HRDepartment’sDuty/人力資源部職責(zé)221Corefunctions:asacompanyhumanresourcesmanagement,selection,allocation,development,testingandtrainingcompanyforallkindsofpersonnel,developandimplementvariouspoliciesandstaffsalaries&benefitsandemployees’careerplan,mobilizetheenthusiasmofemployees,potentialemployeesexcited,responsibleforthecompany’scontinuedlong-termdevelopment.核心職能:作為公司人力資源的治理部門,選拔、配置、開發(fā)、考核和培育公司所需的各類能,對公司持續(xù)長期進(jìn)展負(fù)責(zé)。2.2WorkResponsibility/工作職責(zé)·HRMS’SBuildingandmanagement/制度建設(shè)與治理ˉFormulatetheHRregulations,HRprocedure,andthenimplement,monitorit.制訂公司人事治理制度,工作流程,貫徹、監(jiān)視制度和流程的落實?!akethecompany’sannualpersonneldemandplan。編制公司年度人員需求打算、及年度人員編制打算;ˉResearchthepaylevelregularly,providereferencefordecision-making.定期進(jìn)展市場薪酬水平調(diào)研,供給決策參考依據(jù);ˉHelpemployeestodoagoodjobincareerplan。指導(dǎo)、幫助員工做好職業(yè)生涯規(guī)劃。·Humanresourcemanagement/人事治理ˉFormulatethejobresponsibilitisandspencifications。制訂公司部門和人員崗位職責(zé);ˉ Employee’s recruitment, hiring,training,performance,demission etc.management。員工聘請、雇傭、考核、調(diào)動、離職等治理?!ersonnel’sproparationandselection,inspectionandtraining,公司儲藏人員的選拔、考察、培育;ˉEmployee”sfilesanddocumentsmanagement。公司員工的人事檔案及證件治理;ˉProvideallkindsofdatainHRforreference。供給各類人力資源數(shù)據(jù)統(tǒng)計及分析;ˉOrganizeandimpelementtheemployee’sperformance。組織實施公司員工的績效考核工作;ˉEnhancealltheemployees’quality。公司員工整體素養(yǎng)的提升.·Salariesandwelfaremanagement/薪酬福利治理ˉFormulatethepaycostbudget。制訂薪酬本錢的預(yù)算;ˉMaketheemployeesattendance,wagesandbonuses.核定員工考勤及工資和獎金;ˉFormulation,impelememtandmanagementthewelfareregulations。制訂公司員工福利政策并治理和實施?!raininganddevelopmentmanagement/培訓(xùn)與進(jìn)展治理ˉMaketheyeartrainingplan。公司年度培訓(xùn)打算的制訂與實施;ˉHelpeachdept.todothetrainingandeducation。幫助各部門的教育培訓(xùn)工作;ˉMaketheyeartrainingbudget.制訂公司年度教育培訓(xùn)經(jīng)費的預(yù)算并進(jìn)展治理和使用;·OtherJobs/其他工作ˉStaffrelations”sbuilding。員工關(guān)系建設(shè);ˉCorporateculturepromotion.公司企業(yè)文化的推動;ˉExternalcoordination。外部協(xié)調(diào);ChapterThree Recruitment/聘請3.1RecruitmentObjective/聘請目標(biāo)Toensurethequalityoftherecruitment,selecttheexcellentpersonnelforthecompany。通過系統(tǒng)化的聘請治理保證公司聘請工作的質(zhì)量,為公司選拔出合格、優(yōu)秀的人才.3。2RecruitmentProcess/人員聘請程序·RectuitmentApplication/申請ˉHRanizetherecruitmentaccordingwiththeyearrecruitmentplan。人力資源部依據(jù)年度編制打算統(tǒng)一組織聘請。ˉIfthepersonneldemardisoutoftheplan,recruitmentwillbeafterGM’sapprovement。Thejobresponsibilitiesandqualificationsshouldbeprovidedwhenthepositionisnew。打算外的聘請需求,需經(jīng)總經(jīng)理核準(zhǔn)后進(jìn)展,增崗位,需供給崗位說明書及任職資格說明?!ecruitmentCost/費用Toachieve the year recruitment plan,we should pay the cost in recruitmentprogramme.HRdept.shouldmakethebudgetaccordingwiththecostinlastyears。聘請源部應(yīng)依據(jù)年度或?qū)m椘刚埓蛩?比照以往實際費用支出狀況,擬訂合理的聘請費用預(yù)算經(jīng)總經(jīng)理辦公室及財務(wù)部審核后在年度聘請費用預(yù)算內(nèi)申請聘請費用.·Recruitmentcycle/聘請周期HRdept。shouldfinishtherecuritmentduringstatedtimeafterreceivingthesheetofpersonneldemand。聘請周期指從人力資源部收到《人員需求表》起,到擬來人員確認(rèn)到崗的周期?!orkersinworkshop:during7workdays.車間操作工:7個工作日內(nèi)完成;ˉGeneralstaff:during10workdays。辦公室一般員工:10個工作日內(nèi)完成ˉTechnologyengineer&Supervisor:during15workdays.工程師及主管人員:15個工作日內(nèi)完成;ˉImportantpositionandManager:during22workdays。重要崗位人員及經(jīng)理級人員:22個工作日內(nèi)完成?!ecruitmentChannel/聘請渠道Therearefourmainrecruitmentchannel:onlinerecruitment,takingintheexchangeoftalents,newspaperads,recommendationfromstallinternal.聘請渠道主要有四種:網(wǎng)上聘請、參與人才溝通會、登載報紙廣告、內(nèi)部員工推舉.·ApprovalAuthority/人員錄用審批權(quán)限ˉSupervisororabove,importantpositionsshouldbeapprovedbyGM。主管級以上人員、以及重要崗位人員的錄用由總經(jīng)理審批;ˉOthersshouldbeapprovedbytherelatedmanager.其他人員由部門經(jīng)理及人力資源部審批;ChapterFour NewStaff”sHiring/員工錄用4。1Objective/目的Introducesmoothlynewstaffintothecorporatecultureandthejob。將員工順當(dāng)導(dǎo)入工作崗位和文化氣氛之中.Reportingprocedures/報到手續(xù)·Documentsshouldbeprovide/入職時員工需供給的證件:ˉIDcardacademiccertificatesotherqualificationcertificatescopies,andtwopiecesofphotocurrentlyshouldbeprovidedatthattime。各項有效證件的復(fù)印件〔身份證、學(xué)歷證、其他資格證等)并四周照兩張;ˉHealthcertificatesissuredbythelocalhospital〔validfor3months).區(qū)級以上醫(yī)院出具的安康證明〔三個月內(nèi)有效;ˉDimissioncertificationfromtheoriginalcompany〔graduatesshouldprovide“onrecommendation”and“reportcardoriginal〕原工作單位的離職證明(應(yīng)屆畢業(yè)生應(yīng)供給“推舉書”及“成績單“原件);Entryprocedures/入職手續(xù)辦理:·HRdeptshouldcheckthedocumentstruly.IfthedocumentsmissingthestaffcanenterfirstafterHRmanger’sapprovement,andthemissingdocumentsshouldbeprovidewithinaweektime。Failedprovidingorprovidingfalsedocumentswillberefused。人力資源部需檢查證件的真實性,證件齊全者,按正常程序辦理手續(xù);證件不齊者,由人力資源部經(jīng)理確認(rèn)后先辦理入職手續(xù),并要求員工一周內(nèi)補齊證件后再來報到,一周內(nèi)未能補齊者或供給假證件者,一律按勸退處理;·HRdept.transactsfortheeligibilitypersonnelasthefollowingprocedures:人力資源部為合格人員辦理辦理如下手續(xù):ˉHRvidethe 〈LaborManual<ThefirstdayinAL-KO>,attendancecard,andthestationeriesdungateesfootwaresect.文具用品、工作服、工作鞋等防護(hù)用品;ˉHRdept。shouldintroducethenewstafftotherelatedworkmatesandleadersifit ’snecessary.導(dǎo);ˉHRdeptshouldleadthenewstafftothedepartment。人力資源部帶著員工到用人部門報到;ˉEstablishtheindividualpersonnelfiles。人力資源部為員工建立個人人事檔案;ˉNewstaffsshouldbetrainedbeforeworkingandthentheywillbetestafteramonth。訓(xùn)考用考核;ˉProbationwillbecontinuedafterpassingthetest.Thereare3piecesofchanceforallnewstaffsiffailedalltimes,anyonewillberefaused。HRdept.shouldrecorditin〈Labortrainingrecordsheet>intheend.考試分?jǐn)?shù)記錄在員工檔案的《員工在職培訓(xùn)記錄表》中;Everydept.shoulddowiththemattersfornews入職各部門處理事項:Time/時間Onedaybeforereportingday/到崗前一個工

OfficialAssessment/轉(zhuǎn)正考核Atthefirstdayofeverymonth,HRdept.shouldprovidethecandidate’snamelisttotherelateddept.managers.每月一日人力資源部整理員工檔案,將到期轉(zhuǎn)正的員工名單發(fā)至部門經(jīng)理;Thecandidatesshouldfillina〈Assessmentforprobationendform>andsubmittothemanagerforcheck。員工應(yīng)填寫《員工轉(zhuǎn)正考核表》呈部門經(jīng)理審核。<Newemployeemonthlyupdaterecord>shouldbesubmitafterapprovingfromdeptmanagers.用人部門將該員工的《員工月度跟進(jìn)表》呈送人力資源部;ApprovalAuthority/人員錄用審批權(quán)限Supervisororabove,importantpositionsshouldbeapprovedbyGM.主管級以上人員、以及重要崗位人員由總經(jīng)理審批;Othersshouldbeapprovedbytherelatedmanager.其他人員由部門經(jīng)理及人力資源部審批;5。5HR causedlossshouldbearallgeneratedconsequences.Companywillnotcompensatethosepeoplewhopuforwardresignationbyhimselfduringcontractserviceperiod。工資做為賠償金.,公司有權(quán)追究法律責(zé)任。ˉIftheemployeeleavewithoutanyapproval,therelateddept.shouldnotifyHRdept.andfinancedeptforpreparing。,用人單位應(yīng)馬上通知人力資源部及財務(wù)部實行必要的措施?!imission/辭退:ˉWhenthecandidate’squalificationcannotachievetherequirementofcompanyduringtheprobationperiod,he/shewillberefusedatanytimeandwithoutanycompensate.試用期內(nèi)員工工作力量不能到達(dá)公司要求的,公司可做出辭退處理,且無須任何賠償;ˉWhentheofficialemployeeoffendthelawsorregulations,he/shewillberefusedwithoutanycompensate。員工違反國家法律、法規(guī),公司可隨時提出辭退要求,且不予任何補償.ˉDismissalactionsprovidedinemployeehandbook.符合公司《員工手冊》中規(guī)定可辭退的行為;·Leaveformalities/離職手續(xù)ˉBeforeleave,companycanarrangeHRmanager,orhigh—levelmanagementpeopletohaveaconversationwithhim/herfortheirpurposesofleave.員工意見.ˉWhencontractendsorterminatesemployeeshouldfinishallleaveformalitiesOrcompanyreservesrightstoretailitssalary.員工因任何緣由離開公司,均需按要求辦理離職手續(xù);手續(xù)未完者,扣發(fā)未領(lǐng)工資?!inishworkhandover,finishleaveformalitiedaccordingtotherelatedrequirements。員工離職前需完成工作交接,按離職程序要求辦理離職手續(xù)?!eturnallcompanyfiles,workingclothes,handbookandotherpublicthings.歸還公司相關(guān)資料、工作服、文件、辦公用品、員工手冊等公物;ˉReimburse/returncashinadvance,bearallrelatedexpensesgeneratedduringcontractserviceperiod。Ifsignedotheragreementswithcompany,he/sheshouldalsoobeyalltermsinagreements。歸還公司欠款,以及在合同內(nèi)商定的有關(guān)費用,如與公司簽訂有其他合同,按其他合同的商定辦理;ˉReturncompanydormitoryandpublicthingsthere,andderegisterrelatedformalities.住宿者退還公司宿舍及房間內(nèi)公物,并到行政部辦理退宿手續(xù);ˉTherewillbeanauditbeforeemployeeleave,ifhe/sheisintheimportantposition。重要崗位人員離職,公司將安排離職審計;ˉWhoattendedoverseastrainingwithcostsbearedbycompany,shouldworkforcompanyatleast2yearsPleasefindtrainingagreementfordetails.公司出資安排員工出國培訓(xùn),則該員工至少為公司效勞兩年,具體請見培訓(xùn)協(xié)議規(guī)定。ˉEmploeewhoresignedordismissed,shouldleavecompanyimmediatelyafterfinishallhandoverformalities.辭退或開除之員工必需在辦完手續(xù)后馬上離開本公司.7。3ApprovalAuthority/審批權(quán)限·Supervisororabove,importantpositionsshouldbeapprovedbyGM.主管級以上人員、以及重要崗位人員由總經(jīng)理審批;·Othersshouldbeapprovedbytherelatedmanager。其他人員由部門經(jīng)理及人力資源部審批;ChapterEight Salary&Welfare/薪資與福利8.1SalaryPolicy/薪資政策·Keepthesalarycompetitiveintheindustryandmarket。保持公司的薪酬在市場及行業(yè)中有較大的競爭力?!romotemployeetodoacareerplanningdirectlyandactively.鼓勵公司員工的樂觀性,規(guī)劃其進(jìn)展方向,明確目標(biāo)。8。2SalaryFrame/薪資構(gòu)造:·Salaryisincludingmonthlypaymentandthe13thmonthpayment.員工的薪資由月薪及年終雙薪構(gòu)成?!onthlypaymentincludingbasicaslary,positionsalary,anditispaidthroughbanktransfermonthly工資包括:根本工資和崗位工資等,每月以銀行轉(zhuǎn)帳方式支付?!heeighthofeachmonthissalarypayday,whichwillbepostponedwhenmeetingholidays/weekends。公司于每月的八日支付員工工資。如遇節(jié)假日或周末則順延?!?3thmonthpay年終雙薪〔13月工資〕The13thmonthpaymentshallbeproratedonthemonthsofattendanceoftheemployeeThe13thmonthpaymentshallbeproratedaccordingunforeseenabsenceandsinglesickleavedaysaccordingfollowingtable。Thetablecanbuadjustedyearlybytheboardofdirectors.13月的工資將依據(jù)員工實際出勤月數(shù)計算.13月的工資將依據(jù)下表中事假以及病家的天數(shù)總和進(jìn)展扣除計算,董事會可對此表數(shù)據(jù)進(jìn)展年度調(diào)整。DaysoffworkUpto2
