1、Oak-Elm Hall Council ConstitutionFebruary 2008Article I: Name· The name of this organization shall be Oak-Elm Hall Council. Oak-Elm Hall Council is a representative body of the Department of Residence at Iowa State University.Article II: Purpose and Goals· The purpose of this organization
2、is to promote a fun, safe, social and learning environment for the women of Oak-Elm.· The Oak-Elm Hall Council is one of several councils established in the residence hall and apartment communities to serve as representatives of the general residents in governing, programming, and financial mat
3、ters. Councils also are able to contribute to programming causes on campus.· Oak-Elm Hall Council abides by and supports established Iowa State University policies, State and Federal Laws.Article III: Membership· Membership is open to all residents of Oak-Elm and does not discriminate on t
4、he basis of race, color, age, religion, national origin, sexual orientation, gender identity, sex, marital status, disability, or status as a US veteran. All members must currently be enrolled as students.· Election of officers or other members of the council shall be elected and voted in by cu
5、rrent members/residents or other candidates of the council via a paper vote at the hall desk or via electronic survey. An officer needs 2/3 vote to obtain the office. Elections shall occur in the month of April and September for the following school year.· In the instance that an office needs t
6、o be filled, members or the council shall nominate a member or one shall be appointed by the president and approved by the council.· As a member, one is required to attend organization meetings regularly and actively support organization projects.· Meetingso The organization shall hold reg
7、ular (weekly) meetings in the Oak-Elm recreation room during the academic term except when holidays, dead/finals week or other events make meeting impractical. o Organization meeting day/time will be determined in the beginning of each semester by a ¾ vote of the general membership. o Attendanc
8、e at organization meetings is expected. If a member must miss a meeting, correspondence with the secretary, adviser, and president is appreciated. o Officers are asked to miss no more than 2 meetings of the 16 week semester. If regular attendance to meetings should become an issue, the council may v
9、ote by 2/3 to ask the officer to resign.o A quorum shall consist of a simple majority of the membership plus one officer.o Meetings can be cancelled by the President or Adviser.· Committees shall be called by any chair, and should have several representatives to achieve the common goal. Committ
10、ees shall be dissolved when the task is completed.Article IV: Officers · The term of office will be one full academic year (August to May). · The officers of this organization must meet the following requirements:o Have a minimum cumulative grade point average (GPA) as stated below and mee
11、t that minimum cumulative GPA in the semester immediately prior to the election/appointment, the semester of election/appointment and semesters during the term of office. For undergraduate students, the minimum GPA is 2.00. In order for this provision to be met, at least six hours (half-time credits
12、) must have been taken for the semester under consideration.o Be in good standing with the university and enrolled: at least half time (six or more credit hours), if an undergraduate student (unless fewer credits are required to graduate in the spring and fall semesters) during the term of office, a
13、nd at least half time (four or more credits), if a graduate level student (unless fewer credits are required in the final stages of their degree as defined by the Continuous Registration Requirement) during their term of office.o Be ineligible to hold an office should the student fail to maintain th
14、e requirements as prescribed in the first two parts.· Officers may be removed from office by ½ vote of the other officers if actions are deemed inappropriate by the membership. The officer is permitted to speak before the general membership about the charges made concerning his/her perform
15、ance. The officer is not permitted to participate in the deliberation regarding the charges. Removal will be suggested in consultation with the Adviser.· Cabinet Officers (essential)· Presidento Eligibility must maintain a cumulative 2.5 or better GPA.o Duties§ All executive powers an
16、d authorities shall be vested in the President§ Shall ensure that the Oak-Elm Hall Council abides by all rules of the Student Activities Center.§ Shall preside over all election processes.§ Has the power to delegate any duties to other officers other than those stated in the by-laws.&
17、#183; Vice Presidento Eligibility must maintain a cumulative 2.5 or better GPA.o Duties§ Shall facilitate all meetings of the Oak-Elm Hall Council. § Should position of President be vacated, Vice President shall assume the position of President immediately. § Shall assemble an annual
18、constitutional and by-laws review committee.· Treasurero Eligibility must maintain a cumulative 2.5 or better GPA.o Duties§ Must register the Oak-Elm Hall Council with the Iowa State University Student Activities Center. § Shall ensure that the club abides by all rules of the Student
19、Activities Center. § Shall present a treasurers report at every meeting to notify the Council of its financial status. § Shall handle all transactions of Council monies. § Shall be responsible for the management and dispersion of the annual hall and house dues to the appropriate fundi
20、ng accounts in conjunction with the Adviser.§ Shall be responsible for the management and organization of all financial affairs and go through mandatory Campus Organization Accounting training every fall.· Secretary o Eligibility must maintain a cumulative 2.5 or better GPA.o Duties§
21、Shall keep a record of the proceedings of each meeting. § Shall maintain an Oak-Elm Hall Council e-mail account and e-mailing list. § Shall post the minutes of each meeting to the Oak-Elm Hall website and email to the council and hall staff on a weekly basis.§ Shall maintain and keep
22、the active Oak-Elm Hall Council Constitution and Bylaws, and shall ensure passing it on to the next Secretary. · IRHA Liaisono Eligibility must maintain a cumulative 2.0 or better GPA.o Duties§ Shall attend meetings of the Inter-Residence Hall Association. § Shall report IRHA activiti
23、es to the Oak-Elm Hall Council. § Will be a representation of the Oak-Elm Hall Council at the IRHA.· Advisero Eligibility-must be the current Oak-Elm Hall Director and a full-time employee of Iowa State University. If the Hall Director is unable to fulfill these duties, another full-time e
24、mployee within the Department of Residence shall be designated as adviser.o Duties§ Maintain communication with officer(s) regularly§ Inform officers of current events, policies, and practices on campus.§ Awareness and approval of financial expenditures§ Ensure that the organizat
25、ion is operating in conformity with the standards set forth by Iowa State University and Student Activities Center.§ May not vote in any council matters.o A new adviser shall be recognized when the employment of the Hall Director changes.· Other Hall Council Positions (non-essential)·
26、 Social Chair or Chairpersons o Eligibility must maintain a cumulative 2.0 or better GPA.o Duties§ Plan a minimum of one social gathering for Oak-Elm Hall Residents per semester. § Notify the Oak-Elm Hall Council of upcoming events sponsored through Iowa State University. · Academic C
27、hair or Chairpersonso Eligibility must maintain a cumulative 2.0 or better GPA.o Duties§ Work with floor Academic Chair or Chairpersons to compile the schedules of all Oak-Elm Hall residents for the completion of the A Z Book.§ Promote academic success throughout Oak-Elm Hall and the Oak-E
28、lm Hall Council. · Cultural Chair or Chairpersonso Eligibility must maintain a cumulative 2.0 or better GPA.o Duties§ Plan a minimum of one cultural event or speaker for Oak-Elm Hall Residents per semester. § Notify the Oak-Elm Hall Council of upcoming cultural events sponsored throug
29、h Iowa State University. · Director of Information Technologyo Eligibility must maintain a cumulative 2.0 or better GPA.o Duties§ Shall be responsible for maintaining the Oak-Elm Hall website. § Shall be responsible for pictorial records including photos, slides, and/or video of Oak-E
30、lm Hall activities. · Community Service Chair or Chairpersonso Eligibility must maintain a cumulative 2.0 or better GPA.o Duties§ Plan a minimum of one community service project for Oak-Elm Hall Residents per semester. § Notify the Oak-Elm Hall Council of upcoming community service ev
31、ents sponsored through Iowa State University. Article V: Finances · In the residence halls, residents will be assessed $42 in mandatory student government dues each year ($10 to house, $7 to hall, $9 to Inter-Residence Hall Association (IRHA), and $16 to the IRHA-sponsored USA Today Newspaper R
32、eadership Program). o These dues contribute to programming, and upkeep of house and hall-owned equipment. o All student government dues will be billed through the Accounts Receivable Office beginning in July.o The hall council shall maintain minimum $150 from the end of the academic year to the beginning of another academic year.· All financial affairs shall be passed by a two thirds vote by the council.· All monies belonging to this organization shall be deposited and disbursed a bank acco
