1、廣州海關(guān)空陸聯(lián)運(yùn)報(bào)關(guān)指南Guide to Air-Land Coordinated Transport Declaration of Guangzhou Customs為支持將廣州新白云國(guó)際機(jī)場(chǎng)建設(shè)成為立足華南、輻射東南亞、聯(lián)通全世界的航空樞紐，本著以“客戶為本、守法便利、人暢其行、貨暢其流”的原則，廣州海關(guān)推出了十二條措施，建立一流的通關(guān)環(huán)境，提供一流的通關(guān)服務(wù)，實(shí)現(xiàn)一流的通關(guān)速度，全面提升機(jī)場(chǎng)運(yùn)作效能。其中，第五項(xiàng)措施為:為充分發(fā)揮粵港澳三地機(jī)場(chǎng)和航空資源的互補(bǔ)作用，海關(guān)對(duì)粵港、粵澳機(jī)場(chǎng)之間的空陸空汽車接駁聯(lián)運(yùn)貨物，在陸路運(yùn)輸途中按照航空貨物監(jiān)管，給予簡(jiǎn)化手續(xù)和快捷通關(guān)的便利，進(jìn)一步提高貨

2、物流轉(zhuǎn)速度。Guangzhou Customs has worked out Twelve Service Measures to support Guangzhou new Baiyun International Airport to become the air pivot of South China to connect the world based on the principles of “Clients are the basis and Customs shall build a convenient environment for law-biding and smoot

3、h Customs clearance”. Guangzhou Customs now are building a favorable environment for clearance and providing the best services to speed up Customs clearance and promote the operational efficiency of the airport in the round. Among the twelve measures, the fifth measure is: the customs simplifies the

4、 formalities and facilitates the trade for goods of air-land-air mode and speeds up the circulation of the goods between Guangzhou and Hong Kong airports or Guangzhou and Macau airports to make the most of the aero resource. In specific, the customs treats the air-land-air goods through land transpo

5、rtation with a reference to air cargo.為了讓廣大企業(yè)更好地了解此項(xiàng)便利措施，我關(guān)特編發(fā)本指南希望能為業(yè)界在辦理具體業(yè)務(wù)時(shí)提供幫助:In order to make the enterprises understand the convenient measure better, our Customs formulates this guide to offer help to the enterprises when going through the relevant formalities.何謂“空陸聯(lián)運(yùn)”?它與現(xiàn)行轉(zhuǎn)關(guān)運(yùn)輸相比有何好處? What

6、is “Air-Land Coordinated Transport”? What advantages does it have when compared with the actual transit?空陸聯(lián)運(yùn)是指進(jìn)口貨物從境外空運(yùn)到境內(nèi)機(jī)場(chǎng)后，再以陸路轉(zhuǎn)關(guān)的方式運(yùn)到目的地;出口貨物從啟運(yùn)地以陸路轉(zhuǎn)關(guān)的方式運(yùn)抵機(jī)場(chǎng)后，再以空運(yùn)方式運(yùn)輸出境。Air-Land Coordinated Transport refers to the model that the import goods are transited to the destination by land after arrivi

7、ng at the airport in China Customs territory from other territories by air or that export goods are transited outward by air after arriving at the airport by landway transit from the place of departure.目前，粵港、粵澳機(jī)場(chǎng)之間空陸聯(lián)運(yùn)貨物做法主要有兩種:(一)貨物在國(guó)外啟運(yùn)時(shí)運(yùn)單即確定目的地為廣州新白云國(guó)際機(jī)場(chǎng)或內(nèi)地其他機(jī)場(chǎng)，飛機(jī)運(yùn)抵香港或澳門機(jī)場(chǎng)后，用汽車接駁進(jìn)境，經(jīng)皇崗或拱北到白云機(jī)場(chǎng)口岸辦

8、理清關(guān)或繼續(xù)裝飛機(jī)轉(zhuǎn)運(yùn)內(nèi)地。(二)由航空公司在香港或澳門銷售航空運(yùn)單，承攬香港或澳門機(jī)場(chǎng)運(yùn)往廣州或內(nèi)地的散貨，用汽車運(yùn)到白云機(jī)場(chǎng)口岸辦理清關(guān)或繼續(xù)裝飛機(jī)轉(zhuǎn)運(yùn)內(nèi)地。At present, there are two main methods of air-land coordinated transport between Guangzhou and Hong Kong/Macao. First, when setting out overseas, Guangzhou Baiyun Airport or other mainland airports have been fixed as th

9、e destination of the goods. After the plane arrives at Hong Kong airport or Macao airport, the goods will be carried to the Mainland by motor vehicles through Huanggang Port/ Gongbei Port and the clearance will be made in the Customs of Baiyun Airport or the goods will continue to be transited to ba

10、ckland. Second, Airline Company sells the air waybill in Hong Kong or Macao to undertake the bulk cargo to Guangzhou or backland from Hong Kong Airport or Macao Airport. The bulk cargo will be transited to Baiyun Airport for Customs clearance or continue to be transited to backland by plane. 海關(guān)對(duì)上述空陸

11、聯(lián)運(yùn)貨物按轉(zhuǎn)關(guān)運(yùn)輸方式(與陸路轉(zhuǎn)關(guān)的區(qū)別在于:對(duì)聯(lián)運(yùn)貨物的轉(zhuǎn)關(guān)運(yùn)輸，貨主或貨運(yùn)代理不需到機(jī)場(chǎng)辦理提貨和轉(zhuǎn)關(guān)手續(xù)，而由航空運(yùn)輸公司代為辦理)實(shí)施監(jiān)管，航空貨物接駁到貨車上后，隨附航空運(yùn)單，比照航空聯(lián)程辦理，貨車在粵港、粵澳機(jī)場(chǎng)之間進(jìn)出口岸以及二次轉(zhuǎn)關(guān)時(shí)，海關(guān)只需驗(yàn)核其航空運(yùn)單等單證后即予放行，貨物在運(yùn)至或運(yùn)出機(jī)場(chǎng)時(shí)一次性辦理進(jìn)口或出口的海關(guān)手續(xù)。Customs shall exercise supervision and control over the above air-land coordinated transport (the difference from land transit

12、is that: for coordinated transport goods, the owner of the goods or the agent need not go to the airport to go through the formalities for goods picking-up and transition since the air transport company will do such things for them) goods. The air cargo shall be dealt with according to air joint-jou

13、rney after they are loaded onto the cargo truck attached with the air waybill. Customs shall examine and verify such documents as air waybill only to release the cargo truck when the cargo truck enters or leaves the airports between Guangzhou and Hong Kong or Guangzhou and Macao or when the formalit

14、ies are gone through for quadratic transit. 15、運(yùn)的流程制圖如下:For better understanding, the flow chart of air-land coordinated transport is made as follows:三、如何辦理空陸聯(lián)運(yùn)貨物的進(jìn)出口手續(xù)?How do the import/export formalities of air-land coordinated transport goods go through?(一)進(jìn)口: Import: 1.貨物入境 Goods entering the territory承運(yùn)人(航空運(yùn)輸公司或其委托的汽車運(yùn)輸企業(yè))填制內(nèi)地海關(guān)及香港海關(guān)陸路進(jìn)出境載貨

16、清單(來(lái)往香港)或中華人民共和國(guó)進(jìn)出境載貨清單(來(lái)往澳門)(以下簡(jiǎn)稱載貨清單)，隨附航空聯(lián)程運(yùn)單、航空貨物清單及海關(guān)要求的其它單證向陸路口岸海關(guān)申報(bào);Carrier (air transport company or the entrusted vehicle transport enterprise) shall fill in the Backland Customs & Hong Kong Customs Landway Import/Export Manifest (from and to Hong Kong) or Import/Export Manifest of the Peop

17、les Republic of China (from and to Macao) (hereinafter Manifest will be called for short) to declare to land port Customs with the hold of the air joint-journey waybill, list of the air cargo and other required papers and documents. 口岸海關(guān)以直轉(zhuǎn)方面辦理轉(zhuǎn)關(guān)手續(xù)，貨主或其代理不需事先在指運(yùn)地海關(guān)辦理報(bào)關(guān)手續(xù)。The port Customs shall deal

18、with the formalities for direct transit . The owner of the goods or the agent need not go through the declaration formalities at the designated Customs in advance.汽車駛離陸路口岸卡口刷IC卡，卡口自動(dòng)采集地磅磅重信息。The driver of motor vehicle shall insert the IC card at the Customs barrier when leaving the landway port. Th

19、e barrier will automatically collect the weight data of the platform balance. 2.汽車運(yùn)抵新白云機(jī)場(chǎng)監(jiān)管庫(kù)區(qū) The motor vehicle arriving at the Baiyun Airport supervision warehouse area司機(jī)在機(jī)場(chǎng)庫(kù)區(qū)卡口刷IC卡，海關(guān)卡口系統(tǒng)自動(dòng)采集地磅磅重信息與口岸磅重信息核對(duì)。The drive of motor vehicle shall insert the IC card at the Customs barrier when driving int

The Customs barrier system will automatically collect the weight data of the platform balance to check against the weight data from the port.承運(yùn)人向海關(guān)交驗(yàn)進(jìn)境汽車載貨清單和隨附單證，由海關(guān)辦理運(yùn)輸工具核銷手續(xù)。Carrier shall submit the Manifest and the attached papers and documents to the Customs. 21、ms shall deal with the formalities to cancel the record after verification for the means of transport. 中轉(zhuǎn)3. Transiting 繼續(xù)運(yùn)往內(nèi)地的，承運(yùn)人憑聯(lián)程運(yùn)單向海關(guān)辦理“二次轉(zhuǎn)關(guān)”手續(xù)。Carrier shall declare to Customs for the “quadratic transit” formalities basing on the joint-journey waybill when the goods will be transited to backla

22、nd.航空公司錄入運(yùn)單電子數(shù)據(jù)，機(jī)場(chǎng)海關(guān)進(jìn)行確認(rèn)。Airport Customs shall confirm the electronic data of waybill recorded by the airline company.4.轉(zhuǎn)運(yùn) Transshipping運(yùn)往境外機(jī)場(chǎng)的貨物，承運(yùn)人憑聯(lián)程運(yùn)單向海關(guān)辦理轉(zhuǎn)運(yùn)貨物手續(xù)。Carrier shall declare to Customs for transshipping goods basing on the joint-journey waybill when the goods will be transshipped to ai

23、rports out of the territory.(二)出口: Export: 1.內(nèi)地機(jī)場(chǎng) Backland airport貨主或其代理人在內(nèi)地機(jī)場(chǎng)海關(guān)報(bào)關(guān)，聯(lián)運(yùn)貨物以空運(yùn)二次轉(zhuǎn)關(guān)方式運(yùn)至廣州白云機(jī)場(chǎng)，內(nèi)地機(jī)場(chǎng)海關(guān)將聯(lián)程運(yùn)單作關(guān)封。The owner of the goods or the agent shall declare to Customs at the backland airport. Backland Customs shall affix the seal with the joint-journey waybill when the coordinated tran

24、sport goods are transported to Guangzhou Baiyun Airport by air quadratic transit.2新白云機(jī)場(chǎng)監(jiān)管庫(kù)區(qū) Baiyun Airport supervision warehouse area貨物運(yùn)抵新白云機(jī)場(chǎng)，航空公司將關(guān)封交白云機(jī)場(chǎng)海關(guān)辦理核銷手續(xù)，貨物卸到監(jiān)管庫(kù)區(qū)。When the goods are transported to the Baiyun Airport, the airline company shall submit the Customs seal to Baiyun Airport Custo

25、ms for the formalities of cancelling the record after verification, and the goods shall be unloaded to the supervision warehouse area. 3.陸路轉(zhuǎn)關(guān) Landway transiting承運(yùn)人錄入出口載貨清單，并提供陸路運(yùn)輸?shù)挠嘘P(guān)證、簿向海關(guān)辦理陸路出口轉(zhuǎn)關(guān)手續(xù)。Carrier shall record the Export Manifest and provide the relevant papers and books to Customs for the

26、 formalities of landway export transit. 貨物在白云機(jī)場(chǎng)監(jiān)管庫(kù)區(qū)內(nèi)裝入汽車，駛離海關(guān)卡口，卡口自動(dòng)采集地磅磅重?cái)?shù)據(jù)發(fā)送出境地海關(guān)。The goods shall be loaded onto the motor vehicle in Baiyun Airport supervision warehouse area. When the motor vehicle leave the Customs barrier, the barrier will automatically collect the weight data of the platform

27、balance and send the data to the Customs at the place of departure. 4.出境 Exiting the territory 出境地海關(guān)核對(duì)出境載貨清單與轉(zhuǎn)關(guān)數(shù)據(jù)相符、卡口數(shù)據(jù)對(duì)碰正常后，辦理出口核銷手續(xù);The Customs at the place of departure will check the accordance between the Manifest and the transit data and the data sent by the Customs barrier for the export for

28、malities of cancelling the record after verification. 貨物出境后，出境地海關(guān)負(fù)責(zé)向啟運(yùn)地海關(guān)和白云機(jī)場(chǎng)海關(guān)發(fā)送核銷回執(zhí)，內(nèi)地機(jī)場(chǎng)海關(guān)向貨主或其代理簽發(fā)報(bào)關(guān)單收匯退稅聯(lián)。After the goods exiting the territory, the Customs at the place of departure shall send the return receipt to the Customs at the place where the goods set out and Baiyun Airport Customs. 29、ckland Customs shall endorse the copy of drawback of declaration form to the owner of the goods or the agent.我們通過(guò)比較空陸聯(lián)運(yùn)的操作與現(xiàn)行的轉(zhuǎn)關(guān)操作，可以清晰地看出:除了陸路運(yùn)輸仍須提供載貨清單外，空陸聯(lián)運(yùn)在境內(nèi)的一段運(yùn)輸(包括內(nèi)地機(jī)場(chǎng)空運(yùn)轉(zhuǎn)關(guān)和廣東境內(nèi)陸路轉(zhuǎn)關(guān))僅憑聯(lián)程運(yùn)單及航空貨物清單即可辦理，而無(wú)須制作紙本轉(zhuǎn)關(guān)申報(bào)單關(guān)封及辦理驗(yàn)核手續(xù)。Compared with the actual transfer method, the advantages of the air-land
