前言
本文件按照GB/T1.1─2020《標(biāo)準(zhǔn)化工作導(dǎo)則第1部分:標(biāo)準(zhǔn)化文件的結(jié)構(gòu)和起草規(guī)則》的規(guī)
定起草。
本文件代替GB/T15561—2008《靜態(tài)電子軌道衡》,與GB/T15561─2008相比較,除結(jié)構(gòu)調(diào)整和
編輯性改動(dòng)外,主要技術(shù)變化如下:
——增加了第4章型號(hào)與命名(見(jiàn)第4章);
——更改“基本要求”為“計(jì)量要求”(見(jiàn)第5章,2008年版的第4章);
——更改“技術(shù)條件”為“技術(shù)要求”(見(jiàn)第6章,2008年版的第5章);
——更改檢定分度值,由e≥5kg,改為e≥10kg,更加符合軌道衡的實(shí)際使用需求(見(jiàn)表1,2008
年版的表2);
——增加了多分度數(shù)字指示軌道衡的附加要求,并在后面的章條中增加相應(yīng)的計(jì)量及技術(shù)要求
(見(jiàn)5.3,5.8,6.2,6.3.5,5.5.1,6.6.3,6.7);
——增加了制造企業(yè)對(duì)軟件不具備欺騙性使用特征的承諾(見(jiàn)6.1.3.2);
——增加了多承載器數(shù)字指示軌道衡的定義和試驗(yàn)方法(見(jiàn)3.2,7.6.2,7.12.2);
——增加了軌道衡誤差分配系數(shù)的要求(見(jiàn)5.4.3,6.2.3,6.3.3);
——?jiǎng)h除了“首次檢定”“后續(xù)檢定”“型式評(píng)價(jià)”的內(nèi)容(見(jiàn)2008年版的5.1.3,5.1.4,7.1),修改為
“型式檢驗(yàn)(見(jiàn)8.1,8.2)”;
——增加了對(duì)稱重傳感器和電子稱重儀表“具有相應(yīng)的型式批準(zhǔn)證書(shū),可不需進(jìn)行重復(fù)試驗(yàn)”的要

——增加了“長(zhǎng)期穩(wěn)定性”要求(見(jiàn)3.8,5.9,7.17);
——增加了軟件要求(見(jiàn)6.14.2.3)。

引言
鐵路運(yùn)輸是我國(guó)綜合交通運(yùn)輸體系的骨干和主要運(yùn)輸方式之一,尤其適用于礦石、煤炭、石料、砂
石等大宗散裝貨物的運(yùn)輸,在我國(guó)社會(huì)經(jīng)濟(jì)發(fā)展中的地位和作用至關(guān)重要。數(shù)字指示軌道衡與各類(lèi)裝
載工具,如皮帶秤、裝載機(jī)、定量裝車(chē)系統(tǒng)等配合使用,有效地解決了裝載效率和準(zhǔn)確計(jì)量之間的矛盾。
隨著鐵路計(jì)量管理水平的不斷提高和貨車(chē)車(chē)型的增多,數(shù)字指示軌道衡還成為了鐵路安全源頭管理的
重要計(jì)量裝備。由于其承載器型式具有一定的特殊性,需使用鐵路的軌道衡檢衡車(chē)開(kāi)展檢定工作。為
了提高全國(guó)數(shù)字指示軌道衡的生產(chǎn)制造水平,適應(yīng)數(shù)字指示軌道衡新技術(shù)的發(fā)展,更好地保障我國(guó)企
業(yè)間貿(mào)易結(jié)算的公平公正和鐵路運(yùn)輸安全,對(duì)GB/T15561—2008《靜態(tài)電子軌道衡》進(jìn)行修訂是很有
必要的。
