新區(qū)市級(jí)中心商務(wù)區(qū)城市設(shè)計(jì)第一章Chapter1基礎(chǔ)分析研究BasicAnalysis1.1背景分析BackgroundanalysisXX新區(qū)位于XX城區(qū)南部,南接微山湖,北靠老城區(qū),京杭大運(yùn)河、洸府河雙河環(huán)抱,古運(yùn)河穿境而過(guò),地勢(shì)開(kāi)闊,交通便利,生態(tài)資源得天獨(dú)厚,是建設(shè)生態(tài)新城的理想選址。XX新區(qū)于2008年2月批準(zhǔn)設(shè)立,規(guī)劃總面積約97.4平方公里,行政轄區(qū)面積約57.4平方公里,其中XX景區(qū)面積約20.3平方公里,湖面8.9平方公里。新區(qū)整體發(fā)展定位是“行政商務(wù)中心、科教文化基地、休閑度假勝地、生態(tài)宜居新城”。2009年5月,XX市城市規(guī)劃(2008-2030)獲得省政府批復(fù),XX新區(qū)正式確定為城市發(fā)展的主中心。2009年8月,《XX新區(qū)總體規(guī)劃(2008-2030)》獲市政府批復(fù)。XXXX新區(qū)的開(kāi)發(fā)建設(shè),是打造區(qū)域發(fā)展高地、建設(shè)魯西南中心城市的戰(zhàn)略舉措,是推進(jìn)經(jīng)濟(jì)戰(zhàn)略轉(zhuǎn)型、實(shí)現(xiàn)城市跨越發(fā)展的戰(zhàn)略支撐,是優(yōu)化城市產(chǎn)業(yè)結(jié)構(gòu)、構(gòu)建現(xiàn)代產(chǎn)業(yè)體系的客觀需要,是統(tǒng)籌城鄉(xiāng)協(xié)調(diào)發(fā)展、推進(jìn)和諧社會(huì)建設(shè)的現(xiàn)實(shí)需要,具有重要的戰(zhàn)略意義。XX新區(qū)中央商務(wù)區(qū)更是承擔(dān)了XX新區(qū)的政府行政辦公、金融商務(wù)辦公、文化旅游發(fā)展的核心功能,是XX生態(tài)新城發(fā)展的關(guān)鍵和引擎。XXDistrictislocatedinthesouthofcityXX,thesouthofwhichisWeishanLakeandthenorthistheoldtown.TheGrandCanalandGuangFuRiversurroundthedistrictandtheancientcanalpassesthroughthedistrict.Thelandisflatandopenwithconvenienttransportationanduniqueecologicalresources.Itistheideallocationoftheecologicalcity.XXDistrictwasestablishedinFebruary2008.Aplannedtotalareais??about97.4squarekilometers.Theadministrativeareais??about57.4squarekilometers.TheXXscenicareais??about20.3squarekilometerswhilethelakeareais8.9squarekilometers.Newoveralldevelopmentorientationofthedistrictis"anexecutivebusinesscenter,scienceandeducationbase,leisureresortsandeco-livablecity."InMay2009,XXCityPlanning(2008-2030)obtainedtheapprovalfromthegovernment.XXDistrictformallybecamethemaincenterofurbandevelopment.InAugust2009,"XXDistrictMasterPlan(2008-2030)"wasapprovedbythemunicipalgovernment.ThepurposeofthedevelopmentandconstructioninXXDistrictistopromoteregionaldevelopmentandbuildSouthwestCenterCity,promotethetransformationofeconomicstrategy,achievestrategicsupportofurbanleapfrogdevelopment,optimizeurbanindustrialstructure,buildamodernindustrialsystem,coordinateurbanandruraldevelopment,promotethepracticalneedsofbuildingaharmonioussociety.Ithasimportantstrategicsignificance.XXCBDtakesthecorefeaturesofgovernmentadministrativeoffice,businessofficeandcultureandtourismdevelopmentofthisDistrict.Itisalsothekeyandtheengineofthedevelopmentofeco-town.1.2區(qū)位研究LocationXX,位于中國(guó)XX省南部,地處蘇魯豫皖四省結(jié)合部,是連接華東與華北、中原與沿海的重要交通樞紐。地處長(zhǎng)三角和環(huán)渤海兩大經(jīng)濟(jì)圈的交點(diǎn),緊鄰濟(jì)南城市圈與徐州城市圈。作為魯南經(jīng)濟(jì)帶發(fā)展增長(zhǎng)極的中心城市,XX這座歷史悠久的古城再一次迸發(fā)活力,在新時(shí)期開(kāi)始了新的跨越。XXislocatedinsouthShandongProvince.Itissituatedinthejunctionoffourprovinces(Jiangsu,Shandong,HenanandAnhui),connectingtheEastandNorth,CentralandCoastalpart.ItisalsolocatedintheintersectionsoftheYangtzeRiverDeltaandtheBohaieconomiccircle,neartheJinancitycircleandXuzhoucitycircle.AsthecentralcityoftheSouthernShandongeconomicdevelopment,thehistoriccityofXXonceagainburstsvitalityinthenewera.1.3XX城市分析XXcityanalysis1.3.1XX城市結(jié)構(gòu)CitystructureXX中心城區(qū)包括濟(jì)北新區(qū)、濱河新區(qū)、XX新區(qū)、老城區(qū)、高新區(qū)以及接莊新區(qū)六個(gè)城區(qū),并形成一個(gè)市級(jí)中心和兩個(gè)市級(jí)副中心。作為未來(lái)XX城市發(fā)展的主中心,XX新區(qū)主要承擔(dān)金融、商務(wù)辦公、旅游服務(wù)、文化產(chǎn)業(yè)功能。本次規(guī)劃的市級(jí)中心商務(wù)區(qū)位于XX新區(qū)緊鄰XX灣的核心位置。XXincludessixurbandistricts:JibeiDistrict,RiverfrontDistrict,XXDistrict,OldTown,Hi-techZoneandJiezhuangDistrict.Theyformamunicipalcenterandtwomunicipalsub-centers.AsthemaincenterofXXCityinfuture,XXDistrictismainlyresponsibleforfinance,business,touristservicesandculturalindustriesfunctions.TheplanningofthemunicipalcentralbusinessdistrictislocatedneartheheartofNorthBayintheXXDistrict.1.3.2城市景觀架構(gòu)UrbanlandscapeXX景觀系統(tǒng)呈“綠環(huán)環(huán)城、帶狀延伸,雙城多片,三軸串聯(lián)”的架構(gòu)。小光河-府河-越河組成內(nèi)環(huán)綠帶,環(huán)城濕地公園和XX構(gòu)成外環(huán)綠帶,郊野自然景觀與城市景觀相互交融;京杭大運(yùn)河、古運(yùn)河和洸府河沿岸三條景觀主軸串聯(lián)東西雙城和多個(gè)片區(qū),形成城市內(nèi)部景觀系統(tǒng)骨架,并且呈帶狀向城外延伸。本次規(guī)劃用地位于京杭大運(yùn)河、洸府河與XX交匯處,處于XX生態(tài)景觀架構(gòu)中的核心區(qū)域,生態(tài)景觀條件優(yōu)越。ThestructureoftheXXlandscapesystemis"greenringaroundthecity,extendingstrip,twincitiesandmulti-pieces,threeaxes".XiaoGuangRiver,FuRiverandYueRivercomposetheinnerriver.TheWetlandParkandXXLakeconstitutetheoutergreenbelt.Countrysidelandscapeandurbanlandscapemingle;theBeijing-HangzhouGrandCanal,theOldCanalandtheGuangFuRiverbecome3axesthatconnectthreelandscapebelts,twincitiesandmulti-piecestogether.Thisformsthelandscapeskeletonoftheinnercityandextendstotheoutercity.TheplanningareaislocatedintheinterchangeoftheBeijing-HangzhouGrandCanal,GuangFuRiverandXXLake,inthecoreareaofthe??ecologicallandscape.1.3.3規(guī)劃道路系統(tǒng)RoadsystemXX道路系統(tǒng)形成快速路、主干路、次干路與支路四級(jí)路網(wǎng)體系,其中快速路實(shí)現(xiàn)都市區(qū)城區(qū)間聯(lián)系以及中心城區(qū)南北向?qū)ν饴?lián)系,是都市區(qū)骨架道路重要組成部分。本次規(guī)劃區(qū)北部的XX大道目前定位為城市快速路,作為XX南外環(huán),主要承擔(dān)都市區(qū)東西快速聯(lián)系,考慮到避免都市區(qū)聯(lián)系交通直接穿越主中心,并提高南部主中心對(duì)都市區(qū)的快速服務(wù),未來(lái)將南外環(huán)向北調(diào)整至禮賢路,XX大道重新定位為城市主干道。XXtransportationsystemincludesexpressways,trunkroads,subtrunkroadsandbranches.TheplannedXXBoulevardiscurrentlypositionedasurbanexpressway.AsXXouterring,itismainlyresponsibleforquicklinkthroughthemetropolitanarea.Takingintoaccounttoavoidtrafficjamandpromotethefastserviceofthesouthmaincenter,thesouthouterringwouldbeadjustedtoLixianRoadandtheXXBoulevardbecomesthemainroadofthecity.1.3.4規(guī)劃軌道交通系統(tǒng)MassTransitSystem根據(jù)《XX市城市綜合交通體系規(guī)劃(2011~2030)》,XX都市區(qū)內(nèi)規(guī)劃3條軌道交通線路,其中1號(hào)線貫通XX-兗州-曲阜-高鐵站,主要功能為支撐城市南拓東進(jìn),串聯(lián)XX新區(qū)主中心、老城副中心與東城副中心,并連接了XX火車站樞紐,其在規(guī)劃區(qū)內(nèi)部設(shè)有一處站點(diǎn)。Accordingto"XXCityComprehensiveTransportationSystemPlan(2011to2030)",XXcityplanstobuildthreeraillines.Line1wouldgothroughXX-Yanzhou-Qufu-HighSpeed??RailStation.ThemainfunctionistosupportthecitydevelopmentandconnectthemaincenterofXXDistrict,thesubcenteroftheoldtownandthesubcenteroftheeastcity.Intheplanningareatherewillbeastation.1.4上位規(guī)劃解讀Planninganalysis1.4.1《XX市城市總體規(guī)劃(2008~2030)》城市性質(zhì):以發(fā)展先進(jìn)制造業(yè)和現(xiàn)代服務(wù)業(yè)為主的魯南地區(qū)中心城市之一,以運(yùn)河文化為特色的歷史文化名城。規(guī)劃結(jié)構(gòu):中心城區(qū)形成“雙城六片、三心三軸”構(gòu)成的“H型”城市空間結(jié)構(gòu)?!半p城”即以老城片區(qū)為核心,以濟(jì)北新區(qū)、濱河新區(qū)、濱湖新區(qū)為主體的西城和以高新區(qū)、接莊新區(qū)為主體的東城;“六片”即老城片區(qū)、濱河新區(qū)、濱湖新區(qū)、濟(jì)北新區(qū)、高新區(qū)和接莊新區(qū);“三心”包括濱湖新區(qū)一個(gè)市級(jí)中心和老城與東城兩個(gè)副中心;“三軸”包括東西城市發(fā)展主軸和兩條南北城市發(fā)展次軸。結(jié)論:明確濱湖新區(qū)中心為XX市級(jí)主中心的地位,主要承擔(dān)金融、商務(wù)辦公、旅游服務(wù)和文化產(chǎn)業(yè)等功能。"XXCityMasterPlan(2008to2030)."The
natureofthecity:BuildacentralcityinsouthShandongofadvancedmanufacturingandmodernserviceandahistoricalandculturalcity.Planningstructure:Planningstructureistoforma"Twincities,sixpieces,threeheartsandthreeaxes"andan"H-type"urbanspatialstructure."Twincities"arewestdistrictandeastdistrict.“Sixpieces”areOldTown,Riverfrontdistrict,Lakedistrict,JibeiDistrict,Hi-techZoneandJiezhuangdistrict.“Threehearts”areamunicipalcenterandtwomunicipalsub-centers.“Threeaxes”aretheeast-westspindleandtwonorth-southaxes.Conclusion:TheLakeDistrictbecomesthemaincenteroftheXXcityandismainlyresponsibleforfinance,businessoffice,tourismservicesandculturalindustriesandotherfunctions.1.4.2《XXXX生態(tài)新城總體規(guī)劃(2008-2030)》規(guī)劃定位:XX城市主中心,XX市級(jí)行政商務(wù)中心、科教文化基地、休閑度假勝地、生態(tài)宜居新城。規(guī)劃結(jié)構(gòu):規(guī)劃的總體功能結(jié)構(gòu)為:一軸一帶系兩區(qū)、四心繞一灣。一條城市發(fā)展主軸,沿XX路由老城中心往XX延伸的城市發(fā)展軸,一條京杭古運(yùn)河文化發(fā)展帶,XX運(yùn)河文化遺產(chǎn)和旅游產(chǎn)業(yè)的重要發(fā)展空間,鏈接北部的城市建設(shè)區(qū)與南部的XX度假旅游區(qū)。行政中心、商業(yè)中心、文體教育中心、旅游度假服務(wù)中心四個(gè)城市中心圍繞XX灣布置,共同構(gòu)筑XX濱湖城市中心區(qū)。結(jié)論:在XX城市主中心的基礎(chǔ)上,確立了規(guī)劃區(qū)的核心地位,打造北方生態(tài)新城。"XXXXEcologicalDistrictMasterPlan(2008-2030)"Planningorientation:MakeitintothemaincenterofXXCity,themunicipalexecutivebusinesscenter,scienceandeducationbase,leisureresortsandlivablecity.Planningstructure:Theoverallfunctionstructure:anaxis,abelt,twodistricts,fourheartsandabay.AnurbandevelopmentaxisextendsalongtheoldcentertoBeihu.ABeijing-HangzhouGrandCanaldevelopmentzoneisimportantdevelopmentspace.Administrativecenter,businesscenter,sportseducationcenterandtouristresortservicecentersurroundtheNorthBay.TheybuildtheXXlakesidecitycenter.Conclusion:Establishthecoreroleoftheplanningareaandcreatethenortheco-town.1.5基地現(xiàn)狀Siteanalysis1.5.1規(guī)劃范圍Planningrange規(guī)劃區(qū)位于XXXX新區(qū)的核心區(qū)域——XX灣片區(qū),距XX火車站和老城中心約6公里左右,與XX機(jī)場(chǎng)距離約25公里左右,東西兩側(cè)被京杭大運(yùn)河和古運(yùn)河包圍,南接X(jué)XXX省級(jí)旅游度假區(qū)。規(guī)劃設(shè)計(jì)范圍西起荷花路,東至車站南路,北起XX大道,南至濱湖路,總用地面積約587公頃。Theplanningarea“NorthBayArea”islocatedinthecoreareaofXXDistrict.Itis6kmawayfromthetrainstationandtheoldtown,25kmfromtheXXAirport.TheeastandwestsidesaretheBeijing-HangzhouGrandCanalandtheOldCanal.Atotallandareais??about587hectares.1.5.2用地現(xiàn)狀LandStatus基地范圍內(nèi)現(xiàn)狀土地利用基本上以XX灣水域生態(tài)用地和農(nóng)林用地為主,原有村莊基本搬遷完畢,僅在XX灣東側(cè)有一處安保用地尚未搬遷完成。XX省運(yùn)動(dòng)會(huì)指揮中心主體建筑和場(chǎng)地內(nèi)常利村回遷區(qū)已經(jīng)建設(shè)完成,XX大道、荷花路、車站南路等主要外圍道路已建設(shè)完成,規(guī)劃區(qū)內(nèi)部的公主路、運(yùn)河路、圣賢路等主要道路也正在建設(shè)中。Thecurrentlanduseisecologicallandandforestland.Thevillagerelocationiscompleted.ThemainbuildingoftheCommandCenterofShandongGameshasbeencompleted.XXBoulevard,LotusRoad,SouthStationRoadandothermajorroadshavebeencompleted.Othermainroadsintheplanningareaarealsounderconstruction.1.5.3地形分析規(guī)劃范圍內(nèi)用地平坦,坡度起伏較小,高程處于30m-42m之間,適宜開(kāi)發(fā)建設(shè)。TerrainAnalysisThelandintheplanningareaisflatandopen.Theheightisbetween30m-42m.Thelandissuitablefordevelopmentandconstruction.1.5.4現(xiàn)狀用地建(構(gòu))筑物分析基地內(nèi)現(xiàn)狀建筑不多,除XX省運(yùn)動(dòng)會(huì)指揮中心和常利村回遷區(qū)為新建五至十二層高質(zhì)量建筑外,其他建筑基本為尚未搬遷完成的一至兩層建筑,建筑質(zhì)量普遍較低。ArchitectureanalysisExcepttheCommandCenterofShandongGamesandChang-livillage,intheareatherearelesshigh-risebuildings.Theconstructionqualityisgenerallylow.1.5.5綜合分析由采煤塌陷形成的XX灣經(jīng)人工改造后,與XX共同構(gòu)成XX新區(qū)的生態(tài)核心,基地具有良好的景觀生態(tài)條件以及豐富的旅游資源。隨著規(guī)劃區(qū)內(nèi)道路網(wǎng)絡(luò)的不斷完善,以及XX省運(yùn)動(dòng)會(huì)指揮中心等重大設(shè)施的陸續(xù)建成,基地的開(kāi)發(fā)條件逐步優(yōu)化,發(fā)展?jié)摿薮?。ComprehensiveanalysisThedistricthasagoodlandscapeecologicalconditionsandrichtourismresources.Withtheconstantimprovementoftheroadnetwork,aswellastheconstructionoftheCommandCenterofShandongGamesandothermajorsportsfacilities,thedevelopmentpotentialisgreat.1.5.6開(kāi)發(fā)建設(shè)態(tài)勢(shì)分析基地內(nèi)的恒大名都一期與省運(yùn)會(huì)指揮中心為已批規(guī)劃用地,恒大二期以及圣賢路以南荷花路以東地塊為已出規(guī)劃條件用地,其余用地為待規(guī)劃用地。DevelopmentandconstructionsituationanalysisThefirstphaseofHengdaTownandtheCommandCenterofShandongGameshasbeenapprovedforthelanduseplanning.ThesecondphaseofHengdaTownandtheeastpartofLotusRoadhavebeengrantedasplanningconditionsland.Theremaininglandissubjecttolanduse.第二章chapter2案例分析CaseStudies2.1溫哥華高豪港濱水區(qū)VancouverCoalHarbour2.1.1概況高豪港是加拿大卑詩(shī)省大溫哥華地區(qū)布勒內(nèi)灣的一部分。該區(qū)域最初是一個(gè)水岸邊的工業(yè)區(qū),也是加拿大太平洋鐵路的西方終點(diǎn)。隨著溫哥華的經(jīng)濟(jì)轉(zhuǎn)型,高豪港南岸的工業(yè)用地從1980年代起陸續(xù)改成住宅用途。它包括馬拉松采煤港、海濱花園和西三角地區(qū)。這三個(gè)區(qū)域通過(guò)連續(xù)性的慢行交通系統(tǒng)(水岸人行步道、腳踏車道)緊密銜接史丹利公園滲透到市中心商業(yè)區(qū)。整體考慮了海岸線、土地使用、交通運(yùn)輸、視覺(jué)景觀、建筑高度、建筑方位、開(kāi)發(fā)規(guī)模、與公共領(lǐng)域的發(fā)展關(guān)系以及公共開(kāi)放空間的設(shè)計(jì)概念、公共藝術(shù)、資源回收、能源維護(hù)、防災(zāi)和環(huán)境等方面的城市設(shè)計(jì)控制。保證了城市整體形態(tài)的完整、統(tǒng)一和高品質(zhì)的可持續(xù)。Canada-Vancouver-CoalHarbourSummaryCoalHarbourislocatedinBritishColumbia,Canada.Theareawasoriginallyawater-shoreindustrialarea,butalsotheWesternterminalofCanadian-PacificRailwayline.From1980thesouthpartofCoalHarbourwasconvertedfromindustriallandintoresidentialuse.Itincludesmarathoncoalharbor,promenadeandtheWestDeltaregion.Thesethreeare
