It gives me much pleasure to attend todays press conference and brief you about Chinas foreign aid.中國(guó)開(kāi)展對(duì)外援助已經(jīng)有60個(gè)年頭，新中國(guó)成立以來(lái)，中國(guó)在致力于自身發(fā)展的同時(shí)，始終堅(jiān)持向其他經(jīng)濟(jì)困難的發(fā)展中國(guó)家提供力所能及的援助，承擔(dān)應(yīng)盡的國(guó)際義務(wù)。中國(guó)的對(duì)外援助對(duì)幫助其他發(fā)展中國(guó)家改善社會(huì)經(jīng)濟(jì)發(fā)展條件，提高自主發(fā)展的能力，增加就業(yè)和收入，消除貧困，都產(chǎn)生了積極的作用。同時(shí)，也促進(jìn)了中國(guó)與其他發(fā)展中國(guó)家的友好關(guān)系和互利互贏。中國(guó)同其他發(fā)展中國(guó)家同甘苦、共患難，樹(shù)立了南南合作的典范，受到了國(guó)際社會(huì)的廣泛好評(píng)。It was 60 years ago that the Peoples Republic of China began to provide aid to other countries. Since the founding of the Peoples Republic, while committing to its own development, China has always provided aid to other developing countries facing economic difficulties as its capacity permits and fulfilled its due international obligation. Chinas aid has helped other developing countries improve conditions for economic and social development, enhance their capacity of independent development, increase employment and income, and reduce poverty. At the same time, it has strengthened Chinas friendship and win-win cooperation with other developing countries. China and other developing countries have gone through thick and thin together in development and set an example of South-South cooperation, which is widely recognized by the international community.我們首次發(fā)布中國(guó)的對(duì)外援助白皮書(shū)，目的是全面、客觀地介紹中國(guó)對(duì)外援助的基本情況，讓社會(huì)各界更好地了解中國(guó)的對(duì)外援助。我們也希望通過(guò)發(fā)表援外白皮書(shū)，向國(guó)際社會(huì)和國(guó)內(nèi)各界介紹宣傳中國(guó)對(duì)外援助的基本經(jīng)驗(yàn)和所取得的主要成就，并向國(guó)際社會(huì)表明中國(guó)致力于全球減貧和發(fā)展事業(yè)的態(tài)度和決心。Chinas Foreign Aid, the whitepaper we release today, aims to give a comprehensive and objective picture of Chinas aid to other developing countries in order to increase the publics understanding of this issue. Through this paper, first ever of its kind, we hope to publicize at home and abroad Chinas basic experience and the achievements it has made in foreign aid, and demonstrate Chinas commitment and resolve in global efforts to reduce poverty and promote development.援外白皮書(shū)介紹了中國(guó)對(duì)外援助的基本政策、資金方式、項(xiàng)目類(lèi)型和主要領(lǐng)域，還介紹了中國(guó)對(duì)外援助的行政管理機(jī)制和開(kāi)展國(guó)際交流與合作的基本情況。綜合起來(lái)，白皮書(shū)主要闡明了以下幾個(gè)觀點(diǎn)：The white paper gives an overview of the basic policies, financing modes, project types, main areas of Chinas foreign aid, as well as its administrative mechanism and international exchanges and cooperation. In summary, the white paper sets forth the following points:一、中國(guó)對(duì)外援助屬南南合作的范疇，是發(fā)展中國(guó)家之間的相互幫助。1. Chinas foreign aid falls into the category of South-South Cooperation, and is a kind of mutual assistance among developing countries.二、中國(guó)對(duì)外援助的宗旨是幫助受援國(guó)提高自主發(fā)展的能力。2. The purpose of Chinas foreign aid is to help recipient countries enhance the capacity of independent development.三、中國(guó)對(duì)外援助堅(jiān)持不附帶任何政治條件，堅(jiān)持平等互利、共同發(fā)展等基本原則。3. China never attaches any political conditions to its foreign aid, and always adheres to the basic principle of equality, mutual benefit and common development.四、中國(guó)對(duì)外援助資金配置靈活，項(xiàng)目方式多種多樣，以盡量滿(mǎn)足受援國(guó)多樣化的發(fā)展要求。4. Chinas foreign aid features flexible financing modes and various project types, which can best satisfy recipient countries diverse needs in development.五、中國(guó)對(duì)外援助的重點(diǎn)是低收入發(fā)展中國(guó)家。援助項(xiàng)目主要集中在工業(yè)、農(nóng)業(yè)、教育、醫(yī)療衛(wèi)生、基礎(chǔ)設(shè)施等民生和經(jīng)濟(jì)社會(huì)發(fā)展等領(lǐng)域。5. The priority of Chinas foreign aid is low-income developing countries. The projects mainly focus on areas related to peoples livelihood and economic and social development, such as agriculture, education, medical care & health, and infrastructure.六、中國(guó)的對(duì)外援助是開(kāi)放式的，堅(jiān)持與時(shí)俱進(jìn)、改革創(chuàng)新。6. China pursues an open foreign aid policy, always keeps abreast with the time, and is committed to reform and innovation.和平與發(fā)展是當(dāng)今世界的主題。中國(guó)的發(fā)展已與世界各國(guó)的發(fā)展緊密聯(lián)系在一起。當(dāng)前，全球發(fā)展環(huán)境依然十分嚴(yán)峻，如期實(shí)現(xiàn)聯(lián)合國(guó)千年發(fā)展目標(biāo)面臨巨大考驗(yàn)。中國(guó)雖然經(jīng)濟(jì)總量已位居全球第二，但人均收入仍排在世界100位之后，仍有1億多貧困人口。中國(guó)將繼續(xù)堅(jiān)持量力而行、盡力而為，積極推進(jìn)南南合作，并隨著經(jīng)濟(jì)的發(fā)展和國(guó)力的增強(qiáng)，逐步增加對(duì)經(jīng)濟(jì)困難發(fā)展中國(guó)家的援助，為全球范圍內(nèi)消除貧困做出自己應(yīng)有的貢獻(xiàn)。Peace and development are the defining feature of todays world.
