2、ll investment by china in asean countries? do you think this fast growth of chinese investment in asean countries can continue in the near future?2012-08-10 10:13:13高虎城: 剛才我介紹了中國東盟全面經(jīng)濟(jì)合作框架協(xié)議簽署以來所取得的經(jīng)貿(mào)合作成就，一個顯著的特點，就是近年來中國企業(yè)加大了對東盟國家的投資。截止2011年底，中國對東盟累計的非金融類投資達(dá)到173億美元，如果算到今年6月底是188億美元。在這188億美元當(dāng)中，70%是20

3、08年以后到現(xiàn)在發(fā)生的。今年上半年又是高速增長，達(dá)到34.4%的增長速度，其中中國對印尼、越南、柬埔寨和泰國的投資，增長幅度更為明顯。in my briefing on the 10th anniversary of china-asean framework agreement on comprehensive economic cooperation, i have highlighted that chinese investment in asean countries has enjoyed rapid development in those 10 years. for examp

4、le, by the end of 2011, chinas investment in asean countries in non-financial sectors stood at $17.3 billion, and it will reach $18.8 billion by the end of this year. among them, over 70% of chinese investments in asean countries were made after the year 2008. and chinese investment in asean countri

10、joy good diplomatic relations, long-standing historical links, close cultural exchanges, as well as close geographical proximity, as well as a high degree of economic complementarity. there is a high degree of complementarity as well as great potentials for china and asean countries to work together

11、 in transport, tourism, labor service, power generation, machinery, light industry, textile, household appliances, chemical, mining as well as the agriculture sector.2012-08-10 10:18:29高虎城: 另外，全球經(jīng)濟(jì)復(fù)蘇緩慢，歐洲主權(quán)債務(wù)危機(jī)持續(xù)發(fā)酵，全球經(jīng)濟(jì)總體還沒有從這場危機(jī)當(dāng)中恢復(fù)過來。但是，東亞地區(qū)持續(xù)保持經(jīng)濟(jì)活躍和發(fā)展勢頭，為各國之間的相互合作，特別是東盟各國吸引外資的不斷擴(kuò)大，也為中國企業(yè)在上述國家和地區(qū)的

12、投資提供了動力。從2002年以來，隨著中國東盟自貿(mào)區(qū)的建設(shè)，在法律層面，中國和東盟簽署了一系列雙邊協(xié)議，有了一系列的投資領(lǐng)域保障。特別是2010年中國東盟自貿(mào)區(qū)啟動之后，中國與東盟雙方通過給予投資者國民待遇、優(yōu)惠國待遇和投資公平公正的待遇，提高了關(guān)于投資方面法律法規(guī)的透明度，為投資者創(chuàng)造了自由、便利的投資法律環(huán)境。the fourth reason is that given the sluggish economic recovery of the world economy as well as the facts that the european debts crisis contin

13、ues to spread and the recession looms large in the global economy. despite these challenges, economies in east asia enjoy robust growth and we have made more efforts in economic cooperation and in attracting foreign investments. these have created a favorable condition for chinese businesses to go t

14、o asean countries. another important reason is that since the start of china-asean fta construction in 2002, we have gradually put in place a sound legal environment and signed a number of agreements. in particular, since the launching of china-asean fta in 2010, china and asean have given each othe

15、rs investors national treatment, most favored nation treatment, as well as fair and equitable treatment to investors from the other side. we have made our laws and regulations more transparent and investment climate more liberal and free.2012-08-10 10:19:17高虎城: 從長遠(yuǎn)看，我們認(rèn)為，中國對東盟的投資仍然能夠保持較快速度的增長。這是基于雙方

31、o what measures will you come up in the future to continue to run these two events well.2012-08-10 10:27:37高虎城: 今年上半年中國的貿(mào)易進(jìn)出口情況，新聞界的朋友都已經(jīng)了解了，這也是自2009年以來，中國進(jìn)出口貿(mào)易增長速度最低的一個時期。去年中國進(jìn)出口貿(mào)易還有兩位數(shù)，20%的增長，但是今年1-6月份進(jìn)出口貿(mào)易增長是8%，其中一個主要的原因是全球經(jīng)濟(jì)的下行，復(fù)蘇緩慢，最嚴(yán)重的地區(qū)就是歐洲。i think the press is very familiar with chinas forei

32、gn trade in the first half of this year, which we enjoy a slowest growth since 2009. last year, chinas foreign trade grew by over 20%. however, the rapid growth rate has declined to 8% in the first half of this year. one of the important reasons is the economic downturn, sluggish economic recovery.

33、we know that the eu has been hit particularly hard in this issue.2012-08-10 10:29:51高虎城: 正如你提問中談到的，由于受歐盟經(jīng)濟(jì)特別是歐元區(qū)主權(quán)債務(wù)危機(jī)的影響，中國和歐盟今年上半年的貿(mào)易呈微弱增長，而中國的出口是下降的。如果我們看一下今年上半年全球主要貿(mào)易伙伴的進(jìn)出口情況，大家會發(fā)現(xiàn)我們8%的增長仍然比其他地區(qū)和國家的增長要快，而且也是在我們年初所確定的進(jìn)出口貿(mào)易保持10%左右增長的范圍之內(nèi)。當(dāng)然今年下半年的壓力會更大，因為我們畢竟有一個10%左右的調(diào)控目標(biāo)。we know that due to the ec

34、onomic challenges in the european union, particularly the sovereign debt crisis in the euro zone, chinas foreign trade with european union only enjoy a modest growth, and chinas exports to this region has actually declined. compare with other major trading partners in the world, chinas 8% growth rat

35、e in foreign trade is actually higher than those of many others. at the beginning of this year, we propose that chinas foreign trade should grow by 10% this year, so the 8% growth rate still falls reasonably in this range. of course, we still have some pressure. we need to realize the 10% foreign tr

36、ade growth rate in the second half of this year. 2012-08-10 10:32:01高虎城: 剛才我在介紹中國和東盟的貿(mào)易時，提到今年1-6月份雙邊的貿(mào)易額同比增長9.8%，高于中國進(jìn)出口總體8%的增長。從這個角度而言，確實中國和東盟之間的貿(mào)易發(fā)展得比其他的傳統(tǒng)貿(mào)易伙伴更快。就中國和東盟的貿(mào)易互補(bǔ)性和貿(mào)易規(guī)模來分析，在9.8%的基礎(chǔ)之上，我們對今年下半年中國和東盟的貿(mào)易發(fā)展是有信心的。我們認(rèn)為還會保持一個積極增長的勢頭。從我們的貿(mào)易伙伴結(jié)構(gòu)來看，正如剛才你提問中提到的，我們的企業(yè)在開拓新興市場，特別是在非洲、中亞、南美等新興市場，都做出了積極

38、nal trading partners. given the high degree of economic complementarity between china and asean countries, as well as the scale of the two-way trade, we are confident that china-asean trade will continue to grow quite fast in the second half of this year. and we are confident that we can reach this

39、target. if you look at chinas trade mix, you will find that chinas businesses are actively exploring emerging markets in africa, central asia, as well as south america, they have made a lot of efforts and achieved quite impressive progress, that is why chinas foreign trade continue to grow quite fas
