Morethanthreedecadeshavegonebysinceourtwocountriesr eopeneddoorsofcontactsintheinitialthaw ， negotiatedtheestablishmentofdiplomaticrelationsandw orkedtogetherforaconstructiveandcooperativerelation ship. Asthingsstandnow ， over30bilateralagreementsoncooperationhavebeensigne d ， 35pairso

3、fprovincesandstatestwinedassisters， overonemillionvisitsexchangedbypersonnelfromtwoside severyyearandover180， 000Chinesemainlandstudentsandscholarsstudied or w orkedintheexchangesandcooperationhavebenefitedthetw opeoplesandcontributedtoworldpeaceandprosperity. Atpresent theinternationalsituationisun

4、dergoingaprofoundtrans formationpresentingnewopportunitiesandnewchallenges toChina-USasawhole thefoundationforChina-UScooperationisgettingstronge randthescopewider. Mytermsofdutyallowedmetostayinthiscountryfornearly7 years havingtraveledtoallits50statesandwitnessedmanyupsan ddownsintheismygutsfeelin

5、gthatthecommoninterestsbet weenusfaroutweighourdifferencesandChinaandtheUScana ndshouldbecometheworldsgreatestpartners. InhisspeechattheGeorgeWashingtonUniversityafewdaysa go SecretaryofStatePowelldeniedfutureofChina-USrelatio nsasa “zero-sum ” cantagreewithhimmore. Witheconomicglobalizationacquirin

6、gsuchadepthtoday thecharacteristicmutualcomplementarityandmutualbene fitofChina-UStradeandcommercehavebecomeevermore wehavealreadyhadalittlebitofeachotherandneitherwill beexactlycomfortablewithoutthenowyourfourthlargestt radingpartnerandislikelytobecomethethirdbytheendoft heyear ourtwo-waytradetoppe

7、dUS$firsthalfofthisyearsawthefi gurerising% ， reachingbillion inwhichUSexportstoChinaalonewentupby%. WithChinasmarketeconomydevelopingmoremature thehugemagneticpulloftheChinesemarkethascomeintothe tooneestimate ， inthe3yearsahead ChinawillimportuptoUS$onetrillionworthofgoods andChinawillgrowintothew

8、orldssecondlargestmarketby istrulyexcitingtoseetheprospectsofChinaandtheUSbeco mingeachotherslargesttradingpartnerinthenewcentury. Withrespecttotradedeficit firstweneedtoputitinhistorical21straightyearsbeginn ingin1972 theUShadatradesurpluswithChinaonlystartedtohavesurp lusin mostChineseexportstothe

9、USarelabor-intensivegoodsthe UShaslongsincestoppedareaffordableandingoodquality notonlybenefitingtheaverageAmericanconsumersbutalso helpingUSindustrialrestructuringand morethanhalfoftheChineseexportstotheUSareproducedby foreign-fundedenterprisesinChina ， mostlyUSfourthly Chinasurelyhopestobuymorefro

10、mtheUS butthatneedsUSexample theUSshouldliftitsrestrictionsonexportstoChina. WithrespecttotheexchangerateoftheYuan Iwanttomakethreepointshere ： First Chinaadoptsaregulated ， singular floatingexchangerateregimebasedonmarketsupplyanddem and whichisconsistentwithChinaswillgoonimprovingourexc hangeratef

11、ormationmechanismwhiledeepeningourfinanci alreforminthelightofourdevelopmentlevel oureconomicperformanceandourinternational wemustmaintainbasicstabilityoftheRMBexchangeratewhi chserveseconomicstabilityinAsia-Pacificandtheworlda tlarge andthestabilityofthefinancialenvironmentfortheflowo fChina-UStrad

12、eand sincethevolumeofChina-UStradeaccountsforonly1%ofUSG DP exchangeratefluctuationsoftheYuanwillnothaveasignif icantimpactonUSeconomy. Withrespecttoregionalandinternationalconcerns therearegreaterratherthanfewercommoninterestsandcom monresponsibilitiesforChinaandthepresent thoughpeaceanddevelopment

13、remainthemaintrendofthetim esandenjoypopularsupportthroughouttheworld manydestabilizingfactorsstilltraditionalthreatswith territorial religiousandracialclashesasthemainstaystillrampant non-traditionalthreatsrepresentedbyterrorismarenota blyonthepersistinsomehotspotsaroundthebotharePerman entMemberso

14、ftheUNSecurityCouncil ourclosecooperationisincreasinglyindispensableforth esolutiontotheabove-mentionedissues. Inrecentyears ChinaandtheUShavemaintainedcloseconsultationandcoor dinationoncounter-terrorism ， theDPRKnuclearcrisis Iraq theMiddleEastandotherimportantcooperationagainstter rorismhasbecome

15、akeycomponentoftheChina-USstrategict heSeptember11th ChinaandtheUSputinplacethemedium-andlong-termmechan ismsofexchangeandcooperationagainstlongago ， wesignedthedeclarationofprinciplesoncooperationinth efieldofcontainershipmentarereadytokeepupouranti-te rrorismcooperationwiththeUSonthebasisofrecipro

LetmetakeamomenttosaysomethingabouttheDPRKnuclearla styear ， topleadersandforeignministersofourtwocountrieshavec ommunicatedontelephone or correspondencemorethant wentyhavealsomadeeffectivecontactswiththeDPRK， ROK， JapanandRussiaandmovedallsidestowardsimportantthree -partyBeij
