33、塑料復(fù)合制品；食品或者食品添加劑生產(chǎn)、流通、使用過程中直接接觸食品或者食品 添加劑的塑料容器、用具、餐具等制品。根據(jù)產(chǎn)品的形式分為4類：包裝類、容器類、工具類、其他類。其中包裝類包括非復(fù)合膜袋、復(fù)合膜袋、片材、編織袋；容器類包括桶、瓶、罐、杯、瓶坯；工具類包括筷、刀、叉、匙、夾、料擦（廚房用）、盒、碗、碟、盤、杯等餐具；其他類包括不能歸入以上三類中的其他食品用塑料包裝、容器、工具等制品。食品用塑料包裝、容器、工具等制品不 包括食品在生產(chǎn)經(jīng)營過程中接觸食品的機(jī)械、管道、傳送帶。第一批實(shí)施市場準(zhǔn)入制度管理的食品用塑料包裝、容器、工具等制品產(chǎn)品包括 3類39個(gè)產(chǎn)品（詳見表1）,增補(bǔ)品種時(shí)將另行公布產(chǎn)

51、使 用說明1本辦法適用于對食品用塑料包裝、容器、工具等制品生產(chǎn)加工企業(yè)生產(chǎn)許可實(shí)地核查。2本辦法分為：質(zhì)量安全管理職責(zé)、企業(yè)環(huán)境與場所要求、生產(chǎn)資源提供、采購質(zhì)量控制、生產(chǎn)過程控制、產(chǎn)品質(zhì)量檢驗(yàn)、生產(chǎn)安全防護(hù)7個(gè)部分，共7章25條55個(gè)核查內(nèi)容。分否決項(xiàng)目和非否決項(xiàng)目。非否決項(xiàng)結(jié)論為 含格”、般不合格”、嚴(yán)重不合格”三種。其中 般不合格”是指企業(yè)出現(xiàn)的 不合格是偶然的、孤立的現(xiàn)象，是性質(zhì)一般的問題；嚴(yán)重不合格”是指企業(yè)出現(xiàn)了區(qū)域性的或系統(tǒng)性的不合格，或是性質(zhì)嚴(yán)重的不合格。否決項(xiàng)目結(jié)論分 含格”和 不合格”兩種，在55個(gè)核查內(nèi)容中,生產(chǎn)設(shè)施(2.3.1, 2.3.2)、設(shè)備工 裝(3.1.1)、
