2012年3月6日兩會外交部長楊潔篪答記者問現(xiàn)場口譯稿楊潔篪：各位記者朋友，大家上午好。很高興在這里跟大家見面。溫家寶總理在《政府工作報告》中已經(jīng)就中國外交政策和對外工作作了全面闡述。我在這里很樂意回答大家的提問。Goodmorning,friendsfromthepress,itisagreatpleasuretomeetyouhere.PremierWenJiabaohasoutlinedchina'sforeignpolicyandforeignrelationsinthereportofworkonthegovernment.TodayIamveryhappytohavethisopportunitytomeetyouandtakeyourquestions.［中央電視臺記者］:外長，您好。我們看到，過去十年，國際形勢風(fēng)云變幻，中國外交也經(jīng)受了接連不斷的考驗(yàn)。請問外長，您如何看待過去十年的中國外交？另外，今年我們也注意到某些國家和地區(qū)的對峙與沖突依然在持續(xù)當(dāng)中，而且不排除有進(jìn)一步惡化的可能。在這樣的形勢之下，您認(rèn)為中國外交又該如何應(yīng)對新的挑戰(zhàn)？又能采取哪些新的舉措來進(jìn)一步保護(hù)好我們每一位海外公民的生命和財產(chǎn)安全？［10:07］WithCCTVandCNTV,muchhaschangedontheinternationalsceneoverthepasttenyears.Andchina'sdiplomacyencounteredmanychallengesandtests.Howdidyouseechinadiplomaticworkoverthepasttenyears?Moreover,Wehaveseenthattheconfrontationandconflictsbetweensomecountrieshavebeengoing.Andthereisevenpossibilityforthesituationtogetworse.Undersuchcircumstances,whatdoyouthinkonnewchallengesconfrontingchina'sdiplomacyandwhatmeasureswilltheChinesegovernmenttakeonthediplomaticfronttobetterprotectthelifeandpropertyofoverseasChinesenationals?［楊潔篪］:我想今天的回答從回顧中國外交十年的情況開始，以近知遠(yuǎn)，這是很有意義的。［10:07］Ithinkitisverymeaningfulthatwestarttotakethisquestionandanswerfromreviewingchina'sdiplomaticworkoverthepasttenyears,asareviewofthepastoffersoneinsightintothefuture.［楊潔篪］:這十年外交工作既是世界大發(fā)展、大變革、大調(diào)整的十年，也是中國外交奮發(fā)進(jìn)取，取得豐碩成果的十年。［10:07］Thepasttenyearshavebeenadecadewhenourworldundergonemajordevelopment,majorchangesandmajoradjustments.Itisalsobeenadecadewhenchina'sdiplomacyhasforgedaheadandmadeabundantresults［楊潔篪］:我們在以胡錦濤同志為總書記的黨中央的領(lǐng)導(dǎo)下，中國外交積極服務(wù)大局，妥善地應(yīng)對亂局，積極地開創(chuàng)新局，為中國的經(jīng)濟(jì)和社會發(fā)展創(chuàng)造了有利的外部環(huán)境。我想對十年的外交工作可以作如下概括。［10:08］Overthepasttenyears,undertheleadershipoftheCPCcentralcommitteewithcomradeHuJintaoasGeneralSecretary.China'sdiplomacyhasfirmlyservedtheoverallinterestsofchina'sdevelopment.Wehaveproperlyhandledthornyissuesandworkactivelytoopenupnewprospectforchina'sdiplomaticwork.China'sdiplomacyhasfosteredsoundexternalenvironmentforchina'seconomicandsocialdevelopment.Inmyview,china'sdiplomaticworkoverthepasttenyearscanbesummedupasfollows:［楊潔篪］:一是“謀大局”。也就是說要把國家的安全主權(quán)放在首位，積極為國內(nèi)的經(jīng)濟(jì)社會發(fā)展服好務(wù)，同時要有力地維護(hù)海外中國公民和法人的正當(dāng)權(quán)益，要維護(hù)國家的主權(quán)安全和發(fā)展利益。［10:08］Firstservetheoverallinterests.Tosafeguardchina'ssovereigntyandsecurityhavealwaysbeentheoverwhelmingobjectiveofallthechinadiplomaticendeavors,overpasttenyears,china'sdiplomacyactivelyservedthedomesticeconomicandsocialdevelopment,weeffectivelyprotectedthelawfulrightsandinterestsofoverseasChinesenationalsandcompaniesanddefendedchina'ssovereigntysecurityanddevelopmentinterests.［楊潔篪］:二是“求合作”。加強(qiáng)同世界各國和國際及地區(qū)組織的友好合作，政治、經(jīng)濟(jì)、文化互動，雙多邊結(jié)合，開創(chuàng)同各國合作共贏的新局面。［10:09］Secondpursuecooperation.Weenhancedfriendlyrelationsandcooperationwithothercountriesintheworldandregionalandinternationalorganizations.Weintensifyexchangeswiththeminthepolitical,economicandculturalfieldsthroughbothbilateralandmultilateralchannels;weopenupnewdimensionsforthecountriestopursuewin-winCooperation.［楊潔篪］:三是“促改革”。就是積極參與全球治理的工作，引導(dǎo)國際體系和國際格局朝著更加有利于廣大發(fā)展中國家的方向發(fā)展，擴(kuò)大中國和廣大發(fā)展中國家在國際事務(wù)當(dāng)中的代表權(quán)和影響力。［10:10］Thirdadvancereform.Weactivelytookpartinglobalgovernanceandhelpedmovetheinternationalsystemandinternationalarchitectureinthedirectionofservingtheinterestsofdevelopingcountries.Weworkedtoraisetherepresentationandinfluenceofchinaanddevelopingcountriesasawholeintheinternationalaffairs.［楊潔篪］:四是“樹形象”。借助我國領(lǐng)導(dǎo)人出訪和外國領(lǐng)導(dǎo)人來訪，借助北京奧運(yùn)會、上海世博會等重要平臺，積極開展公共和人文外交，增進(jìn)中外人民之間的友誼，充分展示中國文明、民主、開放、進(jìn)步的形象。［10:12］Fourthenhancechina'simage.ThroughsuchplatformsasoverseasvisitsbyChineseleaders,receivingvisitstochinabyforeignleaderstheBeijingOlympicGamesandShanghaiworldExpo.WeengagedindynamicpublicandculturaldiplomacyandendeavoredtoenhancethefriendshipbetweentheChinesepeopleandpeopleofothercountries.Andshowtotherestoftheworldthechinathatisculturallyadvanced,democratic,openandmakingcontinuousprogress.［楊潔篪］:五是“做貢獻(xiàn)”。就是積極維護(hù)世界和平來促進(jìn)共同發(fā)展。我們已經(jīng)日益成為解決國際地區(qū)熱點(diǎn)問題的建設(shè)性參與者和拉動世界經(jīng)濟(jì)增長的重要貢獻(xiàn)者。［10:16］Fifthmakecontributiontotheworld.Wew
