引言

科技資源是伴隨著科技活動產(chǎn)生的各類資源的總稱,是科技創(chuàng)新的要素集合。目前科技資源規(guī)模巨

大但松散孤立,缺少有效的互通協(xié)調(diào)和配置管理,導(dǎo)致“科技資源孤島”現(xiàn)象的產(chǎn)生,不能充分發(fā)揮科

技資源其應(yīng)有價值與作用。隨著科技活動的復(fù)雜性越來越高,科技資源需求與科技資源共享服務(wù)之間的

鴻溝越來越大,需要不同類型和來源的科技資源協(xié)同服務(wù)。

本文件的實施有助于實現(xiàn)相同或相似科技資源共享的目標,更好地滿足用戶對科技資源的需求。

本文件確立了基于元數(shù)據(jù)進行科技資源關(guān)聯(lián)及聚合的總體框架和原則,描述了科技資源元數(shù)據(jù)預(yù)處

理方法、科技資源關(guān)聯(lián)的流程和方法,以及在關(guān)聯(lián)基礎(chǔ)之上建立科技資源聚合的方法。

本文件適用于對科技資源的組織管理,以及對科技資源在顯性和隱性層面的關(guān)聯(lián)及聚合。
