤的激增是煤礦安全事故頻發(fā)的最大誘因。2、地方政府監(jiān)督嚴(yán)重缺位煤礦行業(yè)雖然已經(jīng)實(shí)現(xiàn)了市場化,符合經(jīng)濟(jì)發(fā)展大潮,但是完全的市場調(diào)節(jié)具有很大的盲目性、自發(fā)性、滯后性等市場自身無法克服的弱點(diǎn)和缺陷,這就需要政府的宏觀調(diào)控,而煤礦安全事故頻發(fā)很大程度上都?xì)w咎于地方政府職能的嚴(yán)重缺位,也即是說,政府對煤礦行業(yè)的宏觀調(diào)控的力度不夠大,方法不夠科學(xué),績效不夠明顯。只要政府認(rèn)真執(zhí)行安全生產(chǎn)的相關(guān)法令,嚴(yán)格煤礦行業(yè)的市場準(zhǔn)入,對于不具備生產(chǎn)能力和生產(chǎn)條件的生產(chǎn)者不予認(rèn)可,不準(zhǔn)生產(chǎn),地方政府嚴(yán)格把關(guān),那么不具備安全生產(chǎn)條件的小生產(chǎn)者就沒有市場,雖然現(xiàn)在強(qiáng)調(diào)許多行業(yè)要放開市場準(zhǔn)入,但對于關(guān)系社會穩(wěn)定、人民安全和國民經(jīng)濟(jì)命脈的重要行業(yè)和重要領(lǐng)域政府要高度重視,認(rèn)真對待,嚴(yán)格準(zhǔn)入制度,另一方面,如果政府經(jīng)常組織檢查煤礦安全設(shè)施對煤礦安全生產(chǎn)能力和生產(chǎn)條件進(jìn)行評估,那礦難事故就不會那么容易發(fā)生了。但事實(shí)表明很多時候政府缺位了,仔細(xì)分析一下原因,不外乎有二:⑴不少地方官員自身腐敗,對煤礦安全生產(chǎn)的檢查只是當(dāng)作走走過場而已,而且很多的政府公務(wù)人員采取各種方式投資入股,官商勾結(jié),事實(shí)上充當(dāng)了煤礦企業(yè)的保護(hù)傘。據(jù)報道:陜西陳家山煤礦在發(fā)生瓦斯爆炸的前五天就已經(jīng)出現(xiàn)了火情,而當(dāng)?shù)卣⑽匆虼素?zé)令停產(chǎn)整改,而對四月發(fā)生的死亡38人的瓦斯爆炸責(zé)任事故的責(zé)任人沒有進(jìn)行認(rèn)真地嚴(yán)肅地處理,今年8月發(fā)生在廣東梅州的大興煤礦特大透水事故都無一例外的證明地方政府某些官員腐敗是事故頻繁發(fā)生的重要原因之一。⑵不少地方政府錯誤的政績觀制約了政府職能的有效履行。不少地方政府仍以GDP的增長與否作為行政成效的評價標(biāo)準(zhǔn),很多地方官員把GDP作為追求的目標(biāo),把煤礦企業(yè)創(chuàng)造的GDP作為提升晉級的基石,因此甘愿充當(dāng)煤礦企業(yè)的保護(hù)傘。對煤礦企業(yè)的生產(chǎn)狀況,安全狀況視而不見,聽之任之。即使在事故發(fā)生以后,對遇難者家屬的慰問和補(bǔ)償似乎總是“遲來的愛”,因此某些地方政府職能的缺位也是我國煤礦安全生產(chǎn)體系脆弱和安全事故頻發(fā)的一個重要原因。3、煤礦行業(yè)從業(yè)人員素質(zhì)偏低煤礦行業(yè)從業(yè)人員大多數(shù)是農(nóng)民工,沒有經(jīng)過專業(yè)的生產(chǎn)技能培訓(xùn)和安全生產(chǎn)培訓(xùn),大多也沒有接受教高層次的教育,因而素質(zhì)普遍偏低,安全生產(chǎn)意識薄弱,自救能力和自救意識不強(qiáng),往往在生產(chǎn)過程中沒有嚴(yán)格執(zhí)行安全生產(chǎn)的相關(guān)規(guī)定,在發(fā)生突發(fā)事件后不知所措,不能有效的自救。4、煤礦分布的自然條件惡劣和生產(chǎn)設(shè)施落后、安全設(shè)施不完善。我國煤礦儲量大、分布廣但大都屬于地下礦,瓦斯?jié)舛雀?,因此開采難度較大,技術(shù)要求高,在開采過程中稍有不慎,便可能引發(fā)重大事故。我國煤礦分布的特點(diǎn)決定了我國煤礦生產(chǎn)成本高,而大多數(shù)生產(chǎn)者又屬于小企業(yè)主,缺乏足夠的資金和技術(shù),因此很多煤礦生產(chǎn)者在安全設(shè)施的配備上顯得力不從心,同時地方財力有限,地方財政轉(zhuǎn)移支付的力度不夠,造成煤礦生產(chǎn)設(shè)備落后、安全設(shè)施不完善,這無疑給安全生產(chǎn)埋下了隱患。三、加強(qiáng)煤礦安全生產(chǎn)體系建設(shè)的對策探尋1、改善能源利用結(jié)構(gòu)和倡導(dǎo)建立節(jié)約型社會我國是煤礦生產(chǎn)大國,同時也是煤礦消費(fèi)大國。煤礦消費(fèi)占我國能源消費(fèi)總量的70%,由于我國生產(chǎn)力水平較低,生產(chǎn)設(shè)備落后,因而能耗較大,據(jù)統(tǒng)計,每增加1美元的GDP中國所耗能源為世界平均量的3倍,美國的4.7倍,德國的7.7倍,日本的11.5倍。加上經(jīng)濟(jì)快速發(fā)展,工業(yè)化步伐加快,因此能源需求膨脹,特別是對傳統(tǒng)的煤電依賴性較大,為滿足經(jīng)濟(jì)發(fā)展的需要,只能超負(fù)荷生產(chǎn),但長久的超負(fù)荷生產(chǎn)必然會帶來煤礦安全體系的全面崩潰,帶來一系列的環(huán)境問題和社會問題,因此在努力增加煤炭供應(yīng)的同時,大力尋求新的能源供應(yīng)模式,改善能源利用結(jié)構(gòu)勢在必行,也是減少煤礦安全事故的有效途徑,只有這樣,才能使我國煤礦生產(chǎn)走出困局,因?yàn)楫?dāng)經(jīng)濟(jì)發(fā)展對煤電依賴性減小,煤礦生產(chǎn)的壓力也會相應(yīng)減小煤礦企業(yè)才有足夠的時間和空間來進(jìn)行安全體系建設(shè)和安全措施的完善。同是也要注重“開源節(jié)流”。一方面開辟新的礦源,探索和引進(jìn)先進(jìn)的生產(chǎn)開采技術(shù)。借鑒先進(jìn)的管理經(jīng)驗(yàn)和生產(chǎn)理念,提高煤礦行業(yè)的勞動生產(chǎn)率,增加科技對煤炭生產(chǎn)的貢獻(xiàn)率。在安全生產(chǎn)的范圍內(nèi)盡量探尋新的礦源。另一方面要倡導(dǎo)建立節(jié)約型社會,科學(xué)采礦,文明采礦,合理采礦,防范和杜絕采肥丟瘦的掠奪性開采方式,提高伴生礦的利用率。能源消費(fèi)者也要樹立正確的消費(fèi)觀念,樹立節(jié)約意識,提高能源的利用率。2、加大宏觀調(diào)控力度,進(jìn)一步加強(qiáng)安全監(jiān)督檢查事實(shí)上,只要管理者措施得力,監(jiān)督得法,大多數(shù)的礦難是可以避免的或者說大多數(shù)礦難的損失是可以控制和被最小化的,因此政府的宏觀調(diào)控和政策監(jiān)督是至關(guān)重要的。“煤礦資源的不可再生性、煤炭工業(yè)的重要性和煤礦生產(chǎn)勞動的極度危險性,都要求政府在可持續(xù)煤炭發(fā)展中發(fā)揮重要作用,承擔(dān)起義不容辭的公共責(zé)任?!闭e極推進(jìn)“科技含量高,經(jīng)濟(jì)效益好,資源消耗低,環(huán)境污染少,人力資源優(yōu)勢得到充分發(fā)揮的新型工業(yè)化道路”的進(jìn)程,加快建立社會主義和諧社會,鼓勵吸收社會資本入股以充實(shí)大煤礦集團(tuán)實(shí)力,增強(qiáng)我國煤礦行業(yè)的核心競爭力,并鼓勵大煤礦集團(tuán)大煤礦企業(yè)參與國際競爭,政府對大企業(yè)大集團(tuán)走向世界提供必要的政治、外交支持,通過外交談判、政治對話等方式爭取更廣闊的生產(chǎn)基地和新的礦源,政府要適當(dāng)提高煤礦行業(yè)的門檻,不具備安全生產(chǎn)條件的個人和企業(yè)不讓進(jìn)入,對安全措施不完善的企業(yè)要責(zé)令整改,對不具備安全生產(chǎn)能力的企業(yè)要堅決取締,對個別企業(yè)胡干亂干的行為要堅決糾正,對違反安全生產(chǎn)法規(guī)條令的行為要堅決制止、嚴(yán)厲打擊。并且不定時地組織進(jìn)行抽樣調(diào)查,對企業(yè)的安全設(shè)施進(jìn)行認(rèn)真檢查和評估,并監(jiān)督和鼓勵企業(yè)更新生產(chǎn)設(shè)備、提高煤礦的安全生產(chǎn)能力。中央財政的轉(zhuǎn)移支付力度,充實(shí)地方財力,地方財政增大對煤礦企業(yè)的支持力度,增加安全設(shè)施建設(shè)的投入,提高安全生產(chǎn)水平。溫家寶總理在十屆全國人大三次會議上作政府工作報告時指出“必須要把煤礦安全作為突出任務(wù),完善煤礦安全監(jiān)管體制和機(jī)制,加大對煤礦安全設(shè)施的投入,提高安全生產(chǎn)水平,國務(wù)院決定今年安排30億元建設(shè)資金,支持國有煤礦安全技術(shù)改造,地方和企業(yè)也要增加安全生產(chǎn)投入,我們要以對人民高度負(fù)責(zé)的精神,切實(shí)改善煤炭生產(chǎn)安全狀況”,但更關(guān)鍵的是企業(yè)和集團(tuán)自身要不斷提高包括資本實(shí)力、科技實(shí)力等綜合實(shí)力在內(nèi)的國際競爭力。此外,“凡事預(yù)則立,不預(yù)則廢”要及早建立煤礦事故預(yù)警和預(yù)防機(jī)制,對可能發(fā)生安全事故的重要環(huán)節(jié)及早預(yù)防,認(rèn)真整改,有備才能無患,事故造成的損失要比安全生產(chǎn)投入和預(yù)防預(yù)警機(jī)制建設(shè)投入多得多。同時好要嚴(yán)格貫徹安全生產(chǎn)法規(guī),加大事故懲罰力度,嚴(yán)格執(zhí)行責(zé)任追究制。2004年1月13日,《安全生產(chǎn)許可證條例》開始執(zhí)行,2005年1月1日新版的《煤礦安全規(guī)程》開始實(shí)施,加上以前頒布的其他條令,我國的安全生產(chǎn)立法應(yīng)該是比較完善的,法令即立,重在執(zhí)行,這些法規(guī)必須要嚴(yán)格執(zhí)行。發(fā)生事故后要加大對遇難礦工家屬的補(bǔ)償力度,提高生產(chǎn)者賠償金額,以督促生產(chǎn)者改進(jìn)生產(chǎn)技術(shù),加大安全投入,重視安全問題。并且嚴(yán)肅懲治事故責(zé)任人,嚴(yán)格責(zé)任追究制。
